New Contact Card Rumors

This doesn't sound like fun at all:
  • SCC, Have you seen the draft of the new contact card? It's now called the "Investigatory Stop Report." It's two pages and will be completed anytime an investigatory stop is made. If the stop results in an arrest, ANOV, Personal Citation etc. the report still needs to be completed. The report will take longer than the Arrest Report. And don't think for a second that every civil rights attorney in Chicago will be offering a $25 gift card for every receipt you bring in for their review. This is going to be the death of policing as we know it.
If true (and this isn't even close to the worst we've heard so far), more and more cops are going to say, "Why bother?" Everything included isn't there to protect you - it's there to hang you.

No, we haven't. Then again, when you print a contact card not made by a SAT team, it actually is fairly lengthy, that is if they actually put in correct addresses, gang, vehicle, and an actually DL number rather than clicking "yes" on ID verified. So can we expect the same?

I'am calling BS... if you arrest/anov/ticket/etc... someone, all that info is recorded; why would you have to that "stop" report??? in fact, everyone was told on the most recent CCard revision NOT to "double dip" i.e. if you anov/cite someone, you can NOT do a CC. I nave no doubt that what was described will apply to to "street stops" that do not result in further action....

You still will have Sgts telling guys at roll call "we need more CC's," as though they grow on trees or like we're all on some type of "scavenger hunt." They know they're not accountable and hope some of the less intelligent cops will do it. My question to the Sgt.s would be, "since you're driving around all night just like us aren't you seeing all the supposed suspicious activity too?" "You know, the same reasonable suspicion that a crime is being committed, has been committed, or is about to be committed, that you expect us to see all night?(or make up)NOT!" "If you are, aren't you doing contact cards too or are you just driving by and blowing of potential crime?" How can you Sgt., have zero contact cards all month being on the same streets as us? Aren't you the police? You can't ignore crime even though you feel your white shirt means you don't have to deal with petty stat collecting. Crime is crime you address it, right? Or is it the cold reality that the behavior that falls under "reasonable suspicion" as the civil rights lawyers would say, isn't really there as often as the stat collectors would want? I recently said to my partner near the end of our tour..."we've been driving around all night and if we go by what the law states on stops and reasonable suspicion how many people on the street tonight fit the elements of "reasonable suspicion?" He replied "none." He was right. You see, sometimes there's nothing there no matter how much a boss is craving for the stats just to impress his boss and further their career's at the expense of POs. We are under so much scrutiny today it's scary and the politicians don't care if our actions were for the greater good. It doesn't matter if you're in a fast or slow district the same rules apply and it's not worth "manufacturing" reasonable suspicion for any boss. The scumbag politicians made the rules and we better watch our backs. Be safe guys and protect yourself and families.

Do not let merit hack exempts pressure you into street stops or filling out contact cards if reasonable suspicion is not there. If these buffoons retaliate against you , contact internal affairs or inspector general and lodge a complaint. Lawsuit is also an option against them and the city and just watch Cmdrs and their cohorts crap themselves once confronted under oath at deposition or trial on contact card "quotas".

I've seen the Investigatory Stop 2 page sheet. What is described in this thread is exactly what I've seen. Some of the questions asked are only to hang the officer. 1. Did you perform a protective pat down? 2. Did you handcuff the individual stopped? You have to justify every action in detail. Arrest reports don't ask for as much that is on this report. Plain and simple ladies and gents. Arrest the subject and be done with it. This gives you reason to seach and handcuff. I have warned PO's for years about bringing in 10 contact cards with no arrests. That is going to be called harrassment by the ACLU. Get your arrest and only stop the most obvious subject (DOPW and Riding Bicycle on the Sidewalk). DON'T STICK YOUR NECK OUT FOR DOPE!!!!!!!!!!!!!!!!!

