10.5 Hour Days Come to 005

Why have three shifts when you can do it all with two?
  • Hey SCC, is fop making some back room agreement with the city which violates the rights of the BARGAINING members of the CPD in the 005th district? I mean re pick new furlos, new DOG's, no more 3rd watch, spending breakfast, lunch and dinner at work, moving your start times more than 2 hrs in violation of the just voted on FOP contract? This is the city's ways of eliminating a watch, doing more with less, more works days, using a lot of time due to take a day off, less vacation time, good luck going to,court and then going to work at 1800 till 0430 hrs.... Or 2000 till 0630 and they still call it third watch? Where's fop on this? This is a disaster in the making.....
Let's hear it guys and gals.

We keep thinking about the lies told to everyone, including the citizens, when they combined Districts and said there wouldn't be any reduction in manpower. The "Crime in Wrigleyville and Boystown" blog has documented a massive decrease in the 019/023 manpower and the coincidental uptick in robberies, burglaries and thefts. 002/021 was a similar disaster. 012/013 citizens might have gotten the worst of it since their beat cars are coming from nearly three times the distance away.

Now the public is supposed to sit back while the City eliminates an entire shift of police officers and trust that the numbers will be the same inside of a year? Don't make us laugh.

The city is trying to stretch the number of police officers it can afford to pay as far as possible. The police (not just in Chicago) and their unions are rapidly pricing themselves out of a job.

Anyone not happy with this schedule will be given the option to leave 005. This is being tried as a pilot program and numerous surveys by the unions were taken in the 005 th district. As much as coppers complain I have never heard anyone say a bad thing about this schedule. Bottom lone is your work 35 less days a year.

before the a/south d-unit and people who worked housing chime in on how great 10 hour days were...these hours suck...they totally eliminate afternoons..instead of working 1400-2300..i will be working 1630-0300 for 4 50 hour weeks in a row..yes we get 35 more days off a year but who cares I'm basically on midnites...all time slots are down by senority so partners will be split up..and we are now doing squad policing..The chief of staff (j.r.)thinks he knows whats best for us...005 is actually a good place to work and everyone is happy with the 4 and 2..we don't need incentive to stay here..the reason people bid out is to get closer to home since they were fucked over by the city and fop when msf and tru were disbanded...but you know people will sell their souls for more time off,,,not me 4 and 2 works good and it doesn't let the city kill a whole watch..thanks fop for asking us our input!

At the Dec 16th FOP meeting, Dean said Capparelli was part of this new program. Dean then moonwalked out of the rukus. Capparelli stood at the microphone and picked fights with anyone who dare question the new pilot. He was also caught in two lies. Dontbelieve me, log onto the FOP website and watch for yourself.

The FOP knew this was in the pipes yet they did not negotiate with the City that our Personal, BFD, and Vacation days cover an entire tour. Back door deals galore.

We haven't worked 8 hour shifts in years. Why continhe to diminish our elective time in the new contract? Then make us work 10.5 hours a day? We are not firemen. This is bs. I have had it.

Not sure what that poster was talking about, he/she obviously does not understand how the 10.5 hour day works. More work days? We actually work about 40 days LESS per year. Burn more time? Why the hell would you need to do that if you get 3 straight weeks of 4 day weekends! While getting rid of a watch does suck and some people will have to adjust, it's a small price to pay. That poster has probably never worked this schedule. Most people who had it, loved it. Hell, you could take a trip to Vegas on one of your weekends and not burn anytime. Wanna go out of country, stop being cheap, burn 2 days on the weekend and be off for 6! Come on guys, theres a lot to complain about on this job..this ain't one of them.

Remember a few months back the Sun Times ran a article about how much overtime PO's were making, All the city's alderman were saying that PO's needed more time to rest, have family time, because we could become burned out. Well aldermen tell McCarty this wont work. Working 50 hours a week is going to suck. Plus thanks for shorting me 5 vacation days!

