Wait a Minute...18?

Someone pointed out a comment referencing the fact that the CPD currently has eighteen (that's 18) Deputy Chiefs on the payroll.

What?

We recall years ago, we got away with maybe six at a time.

Then Weis came in and suddenly there were nine.

Now under McCarthy, we have eighteen? What the fuck?

We realize that politicians have to pay off their supporters somehow, but tripling the number of "deputies" along with the associated costs (and pensions), not to mention staff pulled off the street to do the all encompassing redundant paperwork....one has to ask is this really an efficient use of department resources?

We all know what the answer is....and we know what answer we'll get.

SCC, Have you seen the draft of the new contact card? It's now called the "Investigatory Stop Report." It's two pages and will be completed anytime an investigatory stop is made. If the stop results in an arrest, ANOV, Personal Citation etc. the report still needs to be completed. The report will take longer than the Arrest Report. And don't think for a second that every civil rights attorney in Chicago will be offering a $25 gift card for every receipt you bring in for their review. This is going to be the death of policing as we know it.

Glad I do not live in Chicago. I would be pretty pissed to know a HUGE tax hike is coming so that I could help pay for more patronage stooges.

Like I said before, cut the Deputy Chiefs, cut down the amount of Aldermen and their staffs to 20, and just right there, you could cut out unnecessary positions and not effect day-to-day operations or services.

Do the same thing in the Board of Ed, and now you don't even need a tax hike.

CUT the BUDGET. CONSOLIDATE positions and staffs.

Though I am not one, if it gets another beat cop off the street in these modern policing days, then good for them. I know the backlash, but if it were you, I'm sure most would jump at the chance to get off these ungrateful streets. I and many others can only hope it happens to us one day.

And every one of those 18 has a commander as an XO. So, 22 districts, 18 XOs, about another 10-12 in units and you have about 50-55 commanders. Where's the reduction there?

What is the average age of those Chiefs?

What is their average time on the job?

How much of that time was spent in Patrol?

and finally...

How many of them got every one of their promotions (Patrolman to Detective to Sergeant to Lieutenant) through MERIT(clout)?

Why is this. Does McNumbnuts want them as seat fillers and yes-men at Compost meetings so he can feel important.

Anyone hired after 2010 is in pension tier 2. They're pension is capped at $106,000.

Eliminate Gold Braid. Go back to Lt. for pension purposes.

There are commissioners that have 3 and 4 secretaries. (Just so that the work is spread out enough so that no one is overworked)

I don't like to see anyone lose a job but if there shouldn't have been a job there in the first place. Well??

I called for the elimination of the gold braid pension along time ago and make it civil service .
Which means LT is max pension! And if the exempts want they can bail and go into the municipal pension! But why should a patrolman pay for a bosses steak dinner when he or she has to sweat the insurance !

This is exactly why the "exempt" "rank" should be just that...exempt from pension. You should get a boost in pay while in that position but earn your pension at your "real" rank. That would stop a lot of idiots from being in the position of telling real officers what they need to do to appease them.

Not a cop but damn, about time this was discussed in the open. You can cut layers of management across all aspects of city government and not have to raise any taxes. Period. These jobs pay healthy so you are not putting people out of work. They will receive TAX FREE pensions for life with health care. Cut the jobs, that is real savings. Focus on waste,fraud and abuse. That should be accounted for in the damn budget.

CPD Staff structure has always been an upside down Triangle. Booz Allen Report pointed that out 25 years ago and of course Runt Daley shitcanned their recommendations.

Don't forget in the 90's Daley paid big bucks for a study to streamline the police dept. One of the recommendations was to get rid of the rank of Captain. It wasn't needed.

So they did not promote anyone to Captain for years until there was only a handful left. The remaining Capts were assigned to the areas and various places.

Then Richie brought back the rank, but now it was by appointment, not test.

Just another step on the long staircase of keeping the job "who you know".

