024 Rumor

In light of Officer safety concerns, this would indicate a certain amount of tone-deafness:
  • A few weeks ago some goof was caught taking pictures of personal cars and license plates in 24. The guy that stopped him was off duty. The guy would not give any info about his name or adress, but he did get a C.R on the Off duty which was taken by the desk Sgt. No station Security but willing to get a number on one of their own. Typical spineless act by the 24 bossholes.  
Did someone do the information report (and maybe an ISR) on the individual taking snapshots? And what would the basis for the CR be?

As someone who has taken CRs in the past, I can tell you that I will not get one on an officer unless the complainant provides a name, phone number, address, age, DOB, etc. The supervisor who takes the CR has to do an initiation report with the aforementioned info. No info, no CR. My point is, if the dude got a CR, he had to provide his personal information. The Dept. only takes anonymous Crs under, few, usually criminal circumstances.

Did he Desk Sergeant who took the complaint get enough info to run a name check and submit an Information Report.

024 is horrible when it comes to treatment of it's own employees. I can list a dozen other districts who are the same. The days are no longer that the only friends we have are those who carry the star in their pocket. It's every man for themselves now.

Well if u knew anything about being a"white shirt" it's that they have to take a complaint from a citizen, no matter how ridiculous. If they don't, they get a cr and end up taking about 3 days suspension. So, they get the stupid beef, it goes nowhere and nobody gets suspended. I didn't know that's how it worked either, but they HAVE to take the complaint. Ask any Sgt and they'll tell u. They don't want to, but they have no choice.

Stopping a car off duty?!?!?? Stop it!! Call 911 or the desk. It would be much faster to call the desk and stay on the line with them while they got on the radio. Stop playing police off duty and to be honest with you the guy is right for not giving an off duty cop who is in his personal car his information. C'mon, SCC, you're not that stupid. The C.R. would most likely be for harassment. And you know what happens to supervisors who are met with citizens who desire to file complaints when a supervisor doesn't follow through. The supervisor who has been informed becomes the subject of a C.R. number themselves. This isn't rocket science. Call down, get the log number, move along. One would like to believe that the supervisor, if not the ODPO involved, fully documented all pertinent information on the citizen spy involved. Let's hope so.

The basis would be we are suppose to take crap not dish it out,we must park our veh in plain sight so that an inspector or citizen may recognize and monitor our legal and private affairs like going home or leaving the station lot chewing gum,we may be spat on or brick thrown and or shot at but refrain from doing the same unless you want to find out if this department has your back and if you were not overly aggressive,but in the mean time,be careful driving home take different routes and drive using rear view mirror taking notice that someone has followed or is following,caution office!

Unfortunately, supervisors have no choice. Either take the complaint or face one yourself. You can't blame the supervisor when a citizen comes in to complain. But, you can blame some of these supervisors for getting CRs on their own when not needed.

What the idiot didn't mention was that the jag taking the photos refused to give his info to the police during the stop and also while filing the complaint. So the LOG number will go nowhere as there is zero contact information to get the affidavit signed. The jag was complaining about a stolen memory card from the camera

024th district's parking lot security sucks! We have had batteries from cars stolen, cars keyed up, spare tires stolen and vehicles either towed/impounded stolen from the lot of the past years. If all the shit that is going on nationally doesn't awake the bosses in 024 to take care of their own/home wtf will? It's the same typical bullshit with cpd trying to be reactive to some degree vs. proactive and taking responsibility. Go to the suburb police departments and their like fort knox. There's not even a fence dividing cpd vehicles/personal vehicles and vehicles being impounded. 024 is an accident waiting to happen......

Correct me if I am wrong, but the only time a supervisor can accept an anonymous complaint is for certain allegations of a criminal nature or residency. Don't blame the sergeant for taking the complaint. As every good supervisor knows there are things you can blow off and things you can't. If he or she doesn't initiate a complaint, they will be included in the complaint and probably get 3 to 5 days. For all you know this individual may have been covertly taping or filming this whole incident.