Don't hate on 10 hour days! We had it in 005 a few years ago and it was great! Makes for a long work day for sure but the days off are great. While you are gone from home for longer hours, you have more days off to spend with the people you love. All you guys killing yourselves with those part time gigs, you can recharge your batteries a little better. If you read the department notice though, it does come with that squad policing deal as well.. Not sure how that is gonna work out but the days off are real nice.

This is all by design. Eventually I can see us going to 12 hour days. Two shifts and boom the manpower shortage problem is solved. I think the LAPD is on 12 hour days. So why not Chicago. We are fucked. We negotiate a contract with the city and then the city decides to do as they please. Perhaps we should stick together and do what is necessary. When will enough be enough for us?

once in place it will move to all districts because don't you know, it will be a great success. The detectives in area south love it but they are not working a watch in a district. More stress, greater chance of being injured, more beefs on officers, but you will have longer weekends. You will need them to get some rest.

I know its hard for pea brained morons to understand, but start times aren't contractual they are set forth by the city/labor and management affairs. So when they change the start times for a district in a pilot program...there is no contract violation. Wait till it goes city wide...can't wait to hear the crying then. I'll take the extra 31 days a year off no problem. There were openings outside of 005 if you didn't want to do it

Stop crying.. 10 hour days are great. You will see when you have more days off and don't have to burn nearly as much time. Also working holidays you get as much time on the books so don't worry too much. Some guys will always find something to cry about... So many more weekends off too. Believe me, once it gets organized you will love it. If it works for the dics and they love it why can't you? I'm sure because you are the guy who complains about everything

looks like they are doing what the burbs are doing. plenty of burbs do 12 hour shifts, 2 watches. They eliminate 1/3 of the man power.

I said in many of my previous posts. that CPD could do the job with about 5,000 officers. The population in 1960 was about 3.5 million, CPD was 5,000 officers. Today, the population is 2.6 or less, with the police force of 12,500.

LAPD is smaller than CPD, LA population is 3.7 million compared to chicagos 2.6 million

The reason the housing guys etc. loved it is because they reaped the benefit of the more days off without truly having to work the 10 hour shift. They were working 8 to 8.5 hours a day and still getting all the extra days off.
You can rest assured that the peons working a beat car, remember Patrol is the backbone of the dept...wink,wink,
will not be working anything less than their 10 hours.
If you have to work the 10 hours and put up with those brutal shift times then the 10 hour schedule flat out sucks.

I worked the 10 hour day in MSF and in a district and I must say its 10 times better in a unit. When summer time comes around youre humping all day long for ten hours and it sucks. But on the other hand you get about 36 more days off a year and 7 more weekends off a year. And that's simple math for all you conspiracy theorists. I do agree that we should be able to use one bday to take a day off. That was a complaint back In The day as well that you had to burn two slips to take a day off. Meaning a bday was only worth 8.5 so you had to drop a slip for 2 hours of cu. but I'll say this as well I never had more time on the books than I did on the ten hour day. I took way less time cause you're off so much more. So all those complaining you're gonna burn more time is nonsense. I love my time due and I had a lot more back then. So I guess the bottom line is if you don't like it bid out I'm sure there will be 5 guys behind you trying to bid in to get this. That is all!!

All those praising the 10 hr schedule are from units where you only put in an 8 hrs day anyways, probably on 2 watches, or your not taking radio assignments like a beat car....the new schedule is clearly days and mid nights, that is an early midnight car. So we are going backwards, yes backwards to working a 5 day work week with 3 days off, that's 52.5 hrs a week and when you talk about all these extra days off remember when you get days off after working mid nights your first day off your sleeping trying to get caught up and normalize your schedule, like getting home at 0800 hrs and sleeping all day, so the extra days are readjustment days, wow great going flop. Also working a beat car you are tied to the radio till the end of the tour so when you start work at 2000 hrs and it's 0545 hrs you still get assigned jobs like all those drunks getting out of bars or apwrapiing their cars around light poles, or fighting.... Good luck people with this nightmare. The current 4on and 2 off is still less hrs when you count it as a 7 day work week at 47.5 hrs compared to the new pilot program at 5 days at 52.5 hrs. So we go from a 47 hrs work week to a 52 hr work week, doing more with less. All you young guys will rue the day for pushing this schedule because wait another 5 yrs when your working 12 hr days and have no life.... Take a day off that 10.5 hrs so if I take 5 days between my RDO's I'm using 52.5 hrs as opposed to using 42.5 hrs between my RDO's , good luck with that. Oh and try to get time due with lees officers working because we are ultimately work more of a tour with less officers.....good luck, stay safe.

