A Bigger "Merit" List (UPDATE)

We got this in a few e-mails. It appears to be a comprehensive "merit" lists of CPD promotions for Lieutenant, Sergeant AND Detectives from 2000 until 2011:

We apologize for the washed-out quality of the document. It appears to have been photocopied many times. Most interesting is the notation "DP" next to a number of names (be forewarned we will be deleting those comments that are sexual in nature.) It stands for Double "merit" Promotions.

Combined with the other "merit" lists we've put up this week, it would be interesting to track the Triple "merit" Promotions. What we really need is some sort of "family tree" outlining how "merit" begets "merit."

We'd also like to find out the identity of the scratched out name on page 6.

UPDATE: There appears to be at least one error on the list. Planey helpfully sent a copy of his  results and he was ranked 138 on the list. He was passed over for time-on-the-job, but promoted in rank order afterwards.

We didn't create this list. It's titled "Bureau of Administrative Services," so it's an internal document, and it was produced via an FOIA request by the Department. It's obviously been photocopied many times as these sorts of things are when being passed around at HQ among the exempts. That it is rife with errors isn't a surprise by any stretch of the imagination.

UPDATE: We've been handed/e-mailed evidence that shows an additional three supposed "merit" picks that actually made it by score. We're going to take down the document for the moment until it can be determined exactly what this list supposedly contains. Much of it matches the previous posted "merit" lists, the vast majority actually. Might it have been a "merit applicant" list? We have no idea, but now that the cat is out of the bag, it isn't going back in easily. FOIA requests will continue to be filed, lists will be leaked and slowly the rotten process of "merit" will be exposed.

"I understand the anger but not the naiveté. The graft in this state is as embedded as in Mexico. It only makes sense that those that get 'merit' promotions also get the best assignments with the promotion and down the line are more likely to get the appointed rank."

Seeing some of my former colleagues names on this list breaks my heart.

This, after years of hearing them say that they were against 'merit', and how they studied for tests.

I will for now on carry around this list of merits and if you get out of pocket I will remind you that you didn't get promoted because you scored well enough but because who you knew. I will never respect you and never trust that you know what you are talking about.

Here's my thing, i understand one merit selection. I dont like i but i get it. I feel its ok for detective or sergeant. Like most coppers out there i dont think anyone should get more than one bite at the merit apple. But that lieutenant right to gold star crap thats a disgrace absolute disgrace. We have these 'family trees' as scc calls them or clout groups who have been living high off the hog for far to long.

For example look at Kirby, promoted barb west, who promotes helwink just wait 5 years she will make gold star and let's see who she promotes...disgusting

So mrs troche was put in hdqs by chief of detectives Kline to organize the DNA lab reports because she touted herself as a biological expert in college. Her job was to review the lab reports from the crime lab (after testing evidence for DNA) and distribute them to the area detectives for follow up. When Kline moved on up, the new chief of detectives people found hundreds of lab reports folded and shoved in numerous desk drawers in their section. These hidden lab reports were majority positive DNA hits with named offender and the detectives never received these results. The office was in a chaotic panic and the lieutenant was furious and was to obtain a CR number on mrs troche and dump her. Suddenly the office was told to be quiet and distribute these newly found yet dated lab reports to the area detectives without explanation. It was quoted that mrs troche is there because of Kline and she is on the list to make detective so she will be leaving anyway. Now here it is, as always suspected, mrs troche was promoted to detective meritoriously for her incompetence and dereliction to duty. Thanks again Kline.

Seeing these lists makes me sick on so many different levels.

The Officer or Sergeant without clout does this job on a tightrope without a net.

These people had the 'phone call' that we talk about.

But I can imagine other phone calls:

'Hey Kirby, kill that CR already. That guy's OK, he's one of us.'

'Hey LoevyLoevy, knock it off with that lawsuit. This guy is one of ours, he's willing to make an 'out of court' settlement, if you know what I mean.'

This list is not correct. I am listed as merit on the list am am 100% not a merit selection. I still have my results letter and will post it to prove that I was not merit. This is an embarrassment to not only myself but to every other police officer that makes it on their own.

This list from a couple of days ago is correct. This list misses a lot of merit appointees and for some reason includes a few people that passed by score. These people are not on the list from a few days ago which is the correct list. Ignore this one.

