- U.S. Rep. Bobby Rush has filed a complaint saying he was racially profiled by Chicago police after two officers pulled him over while driving on the South Side in August, according to police sources and city records.
According to the sources, the Wentworth District officers were running plates while on patrol on Aug. 4 because of a rash of vehicle thefts in the Bronzeville neighborhood.
The officers ran the plate on Rush's Lexus and were told it was registered to a Cadillac, the sources said. The officers then stopped Rush shortly before 3 p.m. in the 4700 block of South King Drive, according to the sources and city records obtained by the Tribune through a Freedom of Information Act request.
Rush, 69, was let go without a ticket being issued.
So a lawmaker doesn't seem to be able to...you know...follow the law. And then, when he gets a break (as politicians expect to get), he turns around and lodges a racial profiling complaint. In 002. Where 95% (or more) of the population is.....wait for it..... black!

But efforts by the Tribune to contact Rush have been unsuccessful. The Tribune sent repeated emails to top Rush staffers seeking to interview the congressman about his racial profiling allegations. A reporter also attempted to interview him at his South Side home, but Rush sent him away, telling him to contact his staff to arrange an interview. But continued requests to his aides went unanswered.
So Bobby Rush can make an unsubstantiated accusation, leak it to the media, attempt to further blacken the reputation of the Department and two individual officers, and then he can stonewall the release of tape that would prove the accusation. Or maybe, disprove.
Seems like grounds for a very expensive lawsuit that the FOP should be backing to the hilt.

The reason the plate came back registered to a caddy was another type of plate with the #1 on there belongs to a member of the Ogilive family still. I believe it's the former governors daughter. Unless you catch the subtle difference in plate 'types' or if 911 types in the wrong code, you can get wrong info.

Bobby Rush likes to rewrite history, in his official congressional history (rush.house.gov) it starts out with him being honorably discharged veteran of the United States Army, congressman, ordained minister etc. Now a lot of the young coppers may not know who he was in the 1960s. He was the defense minister of the Black Panther Party and said we need to arm ourselves and refered to the police as pigs. When his apartment was raded they recovered guns & ammo, explosives & booby traps etc. He got pinched for bring a gun into a police station. And on & on. Recently the Washington Free Beacon News (8Jul16) ran a story on how his church, the "Beloved Community Christain Chuch of God In Christ" has received about 14 million dollars in federal government grants to its "wellness center". He has also funneled thousands from his campaign coffers to his relatives. So if you were in IAD and had to investigate this traffic stop in this post, who would be the creditable witnesses the police or Rush. Bobby Rush is just one example of what's wrong with this city, this county, this state and this country.

If the claims by the department are true that they cannot release the video due to policy then the department policy is crap. It is a no brainer that the policy should be that a complainant waves a right to video privacy when fileing the compliant. The man's car had - according to records - plates on his vehicle that belonged on another vehicle. Unless the story is incomplete, and perhaps it was discovered to be an error, something here is very wrong. I don't think a mere "civilian" would get off this lightly.

Funny how politicians craft and pass laws for the little guys. When they get caught up in those same laws, they always intimidate and demean the officer by the "do you know who I am?" b.s. Congress writes laws to which they are exempt. Body cameras and dash cams are only there to help you when there are false allegations of inappropriate behavior. Just ask a defense attorney or the attorney suing police officers for doing their job.

Let us review and draw a conclusion if the officers based their stop on "profiling", race based "biased" policing, stereotyping or " social injustice". Release this video to show how professional C.P.D. treats the public and how arrogant and condescending elected officials can be. Whether or not the officer ran the "wrong" plate, they are conducting a lawful investigation to determine the status of the registration, if the driver was licensed, had proof of insurance as required by law and if the driver had any outstanding wants or warrants. Same rules applied everyday impartially to the non-lawmaking public.
Obviously, the public official has done wrong. Otherwise the justice department would be investigating compiling additional evidence of racially based policing against a public official, an anointed person who has an elevated status in society. If the video could be used to smear the police, it would have been released. Obviously, the Congressman acted inappropriately and his behavior does not advance the DOJ's cause.

