Looking Fetal

This graphic appeared in the Tribune Friday:


The article goes on to describe a great "frustration" of officers. Go read it all.

We take issue with a lot of the conclusions in the article, especially the parts blaming the rank-and-file for cover-ups that everyone here and elsewhere knows were perpetrated by the clouted at the behest of other clouted and political powers. No cops covered up the McDonald video. No copper took home Vanecko file.

We've stated here time and again that there are at least three tiers of discipline....
  • one for the blue shirts (hammer time)
  • one for the white shirts (a smaller hammer)
  • and one for the clouted (a very small hammer, made of feathers)
....and everyone comes on knowing exactly where they fall on that scale.

The last paragraphs are going to frustrate a lot of people, but not officers:
  • Still, in Chicago, some officers feel federal intervention could ultimately help the Police Department.

    A South Side patrolman recalled how officers in past years could be moved to an undesirable shift or denied time off if they didn't make enough street stops, citations or arrests. Officers risked making unconstitutional stops just to meet what amounted to a quota, he said.

    "It did more harm than good," the rank-and-file officer said. "For the first time, we're not being bullied into doing stuff."
Except for the clout units being bullied into making more stops or losing their spots - maybe De-Escalante is about to rethink that entire "accountability" thing to start generating numbers in direct violation of what the ACLU wants?

I did contact cards on Heroin Addicts that I found in alleys that were turning blue,Yes I called CFD and we saved their lives,I cant do ISRs on them now,Most of my contact cards were well being checks,I dont like Court time.

And the P/Os being pressured into doing stops now will be the ones getting sued 4 or 5 years from now while the bosses pushing them to do stops will be retired or at a different unit or will have gotten promoted. Think about it. Do you want to stick your neck out there for some boss that isn't gonna be around when you get served with a lawsuit? They don't give a fuck about you. You're nothing but pawns to them.

I was talking to an old timer 90 year WW2 vet who was later on a CPD officer in the the 1950s whom made SGT retired in the 1980s... after talking the shit for awhile with him.. he said, if he just got out the military, if being a cop was the only job available---he would say fuck this cop job, he would go do some computer shit. over all he was a great guy tho...

Kwame Raoul then stated if a police officer failed to follow this law he should be indicted and prosecuted for Official Misconduct.

The Tribune graph shows that crime HAS been decreasing in the Chicago since 2011 with fewer arrests. Be more fetal. Remember, the crime reduction program known as FETAL began in Chicago. We have established a FETAL strike force in Chicago that has also reduced arrests and enabled the state to stop incarcerating so many youths thereby reducing prison costs.

Case and point....there was a narcotics (ghost payroll) officer in the station the other day bragging about how he's on pace to make 190,000. He said the brass knows theyou are the only unit they can get to do anything because they are afraid of losing their take home cars and the 4 hour workday. Hence, all the search warrants you've seen lately. Right now if your in narcotics they are letting those guys do 2 overtime shifts a day if they want. Go out do 2 Bullshit buys from hypes, stink up the station, go home and now your ghost patrolling your overtime in narcotics too. Clout asses get all the money on this job. 2 Fucking OTE shifts a day! That's the only reason they've got 6000 arrests so far. I'd like to compare just the numbers from patrol without the Clout unitso included

Whomever withheld the McDonald video needs to be charged with Obstruction of Justice, and coppers need to have their cell phones recording Roll Calls. The Feds need to hear when bosses whine about the lack of activity, or threaten you for lack of activity. In one respect the Feds are right; there is no telling how many people were arrested just to appease clouted bosses. Tactical Officers need to realize that perks are not worth what you risk just to stay in CD and get an occasional Early Duck. While uniform coppers will be making a video as part of check-off. What that south side rank and file officer said is true. Prior to the federal government telling us that they will have oversight over us, the bosses did indeed under the radar tell officers they have to increase their "numbers". "Numbers" meaning contact cards, blue cards, citations, parkers, etc. How many times would the boss at roll call say "we are down on curfews", "we are down on contact cards on beat number xxxx". Directly calling out the beat officers. It is a subtle way of saying "beat xxxx
needs to increase their numbers or else you will lose your beat car".

