Shoot, No Shoot Scenario Training

We used to do this. Why don't we do this any more? Maricopa County AZ did:
  • We've seen protests all across the country after police officers have been accused of shooting people who aren't armed.

    But what would happen if one of those protesters looked at what it's like to wear a badge, and be put in a life or death situation.

    Jarrett Maupin has been very vocal during the recent protests, leading marches on the Phoenix Police headquarters after officers shot an unarmed man who reportedly fought with them.

    He agreed to go through a force on force training with the Maricopa County Sheriff's Office and went through three scenarios where you have to decide to shoot, or not to shoot.
Click on the link to see the entire thing, but here's the upshot of it all:
  • In the first scenario, both the activist and the media guy get blasted;
  • in the second, both shoot an unarmed assailant;
  • in the third, a semi-compliant subject has a hidden knife, but no one got shot
Both are completely surprised in scenario #1. Both hesitate to the point of suicide in scenario #2. The activist is seen on camera poking the crap out of the semi-compliant guy with his gun in scenario #3, behavior that is frowned upon by most Departments.

Amazingly, both come to the independent realization that control and compliance are the key elements to any encounter that a cop has with subjects on the street. Yet our Department has shied away from doing this sort of training for reporters, interested citizens, IPRA investigators, even loud mouth activists. Why?

Easy to bitch about what police should or should not. Granted there are some cops who just make bad decisions, but aside from that the majority make the right call. The public will never fully understand what we have to go through having not put on our shoes. The worse mental act a cop can do is second guess him/herself delaying action; could mean the difference between life and death.

That's a nice training vid. Probably funds keep from doing it here. If you don't attend - pay out of your pocket - classes then by all means go over in your mind what you would do in situations so that you are better prepared to react appropriately and quickly. Situational awareness.

Responding to a domestic on 3rd floor. What actions are you taking as you climb the stairs? Bitching about the call to the 3rd floor? Paying attentions to the stairs and landings ahead? What if you hear the door open as you are getting to it, just stairs away. Have you developed a mental response to meet contingencies? One example.

It is not enough to just hone your street skills when making traffic stops and street stops, but also those same skills for other assignments.

Cowardice, and the avid avoidance of enlightenment.

Running use of force scenarios/bull in the ring (60 seconds of hand to hand with single and multiple assailants... Complete with hard kicks, stomps, punches, elbows, head-butts, joint crushes, large limb manipulation etc) for local media, clergy, activists and the like would result in soiled pants, hurt feelings and a new found understanding for what goes on at ground level dealing with the hyper-violent goblins who dwell in the bloody shit-mud that is the West and South Sides of Chicago...

No easy-peasy...
Run these scenarios HARD so these people (and folks) who have jaw-jacked the most about what The Police should/shouldn't do and how hard they ought/ought not do it, will see and FEEL what it's like to walk in our shoes.

We imagine the gym instructors of old
would be grinning their asses off at the sight
(and sound) of Moperah, Steinberg, Brown, Zorn, Fr. Flakey and others being gently rubbed on in the gym...

Nah...

The last time I had this training was when Gary Schenkel was in charge at the academy. That was under Hilliard. Then he got fired, no more training from then on, not in-service, and back to shooting 30 rounds at non-moving paper targets once a year.

A guy I worked with is the officer the activist is referring to. The Phoenix officer shot and killed an unarmed drug dealer during a physical altercation in which the officer believed he felt the butt of a gun in the offenders pocket. Now he (activist) has a better understanding of use of force and the split second decisions we have to make.

There used to be a media day(s) at the academy. Snotty reporters got a few days there, watching & observing. The best part was watching them blasting away or getting kilt in the FATS room.

More than one went on the record saying try came away with a new and profound respect for what the streets offer to coppers

We are one of the biggest cities in the US our training should be elite, but instead it's a joke. We have no tactical training at all. They claim they trained us tactical training in the academy. What a joke the academy was I learned more on the street then I ever did In the academy. Sadly the academy should of given us a good base and that didn't happen. We have learned bad habits from other cops that we work with instead of consistent training and ongoing training. I see the city is pissing away our training money on other crap. Until one of us really get hurt and we put up a fight this will never change

Media days at the Academy was done several times in the late 90's. Good results from people like Charles Thomas and others after the day at the Academy.Thomas said he learned more in the one day about the police and use of force than he had in his 25 previous years of reporting. Labor intensive and was limited to media types. All the folks that attended did a story about the event at the end of the day, but it faded into the sunset shortly there after. A number of suburban departments, Romeoville, etc, do a "citizens" police academy where people can attend. The hope is always that the so called "stake holders" of the community will attend to get some idea of what the police have to deal with on a daily basis. Stay safe!