So they can't pass a test and they receive the PLUM spot in the department!

The Ryles R living that sweet American Dream. Like Father, like Son. Both have bars on their shirts and if I'm not mistaken, the little Ryle is a Lt somewhere on the South side. If that's true then U know the little guy will B back up North B4 years end so he can gossip w/Nari & Little Roy Issacson. Another Family that seems to catch all the breaks.

In all my years I have never given in or succumbed to the bullshit of this department and the total ego morons that run it. All these all and ever so wonderful city college dumb asses think they are God's gift to law enforcement. The ego's are hilariously enormous. Yet when they leave this job, they are nothing, have nothing, except for a few thousand hours of stolen comp[ time. They die young and miserable because they had/have no passion in life. They all conger to Florida to tell each other how wonderful they are ( barnas ). 9 out of 10 would cry like little girls if you got in their face. Those of you young boys and girls. Hey jackass, the majority of the dept is white. I would hope there would be more white merit picks. Just because whites score better on tests doesn't mean minorities should get all merit spots to make up the difference.

The truth? What's the percentage of M1s vs M2s vs M4s on this job? To make it simple for you: (get your pen out) 10 M2s on this job and 5 get promoted merit that's 50%. 2 M1's on this job on 1 makes merit that's 50%. What's more? 5 or 1? Let me help you So....ready for the truth? 5 M2s is more than M1s but both at 50%!!!!!!!

B4 I came on I asked an old timer if these test were legit. His response was "yes, The Feds R closely monitoring the testing process so no one gets in that's less then qualified." In this case ignorance is true bliss.

This is absolutely true. It caused Maurice Patterson to be tried and convicted without a fair trial, two ASA's to be removed from their assignments, law suits filed against any detective that touched the case, Anita Alvarez to issue a certificate of innocence, and the city (you) a 3 million dollar payout.

I'd just like to add that some of these people I know are nice hard working coppers. But I just can't shake this horrible sick feeling for all the people who passed these tests and were passed over due to the merit process.

Lets get real here; the history of Chicago is a history of corruption. So one must assume that Promotional Exams were NEVER on the legit. And the long list of corrupt bosses supports that theory. The Merit System was the visible justification but there still were suspicious Invitation Only study groups and specific families that would have two siblings with top scores at the same time on the same test. Nobody ever questioned that, and there are several families like that, and we all know who they are. Especially one set of siblings, whose father had been Kline's partner back in the day. So if you consider the Merit and add in the Real Secret promotions, it is possible that more than half of the leadership is not from the testing process. And if this is true, then the morale and respect for CPD is completely trashed. There are a lot of hard working cops out there who are now more bitter than ever, because they could sense that their bosses were incompetent, but they respected the rank, even though it was as illegitimate as a Ghetto Love Child! Many officers are dedicated men and women of integrity, wisdom and courage, led by Political Hacks, cowards and incompetents. I guess it is all about Chicago Values.

Not to pick on Phil Orlando but I remember when he made and he was adamant that he wasn't merit. At least Sgt Stewart was honest about it and was proud to be picked as a merit. I am sure some deserve it as a merit pick and I don't understand the denial and secrecy. Why not raise your head up and be proud? Why get awards read at roll call all the time and applause from your colleagues so why the secrecy when it's a promotion?

I was in homeroom with Dominick C. I recently bumped into him, after not seeing him for a long time... as I work South. Great Copper. I couldn't think of a more deserving person for a merit spot. He has been in more than a few truly hairy situations. I would be proud to wear some of the medals pinned to his uniform. One incident in particular happened pretty close to the N.Side promised land, from what I remember. I think you should do your homework before you criticize someone that you seemingly know little about.

How many of these merit selection are also named on the really big lawsuits?

How many of them have been arrested and/or imprisoned?

How many of them were involved in the Koshman case alone?

Why do we have a testing process that costs millions of dollars and then promote the people who do badly on the test into all the top management spots on the department?

Why do we have such a dismal crime solving record? Is it simply because the detective division is managed by mostly people who did not score well on any promotion tests and were promoted anyway and then placed in good detective division spots to await their next promotion by failure.

Are there any District Commanders who actually passed the promotional tests?


These are good questions for any aspiring journalist to ask!