Gold braid is nothing more than taking care of special friends and family. All exempt personnel, including appointed captains, should contribute to the pension fund at their career service rank rate and should collect a pension based on their career service rank, not at some appointed exempt position. Imagine how much this could save the pension fund!

Unless I am mistaken the gold braid bill is a separate pension bill. It just needs to be eliminated and all future promotes would not be covered. those already holding the rank would get their pensions. The city tried to implement this with the fire department and the union pushed back so they are not covered.

The smart commanders hand Alderman cell numbers to call if the shit hits the fan in districts. Police are extremely cheap with donations to political campaigns.

Not completely true. It wasn't a pressure cooker. It was a rice cooker. Similar in appearance.

When an exempt retires any time they have on the books is paid out at their civil service rank of Lt or Capt not their exempt salary. As far pension, I don't know how you would do that. They pay 9% of their exempt salary into the fund, just like we pay 9% of our salary into the fund. So how would you settle that? Only take 6 or 7 percent of their salary? Anybody have any ideas? Thanks.

5 Area Deputy Chiefs. (once done with one Deputy Chief and one secretary, total staff of 2 including the Deputy.

Deputy Chiefs for north and south side detectives

Deputy Chief for Special Functions (old Frank Radke job)

A couple of misc. Deputy Chiefs who had trouble finding shit to do.

I can't think of any more

The CCSPD has a boatload of ex-states attorneys as deputy Chiefs on the Police Department and a female bailiff Lieutenant (that's right-bailiff Lt!) as the Deputy Chief of Patrol! She is NOT a certified Police Officer!

Any idea of what her appointment does for morale to the County Police?

I recall thinking the wall just north of the Duty Desk Across from the Commander's Office
at The Academy which at one time ( maybe still does) had photos of all the Exempt members was like a Rogues Gallery.

And that the CPD is not about policing, Its about fiding high paying jobs for the politically connected.

Don't forget in the 90's Daley paid big bucks for a study to streamline the police dept. One of the recommendations was to get rid of the rank of Captain. It wasn't needed.

So they did not promote anyone to Captain for years until there was only a handful left. The remaining Capts were assigned to the areas and various places.

Then Richie brought back the rank, but now it was by appointment, not test.

Just another step on the long staircase of keeping the job "who you know".

Couple of ways actually, but a good question.

What they could do, is once you become a Captain or above you could be assigned a paid salary of whatever they make, let's say $160k for a commander but their pensionable salary would be let's say top tier Lt at their respective step, Lets say 125. So they would pay 9% of their pensionable salary and only then get that as they retire. So 75% of 125k would be a pension of approx 94k. And make it based on an average of 8 to 10 years. Still a decent retirement.

Another way would be, once the person is promoted to Capt or above pay them at the rank of Lt as salary, but then pay them a command staff stipend that is not pensionable. The command staff stipend would be they difference between the civil service rank of Lt and that of Capt, Commander, Dep Chief and Chief. They would still be able to pay into deferred comp at the combined salary/stipend but their pension would only be that of a Lt at the corresponding step. Again do it based on the average of 10 years. Similar to above but structured in a different way.

The thing that should scare any perspective command staff member, is that if this were to be voted on by the potential annuitants it would be surely voted into law because it really only affects about 90 people at any given time as that is roughly the budgeted strength of Capt commander dep chief and chief. So the other 9000 people would vote for one of these two things or something similar in nature. One might argue, it's Gona send people to other departments and they will leave. I say good riddance. Let people take the job for the right reasons.

It would likely require a special command staff tier to the pension code for new promotees after a certain date, or make it retroactive. Or make it affective Jan 1 which would force some of the idiots to retire by the end of the year to keep their benefit plan.

It just takes someone to write this up and put it to the board and see where it goes.

If someone gets a reduction in grade, like going from Detective back to Patrolman (this was more common years ago) they could get the pension deferential paid back to them.

