Nice Weekend

The wheel never stops turning, especially when the weather turns warm:
  • At least 26 people were shot, 2 fatally, in shootings across Chicago this weekend beginning Friday afternoon.
Nearly 500 shot so far this year, too.

Only 2/26? With the decent weather Sat and Sun, I'd have expected a few more in the DOA column, and at least 10 more in the "wounded" column.

Well, at least there's the silver lining that each victim has an Obamacare policy covering associated medical costs, and it's NOT the taxpayers footing the bill.

I'm just amazed 26 people got shot and only 2 died. That's just under a 4% chance of dying of a gsw for a decent sample size...and 95 homicides my ballls! 102 is even generous methinks. Just like we had 499 homicides and 2999 shootings last year. I don't even need to look at stats. Whenever this dept announces a number just below a notable mark, I know it's actually more--like adding tax to products I buy.

We were having Sunday dinner when our phone rang and a Cook County government phone number showed up on our caller ID. The call went to our voice mail and it was Toni Prickwrinkle leaving a message that early voting starts on Monday!
Guess she wants everyone to vote before they get shot and can't make it to the poles?
We are registered Republicans but we vote as democrats to vote against the mutts that should not be in office or judges!
It's a shame that you don't vote to support someone, you vote to try to keep the mutts off the dole!

Once again local news fails to report race of offenders committing armed robberies on the near north side .
What a shame when our reporters assume everyone in Chicago knows 99% of violent crimes criminals are black .
Only time race of offender is stated is when offender is Hispanic or Caucasian .

Roll call training requires that you now stand in frt. of the camera with microphone on, give your name, rank, star#, bt# and vehicle worked for the day both at the start and end of the tour per the watch commanders. This is redundant due to the fact of the log in at the start of the tour on the equipment and upload at the end. In addition to that, you may not use your phones to photograph drivers licenses, documents, etc. needed to complete a report or else your personal phone may be subpoenaed in court. All note taking will be done on paper in order to complete your job and disposed of accordingly. The hits keep on coming to make this job that much more unpleasant. This info was disseminated via roll call per the lt.'s in the district.

And one after another. Most of all the Bosses kids. But it always amazed me how many Bosses were from management when it was only supposed to be 10% of promotions.

Go get dem bad guys boyz. Im counting on you.

And now they are going to rob the pension from you guys with 10 or less. Your really a bunch of chumps if you make their stops without cause.

Only 26 for a "warm" weekend? Not too impressed. In recent past we have seen cold November,December January weekends with 35+ shot and 5 or so killed. Actually given the weather it wasn't that bad, especially only 2 killed. Given the vibe on the street lately I think it's gonna start calming down a bit. Several of the big southside conflicts that we're giving us a 5-10 shootings a week and 3-5 homicides every week in January and February have calmed down and almost come to a stop in the past two weeks or so. The one in 009 and 007 had 9 homicides in 6 weeks and over 20 shot just in that one conflict... Since early to mid February not a single person has been shot related to it. Another big one in 004 has turned off and one in 006 finally died out last week with three big arrests related to te conflict. Not a company man by any means but I think the homicide spigot is gonna get turned down a few notches for a while. Look for a much quieter March and April as compared to last year and this years start

OT: History lesson 102

Shields was elected to the presidency of Chicago’s FOP lodge with little union experience. He had been elected a trustee of the pension fund. I don’t know much about his time there but he must have done a decent job because the city hated him. I don’t remember ever seeing him at a union meeting. In fact if he sat next to me up until he was elected president I would have never known who he was.

Leading up to the last election, Dean Angelo announced his intention to run for office. Obviously Shields was going to run for reelection. Billy Dougherty saw his goal of continuing the Donahue City-Wide dynasty fading fast. Not using his “knowledge and experience” to ensure the “letter” got sent in Dougherty made the conscious decision to sit on his hands. Then the lawyer spilled the beans that the arbitrations while the City-Wide team was in office were a dog and pony show for the membership. Only a half of a dozen issues are ruled on the arbitrator. All the others were window dressing to keep the membership complaisant.

So the coup was hatched to remove Shields from office. Billy needed to make it a two-person race. The problem was they did it illegally. He was way short of a 2/3 vote. But Dougherty ruled as acting president he only needed 50% plus one.

Now that the state lodge has settled with Shields because that process violated the state and lodge 7 bylaws. Ted Street - Donahue’ friend - was state president but failed to attend the meeting in which Shields was removed. Rumor was he hide in a hotel room on Halsted. Instead he sent Kevin Graham in his place.