NO Dics are being forced to midnight hours. 005th District patrol is being forced to mids and should call FOP...the phone number is 312-773-7776! I'm enthralled by dive of the comments concerning this schedule obviously posted by people who never worked it. You have no idea what you're missing, why don't you wait and talk to the people in 005 after they've had it for a year, or talk to some of the people that already work it whether with CPD or another department? Does this help the city have fewer officers? Absolutely, but they're not going to increase numbers so if this has more of us working at a given time we're safer for it.

I do agree that that the City is doing more with less, but this 10 hour schedule is the best schedule offered. I quite sure that most beefing here never worked the 6-2 schedule with watch rotation. I think we have a bunch of 13th place trophy recipients that are not getting their way. Yes, if you are senior this schedule will be better for you. According to Director O'Neil anyone that can not work this schedule can leave. So, leave! If there was overwhelming decent the FOP would not have went forward, there wasn't. Stop your beefing and enjoy your 37 extra days off.

First, I have worked the 10hr schedule at MSF and it was great!
That being said, after reading the new 10.5hr order, I honestly believe that it was written to fail. Once again the department is trying to take a good idea and destroy it.
There is a better way to implement a 10hr schedule for those who truly want to work it.
Step 1: Allow each district to allocate approx 30-50 officers to bid for a 10.5 hour day within their district.
Step 2: Let these officers work during the busiest hours, usually between 1600-0200, or some variation. This will allow each District Commander the flexibility to disperse their personnel as current needs dictate without pulling beat officers away from their respective beats. It will also attract officers who actually want this schedule.
Step 3: This is a better way to implement a schedule without radically changing the entire department and their families.
This simple idea allows officers a choice without forcing unwanted change that the majority of the department does not want or voted for.
In a nut shell, this department is incapable of implementing anything "new", to much politics to many cry babies, at every level.

Forever a blue shirt!!

If you are the working police, your F.O.P. handbook is a necessity to look up your days off and plan your daily affairs and obtain dates of general meetings. If you are the F.O.P. your Mon-Fri 10-3 (2 hr lunches) so your handbook is not really needed knowing your weekends are guaranteed.

If you are the working police, your F.O.P. handbook is a necessity to schedule your arrests in the appropriate court key date. If you’re the F.O.P. you don’t bother with that type of police arrest stuff so your handbook is not really needed and you kind of forget about stuff like that.

If you are the working police, your F.O.P. handbook is a valuable resource to obtain phone numbers of other units and other agencies to make required notifications, communicate etc. If you’re the F.O.P. your secretaries screen your calls and you pick and chose whom you wish to speak with. Your Rolodex contains the numbers of the players and power brokers, so no F.O.P. handbook is needed.

If you are the working police, you look forward to the updated F.O.P. handbook about mid-December. If you’re the F.O.P. little things like your membership’s handbook are inconvenience since you have important appointments with politicians, national F.O.P., lobbyists, etc boosting your stature, your importance forgetting what your membership’s actual duties and responsibilities are. If you’ve been skating on by in your career policing while on the medical and performing administrative duties, you tend to forget what a handbook actually is and how it is utilized in the performance of police work.

If the F.O.P. can’t effectively plan, revise and publish a handbook, what other types of blunders are the membership in for? Annual handbooks are simple tasks and quite frankly no brainers. What can be expected with a more complicated task? The handbook is probably the only reliance on the F.O.P. for a majority of the membership. And these mopes screw it up.

