Investigative Reporter Tip

How about this one?
  • SCC, you mentioned parking. Here's a little tidbit I'll bet you didn't know... All the new police facilities build in the past 20 years, including headquarters, had parking garages built into the budgets. Interestingly, only a few of them were actually built (009, 016, 019). So the question is... Where did the money go???
Should be easy enough to check.

UPDATE: 020 has a garage, too.

Where did the money go?? To the inevitable cost over runs.. I was blessed to be a contractor before i took this job. If there is money to be saved when your costs go over... which 85 percent of all commercial jobs go over budget you have to take money from another place so fresh money doesn't have to be poured in. Costs go over because of sub contractor conflicts, fluctuation of material costs and weather delays. If I had money for a parking garage and needed 200k for over runs that's exactly where I would have taken it from. To a novice it seems shady to somebody in the biz it's normsl. A parking garage is a "wishlist luxury". If you end up getting it then great, if not then it's extra money to shore up over runs

Any bets that no one bites. It wouldn't do for the media to show the slight of hand that City Hall has been practicing for decades. And even if the taxpayers found out about two sets of books, they'd still vote for Rahm or other Machine demorat.

Yeah, follow the money. 20 years is a long time
frame, but most parties should still be around.
That's wasted money from the design cost, estimated
materials and labor costs. The Chicago Way now
includes bureaucrats in smoke filled rooms altering
building plans and lining their pockets. But when they
move to the Gold Coast, parking & security are top of mind.

No ever considered the security of the personnel or their cars when designing or building Chicago Police buildings. They are open to the public, huge plate glass target walls in front that would shred flesh if there was an explosion. And wide open parking lots which invite gang graffiti on officer's cars.

About the most secure CPD building is Homan Square.
That used to belong to Sears Roebuck.

I was told that HQ definitely had a multi level garage in the plans.
As CPD and the City made request after request for this and that as the building went up at the end there was no money left to build the parking garage.

Nice excuse, but I don't buy it. Cost overruns mean you didn't bid the job properly. Thus, the contractor should eat the increased costs. When you bid a job, you have to complete it as designed.

Aren't all the new stations built from the same blueprints? The costs should be predictable by now. The only changes should be the contractors and the aldermen that run the wards that they are built in. Seems easy enough to trace.... than again, it is Chicago, where the city motto is "where's mine"!

I worked for a public utility company. They had to build new offices for us a few times because of customer growth, or more regulations, but mostly more regulations. They always went over the construction budget. So they cut whatever wasn't already spent. That was the HVAC budget, and furnishings. One building was particularly bad. It was 90F in the Summer, and 55F in the winter by the window offices. Our brand new offices were furnished with half new, and half cast off crud. The cheap carpet after a few years was literally unraveling, and we were duct taping the unraveled seams.

Be glad you had a garage budget to repurpose.

010, 015, 017, 006, 008, 007, 001, 018, all new and no garage. Safety is so bad at every police station. Open air free range to the public. CPD security is Zero

I can only imagine where it went. Wish 010 had one. The "locals" have done everything to the personal cars there over the years, vandalized them, loosened the lug nuts, scratched gang symbols in them, flattened tires, steal back their seized cars, etc. They walk right thru the lot like it's their own private shortcut.

Depending what part of the city, it is NOT a good idea to take CTA!

Some CTA employees get real indignant about off duty coppers riding free especially if your going to the airports!

If your off duty copper, have a suitcase and going to airports, CTA employees start an argument to make you pay! Happen twice already to me!

what should really be brought up was how crappy the new building were built and why the contractors were not held to the fire. HQ the floors tilt severely.1st district and mass transit building was caving in from the center and parking lot has more waves then lake Michigan. Most of those when built would not have passed inspection.

020 has a parking garage with an "abandoned Pick Up Truck" parked in it for over a year. Funny how the truck's tailgate is now covered with countless bumper stickers. You have to love the humor and creative ways we keep each other amused.

Can someone post a picture of the Pickup trucks tailgate?

How about somebody with some balls doing a foia on the cheating Lts emails. Since Ferguson sold his soul on this one. This investigation was killed because it touched too many black exempts as well as the black Lts. And yes others cheated too, but this centered too many black exempts. It would have been a huge scandal and would have lost the black vote for Rahm if he allowed them to actually be punished. So since the media and the Inspector has no balls, how about future mayoral candidates? You could run with this.

Sneaky infomercial real estate developer terminology that sweetens the proposal.
"Has spacious garage facility with remote openers".
(That's a shack that fits 2 cars but you only open 1 car door to get out.)
A "parking garage" can be 1 or 2 spaces (plus sally ports) not necessarily a multi-level parking structure.
The blueprints may have included a plan for out building structure and scrapped.
Why? All these facilities were way over budget from day one of groundbreaking.
010 has 3 outdoor parking lots...plenty of land for multi level covered garage.
Rahm doesn't care, Walsh donates heavily.
Cook Co Juv & 26th have more employees using the covered garages than defendants and public defenders, police get the top floor and outdoor pothole lot.

When at HQ many years ago. I saw the original rendering that had a parking garage and that had a walkway from the 4th flr garage to the building. Was told the City ran outta money for the project.

"Cost Overruns?" That's the justification? That's why so many police stations don't have adequate, secure parking? "Weather, fluctuation of material costs etc?"
If someone with brains wrote the contract then the cost overruns should have been absorbed by the builder or contractor per a signed contract, NOT the consumer/customer.
How about the Millenium Park Garage?
*Mandatory minority Contractors? check
*Excessive delays and waaaay behind schedule? check
*Double/triple cost overruns? check
*Finally, firing minority firm to move on? check
Now a new 'connected' firm is called in to 'finish' the parking lot job. They found that excessively delayed schedule work done thus far was shoddy, dangerous and not in specification compliance and in need to be completely removed and redone.
They had to demolish all the concrete work that was supposed to support the entire street level of Millenium Park and redo the ENTIRE job at an even more substantial cost overrun.
*Minority firm hired initially to do the work that was delayed and shoddy wasting 'hundreds of millions of dollars' sue the City for firing them? check
*Anybody go to jail for this fraud, waste and theft of funds? crickets
*Shortshanks responsible and still a thieving asshole? double check, exclamation point

The department counts on police officers owning a vehicle. Just look at detail assignments. A north side officer would take hours to get to Bud Bilken (sp?). Depending on where you work, the equipment an officer is expect to have available, no qaranteed lockers, a vehicle is a must and the department should be required to provide security for that vehicle.

Nothing new here. Back in the late 70's the Dan Ryan was resurfaced by the politically connected Brighton Construction Company. Plans called for 8 inches of concrete covered by 2" of blacktop. FBI investigation showed only 4" of concrete and 1" of blacktop. It was redone. Some people went to jail but old heavy honchos were okay. Then in the 80's there was the south side church where the blacktop fot the extensive parking lots was delivered by trucks leased to the city by a trucking company owned by an alderman' wife. Don't worry about Rham. He's just visiting.

We were watching a police chase video out of a Hollywood movie where the CPD squad was trying to run a motorcycle off the road and into a fence at over 100mph. My watch insists it's real and a unit but the CPD car has both red and blue lights. Google Chicago cop vs motorcycles, I have money riding on this that it's not real, looks like a tv show and I hope no one on CPD is that insane.
