If she is aware of misconduct (i.e. She picks up her son who is high and suspended and he was not ticketed and the car was not impounded) At that point she has a duty to report the misconduct and is equally as responsible as any supervisor in 002.

This is not only the Second Investigation of this Lieutenant, it is the Second Time the credibility of IAD has been questioned to the point of requiring an Outside Civilian Agency to take over the investigation! The Potential for this to become one of the Worst scandals in the Police Department's long history of Major Scandals is evident. IAD is entrusted with the most sensitive Internal Investigations of the Police Department. So, for the Superintendent and the Mayor to feel it necessary to bring in the IG, implies that IAD is COMPROMISED! So at this point why use any City of Chicago Entity? Finally someone with some sense. Tough to find these days.
I don't want just Fenner investigated, I would love to see all of the people who received double triple merit, who were granted access to special study groups that resulted in group high score results that defy statistical norms, who's mommy and daddy's were big shots on the job. I would like to see all of it investigated without respect to race, gender, etc. but that's a pipe dream, never gonna happen. In fact, I can't wait to see who they rush to put through on the next round of promotions, especially with respect to exempt spots, the powers at be have no fear of consequences, because there won't be any.

While I am supportive of the IG doing an investigation is there an official CR pulled that gets attached to her name?? If her history only shows two CR #'S on her where is the number for the cheating scandal?? Seems very convienant that no CR# is found on her for that.. And while I agree with some of the posts defending her because she is stepping up to help her kid officially that is "using your position of authority" to have influence. Pretty serious charge, and cheating on a promotional exam is pretty serious as well.. when will her actions demand she be stripped?? Aren't these actions "discrediting the department"? But in the end I believe nothing will happen to her. A certain demographic seems to be exempt from anything at this point in bazarro world.
How long before we learn anything from the IG's investigation into the Lt exam?? There can't be anything more to investigate at this point either they found something or not. No way they just took him in to see the watch commander. A citizen can request that. Also the watch commander approves the charges. I
As far as her actions the watchcommander was there and if any CR were to be initiated it would be his responsibility being the ranking officer
This alleged investigation will drag out for a year. Then a report that clears her will be issued and nobody will see it or know how they came to their conclusions. Yes it will be a long drawn-out quiet coverup......

Easy to spout, however, retirement will be unaffordable. With paying for health care, you will not be just sitting on a beach. You will be living on a beach without shelter or under an expressway overpass.
The new normal will be staying until you are 60 years of age at a minimum.

I'm sure all involved in 002 will take the fall. However the IG will be forced to also sustain the investigation against Lt NF. If she is aware of misconduct (i.e. She picks up her son who is high and suspended and he was not ticketed and the car was not impounded) At that point she has a duty to report the misconduct and is equally as responsible as any supervisor in 002.

Yes, he gave his life because he wanted to make a difference, and the pay and opportunity was too much to turn down. But, these are war zones and the only people in them should be the military, not civilians, not cops. The State Department finally wizened up and gave the police training to Jordon. Cops , even cops who were formally in the military are just not equipped to do this job.
The new normal will be staying until you are 60 years of age at a minimum.

For the old-timers, this supe has the ability to be the best in the modern era, maybe even since O.W. He just needs to get rid of the baggage called Fenner, which is surely going to blemish an otherwise successful police career.
On another note, PLEASE do not act like this is a isolated case, as political hackism has been the status quo of the department since it's inception, starting with the irish (who continue to lead to this day), and eventually the italians and poles.
As a retiree , I worked with the caps department on several projects, and had the opportunity to meet Fenner as a caps sergeant. I found her to be scatter-brained, detached from her duties, and non-empathetic to the cause of the department's community outreach arm. I wondered how a department has changed to a place where the obviously unintelligent could assume first line supervisory positions. THEN, I remembered that after I left, the early 90's say many 3 year officers assuming these positions(Most had min 10 years on back then). They are now command staff members and continuing the destructive path of what has become a more pitiful department than it was in the 60's.
Blessings to those of you out there who are actually advocates and defenders for the people. Although you are VERY few, your work does not go unnoticed. You may never make the command ranks, but you will definitely leave a legacy "in dem streets".

That situation should have been handled by a quiet phone call, not a personal public appearance. You call the DSS or WOL and "ask" them if there's anything they can do to help.
I've helped many a PO who call with problems and ask for assistance but if you come with an entitled attitude telling me what to do then you won't get anything but direction to the door
A long time ago a policeman I never met helped me out with a 193-1 on my son. I remember it and appreciate it to this day. The kid getting drunk and acting like an idiot is beside the point. It was a favor from the policeman to me. The kid is incidental. Does that make sense? I hope to be able to pass the favor along some day.
Years ago when Gangs was being disbanded and SOS was going to begin, I locked up a Bosses kid for Armed Robbery at North and Central. Boss came in and tried to get me to let his kid go. then threatened me that I would be going back to a district on midnights and not on to the new unit if I did not let his kid go. I had some stand up bosses at the time, who backed me up. Long story short that Boss had to visit his kid at County and subsequently IDOC. I went on to SOS but left long before the shit hit the fan.

A long time ago a policeman I never met helped me out with a 193-1 on my son. I remember it and appreciate it to this day. The kid getting drunk and acting like an idiot is beside the point. It was a favor from the policeman to me. The kid is incidental. Does that make sense? I hope to be able to pass the favor along some day.

What happened to being innocent until proven guilty? This has really gone to a place of no return. Your leaving out a couple of facts; a department member made the complaint to IAD, named names, location of meeting as well other verifiable details. IAD bosses quickly swept the investigation under the rug and in return meritoriously promoted several Sergeants to Lieutenants to keep everyone happy. So before you scream from the mountain tops that these as well as others are innocent maybe you should just keep quiet.
Is nothing going to come from this investigation? Possibly. It's like national security, for good of the department and the city we're going to rule "unfounded." That doesn't mean it shouldn't be exposed. Remember, "Chicago ain't ready for reform."

Second, what investigators are you talking about? 90% of the investigators are Sergeants. The few that aren't make their own decisions.

Sorry Francis, but when someone in government has a DUI CRASH in a Dept. vehicle, there is NO 'professional courtesy.' Have you learned nothing? Look at what it has cost everyone directly involved! Pull your head out of your ass. DUIs go to the station and get processed accordingly, unless you don't mind taking time for them. Maybe you don't mind.
