  • Mayor Rahm Emanuel won first-round approval Monday to borrow more than $1 billion to bankroll water and sewer projects, despite aldermanic concerns about Chicago’s plummeting bond rating and its mountain of debt.

    Chief Financial Officer Lois Scott said there’s a dramatic difference between general obligation bonds backed by property taxes and the $575 million in “Water Revenue” bonds and the $475 million in “Wastewater Transmission Revenue” bonds authorized by the City Council’s Finance Committee.

    The new round of borrowing is backed by Emanuel’s 2011 decision to double water and sewer rates over a four-year period, then impose annual increases tied to the inflation rate.
And exactly how much of this borrowing is going to go toward the $600 million first responder pension balloon payment that comes due next year?
  • ZERO!
Is there an adult around who has actually balanced a checkbook and could point out where this is leading? Are there any actuaries who can spell it out in simple terms? And who the hell are these bankers who keep giving this asshole money, a billion dollars at a time?

Former employee files complaint claiming AAR Manufacturing in Huntsville terminated workers without notice in December

HUNTSVILLE, Alabama – A former AAR Manufacturing employee claims he was terminated from his job last month without sufficient notice or receiving pay or benefits as required under the Worker Adjustment and Retraining Notification (WARN) Act

"[...]...The Illinois-based company also told employees it would be "greatly decreasing its operations," according to the complaint. The reduction in workforce was apparently the second layoff in less than 90 days at the Huntsville office.

The complaint, which involves plaintiff and Madison County resident Barry Chadwick Wright, was filed Tuesday afternoon with the U.S. District Court of the Northern District of Alabama's Northeastern Division.

"He was given his walking papers on Dec. 30," said Eric Artrip, the Huntsville attorney who is representing Wright. "He doesn't know how many people joined him, but believes it's more than 40."

A representative of AAR in Illinois declined to comment on the case, saying it was against the company's policy to discuss pending legal matters with members of the media.

Artrip said the first layoff took place in October and affected approximately 10 employees. Artrip said Wright and others working for AAR, which employed about 130 workers before layoffs, were under the impression that the October staffing reduction "was the end of it."

Artrip, who noted there are some exceptions to the WARN Act, said most companies that plan to lay off 50 or more employees must provide a 60 day notice or 60 days of pay at the time of termination.

The number of AAR Huntsville employees laid off in October combined with the cutbacks in December totals more than 50 workers and represents more than 33 percent of AAR's Huntsville workforce

What about the 50 Aldermen that do not question any of this? Right here is a perfect moment to ask - WHY do we need 50 Aldermen who just rubber stamp everything? We can get by with 20.

CAN 30 Aldermen because their not adding to anything except their own pocketbooks. The city could save a LOT of money and in turn, put that money into one of the many shortfalls it has - like Pensions.

Rahm should have started as a Mayor for a small town of about 5,000. He could have learned some things and applied them to bigger municipalities. Does he even know how to read a budget sheet and a Profit & Loss statement? Evidently not.

To me, Rahm has no political future. He and his handlers may think so, but he doesn't.

He is WAY over his head as Mayor of Chicago and some of his moves (to the trained eye) shows how clueless he is.

Hey Rahm, it's not about the Ego, it's about making sound decisions when faced by real financial problems and limitations.

This was an interesting term - but let's not repeat it by re-electing him.

Time to move on and hopefully, unscrew what he screwed up - if there is any time left.

Answer one: No, they do not HAVE to balance a check book. They just tax more to spend more. The check book need not be balanced. You see, many politicians and those who vote for them think government spending creates jobs and prosperity. Have you heard this with TARP? I have heard it, "We need to tax and spend our way out of this recession" say my liberal friends. Answer two: the bankers see valuable real estate the City controls. Look at Meigs Field. That is some fine property to attach a judgment to for one example. Answer three: this is leading to insolvency Detroit style. It took Detroit about thirty years to collapse. Chicago is right on track for its government to collapse. In fact, some economists think Chicago is actually going to be worse off because they are far ahead of Detroit in money owed that they cannot pay. This is why the bond rating continues to fall. We will arrive within a few years at the rate we are going where the costs to borrow money will be more than the sum of money we are borrowing. That is the end of the road for the City and any government (or business). So what da ya say pols? Lets focus on legislation that will ban plastic bags. Another reason for me to shop in the suburbs when I need bags for the dog. We need leadership in this country, not political strategy that the university trained idiots are entering government with now.

I've got a bad feeling that this will only make things worse in Illinois, and for our brothers in blue. That they're simply going to let the money run dry, and sit back and claim, "See, we're out of money and we can't pay you anymore". If they were concerned about it, they would be doing something, like replacing the money that they stole, er- oops! I meant "borrowed"! That's right. Stealing is, after all, a crime. But since they are not, what other conclusions are left?

