Blame Who Now?

If you needed any more indication that this Department is doomed and that De-Escalante is not going to be the next Supernintendo, this is it:
  • Chicago violent crime statistics are hard to stomach these days — shootings have skyrocketed and murders have doubled compared to this time last year — but interim Police Supt. John Escalante isn’t shying away from the numbers.

    Chicago’s temporary top cop plans to expand on CompStat, the data-driven policing strategy brought to town by his predecessor Garry McCarthy, by adding a layer of crime-statistic crunching to the Police Department’s three area outposts.

    “Building on CompStat’s ability to provide the Chicago Police Department with important information about police operations and crime trends, we are expanding its scope by implementing area-specific CompStat meetings for Areas North, Central, and South,” Escalante said.

    [...] Now, police sergeants will be judged by the effectiveness of officers under their supervision.
So....if the officers aren't doing, let's just say....ISR's because the mayor and everyone else has thrown them under the proverbial bus, then the sergeants are going to be blamed? And held accountable? For a policy or policies they had no hand in developing and are told to accomplish with no manpower, no equipment and no support from on high?

Is this a Unit thing? Because we know a few crusty old sergeants who are bid to Districts, bid to watches, and seriously will tell the brass to stick it where the sun doesn't shine if they're "judged" by anyone who never had a bad assignment in their careers. We pay good money to see them at CompStat, too.

How can they hold us sgts responsible for their failed attempts at reducing crime. My hands are tied by the manpower I have at my disposal as well as the 8 "box" assignments I give out daily. When I am in charge of formulating plans to curb violence in my sector only then will I be held accountable.

This is the dumbest stuff ever. Seriously. Let's double down and expand the program that has raised violent crimes rates the entire time it's been implemented

De-escalante has to be talking about the Sgt's in the units, or tac Sgt's. No friggin way are beat Sgt gonna sit back and let themselves get blamed for a lack of activity. We all know a handful of tac sgts who will crack the whip and/or dump the vets for 2-year wonders who would do just about anything to wear plain clothes in an unmarked squad car. These are the same tac sgts who haven't hit the streets in years and kept their sweet spots on the backs of their guys who hustled their butts off for activity and put their jobs and assets on the line by coming in with BS pimpy arrests. These sgts will now sell their guys out just to keep the spotlight off of them. And the very few good sgts will still be golden. They'll tell their guys not to put their jobs on the line for any reason.

So let me get this straight . The Sgts are responsible for CRs, spars, damage to vehicles, desk duties, lock up, logs, check off, the officers on the street, req. sup. calls, domestics, uniforms, and now this bullshit. I am a bid, fu!

I am a sergeant who has no expectations of being made Lt. via the merit process. I am in patrol, working as a sector sergeant. I have no clout. I have no problem going to any meeting with anyone, including the Superintendent, and letting them know that we are doing the best we can under the present conditions and with the resources available to us. I do my job on the street and expect my officers to do their job. However, I refuse to put my officers or myself in harms way. By harm I mean personal harm but also professional harm. I am painfully aware of the current animosity against our profession. Many persons in the "community," media, elected officials, appointed officials and others want to make an example of us. I keep up with the news and often read the comments in police related matters. There are many commenters who are happy to see us dead, indicted, hurt, arrested, fired or any other situation which would be detrimental to us. During these days in which our profession in under attack, the best strategy is to, first and foremost, protect ourselves at all costs.

if youre a sgt do yourselves a favor and LEAVE NOW!!! I retired just about 2 years ago as a sgt. I was worried because I was leaving with only 24 years on and I had the "guilts" about staying till 29 years to make sure I could make it financially but I found out that Life is good! I work a nice little job, I am a regular person, I get to talk to regular people and I make some nice money along with my pension I started collecting at 51. Me and the wife can travel and have fun and it really is a great time in my life. I loved being a chicago cop. For the most part I loved being a sgt, but being retired and going to work a normal job is the best feeling in the world. The stress is completely gone, work is actually fun because you feel like a normal person and always have a smile on my face. Do yourselves a favor, especially with times like this if you are over 50, even if you are not maxed out leave. Life is short, especially after 50 it goes quick. Dont give your good years to this job. If you can leave, and get a nice m-f stress free job DO IT!!!! Please dont subject yourself to this garbage anymore. If you run and gun and are knee deep in the streets up until the day you retire you will be miserable. You will miss it and you will have trouble "turning it off". Get a nice little job, leave this department and slowly transition out of here with a new job when you are young. You will appreciate it so much when you are in the later years of your life you just dont realize it now. Dont wait for that 29 and a day or longer, if you can get out and collect your pension next month because you are older than 50 do it.