I recall when an officer in 003 wrote Jesse Jackson's son a ticket. Leroy made that officer pay the price.
Transparency is only as good as it is impartially applied. His constituents would not hold him accountable. But if he disrespected the police and sought preferential treatment, the black panther himself would be a role model for citizens to rise up on traffic stops, disrespect the police and demand they be given a pass based on skin tones.
But those outside his district who respect law and order would see the stress placed on the officers. More importantly, it would be proof positive that there are two sets of rules in the justice system.
Lady Justice's scales of justice would be tilted to the extreme left. The congressman obviously acted carelessly and without intent much like Hillary as expressed by the FBI director who turned a blind eye to public corruption, ethic violations, outright lying to federal agents, pay to play contributions to her non-profit foundation and breaches of National security. Separate not equal ways the laws are applied.
If he signs the affidavit and the allegation is proven a false allegation, either arrest him for filing a false police report OR the officers sue him for defamation of character.
That will stop pieces of crap from doing this in the future.

Would the congressman be able to show proof of 10 hours of community service in lieu of the $180 or so mandatory costs? Could Paul Ryan give him an official letterhead from the House of Representatives showing is sacrifice of 10 hours of public service waiving those fees? All other working chumps who pay the freight for so many must pay the $180 or have their drivers license suspended or face arrest for failing to satisfy court ordered financial obligations. Justice for All except for those who make and so often break the rules.

The reason the plate came back registered to a caddy was another type of plate with the #1 on there belongs to a member of the Ogilive family still. I believe it's the former governors daughter. Rush has a #1 but the plate indicates that he is a member of congress.

You guys are not writing them correctly. Or you didn't run the plate right.
Or you issues Rear & Front Plate Required to the same vehicle for missing both plates.
The rumor out of Finance is that starting Jan 2017, every ticket issued by the CPD that gets dismissed will need a an explanation from the issuing officer if the dismissal reason is due to a technical issue (no exp date or wrong plate type etc...).
Finance has hit the wall with Admin Hearings and is rumored to be taking the hearings away starting the new year. You could walk into Superior and find your tickets are being adjudicated by that Guy on a Bike one week.
Not a Cop...but someone who hears things at City Hall.

Since you don't know the difference between your and you're, I'm not surprised you can't read general orders. That being said, there are a lot of general orders, so maybe I missed the one you're referencing. Please tell us all about this general order that states you have to write a citation for every traffic stop. Then point us to where you found this 5 day suspension for "letting an offender go." If you're having trouble finding that stuff, don't worry... it's not your fault... they just don't exist. I'm glad I've never been stopped by someone as clueless as you.

When it comes right down to it, "racism" is not a crime.
Oh, it has been made a crime to deny people housing, job opportunities, &c. on that basis, or to physically attack them. Most of the rest of this is not law at all, but "policy," "Terms Of Service," employers' rules, etc. Rights to free speech and to freedom of association still apply.

The citizens demanded body cameras so once my camera is rolling no breaks or passes are given. When citizens beg for a breaks due to the state no longer sending out plate registration reminders, I calming state " Unfortunately Mam or Sir this traffic stop is being recorded and due to the citizens demanding that officers wear body cameras.. I don't read that post as saying the officer doesn't think he has discretion. I read it as the officer tells people 'thanks to the public's insistence on body cams, you're getting a ticket'.

This is so true. Organ Donor Plates. Fire Fighter Memorial Plates. Eagle Scout plates. Chicago Police Memorial Plates. Illinois Police Memorial Plates. B Truck Plates. Military plates for all 5 branches. Etc....
I've seen many a handwritten copper ticket with the right plate # but the wrong plate type.

So true. One of the things I was told at Jackson when I first was taught to write citations for vehicles...
"If you run the plate and it doesn't match the vehicle....USE THE VIN when Issuing the CiTATION."
I get the no ticket issued with the new info that has come out, there was no cause to issue a citation once the plate was run through the system correctly. I would however have made damn certain he had a city sticker on the vehicle though. He lives in the city after all.