So work longer(maybe harder), be more tired. For afternoon watch get off middle of the night or early morning (sounds like midnights). Be zombie next day, cause your good sleep got eaten by work and be graced with more time to recover cause you worked longer, fucked-up hours.

wait, there is a catch, after days-off come back and get your sleep all screwed up again.

I have to say i was for the new FOP guys, Dean. But i have to be honest, between this 10 hour day, squad scheduling, cu time by seniority, furlos by watch. New PPO plans coming, Schooling cut by 25%,New guys no duty availability for a few years, please can someone tell me what the win is.. IF someone says retro, i have to say listen JR think again. You are only going to get about $5000 unless you are a detective. I truly think we would have had better shot at the arbitrator. I have over 15 years on and i see the writing on the wall. This contract is a total win for the city. What about the next contract? Just cause we didnt get the wellness plan this time who is to say the next time the wellness plan isnt given to us with no incentive, but here this is what the other unions are doing so now here you go. PLease dont be blinded by money. Because as quickly as that money comes in, it is gone. I feel bad for anyone with under 10 years on this job.
Lets be honest, i go to all the FOP meetings, if the city and fop have been talking about 10 hour days since OCT why would they wait til 2 weeks before the new period to do this. And again those guys up in office have no clue what is really going on. Take it from a beat guy. And they are saying that if everyone in 005 can not do this they can bid out. Really, where are they going to go? Is there going to be a superbid for guys to move around?
I for one think that Dean is going to get a vote of no confidence. And it is a shame, because i have thought he would bring change. The only change i see his wins for the city. At least the other guys fought harder. And again they were not great either. And if it is true about deans son scoring in the top 100 for the sgt test, i have to say how? Not that bright, runs his mouth way to much for a kid with no time on.
Guys in 005 i feel bad for you, i hope this does not work. Guys doing squad scheduling tell me about the nightmares of the program. Good Bless

12/22/2014 12:24:00 AM

We are not firemen who might get a call, we are policemen who get calls that could end our lives several times a day. 35 extra days off is not compensation. Just put us back on 8 hours and leave our vacation and bad and personal days as a tour. Who wants an overtired cop responding to their home? It's already a war zone out there with so few policemen. The FOP needs to be abolished. They do not work for the safety, security or financial interest of chicago cops.

12/22/2014 12:52:00 AM

It's not about how many days you have off or burning time as much as giving up entire days of your life back to back just to work here. It's good for you but not good for everyone.

The Command staff was confounded trying to count to 10.5. All those computation on their finger and toes just didn’t add up. They always came up short. They thought about using the Comp Stat mathematical manipulations. Then they brainstormed and came to the realization the mayor could only count up to 9.5. Shazzam, they are smarter than the mayor since they could count to ten. Hence, the best and the brightest the department has to offer. Play it safe everyone.

I work 12s (with one 8 hour day per 2 weeks). It takes 20 hours of vacation to get 7 days off in a row. On an 8 you don't feel like doing errands on your work days anyway. With a 10+ hour shift the day is completely fucked, but you have more complete days off to get shit done when you are actually fresh and motivated. It more than makes up for it.

What Goes Around, Comes Around Department --

Attack Is Suspected as North Korean Internet Collapses

DEC. 22, 2014

"SAN FRANCISCO — North Korea’s already tenuous links to the Internet went completely dark on Monday after days of instability, in what Internet monitors described as one of the worst North Korean network failures in years.

"The loss of service came just days after President Obama pledged that the United States would launch a “proportional response” to the recent attacks on Sony Pictures, which government officials have linked to North Korea. While an attack on North Korea’s networks was suspected, there was no definitive evidence of it.

"Doug Madory, the director of Internet analysis at Dyn Research, an Internet performance management company, said that North Korean Internet access first became unstable late Friday. The situation worsened over the weekend, and by Monday, North Korea’s Internet was completely offline.