It's funny that the reverend in that news story said that even though the scenario was "intense" he still wanted a "de-escalation of force" by the police when they approach situations. YET, in the scenario with the suspected auto burglar, this reverend had his gun drawn on an unarmed suspect. He says he wants one thing, while he does the very thing he does not want the police to do.

But I give him credit for trying to walk in our shoes. He still has a lot of learning to do though.

The problem with this is we DID try this in Chicago and it failed miserably. We had someone from ASA, IPRA, OPS
Go through a 3 scenario run and NONE of them failed. NONE of them shot a "no shoot"........this was after the copper running this program was telling them how "trained officers will fail this and you will see how after you do it speech". Well.......it didn't turn out as planned. Quite the opposite in fact. All 3 did excellent in ALL 3 scenarios and actually left the building with a bigger chip on their shoulder!!! Who knows, this is Chicago......maybe they had the "answers to the test"!

Is Chicago ready for a terrorist attack? Hell No. SWAT is undermanned, and under equipped. Leadership of SWAT has no clue and live in a bubble. Chain of Command from Sgt's, Lt, Commander, Deputy and Chief are Merit Hacks.

Lt MM and Sgt TL are useless and are more worried about making rank then building a SWAT team. No take home cars, little training and no training center.

Over the summer it was more important to do a Hug a Thug program then train. SWAT went over four months without shooting their rifles including snipers. The two armored vehicles are broken and are outdated. Our major cities have four to eight.

If that was too happen in Chicago you would see a very limited response by SWAT. The SWAT team is not allowed to answer their phones per G.O. after they leave work. This way the city doesn't have to pay D2 pay for being on call. There is zero coverage between 2 am to 6 am. The way the team is structured it will fail.

Many many police officers and citizens will die. Forget SWAT they are useless. Your best bet is to train and equip yourself.

Hey New Hire, I've got thirty on and I voted no, as did most of the other veterans (or as you phrase it "dog asses") did because we remember what the vets told us when we came on, which was to protect three things, your partner, your pension and your seniority. See, we don't need the piddly ass retro check, we were looking ahead to things like the health care. And, sorry to say, we were looking out for you younger guys that are going to have to deal with the furlough by watch (tried before and failed). I don't knock anyone for working special or even VRI, I know the bills have to be paid, nut rest assured those are the guys that voted for the contract because they got scared when they thought they were gonna lose all that retro. I'm on SWAT and it's true. Like the rest of the police department the Exempts don't give a fuck. They care about their pensions and salaries.

The Dept is so fucked up that they gave us Blackberrys and told us if we don't answer them when we are off we will be thrown off the team. How stupid are these bosses? There's a General Order that says we are not to answer the Blackberry when off duty. Now we are being told to answer the phones but we could get punished for it. ???? How fucked up is that? Keep your D-2 pay I'm leaving.

Aren't there enough po's in SWAT to have them working 3 watches. Then there would always be SWAT members on the street to answer any emergencies.

I live in Phoenix now, and Fox 10 News is the only news I watch. Even in Phoenix most media is very liberal, but the local Fox station has a more conservative slant, just like the national Fox News. I guarantee that is why Fox 10 would do a story like this, and I'm glad they did it. Thanks to Sheriff Joe too!

SWAT, to their credit, train for many scenarios, but nothing really having to do with explosives being used by evil idiots hell bent on meeting Allah in a fiery mess taking as many officers with them as possible. To make matters worse, our bomb team is mostly ignored and receive nothing in terms of exempt support.

Best to stock up and start preparing...

You put the reverends and reporters through a 1-2 hour training and then they go through the course.
They will twist it around that we go through six months of intensive training, consisting of human behavior, verbal judo, defensive tactics, firearms, and the law. The reporters would do a fluff piece during sweeps week and the reverends would still march and carry on about racism. Reverends will still get their federal, state and local grants and we're easy targets for the press. We sell papers and increase tv viewing when they are trashing us.

