Looking Fetal

This graphic appeared in the Tribune Friday:

The article goes on to describe a great "frustration" of officers. Go read it all.

We take issue with a lot of the conclusions in the article, especially the parts blaming the rank-and-file for cover-ups that everyone here and elsewhere knows were perpetrated by the clouted at the behest of other clouted and political powers. No cops covered up the McDonald video. No copper took home Vanecko file.

We've stated here time and again that there are at least three tiers of discipline....
  • one for the blue shirts (hammer time)
  • one for the white shirts (a smaller hammer)
  • and one for the clouted (a very small hammer, made of feathers)
....and everyone comes on knowing exactly where they fall on that scale.

The last paragraphs are going to frustrate a lot of people, but not officers:
  • Still, in Chicago, some officers feel federal intervention could ultimately help the Police Department.

A South Side patrolman recalled how officers in past years could be moved to an undesirable shift or denied time off if they didn't make enough street stops, citations or arrests. Officers risked making unconstitutional stops just to meet what amounted to a quota, he said.

"It did more harm than good," the rank-and-file officer said. "For the first time, we're not being bullied into doing stuff."
Except for the clout units being bullied into making more stops or losing their spots - maybe De-Escalante is about to rethink that entire "accountability" thing to start generating numbers in direct violation of what the ACLU wants?

And the P/Os being pressured into doing stops now will be the ones getting sued 4 or 5 years from now while the bosses pushing them to do stops will be retired or at a different unit or will have gotten promoted. Think about it. Do you want to stick your neck out there for some boss that isn't gonna be around when you get served with a lawsuit? They don't give a fuck about you. You're nothing but pawns to them.

Oh yeah, that does happen and I know of two guys who still do that hardcore. Commander Ed kulbida and dept chief Kevin Ryan. Yes Kevin and Ed, when the dept of justice rides along with me or interviews me I will let them know how you guys still demand things and have unwritten quotas to get guys to work. Especially dept chief ryan. The email you send out and your Lt will not make you look good.

Through January, police had filled out reports on 9,044 investigatory stops, a fraction of the 61,330 contact cards written in January last year, the most recent department data show.
--------------
Who are the idiots responsible for those 9,044?

You guys in units better watch out--if you're the only ones doing these, the ACLU might be tracking how many each officer has written and accuse them of conducting illegal stops because of pressure to keep their spots.

Why in God's name isn't the 9,044 number something closer to ZERO?

The Tribune graph shows that crime HAS been decreasing in the Chicago since 2011 with fewer arrests. Be more fetal. Remember, the crime reduction program known as FETAL began in Chicago. We have established a FETAL strike force in Chicago that has also reduced arrests and enabled the state to stop incarcerating so many youths thereby reducing prison costs.

Slightly Off Topic

Something is really wrong when Phake Priest Mikey is making a return trip to St. Barnabas on Longwood. Given the Neighborhood how could he possibly be invited a second time to "highlight a panel on gun control" on Saturday Feb 27th 6:00 pm . Who lives in the parish area and why are the parishioners not complaining about bringing this idiot into this Church and the shit show that is sure to come along with him . Rev. Malloy and Donovan should get a phone call as to who and what their invited "guest" is . How many who read this blog spend money on tuition here . If you don't call or attend to voice YOUR opinion it won't be known and this jerk-off Phake Priest will return to his kingdom laughing all the way home.

The law, which applies to local, county and state police, is effective immediately. The bill applies not only to roadway citations. It includes anything for which police can issue a citation — ranging from parking and speeding citations issued by state and local police to hunting and fishing violations issued by Illinois Conservation Police, according to Quinn spokesman Dave Blanchette.

In addition to prohibiting requirements that officers issue a specific number of citations within a certain timeframe, the law also says a county or municipality may not compare the number of citations issued by one officer to the that of another officer to evaluate job performance.

