No Wonder 016 is Short
Last time we checked, 016 doesn't have a lakefront. But they're helping 020 with theirs:
- Beats 1611 and 1612 have been downed almost every day for the last month. In addition, one beat car is detailed to 020 for their bullshit LSD mission.
No wagon (unless a beat car is using it on the down low), and no traffic car, for several months.
Usually 2 additional beat cars are downed as well.
If you recall, we posted a complaint from 020 that they were downing a car to drive up and down LSD with their lights on in some sort of effort to discourage shooters from driving up north to do their dirty business. It hasn't been what you'd call a rousing success, seeing as how shootings are up across the north side. Now we hear about robberies and criminal sexual assaults in 016 while they provide an extra car for 020's unsuccessful nonsense.

Besides lack of man/woman power, the biggest problem with the CPD is poor upper leadership. It appears that the great majority of our upper level leaders achieved their position through a combination of affirmative action, clout/patronage, and merit promotion, without having any objective merit. In other words,the best of the best are not being promoted to high level leadership positions, but dullards are.
What are the people of 016 getting for their taxes?
Imagine the carnage if they didn't run the cars on LSD?

020 has an overtime for lsd but to the best of my knowledge it was in house.
Unless it happens after 2200-2300 hours then 020 does not get anyone from 016.

Please post the manpower for each watch in 016. Taxpayers have aright to know. 016 is a huge district. One beat is the size of the 014 th district alone. How come the alder thieves aren't up in arms over this? Didn't the Superintendant promise more manpower? Or did they just assign two new pos to the district?

BINGO, we have a winner at 1230am on 06Sep2016. We have too many in the Command Staff that either do not have a clue, don't care or are simply killing time waiting for their next promotion. I realize that in the past promotion into the Command Staff was clout based but at least most of those promoted in the past were the Police at some time in their careers and had a clue and cared about their people. But not now, now it's all about getting promoted and pretending they know what they are doing. All at the expense of Officers and citizens.
It's doesn't matter who the alderman is, 016 has been getting f**ked by Rahm since he's been in office. We haven't had police service on 1611 or 1612 in years & if you actually need a police car you can argue with the jagoff at OEMC that "Yes, I actually want a beat car & no, I will not use callback". Huge property tax increase and not even the most basic of services & apparently the criminal element has figured that out.
Have you counted how many For Sale signs are on beats 1611 and 1612? Very scary. Anyone who can get out - is getting out.

First day of school today dropping my son off, Oriole Park, and the place was a hot box oven, not even a box fan in sight. Not gonna lie I hear the 016 is a horrible palce to work. Even if you had it at full staff it really would not matter. You would just have more officers there doing next to nothing. I've known P.O's and Sgt's transfer there then come right back. Hell I filled in there on midnights once and they played a game to see who could put the least amout of miles on the car during a tour!!! WTF?
Not all just some but not a get enviroment to work in.
I think it more likely Napolitano has made attempts to get this disastrous situation addressed, but as he's both former CFD & CPD he's not high on Rahmulous' priority list...

The officers in 016 need to collectively make a stand. To run that short is abuse by the department and a safety issue. It's time to grow a set and use the contractually provided benefit of the medical roll. An empty early and late roll call room would get people's attention.

I wouldn't call him quiet. He is taking a beating with the OHare noise thing and his continuing fight against the Pot Clinic that No One but Rahm seemed to want in the 41st Ward.
He has also done a fair job with reducing the number of Pimpy tickets that get issued on the really narrow streets (parkway violations for those that haven't pick up their ticket book in years.). He is working on getting some of the Cul de Sacs around Talcott lined by CDOT to allow Diagonal Parking. I also hear that he is working on getting the Redidential Permit Signs updated to get replaced with better condition (read: Nee) for the areas around the Blue Line and Metra Stations that see a lot of commuter traffic that tends to ignore signs.
Plus the No Parking of Semis signs out up recently in Avondale by Harlem and getting missing Rush hour signs replaced on Harlem and more Tow Zone signs near stop signs so you don't get the Stop Sign tickets.
Plus he was a signer on the amendment that got Rid of the Pickup Truck/Van parking permit sticker program (just have your city sticker and don't use your pickup or van for a Side job and your fine.)
He is battling up hill both ways in the Council and the Committee he is on. He is trying harder than the last 2 Aldermen did.