The suspicious person called the sergeant stupid and incompetent and refused to give any information. He even concealed his identity in the station. Yet the sergeant while taking the CR number offered him both coffee and water and asked him several times if he was hungry.

With everything going on, time to spend the money get a police radio, I know your not supposed to have 1, but if it is my life,my family vs waiting to have 911 call answered and then trying to explain to some drop out to transfer me to zone, the time you waste could be your last time breathing, grab the radio directly to brothers and sisters in blue "emergency" air stops your on get help quickly. When your in a war, you have your rifle and radio 24/7 your not calling on landlines (Unless you have a pos like clinton and your in Benghazi and you get no help and people died because clintons lie).

I will deal with the fallout boss-inspector or whatever after i "violate" radio policy off-duty but sorry my life the life of my family is to valuable to worry about some merit punk who is going to "write me up!"

I saved a PO from getting fired. Of course I was considered an asshole by the blue shirts because I generated a CR number in the process. The thing that saved the copper from getting fired was my CR initiation report. The involved copper is still pissed off at me.

Hey dumbass, learn the procedure. The affadavit is not signed at the time of the complaint. It is signed after an investigator gets the complaint for investigation and makes the first contact with the complainant. Learn how things operate so you can protect yourself.

The initiating supervisor can be your best friend on one of these. I used to take a lot of shit for writing lengthy, involved initiation reports, but then people realized I was presenting and KILLING the c.r. in the body of those reports. If you initiate (because you're REQUIRED to now), take the time and extend the effort to help exonerate your officers on that same sheet of paper.

When Bruce Rottner was there everybody was treated fairly and 024 was the best district you could possibly work at. Those sergeants went to 017 after Bruce left. A lot of people really benefitted from Bruce's time and generosity in 024. People who get promoted out of 024 come back to 024 as supervisors. Been that way for years. There is a reason for that.

What is the off duty radio policy? I've never read or seen anything outlining off duty radios. Maybe I'm just unaware.

If it becomes Employee Only....How much you want to bet the City Clerk and the Inspectors start checking every car for a City Sticker and writing tickets because "Owned By City Employee" unless it is a Clear Cut Rental Car.

And remember the fall out back in 2014 because 024 got into a pissing match with revenue over street cleaning? They still aren't living that one down in 024. They've even done it to themselves again recently. Refused to arrest some dude that tried to hit a PEA that was only doing street cleaning, missed her, hit a few parked cars...refused to initiate for Attempted Battery to a City Employee and told the book to apologize. Word around City Hall is they are going the Comptroller to to press for a Special Ed stripping and call back for the beat car staff And the Sector Sgt. for not having the stones to back a 5'4" female that damn near got run down by a punk in 024.


Whereas if it was a Cop...I'd bet money someone would have at least give the jag off a tune up...

Oh jeeze, try to come up with something that makes more sense sarge. A bad breath complaint? Wow, you are so tough turning that one down. I think if someone gives a halfway valid (who knows how the o/d Officer allegedly "acted" towards this goof) complaint should be taken to keep said Sgt from getting his own bs beef. He can then do his best to kill the first beef with the facts that usually are not part of the citizen's complaint.

I agree I tell citizens no all the time. it has to be a legit beef, not because you were pissed that they stopped you or whatever baby shit else the bitch about.

Look up first amendment test on YouTube. My first guess reading this story is that it is one of these goofs. They purposely go around to police stations and do shit to get a rise out of officers while recording it. Then make complaints against officers for their reactions.

Taking pictures in some "public spaces" provides reasonable suspicion for a stop. This isn't something different for police parking lots. It allows us to keep airports and public transportation safe also. Taking pictures of The Bean, OK. Taking surveillance type photos of police facilities and public transportation, suspicious.

you can stop someone if you can articulate reasonable suspicion - in this case that he was going to damage a car or harm a cop as part of a larger plan - can't arrest him without more so you're right in that sense. It's better if he's a white male Christian cause the media won't care much about that.

