FOP President Officially Gone

  • The embattled president of the union that represents rank-and-file Chicago police officers has been officially removed from office some three months after stirring controversy when he publicly questioned the fairness of past contract negotiations, the union announced today.

    Michael Shields was stripped of his position on Tuesday following a 15-11 vote by the Fraternal Order of Police Lodge 7’s board of directors.

    He had been suspended from the union since December after he sent a letter to the city’s inspector general asserting that three recent police contracts – two for officers and one for sergeants – were rigged by City Hall, union bosses and an independent arbitrator to benefit the city.
And someone posted the way the votes fell:
  • Voting NO to sustain the charges filed (keep the President in office):  Dean Angelo JR (also proposed to keep vote secret); Denis Doherty; Fernando Flores; Allen Jaglowski; Rick King; John Lipka; Daniel Shields; Ron Shogren; Daniel Trevino; Mike Underwood; Pat Duckhorn
  • Voting YES to sustain the charges filed (remove the President): Rich Aguilar; Michael Burke; William Burns; Terry Collins; Sidney Davis; Frank DiMaria; Mark Donahue; Kevin Graham; Anna Hanley; James Moriarty; Tim Moriarty; Tim Murphy; Danny Stover; John Caparelli; Dan Gorman
  • Bill Dougherty Chair does not vote; 
It certainly would have been helpful to have these voting numbers a day or two ago before the ballots were due to be mailed back - all those NO votes on a guy who admitted that he didn't send the retro letter and made the reckless accusations that led to his removal.

Just keep this in mind if there is any kind of a runoff.

The no votes, we're the result of a secret trial, that Board members were not permitted to attend, or review evidence. The charges were amended and neither Shields or the Board members were ever given a copy of the amended charges that he was convicted of. Finally, Shields was not present at the trial, because a certified letter was sent to his home, two days before the hearing, and wasn't received in time. The Board of Directers, nor anybody interested in this matter, was ever informed of the trial date and time. Does this sound like Shields was given due process? I don't care whether people like Shields, or dislike him, but he has the same rights as any of us. What is the City Wide team afraid of?

Moriarty, you should be ashamed of yourself in how you voted. I actually thought you were honest. Now thanks to you we get the same good old sold out FOP. Way to represent the 009 district. I'm ashamed to work in the same district. We loose much more benefits, pension and rights as this good old sold out FOP will not do their job to its full potential. All in the bed with the city. Mike was naive, but had no bad intention and at least spoke up. I prefer someone like that, than out right sell outs.

That was proof enough the letter was 20 days pass the deadline and them idiots still couldn't do the right thing

I don't agree that retired members had any say so on this. Example, Ann Hanley. Always flacky, let alone she gets to make decisions that affect current members. I worked with her, always taken care of. She didn't like Shields because he called her out for her previous low attendance to meetings.

So not only does it seem the remnants of the old regime set Shields up to fail - AT THE EXPENSE OF THE MEMBERSHIP - they now feel it necessary to make a symbolic gesture by ousting him a whole 3 weeks or so before the new regime takes office?

What exactly did this accomplish other than a bunch of jagoffs trying to see who has the biggest dick? And how much of our dues were spent on this whole fiasco?

Why the big show now when it doesn't matter, Bill? You all voted to continue to pay Mike his Presidents wages right after Decembers General meeting, so why not just let it run its course for a few more weeks? I think I know why.

I have a couple of theories, no doubt some truth in both: 1) You're creating a distraction to keep the enquiring types away from the malfeasance the 'Citywide Team' has allowed to run rampant for the past several terms (a total forensic financial audit will be the first thing I propose at the first general meeting under the new regime). 2) As evidenced by the implosion of your core group and mass exodus of Citywide affiliates, the realization that you assholes are now unelectable has you taking down the whole ship. Starting with the "Captain" none of you wanted to work with from Day One because he questioned and threatened the status quo to which you fucks had grown too comfortable, you decide to risk fucking the entire membership a second time. YES, I say second time because the first was when every other one of you clowns purposely chose not to send 'The Letter' that you claim Shields refused.

If the membership isn't pissed enough already about the amount of time and their money spent on this anti-Shields circus (not that they're even paying attention as reflected by the amount of ballots returned - 9,470 as of 05 March), they'll surely be upset if/when Shields sticks it in their asses in court.

In their rush to run Mike out, Dougherty and crew (particularly Jim "Secret Taper" Moriarty and Rich AguiLIAR) cut A LOT of corners and didn't follow proper protocol and procedures. In addition to going after a handful of the aforementioned clowns individually, I'd expect Mike to come after the FOP as well.