I am retired a dozen years and worked a variety of places, mostly as a "white shirt" to include the superintendent's office and IAD. The only clout I had was some, but not much, internal. Yes, I have seen gold stars and even some police officers get special treatment at IAD, and others, to include white shirts, get hammered. It is more of who you are and if you have friends then if you are a supervisor. But, a gold star really did guarantee that your case will get buried, even if what you did was a felony, or beating your wife .Way too many investigators in IAD were not qualified . They just wanted to wear a suit and work days or get a take home car. Many of their " investigations" were overturned as insufficient. The covert unit was especially bad and they blew off what really looked like serious corruption because they did not want to spend the time and effort for proper surveillance, usually lasting only three days. The other point is the department has been looking for decades on a method for assessing officers at work and they always relied on production of tickets, arrests and lately, contact cards. Was it right? Debatable but as you can see it now has led to problems with way too many unjustified street stops. The left wingers can say what they want, but it is a fact that blacks have a long history of violent behavior, 8 to 10 times that of whites and long before the " Great Northern Migration". Clinton and Bernie are now pandering and talking about "mass incarceration" and over policing, but when the nations crime rate when up almost 400 % from the 70's to the 90's, the strict laws passed in the 90's and aggressive policing brought the crime rate down to what it is today. It was not racist, but based on behavior. Things are now going the other way. Stop blaming the cops for this. There are serious issues in the black community and always have been and those issues need to be worked on or things will never get better.I am glad the feds are inside the CPD. I have hope that things will change, the politics and clout will be taken out of this, finally, and people will get a fair chance at promotions and assignments. Enough of the days that I all too often seen, of alderman and state politicians calling the district commander to have people released from jail without charges, even felons.

PLEASE vote for Colleen Daly if you live in our district. She’s a lawyer with extensive police family involvement. In addition she was the lawyer who represented me at IPRA just a few weeks ago. Top drawer.

Also you can go to the website for the general assembly and look at what the original text was for the ISR’s bill and what the final draft was. If Kwame Raoul was the one who took input from the fop I can understand the endorsement. Listen folks politics is rough. I he took input from us, is getting elected without our endorsement, and is in a leadership roll in Springfield the endorsement makes political sense.

We are not a political power for many reasons:

1. We don’t throw money at politicians like other unions do
2. Most of us are not even registered to vote.
3. We vote at such a low percentage we will never strike fear in anyone.

You can see the totals of this article in how the Department supervises the patrol officer.
They want numbers to justify the Compstat reports. Now the ISR is the way they are counting numbers.

I think the writer of this story (Gorner) has his facts together but they just leaked the tip of the problem out. All the Bosses that started this are almost gone. Now the newer Bosses have lost the Blue Shirts, and now they must begin the flogging of the White shirts to get the number back up. And keep the ACLU at bay.

As a member of this once Great Department for 29 years, I feel ashamed to tell anyone what I do for a living. Why? Looking for new Career but what do I put on my resume??????

First off there F. Lee it's "case in point". Secondly I call bullshit on your whole post. In 25 years I've never seen anyone from narcotics hanging around a station. Everything goes to the office because everyone is on the scam. No one is there to work. It's get in and get out as fast as you can. It's a five day week with one RDO on Friday or Monday. So no one is making money in court. Every team except one is on second watch. There is voluntary OT on the weekend but there is only so much for all of Organized Crime and it's basically what Patrol calls VRE. No one is making pinch's or being the police. Your own post contradicts itself. How can someone work a four hour tour and still work two more tours the same day? Are they just sitting around Homan Square for four hours waiting to start work again? When do they sleep? You know there is federal labor law about consecutive hours worked? There are a lot of genuine complaints about what goes on in specialized units but stop being a drama queen.