I heard that a 16 yr old girl was home alone in 1632's beat. A M/W started throwing rocks at the windows, she looked out her window and did not recognized the guy. She called her father at work and asked if any of his friends were suppose to come over . The father told her no one is suppose to come over and for her to immediately 911. The daughter did as her father instructed and called 911, now the M/W was now in the back yard and attempting to gain entry through a rear door. She called her dad again terrified, the dad told her he has a weapon hidden in the house and told her where to get it. She managed to scare the M/W away, it took over twenty minutes for police to arrive. His daughter is dramatized and doesn't want to be home alone anymore. I've personally seen the AA where there are 6 cars down in 016, thank God nothing happened to his daughter, this manpower issue in 016 is unacceptable.

Thursday Naps and Sposato have a meeting with the new 1st Deputy regarding the manpower shortage in 016. Let's see if they accept the BS from him like they did the Supt. Enough talk and BS about sending recruits to 016. These kids have 18 months on the job and with the dogs in 016 within a year they will be sleeping in the hole and salty as an old time Jeff Ranger.
Most 016 District officers are outstanding, and do a good job despite the current political climate. The problem is the district is so undersaffed and our mayor sucks.
Oconner was a joke,Neopolitano listens and actually works.
I didn't vote for Napolitano, but I wish I did. For all of the pro-police events that I know of and attended, he was there. So I believe he has our backs. And I work up here now, where we are all lazy coppers. I spent 2 years in 015 and 18 years in 025 before I bid to 016. Dogs in all of the districts I have worked in. We are spread pretty thin in 016, where if I get in a jam there may be suburban coppers that get to me sooner than CPD, and it's not as slow as some of you think. We are trying up here, but our hands are tied; just like the rest of you.
If you live in 016 and you have any reason to call me on my cell, call 911 first, get it on the tapes that we need police service. I tell that to all of my customers, to call 911 and request a car and let us figure it out. It's not easy, you all know that we can't challenge people the way we used to. But calling 911 and laying down some reasonable suspicion or PC on the tapes helps.

Napolitano did more in his first month than O'Connor did in her entire term. She was beyond useless. He is doing a great job and has called the city out about the lack of police here. He did organize a meeting with the superintendent that the community was invited to attend, but not a lot of people attended. His job isn't easy. He's doing the best he can and I think he's doing a great job.

The special work van sticker has been eliminated? That's not a positive for our area. We once had 10-12 white vans parking on our block per night. Got the beat officer to hand out tickets for a few weeks and about half the owners were too cheap to buy them and started parking elsewhere. The van owners had garages, but that's where they parked their high end cars leaving the work vans in front of their neighbors' houses. Hope they don't discover the ordinance has changed.
I blame the the political clout heavy bosses on 3rd watch in 016. They have more kiss asses at the desk and people doing nothing on streets than ever before. 016 use to be a great place to work and go after you did your time on the west or south side but Now its just a bunch of do nothing cry baby coppers that have there whole heads up the asses of the bosses. Its not a 35th and Michigan problem its the morons that work there.
16 needs to occupy those downed beat cars with those tac dudes. As long as tthey are in uniform. But that would make to much "sense"! Was

The Parking Ban on Commercial Use Vehicles is still in effect. 9-64-170D. The Definition of what makes a vehicle Commercial Use is 8-64-170E.
The reason the Pickup Truck/Van Residential Street Parking permit was gotten rid of was because too many Wards were issuing it to vehicles that were not allowed to have it in the First Place.
I've seen in on Marked Commercial vehicles like Deljo HVAC vans in the 1st Ward. I've seen it on Livery played SUVs near Foster and California. I've seen it on a SUV that for some reason had B Truck plates near California and Montrose. Commercial Use Vehicles are banned from parking on Any street UNLESS they are Marked with:
Business Name
Business Address & Phone #
Illinois Business License #
Some sort of document on the Dash giving the address they are working at.
Google "Contractor Parking Placard". Free off download from the City Clerks website.
Marked Service / Repair contractor vehicles are given a pass Per Ordinance from Residential Parking Permit zones.
During Business Hours only: The general rule for us is that business hours are from Morning rush hour to evening rush hour. Unless the vehicle is marked as on an "emergency service call" like a plumber or HVAC vehicle.
Unmarked Commercial Use vehicles, like Junk Trucks or Cargo vans with the Contractor Door Locks, Ladder racks to increase storage capacity, interior cargo partioned cages, pickup trucks with aftermarket racks for the bed to increase storage capacity ARE not allowed to park anywhere even if they get the Contractor Parking Placard or mark on a simple piece of paper "Working at 7654 West Addison."
It's a 125$ ticket if the vehicle fails to meet the requirements of definition under 9-64-170e.
9-64-170A enforcement is now As simple as it can get:
Passenger Use only Pickup or Van : Have a Valid City Sticker = No Ticket. Does not have or displays and expired city sticker = Ticket
9-64-170B was also amended to remove the restriction of parking a Pickup Truck on a Business Street for free when there are no Meters.
170 A & B also bans 24/7 all Limos regardless of the license plate type. And can also be used to ticket commercial vehicles if you don't want to issue the 125$ ticket that makes it Boot eligible that minute.
As always, Taxi, Livery, Trailers (regardless of plate type), Self Contained Motorhomes (regardless of plate type), Buses (regardless of plate type), actual Recreational vehcis larger than 22 feet are still restricted from parking in Residential streets. For business streets it is Motorhomes, Trailers, Buses, and All Trucks (or truck played vehicles) that are not a Pickup (doesn't matter if the pickup doesn't have a city sticker either.).