This will only stop when the elected leaders decide enough is enough and unfortunately, from the president and attorney general on down to the local mayors and city councils - they will not speak up in our defense.

If that was too happen in Chicago you would see a very limited response by SWAT. The SWAT team is not allowed to answer their phones per G.O. after they leave work. This way the city doesn't have to pay D2 pay for being on call. There is zero coverage between 2 am to 6 am. The way the team is structured it will fail.

Ummm, if they can't answer the phone during off hours, WHY are we paying for phones?? Don't they have (encrypted) radios??

25-30 years ago one of the "News Magazine: shows ran a program called 'The National Deadly Force Test." Used a video trainer and ran non-police types thru the scenarios.

Some of the participants were admittedly very liberal and critical of the police.

It was a hoot! The liberals who lambasted the cops as trigger-happy were shooting everybody over anything.

This is an idea to run the local news media, IPRA, and the various "community activists" thru.

Make it a multi-part game show. If you survive all the shows without a criminal shooting or getting killed, you win $100,000.

Bad shooting and you are "fired" and "sent to prison, " kicked off the show.

In the 80s and 90s Calibre Press ran training seminars called Street Survival. 3 days on your own time and dime. But worth it.

Because you learned how pathetic your department training was.

Police departments train recruits to a State specified minumum hour requirement. They don't really teach you to survive because it is cheaper for them to bury you, pay the death benefit (covered by insurance) and reap the public sympathy than to have you defend yourself.

And police survival also included report writing to keep you free and wealthy and to handle the issues that arise from taking a life.

A lot of police officers' tactics are terrible. They do dumb things over and over. By surviving they think that that are really smart. But they were just lucky no one really wanted to kill them that day.

All this cry baby SWAT nonsense is awesome. Chicago doesn't need a swat team because unlike most cities Chicago still has some of the most fearless street copppurs who will rush in and handle crap. Hours before the swat team sits and talks to them for hours. Chicago is easily ready.

Is Chicago ready for a terrorist attack? Hell No. SWAT is undermanned, and under equipped. Leadership of SWAT has no clue and live in a bubble. Chain of Command from Sgt's, Lt, Commander, Deputy and Chief are Merit Hacks.

Lt MM and Sgt TL are useless and are more worried about making rank then building a SWAT team. No take home cars, little training and no training center.

Over the summer it was more important to do a Hug a Thug program then train. SWAT went over four months without shooting their rifles including snipers. The two armored vehicles are broken and are outdated. Our major cities have four to eight.

If that was too happen in Chicago you would see a very limited response by SWAT. The SWAT team is not allowed to answer their phones per G.O. after they leave work. Many many police officers and citizens will die. Forget SWAT they are useless. Your best bet is to train and equip yourself.

CPD will take care of business. There are still a bunch of guys who know how to and will take care of the situation. They will go in immmediately and end the problem. Having SWAT surround a building for hours and hours is not the answer. Maybe years ago when they also had the HBT teams but now they kill the hostages. Law enforcement learned there lesson at Columbine. Surrounded the building waited outside while the kids were getting killed.
On a side note years ago watched the HBT team sit on a building for long periods of time trying to make contact with the hostage taker only to find out building was empty. Happened more than once.

Agreed, SCC, this kind of experience should be offered in Chicago by CPD. The video alone is powerful, and a flesh-and-blood experience would be an eye opener and needed jolt to the system, for sure, for the vast majority of us who are not police officers. Granted, you'll never change the Father Pfleger types, but it would lead to a lot more understanding and support of frontline LEOs by the large majority of civilians.

Oh yeah, those instructors would have them all crying. Jim Marsh, Morawski, Gus Tero, the female/1 who was in tip top shape with about 4% body fat and did vertical push-ups.

They took us on runs over to Taylor St area, through a park, in alleys, back and forth, in another alley, then one of the instructors, pre-hidden, popped out shooting blanks. They give a recruit a radio to call for help. First question: Where are you officer? Um, uh, um, the importance of knowing exactly where you were at all times was learned that second.