Case and point....there was a narcotics (ghost payroll) officer in the station the other day bragging about how he's on pace to make 190,000. He said the brass knows theyou are the only unit they can get to do anything because they are afraid of losing their take home cars and the 4 hour workday. Hence, all the search warrants you've seen lately. Right now if your in narcotics they are letting those guys do 2 overtime shifts a day if they want. Go out do 2 Bullshit buys from hypes, stink up the station, go home and now your ghost patrolling your overtime in narcotics too. Clout asses get all the money on this job. 2 Fucking OTE shifts a day! That's the only reason they've got 6000 arrests so far. Whomever withheld the McDonald video needs to be charged with Obstruction of Justice, and coppers need to have their cell phones recording Roll Calls. The Feds need to hear when bosses whine about the lack of activity, or threaten you for lack of activity. In one respect the Feds are right; there is no telling how many people were arrested just to appease clouted bosses. Tactical Officers need to realize that perks are not worth what you risk just to stay in CD and get an occasional Early Duck. While uniform coppers will be making a video as part of check-off. Does the ACLU get that video? Stand together, make those Clout Bosses work for their phony promotions. F@%K Rahm, STAY FETAL!!!!!

What that south side rank and file officer said is true. Prior to the federal government telling us that they will have oversight over us, the bosses did indeed under the radar tell officers they have to increase their "numbers". "Numbers" meaning contact cards, blue cards, citations, parkers, etc. How many times would the boss at roll call say "we are down on curfews", "we are down on contact cards on beat number xxxx". Directly calling out the beat officers. It is a subtle way of saying "beat xxxx
needs to increase their numbers or else you will lose your beat car".

I am retired a dozen years and worked a variety of places, mostly as a "white shirt" to include the superintendent's office and IAD. The only clout I had was some, but not much, internal. Yes, I have seen gold stars and even some police officers get special treatment at IAD, and others, to include white shirts, get hammered. It is more of who you are and if you have friends then if you are a supervisor. But, a gold star really did guarantee that your case will get buried, even if what you did was a felony, or beating your wife .Way too many investigators in IAD were not qualified . They just wanted to wear a suit and work days or get a take home car. Many of their " investigations" were overturned as insufficient. The covert unit was especially bad and they blew off what really looked like serious corruption because they did not want to spend the time and effort for proper surveillance, usually lasting only three days. The other point is the department has been looking for decades on a method for assessing officers at work and they always relied on production of tickets, arrests and lately, contact cards. Was it right? Debatable but as you can see it now has led to problems with way too many unjustified street stops. The left wingers can say what they want, but it is a fact that blacks have a long history of violent behavior, 8 to 10 times that of whites and long before the " Great Northern Migration". Clinton and Bernie are now pandering and talking about "mass incarceration" and over policing, but when the nations crime rate when up almost 400 % from the 70's to the 90's, the strict laws passed in the 90's and aggressive policing brought the crime rate down to what it is today. It was not racist, but based on behavior. Things are now going the other way. Stop blaming the cops for this. There are serious issues in the black community and always have been and those issues need to be worked on or things will never get better.I am glad the feds are inside the CPD. I have hope that things will change, the politics and clout will be taken out of this, finally, and people will get a fair chance at promotions and assignments. Enough of the days that I all too often seen, of alderman and state politicians calling the district commander to have people released from jail without charges, even felons.

PLEASE vote for Colleen Daly if you live in our district. She’s a lawyer with extensive police family involvement. In addition she was the lawyer who represented me at IPRA just a few weeks ago. Top drawer.

Also you can go to the website for the general assembly and look at what the original text was for the ISR’s bill and what the final draft was. If Kwame Raoul was the one who took input from the fop I can understand the endorsement. Listen folks politics is rough. I he took input from us, is getting elected without our endorsement, and is in a leadership roll in Springfield the endorsement makes political sense.

We are not a political power for many reasons:

1. We don’t throw money at politicians like other unions do
2. Most of us are not even registered to vote.
3. We vote at such a low percentage we will never strike fear in anyone.

You can see the totals of this article in how the Department supervises the patrol officer.
They want numbers to justify the Compstat reports. Now the ISR is the way they are counting numbers.

