Now THIS is Fetal

Something that has been discussed for years here, but no where else for some reason:
  • Hundreds of police officers at one of the country's busiest airports say in the case of an active shooter, they are instructed to run and hide.

    That's because these officers are unique among the nation's major airports: They don't carry guns.

    Their badges, uniforms and vehicles all say "police." And they are certified police officers in the state of Illinois.

    But these nearly 300 aviation police officers, also known as aviation security officers, are not allowed to carry guns at Chicago's O'Hare and Midway airports.

    The officers who are armed are from the Chicago Police Department, which is the primary law enforcement agency at O'Hare and Midway.

    Internal aviation department documents obtained through department sources state, "If evacuation is not possible: hide."

    The documents advise locking doors, turning off lights and remaining quiet and calm.
Exactly what you want to hear about the people "protecting" you in this Age of Terrorism - that a large number of cops at the airport aren't even armed, and they're told to flee in the face of danger. If you're an actual thinking terrorist, how much easier is your job suddenly?

This has to be the most idiotic thing one can imagine. Documented travelers standing in lines to be searched in the name of "security" while the police, the first responders, are not even armed.

Can one imagine what would happen if a few AH's with AKs decided to push their way into the airport concourse? They could untold damage.

I think the pilots are still allowed to CCW despite whatever their landing site is. Good God - is the Glenview Naval Air Station still open? That's where I want to grab my luggage and go....

They disarmed the Aviation coppers in the beginning. One of their officers let a round off and hit a 747. It was after he fired on a car that went through a checkpoint without stopping. He was late for work. True story.

When terrorists hit sites like airports they look for the weakest links on that chain of security. Those weak links are all of the entry post which lead right onto the airfield which is no secret that they are being guarded by unarmed Aviation Police officers. What a joke ! It's time the citizens get their money's worth out of these aviation police officers by arming them so that the security of our airports has a fighting chance.

Funniest thing is they're allowed to carry off duty and not because of the concealed carry law. They have the right as state certified police officers under state and federal law to carry off duty and many do. They're trained to shoot when they go through the academy. Typical Chicago political b.s. job. The way things are headed with CPD we're not going to be allowed to carry weapons of lethal force soon enough. We'll all be Bobbys like in England.

This is insane coppers there have to work many days off to just keep manpower at low levels, why are aviation police not armed rahm? Johnñy? Alderman Zalewski you are head of the aviation committee your the "chairman" you need to allow aviation police to arm, they drive around perimeter of airport in vehicles marked police unarmed, you have a lieutenant on DOA police well over 70 years old at big airport without a clue directing operations there (thought It was 63 to retire) maybe if your unarmed door shakers it does not apply!

Why doesn't aviation police take over at airports? We have police agencies inside city such as railroad and college coppers arm aviation they go through our academy, qualifying every year like we do, who was the moronic lieutenant for CPD last year that made Cpd coppers search an on duty DOA officer and his private vehicle for a weapon? What kind of goofball did this??

The problem is Maurer gave security guards uniforms and vehicles that say "Police" on it. No wonder they think they're police officers. They should change it back to "Security". A few weeks in the Metro program is not enough. The city doesn't want to pay police salary for security guards. And they certainly don't want to pay the money that is budgeted for police duties including training and liabilities such as indemnification and lawsuits. Not to mention all the retired CPD and those who would immediately be terminated because of their age. Aviation Security is only there to handle airfield violations and control access such as ID badging. They don't need police officers for that. There's plenty of CPD doing police work and plenty of armed US customs agents, FBI, DEA, ICE, US Marshals and God knows who else carting guns that can protect the airport who actually have the proper training and experience.

I'll have to agree with the issue. (Remember when Daley kicked out the SWAT and their rifles too.)
The AVPD has somewhat of a valid point, if trained and established as Police, be the police. Whether the AVPD is doing "security" or enforcement they ought to be able to start a job and finish it. By that I mean if they arrest, write a report or citatation, finish it all the way through from custody to court. The CPD shouldn't be the only entity arresting, writing and fighting with the idiots that frequent the airports. It's sort of like the CC Sheriffs, RR Police or Campus Police that operate within the city limits.
If the City won't arm the AV Run & Hides within the airport building, at least arm them at their outdoor checkpoint-Charlie outposts and those that ride around in suv's. The extra manpower anywhere in the city is always welcomed. And to be fair, it's embarrassing to see that CPD has their share of Run & Hides there too. Let's work together to make my trip to Cuba safe, ok?
I think it will be catastrophic when the time comes to attack any airport in Chicago. No matter how many guns, rifles, or tasers.
If the the AVPD wants Change...have them contact that loud mouth protester kid on Michigan Ave for advice.

