- One person was killed and 12 others were injured Saturday evening when three people in a stolen vehicle led Chicago Police on a chase and eventually crashed into a van in the Englewood neighborhood on the South Side.
The vehicle sped away from police about 5:45 p.m., ran a stop sign then struck the van that was carrying eight people near 71st Street and Carpenter Avenue, according to police.
One of the occupants of the van was pronounced dead, police said. The Cook County medical examiner’s office confirmed the fatality, but did not release additional details about the victim.
All of this for three juveniles in a hot ride? Even if Anita manages to get Murder charges, you do realize who is going to get sued? You realize who is going to be appearing in court? In lawyers' offices listing their assets? Who might be up on Department charges for whatever Rahm's tools can dream up in this most anti-police climate? We can hear Corp Counsel, the 50 Thieves and Rahm signing the check already.
All for a property crime? If they run, they run. At least you aren't jeopardizing your lives, your livelihoods and the lives of others. The stolen car can be replaced - you cannot be, and your assets took a long time to acquire. We don't know how many other ways to say it - wake the fuck up boys and girls.

I got news for you: the general orders for vehicle pursuits is written so that all of the benefits fall on the city and all of the liability falls on your shoulders. Now more than ever, educated yourself and then act accordingly.

I have to agree, do not chase a car for any reason then if they shot at you. Let them go. You will not win this game. You will be blamed as you and the city have deep pockets. Besides that, during my career I have seen numerous officers injured or killed in vehicle pursuits. Not worth it.
But they got that sweet, sweet pinch and their numbers look good. One day they'll be able to put on jeans and a backwards baseball cap with their duty belt on the outside and round up piss bums. Now that's success.

In announcing the probe of the Chicago Police Department from Washington last week, Attorney General Loretta Lynch stood with Gupta and U.S. Attorney Zachary Fardon of Chicago. While DOJ will take the lead, Fardon's presence signaled federal prosecutors in Chicago will be a part of the effort.
Gupta said then that no stone would be left unturned, and in her interview with the Tribune on Friday she made it clear that the investigation could veer into areas other than use of force, depending on what investigators uncover.

The review also will include observing officers on ride-alongs and in other settings. Walker, the policing expert, said investigators probably will be at the department's training academy observing how recruits are taught when and how to use force. In addition, they'll pore over the department's written policies on that and other tactical issues.

I was always the working police, until I got hurt & the bosses & union turned their backs on me. I was seriously injured fighting an armed robber, and then got the shaft from the State's Attorney's office, FOP, and bosses that I was sure had my back. But they all just turned their backs and couldn't be bothered with appropriate suspect charges and some medical issues that could have been rectified with a couple of phone calls. Got fetal after I realized that they don't give a f--k about anybody but themselves. I understand it's hard not to want to lock up these mutts, cuz if you let them go it's your family or another copper that they may victimize next. But in this current anti-police reality you have to be nuts not to put on the blinders. Even if you are right out there, you will not be supported by your bosses or the public. If you get jammed up you are hurting more than yourself. Family first.
Type A assholes gonna be Type A assholes because they think being the pohleece and Type A assholery go together. And too often it does.
Keep the line moving.
Think about department policy. No boxing in a stolen car. No striking a stolen car to cause it to spin out. The sure thing that will result from a stolen car chase is property damage, the probable thing that will result on top of property damage is serious personal injury or death which will guarantee you many years in court and possible criminal charges against you. Still want to chase stolen cars?

The desire to be the police and arrest criminals, be it property crime, violent offensive, drugs, whatever, is both exceptional and noble. While I agree, society is backwards now and we need to stop working, I won't call the "workers" names. I was a worker and will give my life to protect or save another cop under fire but I am forcing myself to go slow to all other calls and I just don't "see" crimes anymore. This city is a microcosm of this country, which is in a sad and twisted state. I hope all cops slow down for their own sake, as nothing good comes from making a good arrest. Eventually the blood will flow so great the public will beg for aggressive police but untIl then, I agree, "stay fetal."

When I hear a vehicle pursuit or a foot chase I will not respond. I will pull over, park and wait.
On the other hand, if another car is assigned a domestic, mental, burglar alarm, shoplifter, disturbance, etc and asks for an assist or backup I will respond like it is 1985 again. Upon arrival, anything I see will be repeated truthfully. Rule 14 is very clear. I refuse to be flushed down the sewer because some goofy copper dispenses "street Justice" or any violations of the laws, Rules or Orders.
Video cameras are the end of "real" police work.