I think the writer of this story (Gorner) has his facts together but they just leaked the tip of the problem out. All the Bosses that started this are almost gone. Now the newer Bosses have lost the Blue Shirts, and now they must begin the flogging of the White shirts to get the number back up. And keep the ACLU at bay.

First off there F. Lee it's "case in point". Secondly I call bullshit on your whole post. In 25 years I've never seen anyone from narcotics hanging around a station. Everything goes to the office because everyone is on the scam. No one is there to work. It's get in and get out as fast as you can. It's a five day week with one RDO on Friday or Monday. So no one is making money in court. Every team except one is on second watch. There is voluntary OT on the weekend but there is only so much for all of Organized Crime and it's basically what Patrol calls VRE. No one is making pinch's or being the police. Your own post contradicts itself. How can someone work a four hour tour and still work two more tours the same day? Are they just sitting around Homan Square for four hours waiting to start work again? When do they sleep? You know there is federal labor law about consecutive hours worked? There are a lot of genuine complaints about what goes on in specialized units but stop being a drama queen.

The number of contacts is even lower- ISR is automatically attached to arrest reports..... So a true figure would be the total number minus arrests.

SCC? This is the third posting of extremely informative information and yet each time it is posted, you seem to react it. Everyone should study the statistics available in this article from AIM.ORG. If you Google "aim.org black crimes against whites white guilt" an article is available with factual citations. Not sure but if the is a problem (SCC) with the context then maybe a short blurb as to why you may be censoring the article. It's too long to repost. If it's not been censored then my apologies. Every Police Officer should be able to articlulate his reasonable leadership suspicion, often times it's there but it's unknown how to say or write. This article uses absolute facts (objective e data) to articulate the truth about crime. It dispels the progressive narrative, made mostly of falsehoods, and allows a clear understanding of what we see and may not be able to state. Please allow the post for Officer availability.

When you start promoting those whose only police asset is who they know and their liability is 50 times greater than that of the average police officer, in a system rife with and run by political agendas, you have nothing but a recipe for disaster. That disaster is now unfolding in front of our eyes. Sure boss let me run right out and get you some of those ISR's. Oh by the way do you wanna ride along and write a few. "coppers need to have their cell phones recording Roll Calls". 2/27/2016 08:07:00 AM

Hey Dummy, you can't legally record roll call on a personal device. That's not the same as getting recorded on the street. You can record any boss you want if he's on the street telling you to do shit, but if you get caught recording roll call you gonna get it stuck in your ass. I know most bosses don't give a shit if you record them, but they also tell you privileged information and intelligence that is law enforcement use only and any violation of that will get you jammed up. I also know a few bosses that when they catch you, they'll get a CR number and they'll take and inventory your phone as evidence. You'll just love that wont you? You think you run the show? Your smarter than the rest of us? Obviously not quite the reality of it all now is it dummy. All they have to do to prevent it is make us stand up for inspection every night and leave you at attention so you can't use your phone. My Lt stops roll call if someone is texting or surfing on their phone and tells them to put it away, and he isn't cramming anything down our throats, its just ignorant and he wants everyone paying attention. And he's right. So try recording and every lawyer you go to is gonna tell you its illegal and useless, unless you just want to talk shit about a boss at the bar.

The utter uselessness of street stops and seat-of-the-pants policing based upon years of observation and experience--

Man wanted for murder is arrested by police who first collared him for SPITTING on NYC subway platform

* Police arrested Euzebelin Abellard, 32, after he spit on the subway platform at the Stillwell Avenue subway station in Coney Island Thursday
* Metropolitan Transit Authority's rules of conduct lists spitting as a violation
* Abellard is suspected of murdering Jean-Claude Bernagene during a botched robbery last November in Brooklyn
* He was charged with murder and criminal use of a firearm

Guys stop using that fetal word or implying we arent working on purpose. Were showing up to work, answering our calls, and taking action where appropriate. What we arent! doing, and never "should" do again, is taking chances with either our freedom, the bread on our familys table, or our own lives.

