New Police/Fire Academy

By the old gas pumps behind Ferdinand and Tripp looks like. And let us just say, about damn time:
  • Chicago’s cramped and antiquated police and fire academies will be replaced by a new $95 million “public safety training” campus in West Garfield Park, the Chicago Sun-Times has learned.

    The new shared training academy — with two buildings and outdoor training space — will have the capacity to provide training the U.S. Justice Department found so sorely lacking in the Chicago Police Department.

    The new campus will be built on 30.4 acres of vacant, privately owned land at 4301 W. Chicago.

    [...]

    The main building will include classrooms, labs, simulators, conference rooms, an auditorium and administrative offices.

    The second building will include a dive training pool, a shooting range and space for “active scenario training.” The outdoor portion of the campus will feature a driving course, a skid pad and space for “hands-on practice in real-world situations.”
This had us chuckling though:
  • The mayor’s office refused to say how the project would be financed — only that the city would “identify funding as the project progresses.”
Really? But you have millions upon millions for DePaul, City Colleges, aldermanic bribe funding, bike lanes.....we'll stop here because our blood pressure is rising again.


And while you're at it, one request - a proper parking structure with a few floors on it. Street parking is non-existent over there, the neighborhood isn't exactly safe, and everyone knows exactly how the parking worked out at HQ. You need adequate parking if you want to be pushing through 100 recruits every month or every two months or even every three, not to mention the fire side. 500 or 600 spots minimum.

NOBODY asked what the multi-million dollars worth of land the old academy will be used for? OR SOLD FOR $$$

The money from the sale of the old academy would easily cover a new academy. A vacant lot that measure 25 x 125 in that area goes for 400k. Keep in mind that the value increases the more LOTs you own in a row. Think mini sky scapper a few block down in GREEK TOWN.

They gave the old 12 district for peanuts for some half baked art studio!

You see all those brilliant Alderman don't read! All those laws,zoning memos and budget are just too hard for most of them to grasp.

RAHM knows this and tricks them on a daily basis.
Hell special ED even fulls them on a weekly basis.

SCC, you mentioned parking. Here's a little tidbit I'll bet you didn't know... All the new police facilities build in the past 20 years, including headquarters, had parking garages built into the budgets. Interestingly, only a few of them were actually built (009, 016, 019). So the question is... Where did the money go???

All you need to do is open the doors and windows and you'll get all the active training you'll need in that area...

Nice, the proposed new building will be in the ghetto and these recruits will be getting their cars busted out, gear and equipment stolen, and more than a few will more than likely robbed at gunpoint while the academy keeps their guns locked up safely in the basement. They haven't been hiring anyway, so there's no need for an academy.

Unless these assholes build a multi-level parking garage, there will never be enough parking. I remember being warned about the lack of parking at the current academy when I was a recruit in the 90's. I had to arrive over an hour before our start time just to get a spot within a 3 block walk. I also remember when, after having around 3 years on the job, I had to go back to the academy for training. Mack tried to stop me from parking in the employees lot. Although I did not use explitives at the time, I pretty much told her to fuck off, I was an employee.

By the time the So called "New Academy" gets built, we all will be retired. By the time City acquires the land, find out what politician gets a kick back from the company building it. Delays and cost over runs, will all be retired. If they do plan on building the dam thing they better factor in ample enough parking for everyone.

If it isn't funded, I doubt that it will be built. This is just good PR on the mayors part. He didn't hire 1000 new officers, and he wont build this complex. The city is broke. It is a good idea, and the location is central. Unless $$ comes to the city via Uncle Sam this is just smoke and mirrors. Even if Walsh Construction did build it, in 5 years the roof would be leaking, and the foundations cracked. It happened to headquarters, it will happen here.

Ps. The driving track looks like a Nascar Loop. Can we assume there will be pursuit training?

You can see by the map, its poorly designed. Not enough parking, no staging area for fire equipment. Also, don't they think we have something larger than a small SUV?Probably should also have a helipad there. Then the idiot continues with, ". . . hire enough police officers in 2017 to add 250 patrol officers, 37 sergeants, 50 lieutenants, 92 field-training officers and 100 detectives." Let's get the calculator out here Fran. You hire 250 officers, but "PROMOTE" (not hire) 279 officers, that leaves you short almost 30 officers. You know them Fran, the ones that do ALL the work on the street. So you short even more those that do more than 75% of the work.

Lastly, why do you need 50 Lt's and only 37 Sgt's? This Department is already so top heavy, your about to capsize the ship.