A lot of those aviation coppers were trained by cook county sheriff's police. The academy training they provide is more demanding and on point that CPD. The 6 months in the CPD academy don't even come close to the 10 week beating you get at cook county's academy. CPD academy was a 6 month vacation for me however I was a bit disappointed with the some of the knowledge-less instructors teaching the fresh meat all the wrong ways to do shit. Obviously clout babies with the cushy mon-fri weekdends/holidays off. Okay im done.

Off Topic..... This absolutely infuriated me. A group of Alder-morons were on the news and stated that Chicago Police Officers needed to be "trained" to understand the black culture. Now I have been on the job for 20 years and have seen enough to understand a good portion of the black culture. Let's start with, It's everyone else's fault but their own. Have as many children from different father's as possible starting at age 16. Do not take care of the children. Let grandma raise them. If they make it to age 16, the parents believe they have successfully raised the child and are no longer responsible for them. Cheat the system to remain unemployed. Remain on "welfare" as a lifestyle. Continue to blame slavery that ended 150 years ago. If a test can not be passed, sue the City, school system, bosses. If it doesn't work out for a black person, pull out the race card. Allow your children to stay out all night and blame the police when they get arrested for getting in trouble. The best part is that the aviation police are required to purchase a prescribed handgun and qualify with said weapon. They can carry handgun on their person to and from the airport. Once at airport they must secure the weapon in a community locker.

If they are trained with firearms while going through the academy, they must also qualify once a year to keep up that qualification. If the minimum once a year qualification is not being completed, then no they can't carry off duty or anywhere else.

No idea how to do case reporting, arrest procedures, transport, holding prisoners,canine, everything that has to do with the job other then hanging out at an info desk. They want change give it to them. Also the so called chief is CFD and still on there pay roll and wears a police star but is not certified. Seems like the twilight zone to me

this is too funny, but the off duty coppers that work in the aviation towers at both airports carry guns, they have to patrol the outside areas around the tower but mostly just sit inside, they have a few retired guys doing it and it pays well.

true all of the aviation officers are bonified police but some are too old to carry a gun on duty, there are some mighty old guys out there at O'Hare, and the on duty CPD officers at O'Hare try and hide all day, not even wanting to answer questions from the travelers. this city is pathetic, but then again blame the union for allowing only senior members to bid for this spot.

Here's an off-topic question. I've been lurking here for a couple of weeks, and maybe the question has been discussed before. If so, sorry.

Is there any way Chicago can avoid the fate of Detroit (and numerous other cities that have become similarly dysfunctional)?
First of all, Chicago has astronomical debt, much of it unfunded pension obligations. Where's the money to pay off that debt going to come from? Maybe, theoretically, if Chicago suddenly acquired honest and competent city government that eliminated most of the corruption and gross inefficiency, the fiscal situation could be brought under control. But there's no way Chicago is going to get honest and competent city government. Whoever succeeds Rahm will be another creature from the manure lagoon that is Chicago city politics. and there's no reason to think the alderturds will be replaced by anything better, either. I know you guys detest Rahm (for good reason), but at least he's a smart SOB. I can easily see the next mayor being some utterly incompetent dumbs who would make Rahm look pretty good.

I am CPD and have a relative on AVPD. The metro class with CPD trains many suburban departments. Aviation goes thru many training seminars CPD goes thru. They have to weapon qualify every year as CPD. They man airfield access gates unarmed. They are assigned to the area prior to the checkpoints. They are assigned police calls outside of the airport. Many are retired CPD. It's hilarious how many CPD think we are the only ones who are at risk and fully trained to carry weapons and be the police. Get over yourself. I have met many top notch police on small departments. Aviation Police should have the right to defend themselves. I have always said it is not if but when. Many major airports have their own aviation police, but Chicago is the only one that is unarmed. For all the CPD supermen at the airports, get over yourself. Many are misfits who can't or wouldn't be any help on the street. Instead of knocking them, you should be pushing to have them armed. We are short as hell as it stands. We can always use more help if all hell breaks loose. We never bitch about backup from UIC or University of Chicago Police when they show up. We never bitch about railroad police showing up. Instead of knocking any police down, remember we all are at risk. FYI CPD is full of political hacks. Daley would never budge to arm them and Tiny Dancer has blocked arming them as much as Daley did. Basically our politicians don't give a fuck about any PO's safety or life. It is a lot cheaper to pay out for a cop killed than what they pay out when any PO kills an offender in a good shoot. Now is not the time to trash talk other PO's, but to pull together as one to back the politicians against a wall.