“Their networks are under duress,” Mr. Madory said. “This is consistent with a DDoS attack on their routers,” he said, referring to a distributed denial of service attack, in which attackers flood a network with traffic until it collapses under the load.

"North Korea does very little commercial or government business over the Internet. The country officially has 1,024 Internet protocol addresses, though the actual number may be somewhat higher. By comparison, the United States has billions of addresses.

"North Korea’s addresses are managed by Star Joint Venture, the state-run Internet provider, which routes many of those connections through China Unicom, China’s state-owned telecommunications company.

"By Monday morning, those addresses had gone dark for over an hour.

"CloudFlare, an Internet company based in San Francisco, confirmed Monday that North Korea’s Internet access was “toast.”

"A large number of connections had been withdrawn, “showing that the "North Korean network has gone away,” Matthew Prince, CloudFlare’s founder, wrote in an email.

"The loss of service is not likely to affect the vast majority of North Koreans, who have no access to the Internet. The biggest impact would be felt by the country’s elite, state-run media channels and its propagandists, as well as its cadre of cyberwarriors."

I've never worked the 10 hr schedule.
That being said, I'm sure the time off is great but your work day has to pretty much be a wash.
As far as furloughs, it's converted to hours as is now the case. Pick a furlough where you have several RDO's and you"ll have to use less hours.
The big drawback as I can tell is the "Night" shift hours. Those hours really suck!
Been on since the mid 80's & worked the 6 & 2 while rotating, worked straight midnights, straight afternoons, straight days & tact.
There's good & bad in every scenario.
I love the 4 & 2 but if the 10 hour day goes city-wide for 2016, I'll make it work.
The politics and the BS of this job blow, but overall this is a great job.
And before you throw darts, YES I do work the street on a watch.

12/22/2014 04:16:00 PM

You can always go back to 6-2 schedule.
2 nd watch: 0700-1500, 0800-1600.
3rd watch: 1500-2300, 1600-0000, 1800-0200
1st watch: 2300-0700, 0000-0800
Weekend off every 6 weeks.
Better yet, let's go back to rotating shifts.
I know, getting off later cuts into your drinking time, you shouldn't be hanging out at bars any way, it's a recipe for disaster. Bid out if you don't like it! Other people liked the schedule when the test pilot was done a couple years ago and this is their only chance to get back to it.

---- or how about you burn 40hrs between your long weekend and have 12 off with the new schedule. You would have to burn 72hrs to get that much off on today's schedule. Plus, good luck getting those slips approved.

I worked it, I know how nice it is. All you guys with vacation houses will be able to make almost double the weekends to your cottage. Imagine all that bud light you'll be able to drink. Imagine the hours you will put on the pontoon. Extra hour a day worth it?

&&&&&&&&&&@&

Sure ill be there... I'll tell the city and fop or whoever is responsible for this great job! Listen you mush, I work midnights in 005 and this will be great. Do you have any clue how terrible it is workin midnights on the current 4-2 schedule we have?? It's terrible. At least when we had the 6-2 schedule we got two weeks in a row on our weekends to have more time off.. Now even working midnights it can finally feel like we have more time off. I don't care about the start times. I'm prepared for that and I'm prepared to have more days off in a row to be rested and with my family. This is a GREAT thing especially for midnight officers.. And if you end up on the day watch it's great for your furloughs.. Many more people will be on the watch so if you just made days your furlough will automatically improve greatly. Just dogs who don't enough redbox movies to watch for a ten hour day. Go away cry babies.

They got rid of Danny Gorman cause he was the watchdog. He must have seen or learned of something so they sandbagged him. 2yrs mates, and i will be retired. Then all the dirt i dig up on this union and its dealings with city will be exposed. Call it my swann song.

They already have a shortage of vehicles, how will this work? 1/3 of the watch will be waiting for a car?

It must not be that bad of a schedule, there were 74 par forms with coppers trying to bid in to 005!

Eliminates 1/3 of the patrol division.

Rahm gets a hard-on thinking how this will accelerate the pension bankruptcy.