A few good people on the list, but fair is fair.
Don't have a two-part exam and then pull names from the bottom of the list. Some were expedited to promotion, not me, but some were. Wait your turn.
Score high, first promoted. Many high score eggheads were promoted legit and are assholes, some of the merits are asshole stooges. Very few merits have earned it. Meritees picking merits, that's wrong.

Just wondering, would you rather have a sgt that knows his general orders inside-out and will go by those rules and stick it in your ass when you fuck up or would you rather have a merit sgt that knows enough general orders to get by but their main intent is to have your back? Point is I worked for some merit bosses and they took care of their people. Hey guess what? If the only chance you had to put more money in your family's bank account was by merit you wouldn't take it?
Before you go indignant on me, I made detective off the list too.

This is why I will not waste my time taking another promotion test. I will focus on retirement and getting the hell away from this mess of a Police Department. This is simply unreal. I feel so bad for the guys who think everything is on the up and up. WOW!!! So disappointing and disheartening. Should be some kind of class action lawsuit in effect, count me in.

Nobody deserves a merit promotion , it is doubling pensions for the political connected . Taking away from police officers that studied and were passed over .
Why not send this information to newspaper , majority of command staff and xo do not deserve to be supervising any police officer . Demand list of police officers doing clerical work in districts and units at Homan square . You could staff a city wide unit to fight crime not shuffle paper . Citizens are murdered while police shuffle commanders paper work .

So mrs troche was put in hdqs by chief of detectives Kline to organize the DNA lab reports because she touted herself as a biological expert in college. Her job was to review the lab reports from the crime lab (after testing evidence for DNA) and distribute them to the area detectives for follow up. When Kline moved on up, the new chief of detectives people found hundreds of lab reports folded and shoved in numerous desk drawers in their section. These hidden lab reports were majority positive DNA hits with named offender and the detectives never received these results. The office was in a chaotic panic and the lieutenant was furious and was to obtain a CR number on mrs troche and dump her. Suddenly the office was told to be quiet and distribute these newly found yet dated lab reports to the area detectives without explanation. It was quoted that mrs troche is there because of Kline and she is on the list to make detective so she will be leaving anyway. Now here it is, as always suspected, mrs troche was promoted to detective meritoriously for her incompetence and dereliction to duty. Thanks again Kline.

However, this does not apply to the ultra-corrupt CPD, per the Crook County States Attorney, Chicago FBI, and U.S. Attorneys Office.

As much as I dislike this blog I must comment .This list is fake. Just as Jeff Planey stated I too was 100 percent NOT a merit selection. In fact anyone who worked with me in Area Three knows that I waived the sergeant promotion the first time. I still have my letter which lists my score of 213.

I have 23 yrs on always on a beat car never promoted. Does any of this suprise me no and if it suprises you then you are extremely naive. I took this job knowing the pros and cons. Pro good job, good pay. Good benefits. Cons I am a white male with no clout odds are il be a patrolmen for duration of my career. Considering I only have a high school diploma not such a bad place to be. If you want a job that's completely fair where you will Probaly work a lot harder for less money, benefits, and vacation time good luck in the private sector. Yes this job is dangerous at times but a lot more construction workers get killed every year

You can add John M. Cannon to this statement. I ranked 66 out of nearly 7000 test takers placing me in the top 1% and was promoted off the list not merit. I was in the same class of Jeff Planey. This list is flawed.

I don't see what good posting these lists do really. It solves nothing, creates more animosity and low morale. I think anywhere you work, public or private sector you're going to run into this because this is just how it is in life. The City is no different than any corporation. I'm sure if you took a poll at Abbott Labs or Exxon or Walmart or any company, there would be people just as in this department that are promoted who deserved it and those promoted based on political reasons.

Looking at the lists, many people were deserving of promotion and some seem political. I don't care either way. I respect others period...Until they give me a reason not to. There are also many officers who are deserving who did not get a shot at being merit promoted. But then CPD has a large number of officers and few spots for promotion in comparison. IMO at least there is the opportunity for officers to put in for consideration. Some will always be political but some will not. This is encountered at every level of employment, in every state. It has nothing to do with republican or democrat. It is just life.

It's interesting what the list does not show. That there are many bosses merit or not, who have not had their officers considered. Apparently those bosses are not political and that's good too. Everything is not black and white. I agree that the promotion process could be improved.

