The Death of the Street Stop

Should this pass, why would anyone perform a street stop again?
  • Illinois Senate Bill 1304 which passed the House on 28 May 2015 and is back in the Senate to vote on the House amendments thereto. This Bill has a real nice addition which is the equivalent of passing out a Ghetto Lotto Ticket at each police encounter.

    (b) Upon completion of any stop under subsection (a) involving a frisk or search, and unless impractical, impossible, or under exigent circumstances, the officer shall provide the person with a stop receipt which provides the reason for the stop and contains the officer's name and badge number.
So you hand them a "receipt" with your name and star, redeemable for a payout from the city once they get three or four witnesses to claim you violated their rights and used naughty language and spoke ill of their parentage. Brilliant.

To the average citizen, reading this says - cops are not going to be doing ANY pro-active police work, SO you better be prepared for more crime on the streets.

That translates to - you better be packing ALL the time you leave the house for any "encounters" you might have at the gas station, the store, or just parking your car.

You are on your own as far as safety.

The "average" citizen better start buying some guns and going to the range to practice, so they can "carry" effectively in order to compensate for the lack of pro-active policing.

At the last meeting Dean was asked for a list of bills that the Fop sponsored. He looked around like he was lost and finally said that Fop submitted no bills this year. Not one. This has never happened. Many time bills are submitted by Fop to stop bad legislation from getting past. Legislation that keeps us from doing our job. How does this happen? Even Mike Shields submitted bills sponsored by Fop.

The demonization of the police continues, not only in Illinois, but nationwide. The decline in crime that has been going on for over 20 years now seems to be coming to an end. The police in Baltimore have shut down and it looks like the NYPD is doing the same. With the passing of this bill Chicago will be next. A lot of people don't know that the violent crime rate in Milwaukee is far worse then in most major US cities ( homicides up 180%). Every major US city is seeing a spike in violent crime. If you break down a cities crime rate by neighborhood you will see crime has risen by spectacular numbers. The most evident and plausible explanation is the demonization of the police and the suggestion that the greatest physical threat to black males are the police, thanks to President Obama, Eric Holder Al Sharpton and Mayor of New York city. People in the coming years will be appalled by the violence which will set upon our cities and it will take many years for this to turn around if it ever does. Officer morale is in the tank everywhere. Yes, the police are to blame for the crime, their tactics, street stops, broken windows policing is at fault. Even here in Cook County the racist elected officials are blaming mass incarceration of blacks as the real problem. The people harmed by all of this will be the poor and the black of the inner cities. Police shootings and killings could end today and it would have little impact on the black death rate. Glad I am retired and my heart goes out to those still patrolling the streets of our cities.

Doesn't matter. As long as contact cards remain essential to the procurement of VRI, coppers are going make street stops. It really is that simple.
My partner's become dependent upon VRI money, I don't work it at all.
For him it's always "I gotta get parkers for my VRI!"
"I gotta get some school absentees for my VRI!"
"I gotta get some contact cards for my VRI!"
"I gotta write some ANOVS for my VRI!"
He paper-jumps whenever possible. All in the interest of that VRI check.
Then, he drags his ass in on our Mondays...complaining how tired he is.

I have no issues with this new law. So big deal. I need to give the subject I just stopped a receipt. I do every single thing by the book and I still bring in at least two to three arrests per night. I also bring in other activity and when the next period comes, myself and my partner will be working the plain clothes car permanently. Proactive officers will always be proactive. Lazy officers will always be lazy.

Also, if you stop the same person 2, 3, 4 times he will now take his "receipts" to IPRA and get a number on you for harassment. All you young coppers get out now while you still can.

Statistics will plummet and medical use will rise once VRI comes to its ultimate end.........There's a large percentage of our department that does some level of "work" for VRI. Once that opportunity ends, police will end whats left of their productivity ending their incentive.