If you're one of the "lucky ones" who has to enter mission activity every day in CLEAR, take a look at what they did to that. It's a hot mess now. Depending on what type of mission you enter, when you get the the "Activity" page, there are all sorts of demographics they ask for...race, age, whether the person lives in the city, time, location, etc. The only thing it doesn't ask for is shoe size!!

Before, you just had to enter the number of contact cards, ANOVS, parkers, movers, curfews, etc. This system is set up to bend everyone over and screw them...without a kiss!!

Off topic. Has anyone seen CPS's new student code of conduct book?? It lists inappropriate, serious and most serious behaviors. The last page lists illegal behavior. Among those not included in illegal behavior are: assault, Agg assault, burglary, theft, inappropriate sexual conduct, battery, vandalism, possession of drugs, extortion, and forgery.This book is to be read by both student and parent and signed to be returned back to school. No wonder our society is the way it is.

It is just like the pursuit (Car Chase) policy. The city looses millions of dollars every year because of this Department Order that was written so lawyers can question every pursuit as being against policy. No pursuit ever follows the order 100%. What the public does not understand is that bad guys do not follow any code of conduct and things change in a split second.

Well this is definitely the end of street stops for CPD. Who in their right mind would want to fill out a 2 page form and then hand it to some Fool on the street, who then runs to loevy and loevy or the peoples lawless office with it. All these fools will do is try and act a fool to get topped each day so they can then go hand these to some bottom feeding shark lawyer for a quick payout from the city.

When a judge, politician or scum bag lawyer gets robbed at gunpoint, home invaded, carjacked or raped, I will take their info and give them a report number. When they ask why didn't you go thru him when he was hanging out on the corner earlier? Well dear victim, the politicians, judges and scum bag lawyers don't want the police to stop anyone anymore. So here is your report have a nice day.

All I do now is show up, smile, wash the squad, gas it up, answer calls, write reports and go home. I make no self initiated stops anymore, and arrest only on signed complaints.

Congratulations to the public. you got the soft and warm police you wanted.

The investigatory stop report will be entered into a database created by the department for the ACLU. The ACLU won't need to pay shitheads anything for a copy. Possible civil rights violations will result in legal action. Read the settlement that the city made with the ACLU.

This is not a "rumor." It is part of Senate Bill 1304, "The Police and Community Relations Improvement Act," signed into law by Gov. Rauner on August 11, 2015, and is effective January 1, 2016. It includes the state-wide Investigatory Stop Report, to be uniform, and to be completed by every police officer in Illinois, so it can be inputted into a state-wide data base; the lead over-seer of this data base will be a retired African-American federal judge who has already publicly stated that, as a youth, he was the victim of abuse by white police officers. Let us pray that no officer commits an act of Federal Civil Rights Violation during his or her stop.

If the officer goes further and conducts a pat-down or physical search of the person(s) stopped, then a receipt will be given to that person, with the officer's name, star number, and the reason for the stop. If the stop results in an arrest, the original Stop Report must still be completed, so the data base can tell how many stops result in an arrest.

In the near future, there will be city-wide training regarding S.B. 1304, so that all CPD personnel will be in compliance.

....you don't need to make up reasonable suspicion. You just have to open your eyes and understand what you're seeing. You know the guy hanging out around the train station/bus stop where robberies and thefts occur that isn't getting on the bus or train. The guy walking in the alley, where burglaries happen on a regular occurrence, looking into yards and at garages. It's not rocket science and being able to articulate what you see and why you stop someone to question their actions is how you proactively police and all within the scope of the law.

Everybody should have received an email explaining it in their dept email maybe 1-2 weeks ago. It says that they came up with this to avoid a lawsuit by the ACLU, that it will be for every stop including arrests and anovs, and that it will be submitted into the digitalized ACLU database available to ACLU attorneys. It's supposed to start in dec and we are all supposed to be trained on it by mar.

The commander of 004 (a beneficiary of the merit promotion process) is going absolutely crazy about contact card numbers. He expects at least "double-digit" numbers of CC's from each beat car for every period, or those officers can bounce from car to car as relief officers. The problem is that the "old-timers" are standing firm on their "I ain't doing nothing" strategy.

