Soldier Field Recon?
From our e-mail a week or so ago:
- So the NFL thinks they have security under control??? Cough, cough, bullshit, cough,cough. The attached is a picture of the guy that was caught on security cameras at Soldier Field two weeks ago filming the entire facility, including the parking garage, for 45 minutes at 5:30 on Sunday morning. In this screen shot the video and cell phone he was using is under his coat. No call was made to police by the two security goof balls that were watching him until they scared him off by riding up to him on a golf cart. Not one to ever "profile", I have to say this guy certainly doesn't look like your average Bears fan.
The reader included a picture and we certainly hope it's in the hands of the FBI and others.

Funny thing -some of the Monterrey staff are - off duty DOA officers! It's unbelievable that this bulletin was put out at around the same time the department issued its new "Investigatory Stop Report." The bulletin has no RD number, and does not specify what crime this man is suspected of committing. Being a smart-ass, but not trying to be one, this bulletin hardly satisfies at all the criteria needed to conduct an investigatory stop on this subject. What is the reasonable suspicion here? According to SCC, it was 5:30 a.m. around Soldier Field. So what, lots of people are up walking through public spaces at that time of the morning. He's videotaping and taking pictures. Sounds like every tourist to town. What is he doing wrong? We can't profile people on their gender and national origin, so again what is wrong here. We can't profile his sexual orientation, not that he looks gay. It's okay if he is, but we can't stop him for any reason because none is outlined in the bulletin.
Let's say we spot this guy. Based on the new order, if we approach for a consensual interview and he does not want to talk to us, we have to let him go his way. If he does voluntarily stop, he does not have to give you his name. Are you going to a full street stop, investigatory stop, restrict-his-movement-detention stop? For what reason? Make one up? I don't think so. Don't even try putting in your Investigative Stop Report that you DETAINED him due to a seeking-to-identify bulletin that does not articulate any reasonable suspicion at all for stopping him. I think most of us can figure out the reason for the bulletin: it's all implied in the picture. But for crying out loud who wins here? If you detain this guy, identify him, and call CPIC with the info, someone in a non-bid unit will follow up and get all the credit for stopping an act of terrorism. The politicians will win when they announce charges at a press conference. You will get a call from whatever-new-integrity unit because your Investigative Stop Report was "deficient".
It would be so ironic if this a-hole caused an incident as a bunch of ACLU lawyers were finishing up a meeting and all happened to be in the one place where this guy was planning an attack. You know what would happen then? They would blame the police for not doing enough, and for the intelligence agencies for not "coordinating" with each other and sharing information.

So I'm suuuure there's an innocent explanation. Like he was prolly just looking to buy Tickets for a Grateful Dead Concert but was misinformed as to the location and the day the tickets would be on sale. He was just checkin' the whole place out to make sure he got good seats. And if you take a close look at the photo he does seem to have that whole Jerry Garcia Look going for him.

Yes, the clout heavy security company that Daley and the latino coalition put in place when they fired all of the off duty cops at the park district. Run by a former CPD who was charged with robbery and a fireman who is related to the alderman. Works great.

Soldiers Field is Chicago Park District property and is open to the public from 6:00am to 11:00pm all the property surrounding Soliers Field, including the Police Memorial is Park District propery. Signs are clearly posted, An arrest or contact card would be completely justified.
I'll give better odds the lad probably resides in Bridgeview.
Consider yourself forewarned- This subject did not come to the stadium to anything good. The nature of the venue makes it a very desirable soft target for those who are looking for a mass casualty assault. This subject should never have been able to get in the stadium, let alone be allowed to roam freely and collect photographic data on the structure and layout of the facility. I've already warned friends and family about this incident and strongly advised everyone to pass on any events held at this venue. The only thing companies or municipalities understand is money, so when they start losing profits because people choose to go other locations that actually care about the safety of their patrons, maybe they will change their security protocol. We cannot afford to be lax or ignorant to the world around us. We live in an ever growing state of dependency where people constantly rely on others for everything, especially public safety. If you continue to rely on an inefficient, overly bureaucratic and kleptocratic government for protection, it will inevitably fail. In every decade, numerous tragic incidents around the world have proven this. We do not have the luxury of armed body guards, CIA operatives, or FBI agents to plan, secure, and maintain security for ourselves and our families. Remember your safety is your own responsibility, so make decisions accordingly.
If this picture was taken at 5:30am on 13 December, I would have a lot of concern about tomorrow. Recon around Soldier Field early on a game day. How much security around? Places to get in a team to hide until game time? How long for security to respond? Lights? Cameras? Employees coming in early to set up for the game? Where do they park? How are they screened? The fact that the guy was conspicuous enough to be seen and stopped (or at least be run off) makes me think that he was deliberately trying to see how quick the response was and what sort of response would happen. That points to getting a team inside early and bedding them down.
I'd be very interested to know if ole' Snackbar there did some tailgating on game day.
The amazing part is that the still image is as clear as it is. Guess whatever connected company put in the cameras actually put in the good stuff.

If this wasn't so serious, it would be funny. I believe that this picture should have been broadcast on every single media outlet until he was identified as a non person of interest. I hope no one gets hurt as a result of this debacle.
I'm beginning to think the only way Feds are involved is for protection and cover of jihadists.
It never fails that post event details include revelations that the perp was on a Federal watch list or "known" to DHS, or that investigation by some other agency was halted and data deleted.

Soldier Field on 9/11/16, all the symbolism they need.
Before I retired from the MASP, my troop had several incidents of Arab "gentlemen" conducting video recon of the tunnel systems in Boston. One of these incidents in 2001, prior to 9/11,involved an Arab who bolted out of his car, up onto the catwalk, into a pipe access room, up into the crawlspace following a pipe run until he was in a dead end. After 9/11 Troopers caught two Arab engineers videotaping another section of the tunnel system, including the gas line running under a very large hotel. America is trapped between our government which has proven it is insane and Islam. Nothing good is going to come from this.
I would like to add a little update, the subject has supposedly been identified. He was observed doing the same thing at US Cellular Field. He was stopped and identified, he had in his possession notes, a handheld GPS and cameras. He gave up some nonsense story about playing an internet game with the GPS, commonly referred to as Geocache. He was released and a brain surgeon Sergeant called the registered owner of the car to see if she knew who was driving her vehicle, all this was done prior to calling the JTTF or FBI. Needless to say he has probably passed on his intelligence gathering to another Terrorist to finish what he started, all while he is on his way back to the Middle East.
This should not be taken as a joke or brushed off with sarcasm regarding this new ridiculous ISR stop process. This man intends to wreak havoc and unfortunately our own Department won't come clean about this, instead they come up with some lie that they are seeking to identify him because he may be a witness to a crime. Any Copper with 2 seconds on the job should know that the Intelligence Section would never ask this, like it is depicted on the bulletin, instead it would be the appropriate Area Detectives.
Needless to say I won't be attending any games in the near future at any of our venues.
Definitely the guy mentioned in the trib article on 2/10/16 as wanted as a witness to several misdemeanor crimes around Soldier Field/Museum Campus.