They cannot force you to write an ISR. That would be like shoving a quota down our throats. And that should be contested by the lawyers. FOP have anything to say? These comfy exempt pigs have no limit to their desperation so they will now put the heat on first line supervisors huh? Thinking that'll stir the troops? Any working battle worn Sgt should know exactly how to respond to their threats. We must have them by balls now that they're this desperate. Bottom line: ISR = no respect and trust in police to do the job they've been doing for years so they let a hug-a-thug organization known to coddle criminals and sue police micro manage (with no real legal athuority but a contract with the city) the way we conduct our stops in hopes to jam us up. Now the top brass wants to go around this deal with the devil. You guys should of had the balls to stand up to McGoof and Tiny dancer when you had the chance instead of looking after your own hides. F.U. You get in a car and drive around the hood and you do the stops!

Maybe now when the bodies start pilling up the community will be forced to learn conflict resolution and settle disputes without raising a gun. They will have to learn to take care of and 'police' their own communities instead of relying on the police to hold their hand as they go thru the hardships of life. Enough tax dollars have been spent there with little resolve. Pro active policing has been the band aide of an inevitable larger illness.

They expect the lowly POs to solve all the city's problems and to take the fall when things go wrong too. The brass are unscathed. They expect the POs to empty the Ocean with a spoon! Superintendent, here is a concept I have posted before but is completely lost to our leadership. Happy cops are productive cops. Treat your people with respect, take care of them and provide leadership based on experience not a phone call. Start there. You will be amazed how cops will react to this.

compstat puts downward pressure on officers, which can result in questionable stops that the Feds and ACLU are not happy about. It is a quota driven, number spinning machine , that is going to get people jammed up for policing practices. when the fed investigators ask me, I'm going to explain to them who is cracking the whip downtown.

So glad the writing has been clearly written on the wall....I am leaving in May 2016. I, like many other sgts, am going to start retirement. I hope many more of my co-workwrs take advantage and retire this year. Take advantage of the free health care if your 55 or older.....this city doesn't deserve anything. Job has changed so much that I don't see it recovering within the next 10-15 yrs. Save yourself and get out while you can. Good luck everyone. STAY FETAL!!!!!

Scare tactics are in full force in Area Central. ISR's, Guns and arrests are the only thing that count. Heavy pressure to "create" #'s. Hope officers do not cave and put themselves in the trick bag. Bosses need to realize that policing has changed and it's not the officers fault.

I know, let's double down on the system that got us into this mess. No one McCarthy left behind seems to know what to do except imitate him. It's like they want a mutiny. If you lose the sergeants you've lost the department. How many members above the rank of sergeant have any kind of meaningful interaction with officers that work the street? There was a collective sigh when he left when ordinary police officers thought we would return to saner times. What he were doing was so wrong and so ineffective that no one thought they'd keep compstat around. Things are now driving toward a tipping point where they will lose the department and they'll never get it back.