With no pending litigation or warning by the Dept of Justice, he took it upon himself to institute the Tactical Response Report (also known as the Police Confession) where you must include EVERY hold, strike and movement during a high stress event. The only thing missing from the report is a series of check boxes where you can recommend your OWN punishment for whatever transgression you committed. So much for the Policeman's Policeman bullshit they said about him.

This is the Police Department the thug community wanted. There will be NO pro-active policing from here on out. Remember the movies where the rich guy received the ticket and the guy told the cop "I'll have your badge for this..." Well, you knew he couldn't do this and the cop would be exonerated for doing his job. Now you're considered guilty unless PROVEN to be innocent.

We all know this city sucks. It's a shame this country is headed in the same direction.

I'm in the burbs. It would be nice if someone explained to concept to my LT. He told us FIs were down a few weeks ago. I'm no hard charging, stop everything that moves guy but I do address things when I see them. It's the amazing circus of government. You tell me to do quality stops and tickets. I do them and they beef. You toss 'em out or question my work. The numbers dip. You get upset and say I need more...for you to criticize, toss out and side with the citizen against me?!?! I don't understand how they ignore the correlation between low FIs and THEIR BEING NO ONE TO LEGITIMATELY FI. I'm straight on FIing some schmo that is doing nothing just to make you happy. That's not the purpose of an FI.

with experience you start seeing things that are not right and you can articulate your suspicion as to why. thats IF you are looking and you took this job to be a cop. if you wanna see nothing then yea , you can pretty much talk yourself out of anything. the guy with the mask and pillow case full of stuff may just be trick or treating early..Its all up to you. but i get your point about the political climate. Crime is absolutely going to skyrocket! They think it's bad now?? Dear Lord they haven't seen anything yet. The people in the high-crime neighborhoods should know about this. Living in their neighborhoods is about to get a whole helluva lot more dangerous!

When I went to school, a long time ago, we had to learn and recite the TEN COMMANDMENTS. Of course that was a Catholic School taught by nuns in habits.

Try teaching the TEN COMMANDMENTS and you will raise all kinds of flak. But you can teach about the Qu'ran and call it teaching diversity.

Give me a fucking break. The workers will continue to work and the dogs will stay dogs. The department made a bit of changes. So what. Change will always happen. As long as you follow the laws concerning terry stop, search and seizure, probable cause to arrest, etc. you will be fine. If you follow the letter of the law then the department has to cover you. I am so sick of dogs yelling "oh this is the end of policing". So sick of that shit.

State Senator Kwame Raoul sponsored this legislation with input from the ACLU.

The Democratic Senate and House passed this legislation with no Republican votes.

The legislation requires a police officer to submit a report and provide the individual stopped with a receipt whenever an interaction takes place.

The same politicians who voted for this legislation are constantly demanding that more police be assigned to their neighborhoods. When the hierarchy of Chicago Police Department respond and move police into their neighborhoods the hierarchy also demand that the newly assigned officers do something to justify their assignment to these communities, which currently leads to more street stops.

What is problematic that the same politicians that demanded additional police officers then decry that these officers are actually interacting with the community.

These politicians need to realize that when you demand a 2 page interaction report for every interaction that police officers are human beings and will decide not to interact with potential offenders, which will lead to fewer recovered weapons and less arrests.

Then the number of shootings will increase and the number of homicide victims will multiply, which will lead to the politicians demanding more police officers in their communities. But if granted additional police officers you still cannot make them stop anyone.

Illinois politicians should review what recently occurred in Baltimore.

Roll Call Jan, 1 2017. All cars are in the parking garage, you wait in the station to be dispatched to a job. You get the keys, radio and off you go! Back to the station for 2+ hours of paperwork, (arrest or not). Think it sounds foolish, maybe the by the year 2020, but it will happen.

