Redefine Crime from the Ground Up

If you can't alter the numbers via CompStat, do it via the citizen themselves:
  • Police are alerting residents of a recent string of thefts on the CTA trains at the Red Line's Wilson stop on the North Side.

    There were three thefts between Dec. 28 and Wednesday during late evening and early morning hours, according to an alert from the Chicago Police Department’s Office of News Affairs.

    In each incident, an offender grabbed a cellphone from someone's hand and ran out of the train at the Wilson stop, 4620 N. Broadway.
Amazingly, the Tribune actually described one of the offenders, and it was a black guy, so they've returned to reality based reporting for a short while.

But isn't this a Strong Armed Robbery? Force used to take something from a victim? This wasn't a phone left on a seat and someone snatched it.

just grabbing it from the hand is not strongarm... at least not in cook county. A push, a little fight, knocking them down etc is strongarm... again, in cook county its a theft.

This must be a McNumbnuts initiative.
He's training the Sheeple to not only believe that crime is down to historic levels but when a crime does happen it's downgraded to a less serious category than even the sheeple originally believed.

Not really, never has been in the last 20 years.

Unless the person actually put up a fight to retain their property it's called a theft, always has been.

If you're talking on your phone and some dick runs up and snatches it out of your hand while you stand there looking stupid no watch commander I've been around has ever called that a robbery.

It is a theft unless a fight to retain the property ensued. And they usually never fight because it happens too fast.

Nothing new here, years ago at the Lawrence el there was a fleet footed purse snatcher named Wendell who preyed on the passengers. Wendell got caught and in the words of his home boys "see those two narcs there, they ransacked Wendell's house, then they ransacked Wendell".

I had exact same scenario. Made it a strong armed robbery. Sgt approved it. No problem. Sgt then comes back to me a few days later and says next time it's a theft. I asked why? He told me that people above us wanted it that way.

Even the President Of The United States is not CONSTANTLY ON THE PHONE EVERY STEP HE TAKES.

Walking down a crowded sidewalk once, tight spot with newspaper machines, light poles, etc., can't quite get through. Little gal in the middle of it...talking on her phone, completely oblivious.

Gal's companion sees me, bends over and physically picks up gal and swings her out of the way, carries her to a better spot, then sets her back down.

She never looked up, never missed a beat. Talking, talking, talking.

What can you say?

It's not politically correct to call a strong arm robbery by that name any longer. After Michael Brown in Ferguson, it was determined by liberals that he was just being a person of color doing his thang and was killed for it by the racist police.

Since there is still a victim, and they lost property, it is now called a theft or lost property, unless the offender is white, in which case it is called armed robbery due to white privilege.

State's Attorney would never approve a robbery charge if video (CTA has the best cameras in the business) shows proof that the victim did not hold onto the phone for even the shortest period of time. Or if the victim admits that he/she did not hold onto the phone as the offender pulled the phone from the victim's hand. If the offender pulls it from the victim's hand, without any type of resistance from the victim, it will be classified as felony theft. Long time Det.

It's not. The force was used against the phone, not the person.
UCR says merely grabbing an object out of the hand is theft. Struggling over it, or if the person fell or was kn0cked down, is the robbery. These are felony theft from person.

It's a theft from person (at least in Chicago thinking) if the only force was used was the quick snatch with no resistance.

If they just grabbed it and ran it is a THEFT, kinda like purse snatching. It is not considered a strong arm robbery unless some other type of force or threat was used towards the victim. For instance, if the offender knocked, the victim down, beat him, or threatened harm (without a weapon).

I'm sorry but snatching someone's phone from their fucking hand is using force. It's supposed to be a robbery no matter how you slice it.

Just reading above comments proves that the CITY AND MACNUMBNUTS got exactly what they want confusion nobody knows what the fuc@ it is ,it's a 19 p if the city has its way .its an increase in the decrease of the previous incident which happened in 1965 , which adversely affects the the results of crime as is recorded by above numb nuts , I have no idea what that means so I'm GOLDEN IN THIS City .

I have had many cases which were the exact same thing and yes i received strong armed robbery charges from the states attorneys office.

But when the case is for case reporting purposes it is a theft.

Here is the problem. The suspect, a juvenile aged 17 and not named according to the tribune due to his age. However the latest version of "bonny and clyde" circa Kentucky has a 13 yoa girl name and face plastered across the country and all she did was write some bad checks and steal a car.

Why is her name in the paper and this "gentle giant" armed robber not?

Why don t you go back to the academy and learn the difference between Case Reporting and Charging. 1/2 of the people on this job can't even put probable cause into an arrest report............. you should get a refund from where you went to college