And thats the reason the CR was probably sought out by the Civilian.

They were on the public way and attempting to get a cop to jam themselves up.

This move sounds like the Chicago Chapter of Cop Block.

Don't let them get a rise out of you. If they are on the public way, with a Video Camera or w/e do what we do at Finance:

I pull out my work phone and flip on the camera to record. Get a few pictures of the book and see if he likes it.

Had one a few weeks ago go batshit when I did that. He even tried the "You can't Record me without my permission" line. Shut him down with : "Your on the public way....not in a private structure, as such you have no expectation to privacy...Read the Illinois Wiretap Law." I loved the scowl on his face.

There are a few on the books regarding Government facilities...but I do believe it is a state level or federal level charge and is usually only used as a 'tack on another charge" when you actually catch a suspected terrorist.


Asshole with a video camera is still just Asshole with a video camera. 1st Amendment rights in play. The Illinois Wire tap law is Only for Covert Recording or Covert Video.

The Cop in 024 should have just taken a few pictures on his smart phone, walked into the district and had a chat with a Desk Dolly or the Desk Sgt.

024th district's parking lot security sucks! We have had batteries from cars stolen, cars keyed up, spare tires stolen and vehicles either towed/impounded stolen from the lot of the past years. If all the shit that is going on nationally doesn't awake the bosses in 024 to take care of their own/home wtf will? It's the same typical bullshit with cpd trying to be reactive to some degree vs. proactive and taking responsibility. Go to the suburb police departments and their like fort knox. There's not even a fence dividing cpd vehicles/personal vehicles and vehicles being impounded. 024 is an accident waiting to happen......

The Beat car that has the Station in their box could spend less time focusing on Street Cleaning and Walk the property a couple times a shift instead. Make sure no squads have loose lug nuts or flat tires. Check your brother and sister cops vehicles for the same or other vandalism. Its part of the beat and needs to be checked just like the rest of the beat.

WRONG WRONG WRONG!!! I have been a sergeant for 16 years. It has to be a valid complaint. I have told many citizen's "this is not a valid complaint". In your world, if a citizen wants a complaint because the officer had bad breath, the sergeant must get one. Well that sergeant would be a wuss. If he doesn't have the balls to say no, and take the hit in his disciplinary jacket for the refusal, which he would be exonerated of, then he should quit. If you are a "white shirt", you are a wuss!! If you are not then you are just misinformed.

Oh jeeze, try to come up with something that makes more sense sarge. A bad breath complaint? Wow, you are so tough turning that one down. I think if someone gives a halfway valid (who knows how the o/d Officer allegedly "acted" towards this goof) complaint should be taken to keep said Sgt from getting his own bs beef. He can then do his best to kill the first beef with the facts that usually are not part of the citizen's complaint.

Just because a citizen says an interaction was unprofessional, doesn't mean you have to get one. They have to articulate to you how it was unprofessional, usually they cannot, they're just beefing to beef.

Wow, your parking sucks! My brother works for a sheriffs department and they park in a secured parking garage. As well as their plates and spouse come back registered to a government office (not police station). Lots of talk about colors of shirts... Interesting that at police funerals you all wear the same color! With everybody nipping at your heals, please know that you have support out there!

With everything going on, time to spend the money get a police radio, I know your not supposed to have 1, but if it is my life,my family vs waiting to have 911 call answered and then trying to explain to some drop out to transfer me to zone, the time you waste could be your last time breathing, grab the radio directly to brothers and sisters in blue "emergency" air stops your on get help quickly. When your in a war, you have your rifle and radio 24/7 your not calling on landlines (Unless you have a pos like clinton and your in Benghazi and you get no help and people died because clintons lie).

I will deal with the fallout boss-inspector or whatever after i "violate" radio policy off-duty but sorry my life the life of my family is to valuable to worry about some merit punk who is going to "write me up!"





What is the off duty radio policy? I've never read or seen anything outlining off duty radios. Maybe I'm just unaware.