As a retired Sergeant (10 years before retirement) I have a question for the Acting Superintendent. WHAT SUPERVISORY ACTIVITIES ARE YOU GOING TO TAKE AWAY FROM A FIELD SERGEANT? A field sergeant has the following supervisory activities: Reading and Approving reports, answer calls for service from citizens, ensuring that patrol officers are making periodical checks at Chicago Park Districts Field Houses and/or Chicago Public Schools, vehicle checks, court derivations reports, imitating and investigating CR #'s, and if you work in a district where Police Officers live, making medical checks. And let us not forget to respond to when a Officer needs advise or supervise incidents that occur during the normal course of a tour of duty. I want to make one thing clear, I never complained about of being a sergeant or performing the various duties that went with the position. What I am asking and saying that at some point is it going to be the straw that brakes the camels back? I can remember doing 6 to 8 medical checks a day before I could do anything else. I sometimes read a couple of dozen reports for approval(As a former Detective, I READ EVERY REPORT SUBMITTED). This doesn't include any other activities that was assigned by the District Commander or Watch Commander. Believe me, this is not a complaint but again, where are the present sergeants going to get the time to do all of this? This is a prime example of NOT GOING TO THE SOURCE AND ASKING FOR OPINIONS AND OR ADVICE. I always believed that the Upper Level Command, should go out to the Districts and have periodical grip secession with Patrol District Officers. In my ten years as a District Sergeant I NEVER HAD A AREA DEPUTY CHIEF OR HIGHER COME TO THE DISTRICT AND LISTEN TO THE OFFICERS> NEVER! That also applies to District Sergeants. In 10 years of working in a District, I never had the occasion where a ADC or Higher come out and hold a meeting to get our opinion on anything. I have no idea if the superintendent reads this log, if he does than I am going to give you some advise: Go out to the Districts and start asking questions. You know what? You are going to find some good advise on how to make the department better.

Oh yea, and don't forget the fact that that sergeants :
Don't have a hand in hiring anyone
Firing anyone
Promoting anyone
Making any policy decisions
Picking people to work for them
Disciplining anyone ( you can recommend but the many layers of approval above you decide)

So when the average PO figures all that out he/she just goes around you to the merit LT or Capt and gets what they want
Maybe Escalade should do away with the sergeant rank and make everyone a merit Lieutenant.

All you have to say and do to the "merit" boys is: "when I see someone acting suspiciously and I believe that I have probable cause to stop them and conduct a field interview and pat down for weapons, to insure my safety, I will comply with the law and dept orders and complete a ,dri or what ever it's called, as ordered by my supervisor s the ACLU.

Unless it's a tact team or specialized unit, which are mostly gone, a sergeants has many different people on his log everyday. There are regular days off, time due, v days, medical days and different sectors in a district. So how can you hold a sergeant accountable for activity when he may only have someone on his log for 1 day? How can he monitor their activity.

I'm a sergeant in a northwest side district and I don't give a flying fuck if the officers on my log and in my district never write a single contact card, ever. I care that they stop the right jagoff, at the right time, and put him in the penitentiary, or the morgue, before he hurts or kills one of our family or neighbors where we live. To that end, the officers can use the minimal amount of effort necessary to effect the contact card and then go on to the business of calling the dicks air felony review. I'll give them their early duck when they're done, or pad their slip a little if they go into overtime, as a thank you for a job well done. I understand those who say, "stay fetal" but would remind them of the inevitable consequence of doing so as I'm walking around like an asshole tying up red tape around a home or sidewalk on your block. I got a great idea. Lets employ the "balancing test" or "weigh the police purpose" before the stop. A contact to document the stop that led to arrest and charging of the mule that needs to be arrested won't kill anyone. Good luck and pray for Jason van Dyke.

I am retired and thankful for that. Now all I have to do is hope the pension stays solvent and I am not reduced to poverty. A good patrol sergeant always had it rough, trying to keep track of his cars, sign those reports, answer jobs and all of the other things that come up. They never were respected under past superintendents and never compensated for the job they do. Most brass treated them as over paid patrolmen. Escalante is blowing smoke up their ass if he thinks this will work. Not enough sergeants to start with. And, there is no way you can make a police officer do a street stop and write a report if the officer claims he is not seeing it. You just can't. Escalante is a merit promote all the way, every rank, never passed a promotional exam based on job knowledge, but made on clout alone. He and most of the rest of the command staff. They don't hold the respect of the mass of officers. He might be a nice person to work for, but I can name many nice people who also never passed an exam and who never were appointed a rank or two or three.