M2s out number M1's and M4's on this Job at least 4 to 1. So that statistic makes sense however merit and double merit and gold stars are completely disproportionate for the make up of the department.Not to mention how some are assigned strait to tact or other units with in months of promotion. Beings as you chose to play the race card know your facts look at the numbers or shut up.For the record most of my favorite bosses are black with merit promotions.

Only if their percentage on the job is less than their percentage of merit promotions. More M2s on the job mean more M2 merit promos without being disproportionate etc. Nice try though

Just because the person on the list made it by score does not mean they were not put in for merit. I know one Det who was put in but barely made it off the list because a couple of people turned it down. Bosses do that to make sure their "Guy" gets in.

All right ten let put it to rest already. The commanding officer has several horse bites into that meritorious apple. Its has now been revealed 1070 was successfully chosen as a merit pick. That leaves 1020 days. Well the previously listed merit listing validated the fact that if you demonstrate office police work clerical skills and perform Jitney cab services to the exempts, you too have demonstrated merit and are worthy of a bump in rank. And be sent to a choice district on days. How do like those apples!

All are Merit. Sgt JB, who swore he made it on the test score, who looks at everyone payroll stubs, special. And over time. Over time is a craw in his side.

Then we have the Merit Sgt from narcotics as a Sgt after being accused of a sex crime with a female dea agent.

And JP, I respected you the most, you are a good man but you have my stripes.

This year when we are asked to contribute one hundred dollars a. detective at X-Mas, I'm going to the inspector general and media and a special frigg u to commander Salamie, u patronage hack....

Actually it doesn't. The department is %49 white. Blacks exceed their ratio in very category except detective, were Hispanics received a bump. Meanwhile whites are below the 49% ratio in every promotional category.

Can't wait for the FOI the come out regarding the racial breakdown of rank order promotions. Soooooooo interesting.

As a show of good faith, the department and city should immediately scrap the old sergeants list, release the results of the current sergeants test, and ELIMINATE MERIT PROMOTIONS FOR THE DURATION OF THIS NEW LIST.

Majority of the top 300 scores being held by male white officers (per the latest juicy rumor) or not - promote in rank order, none of the outside factors, clout and nepotism allowed this time around. Best people for the job and all the jazz.

There are a TON of errors on here. People that may have been put in, didn't make it, and then made it off the list. Not to mention a tom of merit missing off here.

Sgt Mia Olgiore in Area North was not merit. She waived it twice before accepting it, Off the list. She may have been put in before and not made it. But when she got promoted, It was off the list.

Ton of errors on here SCC. She is just one.

If a person was promoted by merit, it has already been established that they are not an expert in the subjects tested on the promotion exam. Then why is it that most of the so-called "subject matter experts" being used for the next Lieutenant's exam were promoted by merit. Here is another example of these people believing in their own expertise when it has been proven by the fact that they didn't pass the test themselves that they have no fuckin' expert knowledge in the subject being tested.

Thanks for posting SCC. Truth be told there are also those that were given the heads up to "command channel review". Study groups with the secret "in", like "you'll see this again." Kennedy, Georgas, Biggane,et. al who get to be the administrative sgts then score well. Cline, Wiberg, the A/4 11 tact 189 193 study groups. They get the seniority, pension & good spots. This stuff has to stop!

Here's a few suggestions to try and solve the problem.

1. How about 60hrs of college required to come on the job, Associates degree to make Sgt, Bachelors degree to make Lt and a minimum of a Masters to be made exempt. This would show a progression, commitment and desire on the part of the candidate. Obviously, there would still be idiots, but there would be a lot less of them.

2. In addition to the above educational requirements, a candidate for exempt promotion should have had no more than 1 previous merit promotion. This would still allow for somebody to actually have "earned" a genuine merit spot for doing some extraordinary deed, but it would eliminate the triple merit morons that have destroyed the command staff and in turn the department.

3. Exempts should pay into the pension according to their exempt salary and not according to their career salary. Fair is fair after all.

4. A district commander should be a commander and not a Deputy Chief!! Especially when he has never passed any promotion test in his entire career...Sorry boys!

5. Finally, supervisors in the detective division should have been detectives themselves. Merit detectives who then become merit sgt should not be assigned to the detective division. How about a test for a rank of Detective Sergeant and Detective Lieutenant? We need the best and brightest investigating crimes, not the dumbest and most connected. When a good detective gets promoted on his own, he is sent back to patrol, while the merit ones get sent right beck to the detective division. How are those clearance rates looking now???