I'm not an advocate of "throwing the baby out with the bath water", but I made an exception in this case. As stated by so many other contributors to SCC, not one of the current people at the FOP should be reelected on Friday. EVERY LAST ONE OF THEM FAILED US AS A MEMBERSHIP AND NEED TO BE SHOWN THE DOOR.

Shields didn't sent the letter, but any one of them could of. The rest of them, like Doherty, Donahue could of sent it too. So, the have the same fault. The ones with experience decided to setup Shields for failure on purpose and it is so obvious. So, while I don't agree with all that Shields did, neither I do at the costs that Doherty and Donahue operated. Shields was just dumb.

I must agree with you one again SCC. How can anyone vote no to charging a guy who basically screwed over thousands of officers and their families? I'm glad I didn't vote for any of those who voted no. I'm afraid some of us may have though. What a shame. If any of those who voted no make it into office we should make a note of it and make sure that they understand that if they pull what Mike Shields did, they too will be put to Shane nationwide.

If only we could vote out the senior LT in 011 this way.

It seems the Senior Lt secures the Marijuana test kits in his personal locker in the DSS office. So when he isn't there the 2nd watch is unable to get access to the test kits. Needless to say, the locker was opened by some ingenious person(S) and the test kits ere obtained.

So yesterday when the senior Lt gets to work he realizes this and Gets a CR and RD. He then has a closed door yelling session at a Sgt which the whole station could hear.

This type of behavior by the Senior Lt has been going on for the last 4 years since he has been in charge of the 2nd watch. This is just the normal way he acts when he doesn't like something or he has a personal vendetta against some one.

We all know you read this at 2am while you are on Facebook lt. so, get help for your anger management issues before it gets the best of you. Or retire!

Maybe even better was a comment made by Mike Underwood. He had the balls to say that he didn't think the committee appointed to hear charges was impartial. This from a guy who is Mike's employee, was appointed by Mike to hear his own charges, and subsequently found him not guilty.

Then he comes to the board meeting with his brother Dan and states that he wasn't notified, but then admits to the board that he knew about it three days before. Here's what I say: three months ago Mike you made some outlandish accusations and still three months later no sign of proof. You don't accuse people of something without proof. And if you have proof then you should get it out there for all to see. I was at that board meeting and the Shields boys are really a couple of tools. Why Dean Angelo voted with him shows me that Shields and Co. and Dean Angelo are all together.

and the charges weren't AMENDED, he was afforded due process, he just decided this wasn't IMPORTANT ENOUGH to bother to show up, he called the morning of and said im not coming, texted and emailed several people the days before. the only Amending of charges was merging one charge into the other charge, again its too bad people with SMALL brains were even voted into office in the first place, the likes of DUCKHORN, SHOGREN, TREVINO,UNDERWOOD,Dennis the political jobs guy DOHERTY, JAGLO, and KING..... too stupid to use their common sense....

If the newly elected team/reps for our union do not put our best interest first and for most,in the next election I will be looking to assemble a team myself and turn the union upside down and recruit members who I believe will be untouchable and WILL work hard and be dedicated to the membership. This will be a team of members that already have proven history with their actions through the community and organizations. Time for our union to take control of the politicians and demonstrate how strong we can be.

Hmmmmm, if these guys will do this to someone they were supposed to be loyal too, for the sake of the FOP and what's best for the membership, how do you think they will represent YOU? You think they will do anything to jeopardize their big $$$ salary at your expense? I'm not defending Shields by any means but the bigger picture is how a small select group undid an election of the membership especially when a new president will take over in 3 months. If these guys will turn on their own, guys they worked closely with and supposedly gave their loyalty too for the better good of the membership, they will do nothing YOU. For all you well informed bloggers. Though many who voted "no" still believe the process with how Shields was removed was done in an improper way. Meaning proper guidelines were not followed.

What is not being told here is at the meeting, it was brought up to have the charges properly submitted and then have the vote to remove Shields.

Though I, the person writing this also believes Shields should be gone. I too believe the process was not followed correctly.

J and g uniforms at Austin and Irving park for vest cover...you might spend up to 200 depending on your needs (molle, patches, stitched pouches, etc). For vest pprobably go to one of the gun stores.

WHY the board went through the motions was simple. They needed to in order to have Mike formally removed which will prevent him from holding the past president post on the next board. That means, depending on the interpretation of our constitution, that either Mark will again hold that post or Bill if he losses and deemed past president even though its not his elected office.