At least it's not the County sheriff payroll. The jail alone has a running count of 180+ directors, and dozens of Superintendents. And Courts has dozens of assistant chiefs. And as far as Sheriff's Police is concerned, they created a spot called the Executive Officer (whatever the hell that is), along with a shitload of deputy chiefs and commanders.

The Deputy Chief did take the infamous C/O to P/O program, which is a "quasi" police certification, which the catch is, you are IL certified on paper, but due to the lack of the FTO training which is required, you cannot lateral to another department. Yep, another taxpayer wasted training program that's only reserved for juice babies, provided by the county.

Just look at this list of the bullshit "Shakman Exempt" positions that are within the CCSO They actually posted this shit for the world to see on the CCSO website!

Simple answer... The pension board cuts them a chec the day they retire (zero interest because we don't get interest for time on the books) for the money they paid into the fund above and beyond the civil service rank.

The base commander gets an ADDITIONAL $27,000 a year. Over a lt. If both have the same time And civil service rank.
Screw these political hacks! Take away their gold braided person!!!!!!
Let's have a symbolic vote as a union and see how it turns out.

Glad I do not live in Chicago. I would be pretty pissed to know a HUGE tax hike is coming so that I could help pay for more patronage stooges.

Like I said before, cut the Deputy Chiefs, cut down the amount of Aldermen and their staffs to 20, and just right there, you could cut out unnecessary positions and not effect day-to-day operations or services.

Do the same thing in the Board of Ed, and now you don't even need a tax hike.

CUT the BUDGET. CONSOLIDATE positions and staffs.

Easy. If you're a Lt when you get promoted up, you keep paying in at the Lt rate, if Capt, pay in at Capt rate. If you're promoted making 150,000 a yr, but as a Lt you were making 110,000, pay in 9% at Lt rate.

Keep in mind, the org chart has changed numerous times over the years.

In the late 90's early 2000's we had a lot more exempt rank people. And I wanna say we had in the upwards of 80 capts at one point. At one point we had Chiefs, and deputy superintendents and assistant deputy superintendents and deputy chiefs and lots of commanders And we had a lot more bullshit commander spots. I think we were up to almost 130 exempts. That's was almost 200 people.

Now we have a streamlined org chart that is simple to follow. And a lot less capts (I think we are budgeted for 32)

If you think about it, allocating roughly 120 (capts and command staff members) total for middle and upper management is not unreasonable for an organization our size (12000 sworn and civilian). 1% essentially.

To my fact doubter from 0115.

The Management Consulting Firm that conducted the study was, Booz, Allen, & Hamilton.

The study was completed in 1992.

Rich Daley was Mayor.

Matt Rodriguez was Superintendent.

Some of the recommendations were
to close seven police districts,
close area 3 detectives (Brighton Park),
and eliminating several senior management positions including the ASSIGNING OF LIEUTENANTS INSTEAD OF CAPTAINS AS WATCH COMMANDERS.

The Mayor went through with almost none of the recommendations except for the Captains being replaced. They began making them again under a different title code a handful of years later WITHOUT the test procedure.

The Tribune article that explained the key points of the study as it pertained to the Police Dept. is in the July, 23, 1992 edition.

First, one of those years, the info is wrong. Probably 2013.

Second, 3% cost of living is added each year, based on his annual salary the year he retired. (So, every year, the dollar amount the pension goes up should be the exact, same, predictable increase.)

Most, make that ALL those Deputy Chiefs are clout babies and are well connected.

No matter how bad they fuck anything or anyone* up McNumbnuts can't admit it was wrong to promote them or anger their clout bosses by demoting them. So they keep their rank, their pay raise, their pension even if all thy do is sit in an office and stare out the window and imagine where they will be the day after they retire.

The main job of these young over-merit-promoted hacks is to fill the seats at Compost meetings and carry the gospel of Rahm and his Hatchetman.
