No word about what happens when they "turn around" with a gun capable of firing a projectile that can travel through both panels of a bullet resistant vest.
There's a reason State Law is written the way it is. And there's a reason decent people are supposed to abide by the law, but that part seems to be lacking in the perpetually aggrieved "community."
This "Non-Use of Force" training is going to be very interesting using real life exampled from the South and West sides.

State Law nor does Federal or Supreme Court Decisions does not apply to the Chicago Police Department. Department Policy and the sole discretion of the politically connected command staff will dictate your termination for doing your job. They have made it perfectly clear that if you get into a shooting that the law does not apply and you WILL be thrown under the bus for political gain. Stay fetal is real people.

I'm sure every law enforcement agency in this country has their own problems, but the number of agencies that would tell their Officers, "You will negotiate with armed criminals" has got to be laughably small.
Anyone suggesting this would be laughed out of the office of most, "real" Police Chiefs and Sheriff's. No, when the Police arrive on a scene, they are in charge. Criminals will submit to the lawful orders of the Police or face the consequences.
In the vast majority of police involved shootings, the police were only reacting to the suspects actions. Why is that so hard to understand?

The two were found dead in an Al Capone era bullet ridden shot up car in an alley not so far away from the life threatening encounter by the officer.
Rahm Emanuel gave an executive order to take it in the alley. The murderous armed thug(s) obeyed a direct order from the mayor and this outcome was two Rhamacides which made national news. This carnage occurred in an extremely dangerous forever loyal democrat voting neighborhood. iIt was just a matter of time when uniformed police officers, performing their lawful duties, were targets of assignation or in the cross hares of in-progress criminal acts with life threatening consequences.
All the involved officers did the right thing and law abiding people are grateful you took a stand against the insurmountable mountain of criminal endeavors which this city faces daily while playing catch and release with the cliental the failed Cook County so-called justice system propagates.
Lets get real, whatever training you're going to get on the subject of not shooting someone when legally you are correct and your life is in danger and you take this training seriously and try to negotiate with this person; then my friend you are one dumb fucker. This is possibly the most insightful and truthful post I have ever seen on any blog. Many thanks to the original poster. This current anti-police political atmosphere has to end. The politicians and police administrators have to speak up and defend the people who put their lives on the line every day. Edmund Burke said it best when he stated, "The only thing necessary for the triumph of evil is for good men to do nothing."

Just a quick shout out and thanks to those afternoon coppers working 04 July at the 31st street beach. The turn around is for picking up people getting off work also, don't have to hostile or ignorant to EVERY citizen.
You made my daughter and sister proud that I'm a Chicago Police Officer today as they watch you deal with the citizens at the 31st beach.
And, also un-fucking-believable. They started training the new people in the COPA Academy at Chicago State a month ago and now, a month later, these idiots at the COPA helm are looking for someone to train them. Better late than never must be their motto?
