- Emanuel acknowledged the warm weather played a role in the spike in shootings as more people spent time outside over the weekend. But he said there are many things Chicagoans can do to counteract the violence.
"Every child deserves a childhood, regardless of where they live. But to do that, our city and community, the neighborhoods that make up this city, cannot live by a code of silence," Emanuel said at a news conference at an Edgewater school to announce more international baccalaureate programs. "They have to live by a moral code."
"Now I've read some of this, and I just want to say this, when some people go 'Well, it's the weather.' It's whether you have values," the mayor said. "Yes, weather's an impact. Where you put police is an impact. Whether you have summer jobs, after school programs, camps, summer reading programs. We have to do that and more."
Emanuel said he spoke to the parents of five children who were shot over the weekend, as is his custom, calling it the most difficult part of his job. "I want them to know that I love them, I care for them and their city cares for them, and we will be there as many tomorrows as it takes," he said.
There's a guy running for reelection folks (and people). You can barely keep all the useless platitudes in check there.

Illinois joined the long list of states that have received a waiver from the federal No Child Left Behind law, the U.S. Department of Education announced Friday, which means its school districts won’t be punished financially or labeled as failures if all students don’t score well on standardized tests.
The waiver comes just in time to dodge the No Child law’s mandate that by the end of the 2013-14 school year, 100 percent of students must show proficiency in reading and math on state tests. In Illinois in 2012, only 32 percent of public schools and 17.6 percent of districts made the “adequate yearly progress” required by the federal law.
And the state is about to change its annual assessments from the Illinois Standard Achievement Test to the Partnership for Assessments of Readiness for College and Career, known as PARCC.
No Child Left Behind “was completely out of sync with what was happening on the ground in districts,” said Anne Hyslop, a policy analyst with the Washington, D.C.-based New America Foundation. “It was completely insane that you would have 100 percent of students in Illinois or any schools being proficient in Common Core assessments that are more rigorous and more challenging.”
The waiver is “resetting the clock and allowing the state to identify schools that are really struggling with the new standards” instead of labeling so many schools as failing, she said.

Just once I would like someone to bring up the fact that there are thousands of people who live in this city because they make money of the drug trade. If you live in a poor violent area where the schools are horrible,you collect subsidized housing and you have no job, then why are you here? If you are eligible for the 55-59 retirement, you must put in your electronic PAR form by 01 Oct of the year prior to the year you want to retire (ie - if you want to retire in 2015 then you must put in your e PAR by 01 Oct 2014).
100 officers must submit e PAR forms by 01 Oct to retire in the following year.
If there are less than 100 officers then none of those that put in the ePAR's is eligible for the 55 and out program.
You can change your mind and pull your PAR after that 01 Oct date and up to the day before you put in to retire.
Here is the entire agreement from the FOP website:

Oh, that FOP agreement is just that and agreement. It is not part of the contract.

Put it together with graphs showing the decline and who was mayor at the time. Maybe the lame stream media may publish some of it.

Not sure about the pulling of your par form after the Oct 1 date. The agreement states either to day of retirement OR any administration date SET BY THE EMPLOYER, whichever is earlier. I would check that out.
I know for a fact that the CFD cannot pull their retirement papers after Oct1 and it would only make sense that the same would apply to the CPD. Otherwise if the CPD were short on the 100 required, just have a bunch of guys apply to reach the 100 and a few weeks or months down the road pull the papers.
Just saying, I would chack that out.