I have worked through the Rodney KING riots, the O.J. trials, the Jeremiah MEARDAY fiasco, and now the poor unarmed black victim shot by police riots and looting. I have heard the police say "I aint gonna do s#@t anymore" more than I can count. But we always do. The fact is, arrests are up over the last few years. Our current strategy of policing is a combine for arrests of no consequential value. Most are never prosecuted, and many never see a day in court. They are just dots on a map to ease compstat. Well officer you are the police now...will you jeopardize a day off time due because you don't make contact cards/street stops anymore? I think we all know the answer.

Compost created this monster. Contact cards are a great tool for working police. Compost ruined this by forcing them to be written in order to work special employment. 30 to 40 percent of the police in the department did the heavy lifting and put their hands on people and made the arrests. The other 60 percent write reports, answer their calls, direct traffic, work school crossings, eat. This is necessary to make policing work as a whole. This 60 percent would write a contact card once in awihile. Now for them to work special they were pressured to write contact cards. Most of these were usually written on average citizens they came into contact with (normal everyday joe citizen). This loads up the contact card base with information this is not useful to the police who want to make arrests. The contact card system is an investigative tool to catch bad guys. It is now a vast wasteland of useless information for investigative use it takes hours to sift through. Mc stupid and dick Tracy have destroyed a great tool and has now become the albatross of the department. Mc stupid is leaving soon and the city will pay out millions to victims of contact cards. I think mc stupid should give back the money he has been paid to help ease the financial loss of the citizens money.

Maybe we should have baseball type of cards with your picture and your arrest statistics on the back. Great for those group stops. They can swap them to have a complete collection. So I once worked at a politically correct oriented PD that actually had their officers do this. They were to issue a receipt to each person they stopped (even if they were not frisked)after the stop. The receipt explained how you could complain about the officer's conduct during the stop. At first officers didn't give out the receipts as ordered. Then pressure was brought to bear when someone didn't get their receipt. So the word was, if you stop someone, you better have issued a receipt to them. I'm not sure why (and I know you're shocked!) but all of a sudden there was a significant drop off in street stops as well as enforcement numbers went down significantly. A new chief came in and stopped the receipt issuing practice, however, the Department has never seen their enforcement numbers come back near where they were before the receipt policy was enacted.

$85k a year to write reports , a few parking tickets a day . I'll never retire now , raise the age yo 70 . Straight days , summer furloughs , holidays off , a few medical days when needed , forget that 75 % pension , I'll keep my uniform allowance , court time for traffic once a month and special employment , made over $100 k last year .

Just the other day, my son told me that when he grows up he wants to be a policeman. Hearing those words should have filled me with pride knowing my son wants to follow in my footsteps. Instead, it brought me sadness because I knew I had to explain to my son why his dream of being a "hero" and helping others for a career would be a very bad decision. I admit there was a time when I shared my sons vision of what being a police officer in Chicago would be like but after over two decades of "serving" the public, I have experienced enough to know that he would be making the worst decision of his life in pursuing a career with the Chicago Police Department. The facts are just too many to list here and let's face it, we all know which way the department and city is heading. My goal is to convince him not to become a public servant. I have always encouraged him to follow his dreams but I simply cannot do it this time and it makes me sad because I take great pride in being a police officer.

Stopping people because they are in a high crime area is against the law and violates the U.S. Constitution. Stopping people because they are "known felons" is against the law. Stopping a bunch of people on a "known narcotics spot" is against the law.

Don't let this department tell you any different. The only reason the department gets away with this is because no one sues since their monetary damages are so low for a single street stop. But, that's all about to change with multiple class action lawsuits against the department's contact card kings.

A friend of mine tried to talk me out of going on the police department 30 years ago. Then he helped me when it was apparent I was going to try to get on regardless. I wouldn't have missed it but it was a lot of bullshit. Any son or daughter of mine would be insane to get on now. Two weeks ago we attended our son's graduation from medical school. He's the first doctor in the family. Everyone is as proud as anyone can imagine. Now we can help to pay off the debt. He had the smarts and worked very hard and now has M.D. after his name. I shed tears of pride at graduation. That was a wonderful day.