Some of us have pride, an outstanding performance as street cops and leadership skills to excel--if only this shamelessly corrupt promotional process was legit.

Many officers rightfully believe that rigged promotions are the most demoralizing factor in the CPD.

As much as I dislike this blog I must comment .This list is fake. Just as Jeff Planey stated I too was 100 percent NOT a merit selection. In fact anyone who worked with me in Area Three knows that I waived the sergeant promotion the first time. I still have my letter which lists my score of 213.

In March 2006, I was in Mias class of Sergeants. It was originally 100 (making it sooooo easy to do a 70%/30% split). However,.....there were three people who had waived the promotion earlier, who had to be added to the class because the department forgot to ask them if they wanted it this time. One of those three was Mia. We all knew about it, learning about it while we were doing our "pretend Detective" training in the Areas. Mia, obviously, continued working as a Detective until the Sergeant classes started at the academy.

Sorry, Mia made it on her own.

M2s out number M1's and M4's on this Job at least 4 to 1. So that statistic makes sense however merit and double merit and gold stars are completely disproportionate for the make up of the department.Not to mention how some are assigned strait to tact or other units with in months of promotion. Beings as you chose to play the race card know your facts look at the numbers or shut up.For the record most of my favorite bosses are black with merit promotions.

That argument goes both ways then. You can't be innocently disproportionate for merit promotions because of your numbers on the job then super smart test takers if more m1's score higher.

Your argument only proves what others say that the majority race of officers on the job will proportionately have a majority of the higher scores. It has nothing to do with intelligence so why don't you all drop the derogatory race card against other non-white officers.

I found at least a few inaccuracies.

One of the individuals listed as a merit Lt is not listed as a DP nor as a merit Sgt.

I know this to be false because, at the direction of our mutual commander, I wrote that individual's successful merit submission for Sgt. That person was promoted to Sgt meritoriously but is only listed as a single merit, to Lt in 2005. Mysteriously, it does list the other people for whom I wrote their successful merit submissions to both Det and Sgt.

Additionally, it does not list an individual for whom I wrote the successful submission for merit Lt. That particular person is listed on the list you previously posted as having been meritoriously promoted to Lt. in 2001 with an "unknown" nominator. That listing is correct and the "unknown" nominator was a D/C and subsequebtly a Dep. Chief, for which we had both worked for as Sgts although at the time of submission that person was working elsewhere.

My name does not appear on any of those lists as I was promoted by test score .... which is probably why I was asked to write the nominations. Nonetheless, all the people I wrote nominations for were very good candidates and they had either worked with or for me. I had no diffculty writing their submissions as my D/C - Dep Chief knew the department was going to use those meirt percentages no matter what so why not try to get people we knew to be experienced and knowledgable promoted rather than letting the department fill those spots with the usual morons.

If you look at the ethnic percentages within this department, you will see the disparity. Minorites DO get promoted at a higher rate.

PS I'm a m4. I also studied like hell for the ONLY promotional exam I've been eligible for in 11 years. Colour me crazy.

Not one of you would turn it down. That's the problem. We don't stick together. All merit promotions are as wrong as the tier system in the CPS and affirmative action. Demand that it be stopped. Look at lt. Walsh and the discredit he has brought to the cpd in michigan and with the former mayors nephew, yet he still works are north like nothing is wrong. Chicago is the most corrupt city I. AmericA. Is it any wonder Obama is the same.

Sorry to hear you hate Dom he's a class act, and for your information he's a good boss. I worked south most of my career, and he's one of the best bosses I have worked for. He's smart and knows his shit! He's been great to us in 025th. We have been very lucky to have good sgts like him. Maybe if you talk to the guy he's down to earth, and a good guy, and actually gives a shit about the troops. Not like some bosses.

The merit system is badly broken. Per Illinois state law when a system has proven time and again to give severely diminished returns there is only one thing to do.....throw vast amounts of taxpayer money at it. The only way to right the ship would be to divert funding from our pension funds to finance an exploratory committee to determine if a better more efficient way to circumvent the testing process can be applied so that the politically connected could somehow skip the entire blue shirt process and go straight from PPO to meritorious Sgt and in certain cases straight from the application process to exempt member. Money will help, it always does.