Well Tony, I have 2 -3 pages of logs and since I have to call in each ticket number, I'm in the station more than on the street. Kind of like the "Field Leutenant" who only leaves to get coffee. And the new log sheets have more info to fill out concerning body cameras now. I hope the FOIA Section is beefed up. Everyone will want to see all these videos.

I always though my job as a supervisor was to make the job of my troops more efficient and easier. But HQ seems to go in the opposite direction. Oh well, we're just Call Back on wheels.

It is important to understand crime trends and crunch numbers. That said mandating activity without a firm connection to dealing with those trends is counter productive and that is one of the things that got us here in the first place. Missions just to generate event numbers, contact cards (ISR) so the commanders can say they are "doing something" and the blueshirts just roll their eyes and do what they need to do to survive. If the command staff had any sense (which they don't) they would know now is the time to back off a bit and reevaluate.

Morale is piss poor, we only get negative input from department management, the department is run down, are working relationship with the city and department is terrible, they want to bankrupt our Pension, take away our health insurance in 2017, jam us with ISR's, equipment is barely functioning and on top of everything else our strength (man power numbers)is at an all time low. Not to mention our meritorious promotions are fraudulent.Last but not least, management's numbers when opening bid spots is totally out of whack. Sure, it's all bullshit????!!!! and Tiny Dancer does not care about our children in the city!!!! what else, anybody?

I have no problem going to any meeting with anyone, including the Superintendent, and letting them know that we are doing the best we can under the present conditions and with the resources available to us. I do my job on the street and expect my officers to do their job. However, I refuse to put my officers or myself in harms way. By harm I mean personal harm but also professional harm. I am painfully aware of the current animosity against our profession. Many persons in the "community," media, elected officials, appointed officials and others want to make an example of us. I keep up with the news and often read the comments in police related matters. There are many commenters who are happy to see us dead, indicted, hurt, arrested, fired or any other situation which would be detrimental to us. During these days in which our profession in under attack, the best strategy is to, first and foremost, protect ourselves at all costs.

I recall when the department started community policing and asked for volunteers to give their opinions and advice and sit on committees. I did that because I really thought that Matt Rodriguez was serious. I was on a committee with Terry Hillard who then was the commander of 006. I was working midnights and tired as hell when I arrived only to find Hillard could not make it which was the case most of the time. Our recommendations and opinions were completely disregarded . This was only a dog and pony show so the department could look good. The brass don't want your opinion or your input they only want to to do as they say, not as they do. I had a deputy chief tell me that general orders were orders for me but only guidelines for him. And, I found most of the gold stars are very ignorant of department orders,I know I worked in the superintendent's office for a while and I was astounded at the stupidity of the brass and the trouble that they get into only to have it covered up.

At the beginning of your tour of duty before leaving the parking lot you are to activate your lights to turn on the camera and microphones, and then announce your car number, your name, and star number into the mic. Might as well state your address and financial assets in the mic while we're at it.
I swear with all this nonsense, body cams coming in spring, getting thrown under the political bus time and again, and now with all these liberal candidates running for various political positions, we are doomed. I'm not leaving the hole except for jobs. It's sad, it really is. At least I had a few good years where I actually felt like a real cop, stopping real bad guys.

What can go wrong? Lets see here....... blame the police for being proactive, then blame them for not being proactive. Put cameras everywhere (even on our bodies) and make police do mounds of paperwork for being proactive (while they're potentially more afraid of lawsuits). You get paid (well by the way) to answer calls and not be proactive. The department promotes 30% of people on who they know (that we know for sure - of course its higher). Lets attract more minorities not more qualified people in general leaving the most qualified to do the most work. Meanwhile have you seen the most recent recruits? I am not trying to be mean but they are not ready to work the next decade in the ghetto (who is?). Because of the lure of a decent paying job, 2 years of college required, there are fewer "real police" coming on the police job. We have glorified secretaries running around....no one to go hands on and no one wants us to go hands on....not the communities we serve, not the department, not our families. They want the Sergeants to be accountable for what exactly? The incompetence of recruiting the wrong people, hiring the wrong people, passing people through PPO status when they shouldn't be, promoting incompetence all in the name of affirmative action, the list can go on and on. Answer your calls, back each other up (there are true bad guys out there), but the days of being proactive are over... just be reactive. It is safer from a physical, punitive, and emotional stand point. On top of all the above, lets throw in uncertainty about a pension that was promised to us. The officers that don't agree are either clouted, meritorious, or in management spots.