Now as to the timing, its simple. the 11 didnt want to be put on the record sooner so it would effect their chances in the election. The whole shit show could have been ran better by holding as many special board meeting needed to has the process done BEFORE the ballots went out but thats not what half of them wanted.
There will be constitutional changes proposed with enough signatures to force a vote so that this nonsense doesnt happen again in the same manner BUT it will take the membership to show up and vote on them. Change is needed not only in this election but to the way the lodge is ran.
Lastly I agree with the decision to oust Mike. What he did was wrong and unprofessional. We deserve better leadership from a Lodge President than to make wild charges without any proof. I only hope that any of the 15 that voted yes, will be as jduicious when it comes to the charges against Rich. Even though he admitted to the email blast, it benefitted the WHOLE citywide ticket. The fact they didnt hold him accountable themselves for clear election violations and toss him off their ticket means they endorse his actions and thus should also be held accountable for those actions since they unfairly gained an advantage that other canidates and tickets didnt have the same access to. The last year of lodge business has be disgustingly sad. Change is needed badly and hopefully on the way in the form of 100% intregity and fighting for the membership and not whatever clic someone is attached to. If you didnt vote....get your ass to the lodge tomorrow from 9-12!!!

Hey SCC these same NO votes have consistently voted with Shields and ran with him on his original ticket. After consulting with David Axelpod the Shields Team was dissolved because they realized Shields was done and the rats scurried and joined under different banners;
2014 Angelo Team (4 former Shields Team members that voted No on the Angelo Team and Dean Angelo Sr ask you to vote for his entire ticket)
Pension Watchdog Team (6 former Shields Team members that voted NO but yet claim to be Independent Candidates working for you the members of the FOP while in the same letter endorsing Dean Angelo Sr) and these same no votes above also voted to clear Shields of not sending the retro letter in on time. Anyone else see the Shields connection here and the association of these two teams to get former Shields members elected again sliding in through the backdoor?? There is still an opportunity for any FOP member to go down to the FOP hall and cast a ballot in person from 9am till noon. If you’re too busy to go down and vote then live with your objections only being read on the internet. If you want your objection to be heard then go to the hall and vote. Your choice your future. Hell I’m going down there and asking them to pull my ballot that I mailed in because I had no idea that I voted for some of these people that voted NO. It’s never too late until the deadline passes, tomorrow.

Starting with the "Captain" none of you wanted to work with from Day One because he questioned and threatened the status quo to which you fucks had grown too comfortable, you decide to risk fucking the entire membership a second time. YES, I say second time because the first was when every other one of you clowns purposely chose not to send 'The Letter' that you claim Shields refused.

If the membership isn't pissed enough already about the amount of time and their money spent on this anti-Shields circus (not that they're even paying attention as reflected by the amount of ballots returned - 9,470 as of 05 March), they'll surely be upset if/when Shields sticks it in their asses in court.

In their rush to run Mike out, Dougherty and crew (particularly Jim "Secret Taper" Moriarty and Rich AguiLIAR) cut A LOT of corners and didn't follow proper protocol and procedures. In addition to going after a handful of the aforementioned clowns individually, I'd expect Mike to come after the FOP as well.

I'm not an advocate of "throwing the baby out with the bath water", but I made an exception in this case. As stated by so many other contributors to SCC, not one of the current people at the FOP should be reelected on Friday. EVERY LAST ONE OF THEM FAILED US AS A MEMBERSHIP AND NEED TO BE SHOWN THE DOOR.

Shields knew he had to send the letter and admitted it at the general meeting. Shields told FOP officers as well as members that the letter would be sent in. How did you know he would not keep his word by sending the letter in on time when everyone else took him at his word. You must be up his ass and inside his head at the same time.

Shields has filed a lawsuit against both Lodge 7, and the State Lodge. The improper way his charges committee hearing was held, will end up costing Lodge 7 a lot of money. He should be ousted, but not at a secret trial that Board members were not permitted to attend. The Board of Directors, act as a jury, and were never shown evidence of Shields guilt, or innocence. It was suggested to Daugherty, that this matter be re-heard in order to assure Shields of his due process, but Daugherty wasn't interested in fairness. No Board member should have voted to convict Shields via this deeply flawed process.

The Board of Directers, nor anybody interested in this matter, was ever informed of the trial date and time. Does this sound like Shields was given due process? I don't care whether people like Shields, or dislike him, but he has the same rights as any of us. What is the City Wide team afraid of?

