Hey Barb, You Want to Chime In?

You thought Maria was the only one?
  • Well, Lil Barb has been in Command of 011 for just a few weeks and she and captain Lemon head are now attacking the 2nd watch.

    Today a Veteran PO was told he is no longer on a certain car because he did not bring in enough contact cards for the period. His punishment for not meeting the Monthly QUOTA FOR CONTACT CARDS was a new start time and assignment.

    I was unaware that there was a minimum quota for monthly contact cards?

    Next time I see captain Lemon head I am going to ask him, " Captain, what is the required number of contact cards that you require form me each month"?

    And Barb you of all people should know that requiring Officers to violate someone's constitutional rights for a simple contact card for you monthly comstat meeting is against the law.

    To all my fellow officers in 011, just do the minimum to get vri and no more. If no one does any more than 5 per month then what will Barb and Lemonhead do?

    Stand together like NYPD did against mayor William Wilhelm, oh, I mean his new name billy deeblasio.

Can the brass in 025 and 011 require an actual number of Contact Cards? Is that a quota? Or are we misunderstanding the word "quota"?

Give them all the contact cards they want, just write across the card refused in area that ids name and address. It is in the Order that that is what the procedure is when the subject refuses, based on constitutional right, to give name and address. Can't force people to give name and address.

You want to stand together and send a message, then follow the Order and write refused.

It's blood money and you just proved how soft you really are and how addicted to it you are. Falling right into rahms plan. You don't send a message by doing enough for vri because that is actually still more than normal. You wanna hurt you do what nypd did zero! If everyone gets 3 arrest in the whole district and 5 contact cards and 5 Parkers each month that's still a lot of arrests. 300 officers getting 3 arrests for the month is 900 arrests. 1500 Parkers and 1500 contact cards.. Yeah u send a real clear message with that. Stop being fake. You do zeros or keep your mouth shut. Do enough for vri... Laughable

Does anyone here know of any bosses kid who doesn't think they are untouchable or are gods gift. I know a few.. They do nothing but talk about how daddy is gonna do this for them and how daddy is gonna get them that spot or has to tell everyone they meet that their dad was a boss. Three former bosses kids work in my district and do nothing but flaunt it and tell everyone how set they are gonna be. Is this normal. Mind you all three of these guys have less than 4 years on and are clueless about doing any sort of police work. God help us if the follow in daddy's footsteps. Then again, I do know of one guy who's dad was a great boss who keeps to himself and is a good guy.. But most seem like pompous arrogant strokes. Royalty

This is all correct. Masters clearly told the 3rd watch that we have to do 2 contact cards per day. That is a quota. But the new people don't care and they will continue to do what the bosses want. Between the idiot team of masters,west, and Sgt Barnett , 3rd watch is fucked and will be for a very long time.

rumor has it that maria has found out that the sgts on 3 watch work 4 hours a day. word from downtown is that she is trying to have swipe in and swipe out pilot program to 025. maria thinks that if sgts were around the whole tour to supervise there would be less shootings.
problem is that there might be 5 sgts on the schedule and only 2 on the street.

Unfucking believable. What has 011 come too. I was there 27 years ago and it was the best place to work. Since I left 011 I have never experienced the camaraderie as I have when I worked there. I have been lucky enough to be in specialized units and it has never been the same. Why must these bosses fuck with the working police in the worst area's of the city.

Being a police officer is one of the most demanding unappreciative jobs in the world. we deal with the public at their worst and they beat us up, the media beats us up, the politicians and legal system treat us like shit and now we have boss who do the same. we spent nights holidays away from family, we do things that most cant. going to work use to be fun and rewarding by now with Barb and Mario work is like a prison. they treat us no better then the savages that we deal with and probably would back them before backing us. don't know what it will take but if we work in numbers and stick together maybe downtown will take action and move the worthless people and things can go back to normal.

Couldn't a contact card quota lead to charges by citizens of violating the Fourth Amendment? Even though SCOTUS has found an officer's "reasonable mistake of law" can give rise to "reasonable suspicion," I sure wouldn't want to go there with contact cards on the public way.

It's really rather very simple...

If/when you're talked to regarding your activity, demand - IN WRITING - what they expect of you in terms of quantity of Contact Cards per day/week/period.

Unless they're brain dead (which is a distinct possibility considering the players involved), they won't dare put pen to paper with such an asinine edict.