For all the guys and gals worrying about the city going bankrupt and our pension going, this shows the city has more for what the city wants. They can easily put their share into the pension if the want to. City is a long way from bankruptcy and so is the state. Bill going to the state senate raises the state income tax to 4.75%. That's a lot of money and new revenue for the sfate

The location that they've chosen on the west side was soley to have us securing the neighborhood. There's heavy traffic, heavy crime, higher possibility of on and off duty confrontation. Let me guess....unsecured,limited parking, with public access like all current stations. Will there be 30 ft. concrete walls securing the compound??? Give the alderman what they want...and he/she wants you to live there as well. Sure, take the good neighbor loan, but you'll have to live where you work and train

A good chunk of the money to pay for the new academy can come from the sale of the land both current academies sit on. Those are prime locations. CPD academy land is at least 50M. Look for someone's hands to get greased though.

I would always laugh when I had to go to the academy for some training program and was told to secure legal parking, something that was rare around either O'brian street or around Jackson Blvd. O'Brian street cost me a car radio and a got a few parking tickets around the current academy. But, I don't hold out any hope for the current generation as I just don't believe the city will spend any money for parking for other then staff and those connected.

Right across kilbourn there was a trash incinerator which was just recently torn down. All of the purposed area seems to be considerably higher than the surrounding land. I'm forced to wonder if anything from the incinerator was dumped there and which connected group wants to off load this land to avoid the cleanup costs.

But when it comes to a way long overdue training facility they're not sure where to get the money. Simple answer...If you don't have the money don't build the training facility. It isn't urgent. Stop spending if you don't have the money. This is why Chicago is broke. And I can guarantee they won't have parking if they do build it.

City is using this site because ground is so polluted it can not be used for residential unless they dig really deep and clean or remove contaminated soils. By keeping it commercial/non-residential they save on site clean up.

Did some sharp developer pay $1 for DeKoven St. and $2 for 1400 Jackson?
Those two properties could easily pay the cost of a new training facilities. Easily.
But if they build it like HQ, 001 it will be $200 million.
More waste, more Walsh business, more taxes.
There's still 3 or 4 CPS schools being built.

When they were building new headquarters they brought all the w/c's from 002 over to get our opinions about the new building I remember asking how many floors the parking lot would have, they looked at me like I was crazy and said it was going to be a surface only lot and it would be big enough, I told them they were nuts and it would never be enough for all the cars that would use it, too bad they didn't listen.

1st of all in who's life time will we see this building break ground. Most of us will be retired or dead before the first shovel hits the dirt.

Second and we know from past experiences how long will it take after completion before the toilets fall from the wall,, or the roof leaks in all the classrooms, the parking garage collapses from the weight of all the parked cars. or maybe the contractor forget to install air conditioning etc etc ?

OK media here is some low hanging fruit. Who owns the property, when and how much did they pay for it. Who's going to get the prime property the current Academy sits on and for what price. Start with the Crook County Recorder of Deeds and then start asking questions because I'm sure you'll run into all kinds of secret trusts. I have little faith you can actually figure this out and if you do I have even less faith your editors will print it. Oh by the way it would be better to expose this before it's actually built!

If it isn't funded, I doubt that it will be built. This is just good PR on the mayors part. He didn't hire 1000 new officers, and he wont build this complex. The city is broke. It is a good idea, and the location is central. Unless $$ comes to the city via Uncle Sam this is just smoke and mirrors. Even if Walsh Construction did build it, in 5 years the roof would be leaking, and the foundations cracked. It happened to headquarters, it will happen here.

Ps. The driving track looks like a Nascar Loop. Can we assume there will be pursuit training?

When it rains heavily, ducks swim around in the Albany park Lagoon, AKA, 017 parking lot. The sewers are just a hole in the ground and aren't connected to the city sewer line for drainage. To secure the police lot would require a small section of fence on the south entrance and a small section of fence on the west side of the lot near the building. People are walking thru the lot day and night. Whoever approved this design should be fired.

Do a soil test every 100 feet and go down 2 feet. Bag it and get it tested.

Funny that the land that the FBI and Costco sit on were going to be the site of a new 012 district station. Guess they got a higher bid?
The land in that area was acquired by the UofI, Illinois Medical District, the city and the Pritzkers.
When the Meter Mayor got us into that wonderful contract with his future employer, they put parking meters on every space they could find in that area. It was strange to see vacant areas with meters!!! The Fire Department would use the area to play (train), with their hoses.

Aaaahhhh, good memories! We used to do that on midnights out by the Altgeld Gardens. We would turn on the hydrants and sit on the trunk of our car, smiling as a hundred cars would pass us while driving to their other spot in 004. Some of them would mother-fuck us, but some would congratulate us. Some pussy bosses would tell us not to do it because they were afraid of liability issues, but we ignored them, knowing they were too lazy to go out that far south to check on us.
