Lyons Protest
For interested parties in the southern reaches:
- The Village of Lyons, my home town, where my family and friends still live, is decimating their police department. It was all over the news a few weeks ago when they laid off several officers. There is going to be a rally tomorrow, May 7th, at the Village Hall. This is turning into a nasty situation. There are many residents who put up signs in support of the "Lyons 7" only to wake up the next day and find dozens of their signs stolen. The current Village President is the son of a convicted felon and former Village President.
- Despite the efforts and hard work of the Labor Council, on April 11, 2014, the Village of Lyons laid off 7 police officers. That’s nearly 1/3 of the police department! The Village claims that the layoffs were for “financial reasons”, yet to date, no such proof has been presented to the Labor Council. The Village is compromising the safety of the community at a time when crime is dramatically high.
The Labor Council and the local leaders had been engaging in contract negotiations with the Employer for over 5 months when the issue of layoffs was first raised. At the direction of the membership, the Union then met with the Employer six times to try to strike a deal that would avoid layoffs. In late December, a deal was reached between the Union and the Employer, but due to a difference in interpretation as to one of its terms, the deal fell apart.
The Union continued to meet with the Employer to resolve the situation but unfortunately, the Employer was seeking more drastic concessions than it had previously when a deal had been reached! With negotiations still ongoing, on April 8, 2014, the Village Manager abruptly sent layoff notices to the 7 officers whose last day of work was April 11, 2014.

I think all cities, towns, etc. want to hire private police agencies, or contract their policing to private companies, to save money. But as the compensation and benefits decrease, so will the quality of new candidates who will be applying for these jobs. O.W. Wilson said that you have to raise the salary paid to police to get better quality candidates.
This is what happens when you run out of other peoples money. Citizens that rely on government for anything will be sorry. People need to learn to take care of themselves, including personal and family protection.
For the record, if it was me I'd cut police and fire last. There is plenty of government waste to remove in other departments & handouts..
Hmmm and I bet special pet projects still continue just like here.
Has anyone begun a investigation into the village board members finances? Could be something!
Also check recent contract for the village and ones awarded.

Schenker retired about 4 months ago, the new Chief is Disgraced Oak Brook chief Sheehan (look at his pension deal), brother of former sheriff and skinny.

Shinkler was forced out because when they tries to lay off officers last year the mayor told him to do it but he refused. Not the best chief in the world but he tried to stick up for his guys
Michael Kasper has appeared at a few proceedings in Lyons over the years. Proof positive that Madigan is interested in adding to his fiefdom.
#1 - Schenker "retired" because he apparently refused to issue the orders laying off the 7 officers; the "Village Manager" Sheahan - yes, ex Oak Brook Chief - wasn't so picky and is now serving as both VM and Police Chief. As for the person who said the VM should have the right to hire and fire, I guess you know nothing about little things like the hiring process and the Board of Police and Fire Commissioners. As far as fiscally necessary, in Lyons - where I live - the Village President has a "Publicist" that we pay for along with a Personal Assistant. And the money they claim they are saving by isn't being cut from our taxes its going to pet projects of the President.

There is a Knight Truck Painting in Lyons (across from Midwest Gun Shop) that paints & repairs many Chicago PD squads and Street & Sans trucks. Shouldn't this be done within the city limits?

Madigan had NOTHING to do with Schenker getting Lyons. His connection was up north, Rogers Park I believe.

I don't think I've ever seen Schenker wearing a Lyons PD uniform. I hear that Omar, tent maker to the stars, refused to make him one.
Why any agency would hire that, evil, dour dispositioned whale of a man to represent any police agency is anyone's guess!
Word is, former CPD Boss Hoke was the chief in Lyons for about a year, hated it, and held onto the job long enough to summon Schenker up from the Mississippi backwater town where Harley had been the chief, and got him up here to accept the Lyons appointment. Can't imagine how demoralizing it had to be for the Lyons guys to get their own version of Nero Wolfe as their chief!
Actually, Harley left before the layoffs.
What you see in Lyons is the tip of the iceberg.

They don't have the money to fund positions. They have to cut the budget - somewhere.
This is what happens when you spend more than you take in.
Eventually, after exhausting all the tricks and gimmicks you might have to shore up the budget - or stretch it somehow - you HAVE to cut back.

I lived in Chicago my whole life,47+ years and have never been to Lyons Illinois nor do I plan to. Heck I don't even know where it is which probably is a good thing. I live far northwest and NEVER need to go south. My only concern is looking to retire and spending all my free time in Lake Geneva.

In case you didn't know, the police officer the original poster alluded to is a peace officer in the state of Massachusetts. So, your response of "who cares about other law enforcement?" tells me you did not comprehend my point. You should get a refund from the archdiocese for failing you.

I think the law enforcement issue is country wide. No reason to harp on one another. Bottom line is that this country is going in the direction of putting officers on the chopping block. We need to be concerned about what's going on across the country with law enforcement. I believe it does ultimately matter what happens because maybe then we can lift the residency rule in Chicago and even better benefits. Other departments have won greatly so let's learn from them. If a copper gets wronged we should all care. For you who do not care, just stay true to CPD, no one can change your mind. But it doesn't hurt to show support for your fellow law enforcement. Be safe, both of you.
I can completely understand concerns over raided pension funds. But come on, if they can't afford to keep staffing levels, they can't afford it, that's what layoffs are FOR. Crime sucks. Bad guys suck. Thanks to those of you who go to work everyday with best intentions. But at a certain point, there's not enough money to staff appropriately. Cries of foul over layoffs smacks of a racket. Hey, there are repercussions when there isn't enough money to go around. If the residents don't like it, they can volunteer some additional tax money. If not, hopefully they're preparing for the "when seconds count, help is minutes away" situations. The smart ones already ARE. It may be controversial to say it, but frankly, first responders that operate on a "best effort" basis may not be as important as they think. They are only as important as the tax base thinks. Twisted? Maybe. But think about it.