Do not arm Aviation Police. Disband them. Aviation Police was started to get around hiring more sworn CPD. The solution is hire a lot more sworn CPD. FOP was again in collusion with the city to reduce our numbers. Remember that the FOP won the grievance concerning the detail unit, but the city went ahead and let it wither down, replacing sworn with traffic aides.

Jim Mauer's report about the security gaps was very valid and should have been addressed. Instead of creating an army of security guards it should have been staffed by the existing units and supplemented as an O.T. Spot for P.O.'s. Mauer was given his Aviation spot as a reward and when he saw the glaring gaps did what a a good Supervisor does. Unfortunately he also saw the opportunity to create his own army and rubbed all the powers that be the wrong way. They need to increase the O'Hare Unit dramatically but staff it with a particular type of officer due to the need for extraordinary people skills.

Obviously not one of the posters here has ever worked O'Hare, it's the only reason I can think of for all the misguided comments regarding DOA police.

For those of you that don't know better because you've never worked there other than possibly a little OT initiaitive:

DOA officers fall into one of only 2 categories:

1. Those that have retired from CPD and want a job doing nothing yet still be considered "active" police, and

2. Those that are municipal or state police reject candidates who can never get hired at any municipality, period.

Obtaining a DOA police job is just as bad as getting a Crook County Sheriff job or Crook County police job.

Trust me, you don't want these rejects carrying firearms running around O'Hare, just as no one wants a Crook Country Sheriff walking around with a firearm off duty. I can count on more than one hand the times I've encountered an off duty "deputy" with a firearm who had that tried and tested attitude of "we're the 'police' too", and got locked up for being just as stupid as you'd anticipate. And as for the retired folks who choose to work there, they didn't retire to DOA in order to actually work anymore if they ever did in the first place. Quite a few of the past CPD/DOA hires were nothing more than O'Hare CPD who retired and got right into their spot in DOA.

Nutjobs who've been salivating for years at the prospect of finally getting to carry a gun are exactly the people you don't want having them. And for anyone who thinks they're the police who continues to work at the airport without a firearm, you only prove my point. If you were suitable to be police you'd have already gotten a job with a municipal or state agency by now. You only cry because you can't get those jobs and are relegated to sitting at the airport without a gun.

Federal requirements are a state certified police officer will man all access points at federal airports. It does not mandate that they must be armed. DOA is cost cutting for the Department of Aviation. The city saves a lot of money by not paying CPD to sit in guard shacks checking badges. They control access and enforce minor airfield violations.

Also 01/01 8:03pm is correct; if you can't get hired by Robbins, Dixmoor, or Crestwood and are willing to get the vote out for the right alderman, you can be hired by aviation security (who call themselves police). I saw one of these goofs make a traffic stop on Central Ave. Really? With no gun? They also like to go into Portillos with their radios turned up as loud as possible, scanning the Chicago band so it sounds like they're police. It's hilarious to see the employees look of utter confusion while deciding whether to give them the police discount; their patch says police but they have no gun. I have personally heard the whispers of kids say "he's not really a cop" and older people say "honey do you think that man is impersonating a police officer?" - especially after that goof made the newspapers riding around with us for a shift with a newspaper in his holster.

Just disband these hacks and hire more CPD and give them specialized training for airports, like a k-9 has to go through or any other specialized unit.

The aviation police has some real good officers. Many of them are working for other departments. For many, this is just a stepping stone, they stay a few years and then go onto other departments. I called a guy I know and asked about the hiring process. Basically it's more legit than CPD. In addition, they hire vets and other qualified people. CPD has tons of lawsuits for not hiring qualified vets and others.
By the way, some of the security people there are armed too.

Some of the APD guys are great guys and I consider them friends. As such I'd feel pretty fucking bad if they got hurt cause someone stamped POLICE on them and didnt give them the means to defend themselves. I know it isnt something they want but once they get guns its only a matter of time before we are kicked out of the airport. Its already happened in many airports and ports.

Even still, if thats what it took, I'd rather them be safe. This isnt the time to be adding rancor between rank and file of Police Dept.'s. Fuck! Its out of our hands anyways. Were all just pawns.

Someone commented that he heard the Aviation Police chief is a former Fire Department boss. Actually he is an active duty Fire Department Deputy Commissioner who is on "detached services". He is listed in the fire department budget on detached services and carried on the Department of Aviation budget as being assigned to the fire department airport unit although he actually works as the chief public safety officer and is in charge of the Aviation Police. He is an active fireman with no law enforcement experience or training.

