Baltimore Mayor Stephanie Rawlings-Blake said city officials decided to pay off the Freddie Gray family hoping it will prevent more rioting. The settlement will cost Baltimore $2.8 million this year and $3.6 million in 2016.
Who were the plaintiff attys??
Greater emphasis should be placed on making physical arrests. A physical arrest takes would be shooting victims and or offenders out of the equation while in custody. Contact cards and anovs do not and are ineffective in reducing gun violence. If the courts wont sentence offenders properly....cpd should fill their lockups with the usual suspects every night in an attempt to curb gun violence... Homicide numbers will improve with this strategy.

That could really backlash into those who buy lotto tickets every week. What if they stop buying? The state will REALLY start losing money.
Not paying off bets? So now a class-action suit is being filed by 20+ winners who won $25K - $1MM.
Shut the Lotto down. Shut the state down. No money? Cut ALL services back.
Why not layoff some of the patronage jobs? That would stop the bleeding.

Um, that was Algonquin J. Calhoun, Atty for the aggrieved plaintiff.

McCarthy and others have turned this department into a statistical business. If "x" number goes up, then we tell them "y" dropped by 30%. Then when "z" spikes we tell them remember when "x" was on the increase well now we have a handle on it and great news "x" has dropped by over 15% since our last meeting which then takes the focus off "z." The police department is bring run like a finance department comparing numbers over time. In response to your solution of physical arrests being the answer .... I don't even think that's the answer. We are losing the battle and I hope the tide turns back in our favor soon.

I have already STOPPED buying scratch off tickets and Lotto tickets!
I used to spend $100 bucks a month!
If everyone did that, the state lottery would be dead broke in no time!
I have now changed to "Draft Kings, Fantasy Sports" and getting paid right away when I win, too! :)
Draft Kings is all legal and they pay right away, unlike the crooked State of Illinois!
Not paying right away is a major violation of the gamblers unwritten code of Goodfellas!

At the Admiral... They covered up for this guy when he stabbed people before. Maybe now that there is video it will be harder to cover up. Another embarrassment to the uniform.
