More Chases.....or Else

  • Milwaukee Police Chief Ed Flynn has just seven days to amend a policy to allow officers to chase more suspects -- or he could be fired. Flynn says those changes will mean more innocent deaths.

    The message from Milwaukee's Fire and Police Commission (FPC) to Chief Flynn is clear: allow officers to chase more suspects on Milwaukee's streets or you may be fired. Under current policy, Milwaukee police do not chase suspects, unless they believe the vehicles are connected to violent crimes.

    Critics say bad guys are exploiting the rules, leading to an explosion of vehicles who refuse to stop.
No kidding? Who could have predicted that?

Oh yeah, any cop with more than a day on the street. But no one listened to them when the policies were changed to protect the criminals.

Only a fool chase!! You could be the very person who gets hurt. The car doesn't have roll bars or other designs that will keep you safe. If you want to lose your job, home, life, freedom, money, children, wife/husband, kill incident people and possibly end up in jail. Just chase vehicles. Especially after they tell your @$$ to stop.

Mohammed Noor was a Somali cop that was on the force for two years.
Is it normal to assign a one year rookie as his partner?
If he was so important to Somali Community relations, why was he assigned a beat about as far from the Somali Cedar-Riverside neighborhood as they could get him? Wouldn't you assign him to the center of the Somali Community?
Don't you normally assign beats by seniority? How does a rookie and a two year veteran get the white upper middle class neighborhood for their patrol?

Do you often unholster and hold your firearm in your lap if you are going to patrol an alleyway?
If you unholster your firearm, wouldn't you turn on your body cam and dash cameras at the same time?
Is there a good reason not to turn them on?

"Should my officers elect to once again chase fleeing suspects, they have be advised to do so only when they are afforded the benefit of absolute indemnification in the event things go south during said chase".

Give the new policy of chasing a year or two and the community activists and families will be clamoring for the police to stop chasing, because bad guys are smashing into too many innocent lives, resulting in great bodily harm or death. And of course the mayor will add his two cents demanding that chases be stopped because the city has to heed the demands of the community, but in reality because the city is bleeding money in law suits from innocents dying from police chases.

The bad guys? They will keep doing what they have always done, whether in Milwaukee, Chicago, Baltimore or other city, fleeing from the police from simple traffic violations or other more serious crime.

Chase them or don't chase them. The cops are still left out hanging to dry with the cities not supporting the cops when push comes to shove due to chases gone bad.

Yeah, let's compare Flynn to Clarke...Clarke's Milwaukee County jail is under heavy investigation/scrutiny for four recent deaths which have occurred in his jail. That's a lot of in-custody deaths, which have included an infant born inside of the jail that died hours later and a mentally ill man who was denied any water for 7 days. Whatever you have to say about Flynn, I bet he hasn't had anything close to that number of in-custody deaths inside of his jails. Hell, Trump has even rejected a so-called 'job offer' to bring Clarke into the DHS.
And there is a good chance that even if he runs for re-election, Clarke could very well lose a future election.

Maybe this has been mentioned before, but couldn't the Chase Liability Issue be solved by a simple LAW in each state?

A law absolving the Police Dept, the City - town, municipality, etc, and the Individual Police Officer from all Liability, aka: damages, involved with a Fleeing Suspect who crashes a vehicle and Kills someone? And that any Civil Lawsuit for damages could only be filed against the Fleeing Suspect who actually killed a person, and or sue his 'estate' if he dies in a crash when Fleeing the Police.

It's insane that someone, or an entity, gets dragged into civil court when they didn't do a God..Damned..Thing! They didn't make the suspect Flee, they didn't crash the car, and they sure as hell didn't kill anyone!

Yeah, I know, that'd put a huge dent in the Ghetto Lottery as the suspect is likely broke, but that's the friggen breaks.

If you are thinking about chasing any kind of decent car out there, first look at what YOUare driving.

Most likely its a crapped out SUV with 6 figure miles on it. Any car worth stealing or being driven by a never do well is going to have a power-to-weight ratio that will laugh at you…

So if the car comes up stolen and takes off on you, just do the Supp Report.

I observed him breaking the posted speed limit,
running red lights, failing to stop at 4-ways, not
yielding to pedestrians, failing to use turn signals,

And, why would you drive into the middle of an ambush, if that is the circumstance you felt was going to happen? Park, walk apprehensively and quietly and observe as you proceed. Also, in this instance of a suspected sexual assault in progress, the 911 call taker should have remained on the line with the complainant. Lots of things went wrong and the wrong guy was assigned to the call. It was a perfect storm. RIP Justine Damond.

I used to like the adrenaline rush of a good chase back in the '80's. never cracked up a squad car, and never had the offenders hurt an innocent. Quite a few wrapped around a tree or light pole though. I realize that these pc times are much different. i'm a dinosaur and it was fun, but God help you if you try it now.

Make fleeing the police a felony with a mandatory minimum of 3 years, more years for aggravating factors, like you cause an accident, 5 years, accident with injuries 7 years, etc. Would never happen in Illinois which is the Mecca for thug hugging. So here is a funny story. Sorry new people coming on the job but not just I noticing this. So I sold my house in Beverly and am moving on out (to the top... to deluxe apartment...) Ok so I am moving out. I get the chance to rent back from my buyers until I can retire which was two months. Real nice older couple who were staying with family and weren't in a rush to move. The wife (new owner) says to me "I hear you are retiring CPD?" I say yes I'm done with this job, blah, blah, blah. She tells me I can't believe who they are hiring nowadays. I ask what she means. She said she was downtown and saw a bunch recruits running the area. At first she thought it was high school kids then she saw the CPD logos or something. In short she tells me she couldn't believe how little and "non intimidating" they all looked. Said they all looked like kids.

I laugh and tell her I remember same thing a year ago. I saw one of the instructors and knew the guy. I thought they were all police cadets. So I asked him while at a red light when did they start making cadets go through the academy. He replies "First off they still call the PPOs/Recruits and of course they still go through the academy." I laughed and said I know the difference between recruits/PPOs and cadets but I thought they were all too small to be cops. He laughed and didn't comment but his expression said it all.

Funny I thought it was just me and my views of the new breed of cop coming on but here was a 60 year old lady asking me what I recently saw and all I could do was laugh with her and she was dead serious.

Why anyone would come on this job is beyond me unless you don't have a tv or internet and live in a cave.

More often than not, the officers chasing did do something wrong because of the existing chase policy.
Unfortunately, the city has made it easier to sue by having a restrictive chase police that makes it near impossible to chase anyone. There are too many reasons not to chase or to terminate the chase that could be used against any officer who engages in a chase. If they can find 1 thing that under the current policy is a violation of that policy, then the officers DID do something wrong by not terminating and by not following the chase policy. That makes a lawsuit much easier because they are not suing for the fact that we chased, but the fact that in almost all chases, we violated the department chase policy by not terminating the pursuit.

No you should never unholster a gun while in the car. Oh we've had fools hanging out the window shooting at fleeing cars but I never remember them hitting anything and it was a miracle if they didn't hit an innocent. IF there is ever a case to unholster in a car and hold a gun that was definitely not it.

The call was a screaming female right? Possible assault? More probable a drunk just screaming. More probable by far. And tell me what are the odds of running into the one pajama'ed young white female cop killer in the world that night?