Then document, document, and document some more any change in the norm regarding partners, start times, details, etcetera. Pull and print-out your Unit History via the PCAD system at days end to have documentation showing how those 10, 12, or 15+ service calls prohibited you from doing any kind of proactive policing. While management has some leeway to fuck with your start times and such, any obvious and/or excessive deviations from your normal routine and treatment following being counseled should be extensively documented. At minimum, pimpy-assed moves like the one described circumvent the whole "progressive discipline" thingy - one might argue the Bossholes started out on the high end of the scale. A court of law might see such deliberate acts as retaliation. Moving on...

while any kind of proveable work action/slowdown can get you in hot water, if the majority of you guys and gals in 011 and 025 (and anywhere else afflicted with the ignorance of overpromoted, never-been-the-police hacks) don't get the opportunity to make the twice-daily mandatory observations where you'd "reasonably infer[s] from the circumstances that the person is committing, is about to commit or has committed an offense...", you really can't legally justify writing those silly little cards that the brass love to hang their hats on at CompStat.

And don't let them tell you (as MY triple-merit Captain told us just yesterday) that contact cards can be written on people you casually interact with. Seems all these Stupidvisors have failed to notice that S.O. S-04-13-09, "Contact Information System", was revised just this past 07 Jan 15. It now "discontinues the routine documentation of Citizen Encounters" (Section I, C.). So C.C.ing that dude waiting for the bus or that lady walking out of the dry cleaners has the potential to get you jammed-up just as quick.

Keep in mind that your oath as a law enforcement officer entails upholding the Constitution. And all you assholes pushing this contact card agenda need to review the following excerpt from the aforementioned S.O.:

III. Policy

A. Department members are responsible for ensuring public safety by deterring and responding to crime. They are also responsible for upholding the rights guaranteed to the public under the United States Constitution, the State of Illinois Constitution, and the law. Safeguarding the liberties of the public and preventing crime are not mutually exclusive; each can be achieved by fostering trust and confidence between Department members and the public. Members will comport with the policy and procedures of this order to ensure appropriate conduct when interacting with members of the public.

I don't know about you, but the Constitution I'm sworn to uphold trumps bullshit, mindless numbers-driven activity any - and every - fuckin' day.

We are being threatened with retaliation by 1100 and 1100x on all watches if we don't go out and get these contact cards for them. 1100 and 1100x are forcing officers to stop people illegally and violate their civil rights just so they can have another shot at getting promoted again. When will the media pick up on this?

Lt. KJ is a turd? His MERIT Tact Lt. brother isn't far from that and neither is the Commander of 003 who have further ruined the District and specifically the Tact teams. Close to 40 Officers have bailed out of 003 (shitload from Tact) in less than a year or so and now they are going to be forced to fill the teams via reverse seniority. Take a look at the AMC message begging people to put in for Tact. Most of the teams are filled with two year wonders because they can't get anyone to fill the spots and the ones there are doing it are only doing it to get off of 1st watch for a while until they can bid out. Most of the Sgt.'s in 003 are actively seeking to leave because what was a shit hole is now a bigger shit hole. The decent supervisors was what made 003 tolerable. Jones, the XO (currently in Quantico Command school), the Tact Lt. and the 1st watch Lt.'s have killed what was left of any morale. They have no people skills and have ZERO idea of what it means to take care of their people in order to keep them happy and productive. Simply asking for a day off is like pulling teeth or asking for your first born in Tact and watch. The previous administration (Evans, Lemmer, Blisett, Kingsley) wasn't perfect but things seemed to work much, much better and people were definetly much more happier. Watch for how many Sgt.'s and PO's leave 003 in the next upcoming period or two. I hear ALL of the Tact Sgt.'s are trying to leave. I have a decent one, however his hands are tied with all of the micromanagement but he does his best to try and take care of his people. I can't believe none of the bean counters at 35th Street look at this shit and say WTF is going on over there? Anyhow, it's getting pretty late and I'm tired. Have a good night ya'll! I'm out, so I can do it all over again tomorrow in the shithole of a District.