Dear Neighbor,
Yesterday, I met with Chicago Police Superintendent Johnson and 1st Deputy Superintendent Navarro along with Alderman Nick Sposato (38), Alderman John Arena (45) and Alderman Gilbert Villegas (36) to discuss recent crimes in the 016th District and the need for more police officers. I am happy to report that we have been guaranteed a large number of PO's assigned to 016 District in October, then another large number of PO's assigned to 016 in December. We were also promised that the bids into the 016th District will be quadrupled during the next bid period and will stay consistent the next couple of bid periods. Finally, we were promised that all assigned PO's and the number PO's who bid into 016 will be adjusted properly to the current rate of attrition in the 016 District.
I am very thankful to Superintendent Johnson and 1st Deputy Superintendent Navarro for their willingness to address our concerns.

The special work van sticker has been eliminated? That's not a positive for our area. We once had 10-12 white vans parking on our block per night. Got the beat officer to hand out tickets for a few weeks and about half the owners were too cheap to buy them and started parking elsewhere. The van owners had garages, but that's where they parked their high end cars leaving the work vans in front of their neighbors' houses. Hope they don't discover the ordinance has changed.

Yes. Was announced in April in various media outlets, on the City Clerks FB page and via all wards when you might have gone in to get the one you thought you were going to need for 2016/17. Have City Sticker that isn't Expired, no worries about that darn ticket.
Let your City Sticker expire or you've been registering your Van or Pickup to a Suburb and you are a Target for ticketing.
FYI: That Pickup/Van permit was not meant for Work Vehicles. Never was. Thats why it was gotten rid of, it was abused.

Thanks for that info. What tickets can be written for white work vans? They are obviously not passenger vehicles. My beat officer isn't sure. Yes, he writes tickets, but only when citizens complain.

I had a long explanation of 9-64-170 A, B & D that somehow didn't get posted, but since your asked:
Nutshell:

9-64-170 E states clearly what makes a vehicle "commercial use. You could print it out along with sections A, B and D
Cut and pasted from the site:
Definitions. For the purposes of this section:
“Commercial vehicle” means (i) any motor vehicle that is marked or emblazoned with the name of a business or is otherwise represented as being used for the transportation of property in the furtherance of any commercial or industrial enterprise, whether for hire or not for hire; or (ii) any motor vehicle driven for profit or to carry or transport property, merchandise or supplies of a commercial or industrial nature; or (iii) any “junk vehicle” as defined herein; or (iv) any vehicle with an unenclosed cargo bed, if such unenclosed cargo bed has been modified to increase the vehicle’s capacity to transport or carry merchandise, junk, cargo or other property of any type; or (v) any vehicle with a gross weight of 8,000 or more pounds.
“Junk vehicle(s)” means any truck, automobile or other motorized vehicle used to collect, dispose of or transport junk, as defined in Section 4-6-150(a).
“Truck tractor” has the meaning ascribed to the term in Section 1-212 of the Illinois Vehicle Code, as amended, codified at 625 ILCS 5/1-212.
There is clear language that states the vehicles that fall under definition E must be marked, and even If marked are not allowed to park anywhere when they are not actually working , whether business or residential street.
The Ticket is 9-64-170, and you get some discretion over using A (75$ residential streets), B (25$ business streets) or D ($125 All streets period). It's based off the GVW of the vehicle in addition to marked or unmarked status.
One note: please note that the A and B sections of 8-64-170 specifically state Commecial Vehicle and not Commecial Truck.

Well, I guess it's a good thing only one district is short on manpower. When are the aldermen from the other shorthanded areas going to have their meeting with the department? When do the other police and good citizen neighborhoods get their much-needed manpower?
How do you quadruple the bids from 0? 4*0=0
The bids will then stay consistent over the next couple of bid periods. So, more zeroes?

That would be helpful info. Starting to see a lot more of these types of work vans in 025. And some of the people driving these seem to be acting like the know they can be ticketed anymore since the permit is no longer issued or required or whatever..
Never thought I would say this, but I'd have thought that Revenue Bike guy would have had a answer for this by now.