Equal pay for Equal work. Eveyrtime I turn around its the Sgt who gets more responsibility and work to do. They constantly have the Lt doing less and less. Sgt is already an over burdened. The Lt should have to investigate all CR numbers, and Discipline investigations. There is not enough time in the day to do all these stupid complaints and monitor the streets. Why a Sgt is doing it for the people he has to directly supervise is a conflict of interest to start. Top that off if you don't have a recommendation that they want it gets kicked back. Then knocked down when the officer asks for a hearing. Its all smoke and mirrors why not quit wasting our time to begin with?

Let's see...The Department has been reduced in manpower by 1500. The Department no longer has a proactive unit that is not tied to the radio (SOS, TRU, MSF) that can go into violence zones and do street and traffic stops. The Department has the ISR which is as long and detailed as an arrest report and is accessible by the ACLU. The Department has reduced the duties of Lts to essentially nothing. The Department has increased the work load and duties on Sgts. So now the Department wants to hold Sgts accountable for the increase in violence in their area of responsibility? Rahm, McCarthy and the legislature are to blame for the spike in violence.

First the mayor decided to reduce manpower as a result of the steady declines in violence over the previous years. He reduced manpower too much and too soon. He wanted to reduce manpower for budgetary reasons so he could have more money for contracts such as the massive water main project which is ongoing. Rahm also hired McCarthy.

Second McCarthy, in order to reduce manpower, dismantled TRU and MSF and combined districts and areas. McCarthy instituted comp stat, a ludicrous and numbers driven program, which publicly criticized his command staff and tacitly approved of stop and frisk. McCarthy's insistance on officers to take "ownership" of the beat by them "putting their hands on people" in order to generate thousands of contact cards which drew the attention of the ACLU. By the way, how can you do proactive policing when you are bogged down with radio assignments stacked 2 and 3 deep? He institutes the DSS because that is " how we do it in New York". Closes stations and lock ups.

Third the legislature passing a law requiring officers to document street and traffic stops as if the police are the problem. The wording of the legislation reads as if the police intentionally and routinely violate citizens civil rights. The legislature refuses to get tough on violent criminals so as not to "unfairly target people of color in our communities".

The answer to this mess. The city has to immediately withdraw its settlement agreement with the ACLU. The ISR has to be reduced to a 5 min form. The city has to hire at least 500 officers and reestablish a proactive police unit not tied to the radio. The police should be dispatched only when absolutely necessary. The public inquisition known as comp stat needs to be abolished and the chain of command restored where by the. Superintendent meets with his deputies and the deputies meet with their commanders (area meetings) to deceminate info and strategies. The Lts should be restored as watch commanders who address roll calls to give the troops a consistent message. The desk sergeant position restored as was before the DSS abomination was placed upon us. Districts and lock ups for 25 police districts re-established. The legislature needs to have mandatory minimum sentences for gun offenders such as 5,10,and 20 year sentences for first second and third time convictions. Jail cells need to be reserved for violent offenders. Finally the homicide clearance rate has to increase. The gangster has learned that he has a good chance of getting away with murder and so he is more likely to commit murder again and again. Wait when the body cameras arrive. This is going be a long hot summer.