Barb is truly clueless. She would spend 12 to 16 hours a day in 015, she never left. I thought she would have had a breakdown of some sort before she left 015. Perhaps this is the beginning. When will these dick heads learn that none of this shit matters. If you work in 015 or 011 especially on midnights, the assholes we come across have been contact carded dozens of times. The contact card does have some purpose ,if a call comes out and an individual is in the area that matches the description and you don't have enough to arrest them on, yeah contact card them and maybe something will pop on them in the future. Please, enough of the bullshit already, just let us do our jobs you'll be amazed at what will happen. This is the worse policing strategy ever meaningless mindless drivel.

Google Adrian Schoolcraft. NYPD Officer who carried a digital recorder and recorded his entire shift for a couple of years.

He was under a lot of pressure to "keep the numbers up." That resulted in many bullshit arrests (illegal) and bullshit stops. (also illegal)

You can get a nice, compact digital recorder for a reasonable price. Buy a couple. Get one for the whole district. McLush came out of that police department. Hammer the assholes with their own words. Let them read themselves in the Sun-Times or The Reader or Federal Court.

Doing a contact card is not violating any constitutional right. The police can stop and talk to anyone they want. The people are free to leave absent any reasonable articulable suspicion to the contrary. But let's not couch being lazy old timer with being some constitutional rights crusader. Honestly, it is not that difficult to keep these people off your back. Why do we need a NYPD style work stoppage? We just got a contract that WE ratified, the mayor just came out in the news in SUPPORT of us, it seems like NY style work stoppage is the default Pavlovian response to any time one guy or gal doesn't get his or her way. Like it or not the 1st and 16th are consideration for doing your job...not showing up and sitting on your ass all day. Sorry but I'm not buying it. I know Lemmer, and he is a tool, but how would you handle a lazy do nothing malcontent who is taking up space in the watch, not doing shit, and is protected by Union and labor laws? I would do exactly what was done.

You know Lt. KJ came to the watch shortly before Babs. After her arrival, he asked for an increase in contact cards for Babs. We supported him and her with a really good increase in the number of cards completed. But then 1100X (bleed them to death Lem) had to take it to a new level. Instead of that being enough, more was demanded. When people said "enough is enough" a well orchestrated plan of "retaliation" was initiated against all officers of all three watches. Now Epic Fail is the operating mindset.

A Dept. can request a specific number / level of activity from each officer. However, the Dept. can not issue discipline if that level of activity is not obtained. The question has always been, what constitutes "discipline"? Is a change of start time or assignment change considered discipline? Point being is the Dept. walks that line and unless someone files a lawsuit like that officer Schoolcraft did against the NYPD none of this is going to matter.

The dogs always thing by throwing out the word "quota" that all of the bosses immediately cower. They don't. Theses a phrase "expected minimum activity" or "below the watch average". Neither one is a quota, just an average number of contact cards per officer on a particular watch. You are either u above the watch average or below it. The activity of the officers on the watch (your peers) set the height of the bar.

You referred to 025 as "working" district. As if 010, her last stop, isn't. Though it doesn't get the mention of say...007 or 011, 010 is far and away one of the busiest (working) districts. Click over to Zone 10 sometimes. Most days, 010 has more shit going than 011.

Actually 010 isn't busier than 011, its just that some of the POs won't and some sergeants won't shut the fuck up. They feel the need to go into detail about every little thing and unnecessarily tying up the air with nonsense. Stop trying to justify why you aren't doing your job over the air. Just code the damn thing. People have been complaining about this for decades. But please 010, just shut the fuck up already and code it. Oh please the only reason that 011 would be busier on the air then 010 is because of that blow hard Kujo on 3rd watch. He is the King of what you just typed about 010. That guy takes up more air time on coding and getting out of a job the all of 010 combined. The reason for a code is so you don't explain what you're doing. That does not mean you give the code and THEN a 5 minute dissertation on the reason for the code.

For the love of God, most of you officers don't know how good you have it. You guys are making $80,000 per year and you complain about doing a couple of contact cards or parkers. Or God forbid if you have to transport a prisoner to the hospital for medical attention. It amazes me that every night at check off the same characters come in with zero activity across the board. Just do what the bosses want. It's that simple. Don't make things harder than it is. If times get difficult then you have no one to blame but yourselves. Act like children and you will be treated like children. The bottom line- be professional, follow orders and don't complain. If you think this job is hard try working at Burger King.

The officer in question had 10 case reports, 5 arrests, numerous movers and contact cards for the "Evaluated week" - just no contact cards on his beat, because as a military vet and decent guy, he rides on everyone else's jobs to provide back-up to all the 10-99 units on days.