I learned the following from a couple of former board members: During the lead up to this lawsuit by Shields a month’s worth of data was wiped for the state FOP computer server. Poof! Gone! Who did it? No one knows? But who from Chicago City-Wide Team had access to the state FOP computer? Many emails on the Chicago server were also deleted but recovered. When you delete emails, you should also throw away the paper copies and the file folders they were hidden in. Stupid is as stupid does.

If you are interested in a psychologist's point of view on why this situation continues to spiral out of control you may wish to view a YouTube interview of Marlin Newburn by Colin Flaherty (https://www.youtube.com/watch?v=AZn_lxRrS4M). Marlin breaks it down to the most basic level (perceived victimization, lack of self-responsibility, etc.). Using that as a reference point look at other recent situations (BLM, campus unrest, ISIS) and you will see this is a disturbing common thread that seems to tie them all together and that the current approaches to correct the problem (jobs, money, sympathy, etc.) have not and will not work.

Both A and B answers are wrong. You may not want to get your SGT involved in everything you do. He or she will be on your case really soon. It makes absolutely no sense to "do an ISR for everything..."

Reasonable suspicion, if I remember correctly, is not in the constitution. Reasonable suspicion is a construct given to law enforcement to be used in the gray area in which the officer, using his training and experience, suspects a crime but his suspicion does not quite get him to have Probable Cause. Granted the gray area is almost gone and therefore, so are the stops.

The concept is still simple in theory. If I as an officer suspect that someone is committing, has committed, or is about to commit a crime and he stops that person, then he must write an ISR. I believe that the main problem we have at the moment is that instead of convincing a reasonable officer that our stop is legit, we must convince and average person on the street. Now we as officers know the average person on the street is quite ignorant about crime. Therefore, we need to be have more facts present to make a stop that we needed in the past.

TLDR. If you don't suspect a crime, make no stop and no ISR. If you do, complete an ISR.

1). That's either a ding dong ditch that we used to play as kids before this city went to hell
My guess is something more sinister
2). The old gypsy ruse. 1 guy at the front distracting you trying to sell you something while his accomplice comes through the rear and cleans you out
3). Just a classic knock to see if anybody's home before the burglary. Next time you look out, check the parked cars to see who's inside on both sides of the block. Most likely will be parked down a little ways. Oh, and if you answer and they are still there, they'll ask you for some bullshit directions or something. Happened to a copper. What they really want equal outcome. The theory is simply, Karl Marx developed it in the early 1900's, it goes like this, " from each according to his ability, to each according to his needs". Works to a point until the person that has a lot of "ability" gets tired of producing more than his fair share and see's the fruits of his labor going to the ever expanding "needy class". This is really what
"Inequality" really means. "Lack of equal distribution of wealth." Our president and both Hilary Clinton and Bernie Sanders are all communists to one degree or another. Obama because he really believes in Communism, his parents and Grandparents were ardent supporters of that political system, Hillary because ever the opportunist needs it as a tool to get the ignorant unwashed masses to support her do as I say , not as I do lifestyle. And then there is Bernie Sanders, a useful idiot that will promise you anything no matter how unrealistic it may be. His promise of free college and forgiven student loans has bought off the under 25 brain dead voters. Do they really believe this ? Were they so young that they can't remember Barry O. Promising that same free college eight years ago and how about," Obamacare will save the average American a Family $2,500 a year". If the American voter is really that stupid, this country is doomed. God help us !
So let's eliminate all possible white candidates for Superintendant, and get ourselves another Black Superintendant..........
As long as he is David Clark, the Milwaukee county Sheriff !

As YOUR Sergeant I say:

DO what they told you to do in your training.

If you paid attention you would know that every WRONG ISR that you fill out gets kicked back to you and is recorded. And it can go towards progressive discipline.

If you want to be a pro-active idiot don't ask me to by a ticket to your benefit when you get fired.

As your Lieutenant I would tell you that you are a piss poor Sergeant. You are there to help, not berate. Time for you to find a job you are good at. This one is beyond your skill set.

The Academy, look at the last police detailed in there. Racist and a hater, and you know who you are sister. They will figure out your game. Try being with the Blue, instead of against your brothers and sisters. Where you put there as a mole?

2 routes to follow:

A.) Call, txt, PDT your sgt ask him to tell you what to do. Record response appropriately.

B.) Do an ISR for everything. Let the sgts follow the order and filter what is not officially needed.