I'm a sergeant in a northwest side district and I don't give a flying fuck if the officers on my log and in my district never write a single contact card, ever. I care that they stop the right jagoff, at the right time, and put him in the penitentiary, or the morgue, before he hurts or kills one of our family or neighbors where we live. To that end, the officers can use the minimal amount of effort necessary to effect the contact card and then go on to the business of calling the dicks air felony review. I'll give them their early duck when they're done, or pad their slip a little if they go into overtime, as a thank you for a job well done. I understand those who say, "stay fetal" but would remind them of the inevitable consequence of doing so as I'm walking around like an asshole tying up red tape around a home or sidewalk on your block. I got a great idea. Lets employ the "balancing test" or "weigh the police purpose" before the stop. A contact to document the stop that led to arrest and charging of the mule that needs to be arrested won't kill anyone. Good luck and pray for Jason van Dyke.

I know you don't like CompStat, but without some kind of numbers, how can anyone know what's working or not working? Accountability becomes subjective - kind of like "merit" promotions, and we know how well that works.

The problem is how to collect numbers accurately, and to collect numbers that are truly representative of conditions. (Two separate issues.) And to avoid people "gaming the system" by finding shortcuts to generate favorable numbers.

What would happen if a sergeant requested to be an officer?
Would that be allowed?


He would need to quit and take the entrance exam again and go through the hiring process again.

I'm a sergeant in a northwest side district and I don't give a flying fuck if the officers on my log and in my district never write a single contact card, ever. I care that they stop the right jagoff, at the right time, and put him in the penitentiary, or the morgue, before he hurts or kills one of our family or neighbors where we live. To that end, the officers can use the minimal amount of effort necessary to effect the contact card and then go on to the business of calling the dicks air felony review. I'll give them their early duck when they're done, or pad their slip a little if they go into overtime, as a thank you for a job well done. I understand those who say, "stay fetal" but would remind them of the inevitable consequence of doing so as I'm walking around like an asshole tying up red tape around a home or sidewalk on your block. I got a great idea. Lets employ the "balancing test" or "weigh the police purpose" before the stop. A contact to document the stop that led to arrest and charging of the mule that needs to be arrested won't kill anyone. Good luck and pray for Jason van Dyke.

OT:Under the new policy, the federal Bureau of Prisons will put prisoners finishing their sentences into immigration custody by default when immigration authorities seek deportation, even if local or state officials want the immigrant for prosecution or to finish a state or local sentence. Immigration officials may sometimes defer to state or local authorities, but will take into account a locality's cooperation with federal deportation requests in deciding whether to hand over a prisoner.

So let me get this straight . The Sgts are responsible for CRs, spars, damage to vehicles, desk duties, lock up, logs, check off, the officers on the street, req. sup. calls, domestics, uniforms, and now this bullshit. I am a bid, fu!
And the Lt duties are what?


Equal pay for Equal work. Eveyrtime I turn around its the Sgt who gets more responsibility and work to do. They constantly have the Lt doing less and less. Sgt is already an over burdened. The Lt should have to investigate all CR numbers, and Discipline investigations. There is not enough time in the day to do all these stupid complaints and monitor the streets. Why a Sgt is doing it for the people he has to directly supervise is a conflict of interest to start. Top that off if you don't have a recommendation that they want it gets kicked back. Then knocked down when the officer asks for a hearing. Its all smoke and mirrors why not quit wasting our time to begin with?

To the two geniuses who wrote the above post. Sergeants were always responsible for the above duties. I did it for 18 years. If you feel overburdened start looking for a new job now. As for the Spars there is a matrix to be followed. Perhaps your writing skills are lacking in backing up the recommendation.

The problem is how to collect numbers accurately, and to collect numbers that are truly representative of conditions. (Two separate issues.) And to avoid people "gaming the system" by finding shortcuts to generate favorable numbers.

DUHHHH! we have the numbers, they are called "crime statistics", even though the CPD cooks the books the numbers are there and they say IT AIN'T WORKING.

And now you know how teachers must feel. If a kid is not attentive, does not do his homework, does not test well, then the teachers are going to be blamed? And held accountable? For a poorly raised kids or a policy or policies they had no hand in developing and are told to accomplish with no manpower, no equipment and no support from on high?

This superintendent is another goof by all means. Just as he got moved from position to position as tennis ball obviously shows he is a clown WITH A CLOUD WITH A SANSTORM.