He's a good cop, 19 years on, and a decent fucking human being who was counseled and removed from the car the same fucking day without any chance to explain or step up to the plate.

Lemmer's a fucking jag, but Johnson pulled this one all by himself to suck up to Lemmer and prove what a tough guy he is.

Doing a contact card is not violating any constitutional right. The police can stop and talk to anyone they want. The people are free to leave absent any reasonable articulable suspicion to the contrary. But let's not couch being lazy old timer with being some constitutional rights crusader. You must work somewhere tucked FAR away from the streets. You cannot do a contact card on anyone anymore, its been that way for a year or so. A contact card can only be completed for investigatory stops, aka resonable suspicion.

Thing about Lemmer is that if you are a worker and bring in activity he will still make your life miserable because you aren't doing the activity HE wants done. You could get a felony pinch every day but if it is not the activity that HE deems necessary for the dept.s goals HE will change your start time, car etc..... When he was in 023 he dumped so many coppers off their cars we had like 10 coppers working the late wagon (1800 hr) start, of course HE couldn't put all of them on a wagon but they were all working late. Not to mention the list HE had of coppers HE would not allow to work together. He also had coppers sign a form, that HE wrote up, where the coppers gave up their contractual rights about start times. HE wanted to start coppers at 1900 and 2000 hrs on 3rd watch and quite a number of coppers signed these forms until MLA called and said can't do dat........question for you 011 district guys, does Lemmer still design and use His own forms for missions, activity, etc.... With His own form number and date in the lower left corner? Does He still put out his top 10 list with individuals He says must be stoped whenever spotted on the street? Remember if you end up the subject of a lawsuit because of His demands to aquire contact cards and activity illegally you can be assured He will not be sitting next to you in federal court. All of you in 011 have my sympathies, remember to document and get any evidence you can in can you need it, good luck....

Old Timer ... There was a time when it did count as activity otherwise cops would be blowing off paper jobs to go after something else.

One thing that Pena and a few other DCs did that was dumb was not allow cops to make her beloved CONTACT CARDS from info on case reports, some DCs didn’t care. Case reports didn't list details like height, weight clothing unless you put them in the Narrative. If the Dicks or anyone else actually wanted to use such info they would look in Contact Cards first and not laboriously sift through GOCRs. Pena would have had her precious Contact Cards and P.O.s their activity for VRI or whatever. But no one ever said she was smart.

Several points in clarity need to be made:

1. In an Ill Labor Board Case in the early '80's "Antosh Frano and Smith" ,(originating out of Gangs West or North I forget after the years),the Labor Board held that splitting up of partners and/or changing long held assignments was disciplinary. The city lost the case.It was upheld again in the late 80's in a Labor Board case from 10th Dist that the city settled the day before trial. So feel free to use the courts that are available to you. The Ill Labor Board is free to file,they will assign state investigators to your problem,drag the offending party down to give statements attempting to justify their actions and will bring charges if warranted. Bring your counseling form and the sheets from your watch showing a change in long held assignment and file against the person who moved you. This of course only works if you have enough activity to show you are working and they are screwing you because of a specific type of missing "non quota" activity.In the 10th district case it was moving citations. So the precedence is there.

2. For all you saying its just a CC, no its a government record tracking the whereabouts of a citizen.We have all seen the GVR's showing contact card info on the victims and shooters GOING BACK YEARS! You are correct you are not violating their rights by talking to them the violation comes from filing an information report (that what a contact card is)that is then used to keep tabs on a citizen that the city has no legitimate/legal reason to track. I am not including gang bangers etc are not i in the above statement before all you whiners start in.

3 Yes everyone can find a CC in 11.That's not hard, but to find one on 1134 is, since the beat for the most part is the station its parking lots the EMMD facility and a a couple of schools not a hell of a lot going on.Since the "if its not one your beat it doesn't count" mentality is as retarded as a Mcnugget being in charge of a police dept. you can figure out where that's going think of the police man in the old McDonalds commercial.

Doing a case report means you got a job, you responded to a job, you did paper. That is our job. What do you define as activity? IF a car did 5 case reports he was out there answering his calls, you gotta have less than 9 years on the job and are brainwashed. The order also says dont do one if you have done any cpd paper case report,arrest, anov,ticket etc. Remember everywhere this bs compstat has been there has been lawsuits galore. If u respond to a 911call of a suspicious person and the suspicious person is gone but you find the caller and talk to them regarding the suspicious person giving a description etc per general order u do a contact card. No other paper is given and u code it. You are conducting an investigation. Every call you are conducting some sort of service or investigation. That's why there is a box for other and explain in narrative. Know what u are talking about. The end.