In short we are giving them it on the up and up. Were 100% Legit. No more cutting corners for a higher truth, a higher power, a noble purpose. We knew the corners were being cut to make the Bosses happy, the fucking Bosses sure as hell knew it, and the dumb ass public probably knew it to.

We took all those chances for the good of the city, a city that fucked most of us on hiring, promotions, units, whatever. Its a fucking clout job but we went out there and did what had to be done anyway because we cared about the citizens and our family's being able to walk the streets.

Well fuck it. We see someone walking down the street now wearing a big neon sign C-R-I-M-I-N-A-L if he isnt doing something wrong then let him walk. After all he has the right to walk that street in order to get from one criminal act to the next and we have to see him doing something illegal to stop him. No more exceeding limits without cause, and I mean extreme cause, no more driving with lights off, no more going thru reds while on mids to cover more ground or get to calls faster. No more nothing that aint 100% on the legit.

State Law and Dept GOs. Do it by the book and dont get hurt while doing it. They Honor the "Kill the Pig" gangsters at half time of the fucking Super Bowl and your soft enough in the head to not get the message yet?

BTW the Black Panthers ended up murdering their way into extinction over the drug trade but their inheritors are hanging on those corners and have every right to be unless you SEE them do something illegal. The city can reep what it sowed.

2/27/2016 08:07:00 AM

The Mcdonald video wasn't "withheld." It was kept from being released to the public. The public isn't responsible for investigating or charging anyone, so there was no obstruction of justice. That being said, the video was kept out of the public eye for two reasons: Rahm wanted to get re-elected, and the bosses didn't want a riot.

As for your completely idiotic suggestion that cops should record roll calls, that's not only against department policy, but also illegal. And for the guy suggesting it's ok to record a boss on the street, you're also wrong. Department policy prohibits officers from using personal recording devices. If you want to get the boss to stand in front of your in-car camera while you record him on your mic, that'll get you a nice video of whatever it is you want. However, when you use your phone to make a video of the screen playing back that video, you're violating department policy. That's only if the boss is dumb enough to give you a quota on camera with audio recording. Basically, your ideas are just fucking dumb, and you're recommending them to other officers, which will only get them in trouble. Brilliant move! If you don't know what you're talking about, it's best to just keep quiet.

Great post! West coast copper here. To police nation-wide: read the tea leaves and figure it out. Take your calls. Cover your partner. Help Victims. (note the capital V) Smile at ladies wearing hats. Smile when asked for directions or parking information.

I will actually still sometimes stop white people for obvious suspicious behavior, but I will not stop a brown person unless I have probable cause to arrest said person for a non-drug related offense. This is what the People say they think they want as reported by the media types enjoying the fruits of the 1994 Crime Bill...

My family likes to eat and my kids need college tuition. When the pendulum swings back around again, we can clean up the mess. Until then hunker down and stay employed.

Clinton pays tribute to black victims – ignores officers killed in line of duty
Published February 27, 2016 FoxNews.com

she did not mention the rash of police fatalities. So far this year, according to the National Law Enforcement Officers Memorial Fund, 10 officers have been shot and killed, representing a 900 percent increase in firearms-related officer deaths compared with this time last year.

Most recently, Cpl. Nate Carrigan was fatally shot while serving an eviction notice in Colorado. And on Saturday, three officers reportedly were shot and wounded in Prince William County, Va., outside the nation’s capital.

Recently, six law enforcement officers were killed by gunfire in a period of a single week. Memorial Fund CEO Craig W. Floyd said at the time he “cannot recall any time in recent years” he’s seen so many killed in such a short span of time, calling it a “very troubling trend.” Traffic-related and other officer deaths are down so far this year, but shooting deaths have raised alarm in the law enforcement community.

Yet any mention of the “troubling trend” has been virtually absent on the Democratic campaign trail – which contrasts with the Democratic candidates’ often fiery language on police brutality against African Americans.

Both Clinton and Bernie Sanders have been talking more about these issues, as well as racial injustice in housing, the job market, the prison system and other areas.