Don't worry we have extra brand new fords coming to relieve the shortage of cars. Unless they give them to the sgts like they have been doing. I thought that was in our new contract not the sgts? Hmmmmmm

Agreed a 10 day in and of its self maybe not so bad but these start times? Really, we are a dept. In an advanced state of decay and with a schedule like this we are going in reverse. I remember working rotating shifts, 6 on and 2 off, no thanks we have made progress. Everyone saying you can't get any time off with the current 4and 2 schedule, you really think it'll be better with us working on 2 shifts instead of three? Eliminating a watch is. It the answer. But what a bout a 4 day weekend? Every 49 days the schedule rotates so you only get a 4 day weekend once every 7 weeks, No thanks! And let's not forget they are doing The squad program with this and I have heard nothing but scathing vitriol about the squad policing program. It comes down to us working more without the compensation. When does YOUR safety come into the equation especially in a busy district? When does exhaustion affect your decision making? Are you ready to assume the liability of making an honest mistake due to exhaustion for a couple extra days off a yr ? You see what will happen to you if you even try to defend yourself against a violent attacker. This is how the city will burn you out working a tour and a half aday, horrible start times and NO home life. Thank the good Lord I'm at the end of my career and will be able to get off this impending train wreck.....but to,those who have to remain, the city will use and abuse you and pay you off like a whore with the illusion of extra days off. How easily coppers are swayed for we are truly our own worst enemy......

Hey FLOP, a BFD should be a full day when using it on the 10 hour day, hence the inclusion of Day in the BF.
The boss' get to use it as a full tour.

The same same should apply to a working day furlough.
The city wants the ten hour day, well I want a 25 day working day furlough. Quid Pro Quo...for the rsnk anf file that us, not tou and the rest of the clown car passengers.

You all have to ask yourselves one question. Why?

The Dept fought the FOP tooth and nail to eliminate the ten-hour day at an arbitration hearing. The City won and the ten-hour days in patrol disappeared. McCarthy was the Supt at the time and the Dept position was that it didn't work for them. The City win cost the FOP several thousands of your dues monies.

Now, suddenly the same Supt wants to implement this and the FOP leaders agree and get absolutely nothing in return. Why would they do this when they have an arbitration decision already in their pocket that points out the Dept's earlier position?

And if any of you think this is only a pilot program, guess again. A very reliable source has stated it will go citywide sometime in 2015.

Oh yeah, it also eliminates an entire watch. Looks like we'll never get enough coppers thanks to the good old FOP.

I'll just tell my kid I can't take her to school any more or can't take my son to T ball. Its ok though, because daddy will be around for an extra day or two on weekends every couple months. Yeah, sorry I don't get to see the family for breakfast, lunch, or dinner. Boy, am I a sucker for not liking this... Sure, I'll just take a trip to frickin Vegas. Leave the fam behind. WAIT UNTIL YOU HAVE KIDS... THIS SCHEDULE SUCKS

Now you have become a clown and your son the ring leader! If he gets made sgt and we all know where he landed you will not win another election! You should just pack it in. I swear this before God.

10 hours days diminish our pension by way of less officers hired. So you have less officers contributing and also reduce the citys pension obligation. Wake up boys and girls!! Anything that reduces the need for new hires diminishes our pension.

I haven't worked the 10 hour schedule and I don't want to. I enjoy spending time with my husband and going to my children's activities. This shedule will make my life miserable. 4 days off in a row is great but working 10 hour days and either not seeing my kids for 4 days in a row or my husband for 4 days in a row will suck, and please don't anyone try and tell me what is best for my family

Maybe its time to be the real father of the year that you think of yourself as and work the midnight/late afternoon start. Most people on the job have kids and they make it work. Stop crying and start doing.

======

They make it work on a 4-and-2 steady start time shift on a watch they earned, not this mutant 0900-1700 or 1930-0630 with a 0900 court call disaster. Go fuck yourself junior. I earned what I got and these start times suck ass.