Citizen Asks for ‘Moment of Silence’ to Honor Slain Detective at Council Meeting – Mayor’s Response Results in Some Very ‘Pissed Off’ Officers

The mayor of Scottsdale, Ariz., is being called on to apologize after he told a citizen “no” when he asked for a minute of silence to honor a fallen Phoenix police detective at a council meeting on Tuesday.

During the public comment period of the meeting, resident Michael Aloisi asked members of the Scottsdale City Council if it would be OK to have a moment of silence in honor of Phoenix police Detective John Hobbs, who was fatally shot Monday by a suspect wanted for attempted murder. Another detective, also shot, was transported to a Phoenix hospital for emergency surgery.

“I’m sorry, Michael. Please, just continue with your statement,” Mayor Jim Lane replied. “We will look to that.”

“Is that a no, mayor?” Aloisi asked.

“That’s a no for right now,” the mayor said. “Yes, thank you.”

Lane told the Arizona Republic that there was “no disrespect intended” in his refusal to allow the moment of silence. He says it wouldn’t have been “appropriate” during the public comment portion of the meeting.

Later in the meeting, Scottsdale City Councilman Bob Littlefield made his own request to honor both detectives with a moment of silence. At around 7:45 p.m. — nearly three hours after the first request — Mayor Lane permitted the gesture.

However, conservative radio host Mike Broomhead, who hosts the “Afternoon Drive” on KFYI 550 in Phoenix, said he was told by the time the moment of silence was finally held, almost everyone had left the council meeting.

The Phoenix Law Enforcement Association is among those calling on the mayor to publicly apologize for the “offensive” action. The group plans to send a formal letter to Lane on Wednesday.

“I find it outrageous. I find it offensive. I find it a bit of arrogance,” Joe Clure, president of the association, said. “I find it concerning with an elected official somehow doesn’t think it’s appropriate to recognize the sacrifice of a Phoenix police officer.”

There’s really no other way to put it than Phoenix police officers are seriously “pissed off” over the incident, Broomhead told TheBlaze. Attempts to contact Mayor Lane were unsuccessful.

Broomhead also provided a copy of the letter from the Phoenix Law Enforcement Association.

Did anyone else notice that the ballot said use a black marker or pen. The only problem is that if you use a black marker (as I did) the marks bleed through completly to the other side of the ballot ruining the other side. As of 1500 hours, 9726 ballots have been submitted this FOP election. For those of you that have not voted, the hall will be open tomorrow from 0900 to 1200 hours for in person voting. Address is 1412 W. Washington Boulevard. As for this particular post, nothing surprises me after 19 years on this job. More surprising were the first comments out of Mike Shields' mouth at the Board of Directors meeting. For someone that was going to plead his case on why the board should not remove him from the top spot, he decides it's appropriate to stutter through his first comments directing them to the acting president. The fact that this was the attitude of the now past president at a meeting deciding his future, speaks fucking volumes. I am stunned it did not push the 11 that voted for him to realize that something isn't right, but the devil's deals have been made. Party lines are drawn folks, it's clear and it's obvious. We are the ones who could suffer people. I think we suffered enough. That being said, best to everyone tomorrow.

With the exception of the word "SETUP" I agree with your entire post. First they arent that smart. Second, this is about power and influence for the "Experienced", Not about the membership. Doherty and Donahue are experienced at making a living off the membership and beholden to the Machine. Remember they dont back a p.o. who would run for a political office. They backed a Secretary of the 19th ward office Fran Hurley to be State Rep over Sgt. Joe Bird a Lawyer. Fran has already voted to diminish State workers pensions and will do the same to us. Doherty and Donahue got to GO! But you can bet they will end up with a cush state job from Madigan.

Did anyone else notice that the ballot said use a black marker or pen. The only problem is that if you use a black marker (as I did) the marks bleed through completly to the other side of the ballot ruining the other side. When Shields lost the arbitration over the retro letter and cost us the retro pay he was destined to lose the election. In desperation he made up wild allegations to grab a headline to right his sinking ship. It blew up in his face. Then he comes to the Board and cries he wasn't notified. How then did his lawyer know to appear at the committee on the hearing date and ask for discovery? Probably the most pathetic thing I heard from Shields was him begging the Board to find him not guilty because it would cost him, his wife and children their livelihood. Whaat? I thought our livelihood is our job as officers. No one is firing him from the CPD. Unless he had something lined up before his train derailed. Go away Mike and take your childish games with you.

Shields knew he had to send the letter and admitted it at the general meeting. Shields told FOP officers as well as members that the letter would be sent in. How did you know he would not keep his word by sending the letter in on time when everyone else took him at his word. You must be up his ass and inside his head at the same time.