But in the mean time the Bosses are going poo poo in their panties and they want every motherfucking /01 on the corner stopped. And if you want that sweet 1 1/2 money you had better find them one way or another.

So go get 'em boyz to girlz. Rack up dem ISRs and do it smiling for the cameras. A few years from now and you'll be looking at the video again in a federal courtroom while the jagoff you jacked is looking at new Chrysler 300 models. And the Bosses are saying "I didnt tell dem to do dat".

__________
The most amazing part of this story is 016th district, and pursuit then foot chase. Was it an outside unit? I bid to 016 and spent the worst year of my life there. Went back to the west side because it was easier dealing with shitheads than dealing with a bunch whining, crying lazy do nothing people who pretend to be the police. They spend the entire day complaining about what they have to do and yet they DO NOTHING ALL TOUR! Yes there are a few who do their job, to those I apologize. But the rest you 016th district POS, shut up and try doing your job for once. Your BS about how busy and short handed you are is complete nonsense. If you tried going to your jobs in a timely manner then clearing in a timely manner then you wouldn't have any issues at all. Really they should re-do the front of the 016th to look like a giant dog house. They should take all you lazy dog asses and put you in 007 or 011 so you understand how easy you have it and maybe, just maybe you will stop whining and start doing your jobs. When the shithead is a better alternative to working with 016th district coppers, that is saying something.

In today's political climate anyone who asks for FOP's endorsement shows me something. It's not a plus in a lot of communities. Unless they are a goof he/she should get it. I'm glad to see that they did not endorse anyone in the State's Attorney race. While I will have to hold my nose I'm voting for Anita - the lesser of three evils .

Stay safe and be smart.

FROM THE BALTIMORE SUN:
".....After a speech he made Wednesday to a class of police academy trainees at Anne Arundel Community College — in which he described the emotional response of a veteran officer as having helped "spark" property damage around Oriole Park at Camden Yards on April 25 — he issued an email to department members apologizing.

"I do not believe the actions of any Baltimore police officer caused or created the violence and property destruction that occurred at Camden Yards," Davis wrote. "My remarks were intended to be constructive in an educational environment. I should have chosen my words more carefully.
Also attracting attention this week was a separate internal email in which Lt. Col. Sean Miller, assistant chief of the criminal investigation division, used strong language to outline a "street level crime suppression initiative" pulling select members of the department into special evening and early-morning shifts aimed at taking guns and violent offenders off the streets.

The email asked supervisors to draft reports at the end of each of those shifts "outlining who is doing what and who isn't doing anything."

T.J. Smith, a police spokesman, confirmed the authenticity of the email but said it was not intended for the public and declined to comment on the timeline for the initiative — which the email said would last two weeks — or on how the officers chosen for it would be deployed. He related Miller's email in general to a football coach giving his players a halftime pep talk..."

OH LOOKY---our top brass thinks Baltimore has a handle of the way to fix things!!!!!!!

07:20 - Yes, the primary is 15 MAR. I checked the website and did not see any mention of the Election Day. It is amazing that a person with a PhD writes the drivel in the President's Message and he has the gall to claim that he would not speak out against the ISR because he had "input" with the bill's sponsor? Why weren't we informed of FOP's participation? And why on earth should we support Midget Madigan?
We need to IMPEACH Dean Angelo! You'd think that after the mayoral "non-endorsement" snafu that he would be careful about endorsements or avoid them all together.
Looking at Deano's behavior - an SCC contributor's pen name is appropriate - "I fart in your general direction."

TIME TO TERMINATE LILLIPUTIAN STUPIDITY !!! Tar & feather Deano at the St. Patrick's Day Parade!

Vote early by mail or in person on March 15. Take a paper ballot - less chance that the Board will screw up the paper ballots than the touch screen.

That's bullshit, you're either a troll or a drama queen. I work in 007, Not a soul can complain about either 1st watch LT's or EW on 3rd watch. Those 3 Lt's are as pro blueshirt as management can be.

I remember when dui procedures were made more compicated by state statute and coppers did not make enough duis to keep the lawyers in the style which they were accustomed to.