Do u take jobs? During those jobs do you talk to a complaintant where no report or docentatuin is given? Then per g/o u should complete a contact card. If you come in with zeros it means that you had no calls that day? Doubtful. Coppers are just lazy. Don't forget if this gets pushed to an issue they can have you disciplined for not filling one out on a 19p job. Be smart because barb and masters and lemon head especially will use this option to people who revolt. Don't get jammed up. Not following a general order will get you everytime.. There is no grey area

What is the push for all these contacts cards anyhow? Thank God I don't have to follow suit like 1/2 the men in blue. I started my own business 14 years ago and now it's flourishing. No contact cards, no movers, no ANOVS and maybe a few parkers here and there. I love it. I'm in a bid spot in 019 on days and already stuck on a later car. Really not much you can do to me, LOL. I make more than a deputy with my two paychecks combined and don't have to kiss the mayor's ass or superintendent's ass. Sure I have to be nice to my clients but I do that anyway as a professional. My advice to all you deaf ears out there: Start your own biz and be your own boss. I got suspended once for 30 days and made money while off than working plus let's just say I got my 30 days back about 3 times over the years ;-)

The officer in question had 10 case reports, 5 arrests, numerous movers and contact cards for the "Evaluated week" - just no contact cards on his beat, because as a military vet and decent guy, he rides on everyone else's jobs to provide back-up to all the 10-99 units on days

If we're talking about 1134,this is indeed a damned shame. I defy anybody, in any other district or unit to find a harder working, more professional PO. If he's not down on his own job, he's forever backing up units on other jobs. Hell, he's usually the first in when school units call for backup. He's also quick to jump the border to assist 010 units needing backup.
Seriously, with all the dog-asses on the watch, they pick arguably the hardest working PO ( along with 1133) to fuck with.
And people wonder why some supervisors are so reviled by the blue shirts.

You must work somewhere tucked FAR away from the streets. You cannot do a contact card on anyone anymore, its been that way for a year or so. A contact card can only be completed for investigatory stops, aka resonable suspicion.

If u respond to a 911call of a suspicious person and the suspicious person is gone but you find the caller and talk to them regarding the suspicious person giving a description etc per general order u do a contact card. No other paper is given and u code it. You are conducting an investigation. Every call you are conducting some sort of service or investigation. That's why there is a box for other and explain in narrative. Know what u are talking about. The end.

I can proudly say I have never written a contact card during the 18 years on this job. I refuse. I think everybody in this city has at least 3 contact cards on them already. This city couldn't care less about reducing crime or stopping murders. They don't care if you write movers, parkers or arrest anyone. They just want those contact cards. It's a joke.

I was in the academy with the guy you are bad mouthing. He is OK, I never had a problem with him or his wife. She works the street, her and her partner stay busy with the knuckleheads on Clark St. 019 used to have two big drunken cops on Clark St. Useless and really no damn good. They were famous for starting fights and calling 10-1's after they MF'd someone and got popped int he nose. Bill L. is a damn nice man, doesn't drink, follows the rules and treats people decently. What he doesn't do is get on this blog and get into anonymous character assassination.

Merit Lt. K. Johnson is nothing but a politically connected suck-up who will fuck anyone in his sight so as not to be made to be a real "Leader" and do such by example. I don't work at HQ but I learned that KJ under the shadow of now booted Ladner really fucked over an Officer who had a seriously sick child in the hospital for three days. In short, KJ SPARS the officer for allegedly not showing up to work (all while KNOWING the officer had a serious medical situation with his child), AWOPS the guy all three days in question, and initiates a CR#. I know the officer who is a standup cop who was pulled twice from CPD to go serve in the War on Terror in Iraq and did some outstanding work against organized crime elements in 010 back in the day. Yea, KJ, one piece of leadership advice, whenever one of your subordinates has an emergency in the future, if you are notified of their problem, be a true leader and check up on your people and take care of them. I heard the Officer was not even offered sickness in family for those days, instead you took his pay. Oh and all this while sitting in the Merit waiting list to become a LT. That explains it.