All of the things people are bitching about here......Describing your reasonable suspicion, why you searched someone, what's the disposition of the stop, etc. It's all part of the ILCS now.
Maybe you should look at it and place the blame of the downfall of the police department, city, state, and nation, squarely where it belongs..On the politicians selling themselves for votes, money, and corporate sponsorship (law firms)...

You still will have Sgts telling guys at roll call "we need more CC's," as though they grow on trees or like we're all on some type of "scavenger hunt." They know they're not accountable and hope some of the less intelligent cops will do it. My question to the Sgt.s would be, "since you're driving around all night just like us aren't you seeing all the supposed suspicious activity too?" "You know, the same reasonable suspicion that a crime is being committed, has been committed, or is about to be committed, that you expect us to see all night?(or make up)NOT!" "If you are, aren't you doing contact cards too or are you just driving by and blowing of potential crime?" How can you Sgt., have zero contact cards all month being on the same streets as us? We are under so much scrutiny today it's scary and the politicians don't care if our actions were for the greater good. Here is an idea, if the district is unrelenting in its quest for contact cards and they are two page reports, make your stop of multiple subjects just before checkoff. That much paper should take at least an hour if properly filled out. Check money box, repeat.

The city mostly responds when its pocketbook is affected.

Yes, maybe you are correct and maybe you are dead wrong. Time will tell. But, as you can see things are not going so well in the great city of NY. The former Commish said things have reverted back a generation almost overnight. I spent 34 plus years on the job and in my humble estimation, a fully legal and qualified Terry stop is hard to make and a pat down even harder. Couple that with filling out this paper work and giving the mope a copy will deter many and will cause more complaints to be filed against the officer . Retraining should have happened as many of these investigative stops were just plain wrong, but this move is just way over the top and an overreaction.

The F.O.P. State Lodge should have been lobbying in Springfield against SB 1304, which changes contact cards into an essay writing exercise, and other bad laws with the "police reform" misnomer. Why are we paying them dues?

Lobbying in Springfield means just one thing: bring lots of cash to help the legislators see your point of view. These are not bribes, mind you, but political contributions. They come along with free dinners, sports tickets, vacations and "junkets".

The commander of 004 (a beneficiary of the merit promotion process) is going absolutely crazy about contact card numbers. He expects at least "double-digit" numbers of CC's from each beat car for every period, or those officers can bounce from car to car as relief officers. The problem is that the "old-timers" are standing firm on their "I ain't doing nothing" strategy.

It's going to be great when his ball lick gets the merit promotion before the guy who got shot from the tact team. If anyone on those teams does an ounce of work for him, they should be ashamed of themselves. They should all go to the watch and hold their dicks while the new tact crew of 2 year wonders fills the lock ups with quasi misdemeanors and fucked up paper. He'll be back as the Captain on midnights running one of that abso-fucking-lutely bizarre watches in the city.

You forgot to mention that he( 1200) thinks everybody loves him.I think the only one that loves him is himself! Yes, God bless him that he survived a shooting but lets not forget a few things here- he was somewhere he wasn't supposed to be, he was told not to walk in front of the building that had an active shooter, heck there are people on this job that have been involved in shootings and a few who have actually been shot and survived and they are the most humble people you would ever know, but this Prick !! oh and lets not forget to mention that his reputation far exceeds his so called " hero" status.He strong arms everyone to get "FREE" anything... how was that BBQ paid for again? .Sure ,we've heard he was a great boss, intelligent, wherever the fuck he came from but that doesn't guarantee that he would've made a great commander, but Mother F-er please!! you ain't commander material, which he isn't. Do yourself and your family a favor and leave/retire already while you're still a " HERO " ( in your own mind that is ). i feel sorry for you guys up in 012 it's only taken him a few periods to show his true colors

I am a tact Sergeant and I can tell you I have already told my guys that they are stopping no one. Pro active Police work is done. I don't know who is going to UNFUCK what this idiot McCarthy did but someone needs to tell the ACLU to fuck off and take us to court.