So if a young person can, get as good an education as you can and do not come on the police department.

I went through the same conversation with my son, but I told him he should look into law school, practice through the states attorney's office -where he can advocate for police and crime victims, and then go into a personal practice of defending cops.

It killed me to say that to him, but it's for his own good.

Everyone who gets on here and claims they "aren't going to do anything" are just going to end up like the copper who got caught napping in his car a week or so back. you all are just blowing smoke. to be honest, 98% of the people on this job show up and do their job despite what's said on here. I probably speak for a small minority but I probably wouldn't allow anyone around me to just sit on their ass and collect a check. If you do everything by the books why would you not continue to do your job? It SEEMS the public doesn't appreciate us now, Well, tough shit. My partial comment on the Highland Park PD "traffic stop receipt" fiasco should have followed with: where was our FOP [and the State] Lodge 7 lobbying the legislators on this vital issue? There was little media coverage as well. If this is an example of FOP's vigilance of the Springfield shanannagins with pension legislation we're in trouble. By the way, it was only last year that the Federal Court monitor stated that HPPD was "bias-free."

And for all of you that dissuade family, friends and students from choosing the CPD: thank you for being the voice of reason. Oh, we understand the allure don't we SCC? This was an honorable profession, you still get to help people once in awhile and there are some great officers left. And it's tough not to hand down tradition and career to your offspring. However, as you stated, we all know where this Department is headed. Funny how, not too long ago, those jobs were examples of sound job security. Now they are pathetic examples of dysfunction and waste. They know how to evolve when the conditions change. It seems to me that guys like you will use any excuse to not do any police work.

On top of that, not quite sure what people are afraid of. Its basically a contact card in reverse. Almost 10 years on the job, STILL waiting to get 'jammed up' for doing LEGIT work. Follow Rules/Regs, GOs, SOs and Constitution, I thinkyou'll be ok if you play by the rules.

This bill should be called the "Baltimore Stop Policing BIll" As Baltimoe descends into chaos, why would antoher city, teetering on the edge itself, want to replicate that disaster, where crime soars when the police can no longer do their jobs, and act only as by-standers to a surge in violent crime?

I never mentioned that I was the police to my kids. I didn't want my boy doing the whole my dad's a policeman deal and he is a friendly kid that likes to yap. One day at work, my wife calls and tells me that he just started talking about me being a cop to her. He told her about having a gun and chasing bad guys and she calls me because she was surprised knowing I don't talk about police anything around them. I get home and decide to have "the talk" with him about what he knows about police and guns etc. He proceeds to tell me how he wants to chase bad guys when he grows up and I must admit my heart sank. I try to tell him all the boring stuff I can think of to make police work sound like a drag. He listened intently and looked me dead in the face and said "I still wanna be one." And I remembered my own dad and all his awkward moments of silence, trying to convince me not to be the police...and deep down I wanted to relate to my dad and I ignored him. It makes me proud that my boy wants to chase bad guys so they don't hurt people...but also sad that I want him to steer clear of this job...and that he might not just because he's following me and his grandfather. I'd still be proud of him but a nervous wreck every shift.

You can do your job, you just choose not to because of the myth floating around that a certain demographic doesn't want you in their neighborhoods. The public is "Anti-police" because of PERCEIVED (whether it is or isn't is not my call) instances of police brutality. If you can do your job with out beating or killing a person for no reason (once again, what is perceived to be for no reason by the public) you will have almost no problems on the job. I would never tell you to question a life or death situation, because the answer will always be to get home at the end of the day, but don't punch a guy because he's being an ass-hole and you won't get sued. Simple.

I mean, seriously, how many Chicagoans are up in arms over CPD involved shootings?

The Jackie Robinson League was coached by a Chicago Police Officer, so, why are cops saying "they" still do not think anything wrong was done? They meaning, who, blacks?