The ACLU is, that's >>> IS <<< contacting people following up ISR's asking them how they were treated, why they got stopped, did the police go through your pockets, do you feel the officers violated your rights, did they disrespect you, etc... The mayor and acting supe can write all the emails they want telling you different. DOJ looking into lots of old cases too. A CC took what 3 or 4 minutes to do, now they want us to do a 2 page report for each stop which takes 25+ minutes to do. They say as of March 1st they are shortening it to 1-1/2 pages now. Gee Whiz! I'll still be down for over an hour on a single traffic stop with multiple occupants.

There was a chase in 016 and it ended up in front of our L.T. on days in 016 L.T. K. The bad guy bailed and ran into the forest preserve and fled the scene. In the infinite wisdom of the good LT he came out in his Superman P.J's and a flannel shirt and while the p.o.'s were chasing the bad guy LT K jumped into the bad guys car and drove off on to his neighbors front yard and drove all over the forest preserve causing a blue shirt to draw his gun thinking the bad guy was in the car. The next day the good LT's neighbor called the police because he found a big bag of heroin in the back yard.The beautiful thing about this is that we cant make this shit up and thanks to technology it's all on the squad car camera. NOW EVERYBODY KNOWS ... If it was a blue shirt he would hang us himself. If theres any way to follow up on this please do that. IWe all are wondering if this is going to be a slap on the hands. WTF 016 is getting worse.

The Mcdonald video wasn't "withheld." It was kept from being released to the public. The public isn't responsible for investigating or charging anyone, so there was no obstruction of justice. That being said, the video was kept out of the public eye for two reasons: Rahm wanted to get re-elected, and the bosses didn't want a riot.

As for your completely idiotic suggestion that cops should record roll calls, that's not only against department policy, but also illegal. And for the guy suggesting it's ok to record a boss on the street, you're also wrong. Department policy prohibits officers from using personal recording devices. If you want to get the boss to stand in front of your in-car camera while you record him on your mic, that'll get you a nice video of whatever it is you want. However, when you use your phone to make a video of the screen playing back that video, you're violating department policy. That's only if the boss is dumb enough to give you a quota on camera with audio recording. Basically, your ideas are just fucking dumb, and you're recommending them to other officers, which will only get them in trouble. Brilliant move! If you don't know what you're talking about, it's best to just keep quiet.

Great post! West coast copper here. To police nation-wide: read the tea leaves and figure it out. Take your calls. Cover your partner. Help Victims. (note the capital V) Smile at ladies wearing hats. Smile when asked for directions or parking information.

I will actually still sometimes stop white people for obvious suspicious behavior, but I will not stop a brown person unless I have probable cause to arrest said person for a non-drug related offense. This is what the People say they think they want as reported by the media types enjoying the fruits of the 1994 Crime Bill...

My family likes to eat and my kids need college tuition. When the pendulum swings back around again, we can clean up the mess. Until then hunker down and stay employed.

The most amazing part of this story is 016th district, and pursuit then foot chase. Was it an outside unit? I bid to 016 and spent the worst year of my life there. Went back to the west side because it was easier dealing with shitheads than dealing with a bunch whining, crying lazy do nothing people who pretend to be the police. They spend the entire day complaining about what they have to do and yet they DO NOTHING ALL TOUR! Yes there are a few who do their job, to those I apologize. But the rest you 016th district POS, shut up and try doing your job for once. Your BS about how busy and short handed you are is complete nonsense. If you tried going to your jobs in a timely manner then clearing in a timely manner then you wouldn't have any issues at all. Really they should re-do the front of the 016th to look like a giant dog house. They should take all you lazy dog asses and put you in 007 or 011 so you understand how easy you have it and maybe, just maybe you will stop whining and start doing your jobs. When the shithead is a better alternative to working with 016th district coppers, that is saying something.

In today's political climate anyone who asks for FOP's endorsement shows me something. It's not a plus in a lot of communities. Unless they are a goof he/she should get it. I'm glad to see that they did not endorse anyone in the State's Attorney race. While I will have to hold my nose I'm voting for Anita - the lesser of three evils .

The Feds need to hear when bosses whine about the lack of activity, or threaten you for lack of activity. In one respect the Feds are right; there is no telling how many people were arrested just to appease clouted bosses.