Believe it or not I used to make traffic stops looking for a gun or hot car. I even wore blue jeans to work for several years. I used to order gang bangers to "assume the position" just to remind them, the CPD is the biggest, bad-est, craziest gang in the city. All those days are long, long over.
Proactive police work is dead. Aggressive preventive patrol is dead. We are armed clerks, report writers on wheels. Get use to it or you will self destruct. I will not be dragged down with you.
You morons that are still getting in chases should really take a look at the order on pursuits. I guarantee you're violating it in EVERY chase. You can't be in an actual chase without violating the order. And the reason we have such a restrictive chase policy, is because of situations exactly like this: shitbird runs from cops, cops chase, someone dies, cops, department, and city get blamed and sued. God help you if your car is the one actually causing the fatality.
The moral of the story:
DON'T FUCKING CHASE UNLESS THE PERSON YOU'RE CHASING SHOT AT OR OTHERWISE ENDANGERED THE LIVES OF THE POLICE, AND THERE'S NO OTHER MEANS OF APPREHENDING THEM. And remember that you can and should self-terminate your pursuits when you know you're violating the pursuit order. Just because your Sgt didn't terminate, doesn't mean you get a free pass. It just means your Sgt will be sitting next to you at corporation counsel.
Enjoy your CR's and lawsuits over the next 5 years.

A federal judge ruled Monday that a Chicago police employee used "brute force" when he dragged a handcuffed suspect out of his cell and down a police station hallway in a 2012 encounter that was captured on video and stirred protests last week over police brutality.
U.S. District Judge Matthew Kennelly also found that the employee's supervisor failed to stop the abuse of Philip Coleman and that no evidence existed that police gave Coleman the chance to leave his lockup cell on his own after he was repeatedly shocked with a Taser.
Kennelly, who is presiding over the Coleman family's civil rights lawsuit against the city, the police department and others, wrote in his ruling that it will be up to a jury to determine monetary damages against Keith Kirkland, a civilian detention aide, and Sgt. Tommy Walker, who is now retired.
"Kirkland chose to use brute force when it was no longer necessary," Kennelly wrote in a strongly worded opinion. "Sgt. Walker conceded during his deposition that the officers could have stood Mr. Coleman up and told him to walk ... It is undisputed that Sgt. Walker could have ordered Kirkland not to drag, or to stop dragging, Mr. Coleman and that he chose not to do so."
Coleman, 38, died at a hospital after a fatal reaction to an antipsychotic drug. An autopsy, though, showed that he had suffered severe trauma, including more than 50 cuts and bruises on his body from the top of his head to his lower legs.
As City Hall last week released the video showing the confrontation with Coleman, Mayor Rahm Emanuel said Coleman's treatment was unacceptable. The Independent Police Review Authority, the civilian agency that investigates police use of force, also announced it was reopening its investigation into the matter, despite earlier having cleared Kirkland and Walker of any wrongdoing.
This isn't even a "stay fetal" versus "be the real police" issue. It's a "don't blatantly violate orders and expect not to get fucked over due to your own stupidity" issue. We all know how restrictive our chase policy is. We all know that basically every chase violates that policy in some or several ways. Every one is talking shit and I'll assume it's mostly old timers. But I'm just wondering does anybody know in fact how long this pursuit took? Or was it even a pursuit I've seen cars take off and crash by the time your run back to your cars and realize what just happened . That isn't much of a pursuit in my eyes . Nevertheless I agree we shouldn't be doing proactive police work right now because the department or the city will not have our backs.

Amen!!! I am right there with you. I commend you for being honest. You obviously understand the current climate. Nothing and I mean nothing is worth it anymore. Cameras and Rule 14 violations will cost many coppers their careers in the upcoming months and maybe years. I will tell it how I see it. Too many goofs on this job still walking around thinking things haven't changed.

It doesn't matter if it's a pursuit in your eyes. If a police car, with lights and siren activated, is trying to pull over a fleeing vehicle, that's a pursuit. It doesn't matter how far it goes or how long it lasts. If the end result is a fatality, you're fucked. Saying it didn't last long or travel far doesn't mean shit when the lawsuits start flying. If a car takes off, and all you know is it's a hot car, wave goodbye. Don't "follow," and don't chase. That's how you avoid things like this. Maybe even save some of your slower coworkers by not even mentioning it, since we all know they'll be racing over to try to start a chase once you call out the fleeing car.