I'm trying to view this from Rahm's standpoint and his "fuck the police/fire department" mode. It was difficult and required a lot of mind altering substances I bought in Gresham. But I digress.

So with the Rahm mindset:
1) Politically you can fuck with CPD. I mean, you guys can't strike and the public isn't that sympathetic towards your plight anyway. And what are you going to do? Vote Republican? HAHAHAHAH
2) Construction means graft and it will get people to vote for ME, Chicago's savior, Rahm Emanual. I mean did you see how amazing I looked on CNN?
3) Pension payments? Fuck that. I've got air conditioners to buy for schools. And besides "I got a guy" who will bail me out.
4) Even if I don't get bailed out by my buddy in DC, I can get Madigan to introduce any legislation I want.
4) CPD and CFD didn't capitulate in the first place, therefore, they are stupid. I mean everyone else made a pension deal while we had money...

If there was even slight pushback, slight concern on the part of politicians over the city's fiscal situation while they deliberate over the latest billion to literally go down the drain, there might be hope. I got dumped to 025 when the district first opened the doors.
I was there for a year and a half. I went around the clock, for you new kids, 1st, 3rd, and 2nd. When our watch worked the 3rd. watch which had steady 3rd. watch guys, the watch sucked.
It appears for all my years on the job, the 025 = 3rd. watch were all cry babies and beefers. I always hated to have anything to do with the 3rd watch people when I was a dick.
It was shit there when I retired a few years ago.
It appears when the department went to steady watches, 025 - 3rd watch just got worse and worse.
These guys should not stop every night after work and go home. The three "B's" get you sooner or later kiddies.

Think of it this way - money from your water bill will go directly to pay for the bonds, which were used to repair the water lines.

This is a good idea because the lines need repairing and because the money from the water bills go straight to the bond holder, not city council, the interest rate the city pays will be less than general obligation bonds (which would have a terrible credit rating)
(see Chicago Infrastructure Trust)

These are neccessary long life (50-100 year life) infrastructure projects, and need to be done.

What you need to find out is how much the AC units slated for CPS cost, and how they are going to pay for them. I would argue that the lifespan of a window unit is a decade or less, and should not be paid for by borrowing (using bonds). These should be paid for out of operating expenses.

Moreover, window units are inefficient, and will cost much more to run than central systems, on top of being easy to steal and scrap.

If the schools need AC, they should be central systems, such as the system installed in Sutherland school a few years ago.. This type of system has lower operating costs and a longer life span. As near I can tell, nobody from City Hall has indicated where the money will come from for the window unit for AC in CPS.

To top it all off, all these window units will probably be made overseas, whereas a US company would manufacture large commercial units.

AC is a short term fix because you can bet the mayor wants the AC so he can lock up the "children" in year round school as soon as possible, in a futile effort to stop them from killing each other.

What most fail to realize, the 600 million will be paid into the pension no matter what. The money will come out of the sales tax the state pays to the city. The check goes right to the pension fund. Rahm will not have to use liquid assets on hand it pay into the plan. That's how the statute was written. That's what Rahm has been lobbying it get changed. It's not gona get changed.

You sound like an idiot. Below are a few paragraphs from an article of the Detroits public safety workers agreement. Police lost NOTHING on their pensions and they weren't diminished. COLA was reduced, so so much for your BS 25 cents on the dollar. Now have another drink.

Sam Alberts, a Dentons attorney, said pension cuts agreed to by Detroit's two retirement systems could be significantly restored under certain circumstances.

According to the newly revised debt adjustment plan, a fund reserve account would be used to restore cuts if the pensions' funded ratio reaches a trigger level.

The revised plan also requires the systems to have special committees in place to guide investments over a 20-year period.

Last week, the board of Detroit's Police and Fire Retirement System accepted a deal that would result in no pension cuts for public safety workers but would reduce cost of living adjustments (COLAs) to 1 percent.

The courts settled it in Detroit and the police pension remained the same, except that COLA was reduced to 1%You signed up for the job and if your family life was destroyed, dont blame the CPD. You can try to make my life hell... when you have enough time in grade or a big enough phone call to bid to my cozy little unit, "boss". Until that time, remain your bitter, clueless, Kool-Aid-drinking self in the Harrison District, threatening your subordinates on a blog.

Oh shut up! Commander Evans is nothing but a blow hard. He isn't changing a dam thing in 011 and there isn't a thing he can do about it. So sick of hearing what a great boss he is, he is a connected dummy who has hid behind his clout not to get fired. Save the tough guy commander routine for officers that will fall for it. We sit at roll call, laugh at the LT's when they give their go and earn your paycheck speech than we go have coffee and watch some DVD's. Policing in Chicago is dead, I'm here for the pay check. Now give me my VRI, cause I have earned it. Hahahahah

He can just "lease" the sewer system to crony corporation for 99 years. Then city residents will have to pay a "market rate" to a government protected monopoly. This will be "fair".

There WAS talk about doing that with the water system.