ENOUGH of this smoke and mirrors bullshit. The citywide team DID know it wasnt sent and if you have any doubt the proof is simple. As I said over and over during my campaign, the chain of custody is simple. IF mike did write the letter it would be Sid's job to make sure it has the lodge seal and delivered to the city in person or certified mail post-marked by april 1st that year. It didnt happen and he knew it. At that point in time Mark's secretary was still working for Mike and she even let Mark and Bill know it wasnt done. Stop defending these guys because even though the buck stops at the top and Mike ultimately is to blame, the rest of the exectutive board needs to man up but have refused over and over!
If you doubt a word of what I wrote, the facts are just that and following the citywide team speeches (Bill,Sid,Bailey) at 009 dist 3rd watch, Sid sat in the back of the rollcall and didnt challenge a SINGLE point I made!

Question, do the Bloggers on this site have any idea what the charges actually are that were voted on against Shields ? Do most of these posters think that the charges that were voted upon were if Shields didnt send the letter in on time ?
It sure seems so. The actual charges were nebulous charges that Shields was "unfratenal" . Shields brought with him and passed out a multipage handout of Illinois Law , By-Laws and a special order from the Mayor that stated if he suspected any kind of collusion he as head of a labor organization was required to contact the City Inspector General with his concerns or face punishment up to and including firing. I saw these documents after the meeting and I can tell you this, I think he is going to sue this Union and this Board for depriving him of his due process and removing him. His arguements were impressive. I may not condone his methods but this kid has a hell of a law suit. He also pointed out that a conviction of the president requires 2/3 rds
vote on page 15 of the by-laws I remember, at the top of the page it spells that out quite clearly.
Before anyone makes any more inane comments maybe you better look into this as I did. Granted the vote was almost right down party lines (City Wide / Clean Slate vs Watch Dog Group / Angelo) but you might want to remember those names and how they voted all right. Those people who voted yes with the Dougherty group I think might have just cost this Union a couple Hundred Thousand Dollars or worse.
The way this was done was clearly illegal, Ted Street is on the way out down in Springfield because of his actions here to depose the President of the largest FOP Lodge in the country without his Boards Approval (sound familiar ?) This will go down as the most costly vote in FOP history I am betting.
All with 3 days to go until it was a moot point anyway but at least Dougherty got his revenge. Speaking of expensive lawsuits, this seems to be a pattern with the City Wide Team doesn't it ?

Shields knew he had to send the letter and admitted it at the general meeting. Shields told FOP officers as well as members that the letter would be sent in. How did you know he would not keep his word by sending the letter in on time when everyone else took him at his word. You must be up his ass and inside his head at the same time.

ENOUGH of this smoke and mirrors bullshit. The citywide team DID know it wasnt sent and if you have any doubt the proof is simple. As I said over and over during my campaign, the chain of custody is simple. IF mike did write the letter it would be Sid's job to make sure it has the lodge seal and delivered to the city in person or certified mail post-marked by april 1st that year. It didnt happen and he knew it. At that point in time Mark's secretary was still working for Mike and she even let Mark and Bill know it wasnt done. Stop defending these guys because even though the buck stops at the top and Mike ultimately is to blame, the rest of the exectutive board needs to man up but have refused over and over!
If you doubt a word of what I wrote, the facts are just that and following the citywide team speeches (Bill,Sid,Bailey) at 009 dist 3rd watch, Sid sat in the back of the rollcall and didnt challenge a SINGLE point I made!

Jcat Marks secretary was fired by Mikey 2 weeks afte he took office. His new secretary had the letter prepared with the seal awaiting Mikeys signature and he fired her too. You must have overdosed from being too close to i fart in your direction

Mike Shields major problem was that he was an outsider. The other officers in the administration decided to give more allegiance to their political factions rather than who they REALLY work for: The rank-and-file membership. The old guard stabbed him in the back.

He was wrong for making his public charges. Only because he will never be able to prove them.

Need a clean sweep at 1412 W. I voted to throw all incumbents out. If I could, I would vote to throw the civilian staff out of there, too.

Does Mike get to keep his brand new vehicle that he bought as FOP president or are they going to let him keep it as a gift like they let Donahue keep his nice ride as a "gift" when he left office... Those greedy, politically driven, self serving MF need to be shown the door. They obviously don't care about the membership, only their own greed. They have been in office too long. The trustees were never informed about the letter. The trustees were treated like mushrooms, kept in the dark, and fed shit. What a disgrace.