I am a Sgt and a fried of Mike Cooneys I studied with him night and day. I had made it off another test and knew how to help him studied. He worked his ass off. I saw his score personally it is disgusting that someone who put him down as a merit promotion. However, had he been a merit sgt, he would not have deserved in any more of less.

The first 2 lists that were posted are legit . The department released them after thoroughly fact checking them. This list was never fact checked and contains some names that it should not. Even if the majority are accurately listed, it should be taken down so as not to take away from those on the list who were actually promoted based on their test score.

To 7:37 p.m. I disagree college has nothing to do with being a good police officer. I came on this job without college let's assume I have a wife and 4 kids or I am a single mother where am I supposed to find the time to go to college and or work side jobs to cover the cost of my family. In my opinion college ruined this job the entry exam and academy should be harder. That would weed out the incompetent people, but we know that will never happen. In my experience as a whole not always, the boss with life experience was always better than the inexperienced colleg grad. Changing the gold braid pension system is a drop in the bucket compared to the real financial corruption that desolved our pension.. Also there are many good police officers that had no desire or got promoted to sgt before detective that would make excellent sgt of dicks. Excuse my grammar I have 23 yrs and a high school diploma

At the minimum they need to limit "merit" to one bite of the apple, period! D-2, D2A, D3 or D4 , if any cop accepts any of those positions that should forever bar them from any additionsl promotion on merit.

Many of these merit promotions are nothing more than political cronyism and the incompetency of many of them is poisoning this once great department.

When will the public see the emperor has no clothes?

Isn't it possible that all the people that are outraged for being placed on the merit list were IN FACT put in for merit but made it off the list anyway?

It wouldn't surprise anyone that these sergeants that made it off the list allowed themselves to be put in meritoriously just in case.

The brass at the CPD would do just that. "Waste" a merit selection or waste time with a merit selection packet knowing that person was going to get promoted off the list.

Paranoia will destroy ya. Nobody trusts anyone else so they do the merit process anyway.

So these sergeants that are crying about being made off the list, cut the bullshit. You know exactly what happened to you. The fix was in.

Almost makes it worse.

And what is with all the SGT. so and so is a great guy and made it on his own! Its equivalent to me saying G-MAC is a great football player and that makes him a great leader!

Ok folks, check it out:

1. You (CPD) are the best street cops in the world!

2. This is a political job and very political city. Promotions are given for the wrong reasons and to put extra money in peoples pockets..

3. Merit Promotions: There are some good merit picks and there are some awful promotions.

4. Promotions off the list: There have been some good and bad promotions off the list. Well I've never seen the list. The list should be mailed to each of us and posted online. I get some BS number in the mail that's about it.

4a. Promotions off the list: The chosen few, who take secret study groups from Subject Matter Experts on the department, furthermore conducting these study groups in public venues is BS. At least hide it at a private venue.

5. You can only control what you can control. Do your best, protect your partner(s), study hard, network and make connections.

In 1995 was offered merit sgt position, did not take it first did not deserve it secondly don't want to be beholden to any boss or like many bosses do payoff politicians by buying fund raising tickets to keep their spots. The only ones I will beholden to is my family it's pathetic to watch a Merit appointee follow their sponsor for more crumbs and beg forever!

Not to pick on Phil Orlando but I remember when he made and he was adamant that he wasn't merit. At least Sgt Stewart was honest about it and was proud to be picked as a merit. I am sure some deserve it as a merit pick and I don't understand the denial and secrecy. Why not raise your head up and be proud? Why get awards read at roll call all the time and applause from your colleagues so why the secrecy when it's a promotion?

• Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
• A lot of this had to do with a request for a preliminary injunction (enjoin the promotions being made in rank order), which was denied due to lack of irreparable injury (could get backpay).
• 1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.
• HOW MERIT CAME ABOUT.
• The plaintiffs filed an interlocutory appeal. However, during the pendency of this appeal, the City of Chicago initiated a Blue Ribbon Task Force to review the Department's promotion practices. By consent of the parties, argument on this appeal was delayed until the Task Force issued its report. In May 1997, the Task Force issued its report recommending that up to 30% of the Department's promotions to sergeant be made on the basis of "merit." This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.