Been here for a few months, did a tour overseas and applied for this position got a call back telling me I had to be state certified so went through CPDs academy and was told we don't carry.. That blew my mind as all of the other combat veterans that were with me during our police academy. Then, we were told we are going to be armed being the environment we will be working in and new times .. I mean the threat is real. It just blows my mind, some of the older guys that work there need to be removed and that included new management. A lot of us work part time at other surrounding police departments. All were asking is to be armed so that we can protect ourselves and those around us no wonder everyone that graduates the academy and after a few months leave because of this very reason of having no duty weapon but I keep telling others the day something does happen at the airport and god forbid it does, the city will be in a pool of shit and lawsuits will be coming left and right.. All because of whatever political bullshit they have going on!

The above post regarding the law is incorrect. Federal law mandates that a LEO at the airport must be armed. This is why you have two Law Enforcement agencies CPD (who meets all of the requirements by being armed)and APD (who do not meet the portion that stipulates "Are armed with a firearm and authorized to use it". There is no Federal requirement for "state certified police officers to man all access points" at the airport. It makes sense to do that but its not federally mandated.

Here are the Federal requirements for Law Enforcement Officers at the airport (49CFR Subtitle B Chapter XII Subchapter C Part 1542 Subpart C):

§1542.217 Law enforcement personnel.

(a) Each airport operator must ensure that law enforcement personnel used to meet the requirements of §1542.215, meet the following qualifications while on duty at the airport—

(1) Have arrest authority described in paragraph (b) of this section;

(2) Are identifiable by appropriate indicia of authority;

(3) Are armed with a firearm and authorized to use it; and

(4) Have completed a training program that meets the requirements of paragraphs (c) and (d) of this section.

(b) Each airport operator must ensure that each individual used to meet the requirements of §1542.215 have the authority to arrest, with or without a warrant, while on duty at the airport for the following violations of the criminal laws of the State and local jurisdictions in which the airport is located—

(1) A crime committed in the presence of the individual; and

(2) A felony, when the individual has reason to believe that the suspect has committed it.

(c) The training program required by paragraph (a)(4) of this section must—

(1) Meet the training standard for law enforcement officers prescribed by either the State or local jurisdiction in which the airport is located for law enforcement officers performing comparable functions.

(2) Specify and require training standards for private law enforcement personnel acceptable to TSA, if the State and local jurisdictions in which the airport is located do not prescribe training standards for private law enforcement personnel that meets the standards in paragraph (a) of this section.

(3) Include training in—

(i) The use of firearms;

(ii) The courteous and efficient treatment of persons subject to inspection, detention, search, arrest, and other aviation security activities;

(iii) The responsibilities of law enforcement personnel under the security program; and

(iv) Any other subject TSA determines is necessary.

(d) Each airport operator must document the training program required by paragraph (a)(4) of this section and maintain documentation of training at a location specified in the security program until 180 days after the departure or removal of each person providing law enforcement support at the airport.

Do not arm Aviation Police. Disband them. Aviation Police was started to get around hiring more sworn CPD. The solution is hire a lot more sworn CPD. FOP was again in collusion with the city to reduce our numbers. Remember that the FOP won the grievance concerning the detail unit, but the city went ahead and let it wither down, replacing sworn with traffic aides.

Yes the airports should be all sworn CPD.

But FOP never agreed to less police. If you can prove it post the proof. Opinions are like assholes everyone has one.

Yes the City just let the detail unit slowly fade away. Minimum time to get in the unit should be 25 years not clout babies

Don't even count on that too much. The Feds give the pilots a whole lot of hoops to jump through to get the qualification card. TSA dicks them around. And even their own airline frowns upon pilots carrying weapons. They were hire to fly the plane.

Have you seen in the news how Google is working on self-driving cars? In a decade or so there won't be pilots on airliners. They will be remotely flown.

You're a few years out of date. The US Navy and USAF have jets that can auto-land. I don't trust computers enough to auto land or auto take off.

Auto pilot so I can go to the can is one thing..

Been here for a few months, did a tour overseas and applied for this position got a call back telling me I had to be state certified so went through CPDs academy and was told we don't carry.. That blew my mind as all of the other combat veterans that were with me during our police academy. Then, we were told we are going to be armed being the environment we will be working in and new times .. I mean the threat is real. It just blows my mind, some of the older guys that work there need to be removed and that included new management. A lot of us work part time at other surrounding police departments. All were asking is to be armed so that we can protect ourselves and those around us no wonder everyone that graduates the academy and after a few months leave because of this very reason of having no duty weapon but I keep telling others the day something does happen at the airport and god forbid it does, the city will be in a pool of shit and lawsuits will be coming left and right.. All because of whatever political bullshit they have going on!

Mauer was chief of the aviation police for several years and did not say shit about security. Only after Mauer was fired did he go public with criticism of the lack of security at the airports. If Mauer had balls why didn't he go public while he was in charge?