Keep copies of everything you do. Do "Print screens" if necessary. Stuff disappears.

Don't get jammed up bec every other sgt and trainer has a different opinion about what constitutes Reasonable suspicion. No court has every gave a black letter official definition of R.S. so no Secret Study Group 6 year wonder Sgt could either.

Shame the FOP isn't telling you this.

You forgot the 3rd and smartest route. Quit stopping people and then you don't have to fill out ISR'S. Also, I don't care how much you pester your sergeant, he's not going to be on the hook or held responsible for your bullshit in any way. You're delusional if you think you can use your sergeant as a shield for personal responsibility. All you hard chargers better get your heads out of your asses and come to grips with the reality that proactive policing is a thing of the past. Things are only going to get worse and your odds of becoming the next headline are ever increasing. Sorry, but you came on the job at the wrong time if you thought you were going to be Martin Riggs from Lethal Weapon.

2/29/2016 01:03:00 PM

Not a bad analysis but the problem is much bigger than this. Sure the one conflict in 007 died down but the bigger one on 733's beat has not been addressed in over a year between the GDs and BDs. If you move resources away from "hot areas" those areas will spike up again. It's been like this for years. 006 is still in shit with the conflicts on the south end of 613/614 beats which bleeds into 022. Despite whatever happened around 79th and Ashland, the areas around it are blowing up. This is why VRI is started failing in 2015 because the crime around it has spiked so much. Places like 007 and 011 are so bad and have so many conflicts you cannot move resources around to combat different spikes throughout the districts. They have to stay there in those certain areas. If we concentrated mass efforts in 007 and 011 for an entire year and nowhere else you'd probably see a drop in crime. But it's not sustainable because the other districts would start blowing up. Anyway, there's no real fixing this because Chicago is just that bad.

@@@@@@

I'm not a Sgt but I've got to admit you are an absolute frightened child. Act like a big boy and make a few decisions for yourself. The world is not crumbling down sissy. Take the tin foil hat off and relax. If you don't know when and where to do an ISR and what constitutes reasonable suspicion or probable cause etc you should go dig yourself a hole and stick your head in it because you are completely inept. How can you have a job... A career that I assume you have been doing for years and you can't figure out what constitutes a "terry stop" and if you have reasonable suspicion and that you can't determine if you should or should not document something??? It boggles my mind. You sir, seem like a great case of soon to be merit Sgt material... And to the good merit sgts out there as I know there are many no offense to you, I only speak of the useless, lazy know nothing ones who are worth absolutely nothing on this job... Kinda like this guy. I guarantee this guy who is terrified of everything is the first to sit around at home or parties with friends or family and tell them all about his cpd war stories and tell his kids how he's a big "super hero" at work when in reality he's a do nothing putz who can't figure a simple thing out and need to record what someone else tells him to do because he is too dumb and scared to figure it out by himself. Sounds like the kind of guy who just gets absolutely schooled by his wife at home and is just a frightened "yes man" and does absolutely everything his wife demands of him. Geek

So you would discipline your men for not being trained properly or because you don't give them proper guidance? You probably think you are the best sgt. They must hate you on the watch.

Sir if you actually knew the circumstances behind Terry v. Ohio you would know that the 60 something year old detective observed the individuals for an EXTENDED period of time. He wasn't driving down the block and given the "stink eye". His actions were after years of service and after observing the actions of the suspicious individuals for quite a while.

This does not happen while on daily patrol. YOU see what you KNOW to be suspicious because you are an experienced officer but that "very short interval of observation" does not "technically" fall into the scope of Terry V. Ohio and would most certainly be open to scrutiny by the ACLU which our department is currently in be with.

So yea, the officer that wrote to ask your sgt in my opinion is correct. And before you begin to bash me, I'm retired with around 10,000 arrests (box 1) over a 25 year career

OT- has anyone else in any districts been ordered to create a recording at the beginning and end of their tour stating their name, star number, beat, and time they're logging on and then the same at sign off as well?? Is this a new G.O.? I haven't seen any paper work on this yet but they're telling us in roll call we need to start making these recordings. What more do they want from us? Names of our children and our home address?

2/29/2016 01:29:00 PM

Seeing it's your responsibility to go check these things when new orders come out, go on department directives and read it for yourself. It's true. I included the link, because I can tell using the computer is as difficult as police work to you.

Another option to have a secure home is to change your lock rather than install a
new. That is absolutely true, since you will be able to
improve in each aspect. This is one of the miracles
an auto locksmith can perform.
