Make Up Your Damn Minds

With much fanfare, a new Police/Fire Academy was introduced on the West Side last month. It promises to improve and update training, giving officers more "hands on" type scenario-based training and addressing a giant shortfall brought to light in the Department of Justice Report. New facility, construction jobs, better trained police - it's a win-win. Great news, right?

Wrong:
  • Plans for a state-of-the-art $95 million training facility for Chicago police and fire recruits advanced Wednesday after winning the endorsement of a key city panel.

    While the Chicago Plan Commission unanimously approved the plan to buy the 30-acre site at 4301 W. Chicago Ave. in Garfield Park for $9.6 million, a coalition of groups rallied outside Mayor Rahm Emanuel's fifth-floor City Hall office urging that the plan be shelved and the money spent on schools and community redevelopment efforts.

    Monica Trinidad, a member of the People’s Response Team, which is part of the "No Cop Academy" effort, said the money would be better spent on restoring cuts made to Chicago Public Schools' budgets or reopening mental health clinics closed by Emanuel.

    "We aren't falling for Rahm's charade," Trinidad said. "Don't expand CPD when we are strangled in our own communities."
There is no satisfying the perpetually aggrieved.

Plus they will get to sell the present site of the old academy for BIG bucks in that rapidly developing area of the near west side. MAYBE SOME OF IT CAN WORK ITS WAY INTO THE PENSIONS.

When did the DOJ's report come out? 8 months ago? I remember Deputy Chief Kevin Ryan coming to our roll call after the report came out telling us that in the near future we'd have a better chance for promotion, we'd be fully staffed and go back to beat integrity and CAPS and that changes would be made and blah blah blah. Fast forward to now and beat cars are still consistently answering calls outside of their sector, and I believe there's only been 2 detectives classes made so far. Another load of BS, I'm not saying it's Ryan's fault because someone higher up the food chain than him told him to say all that but he could've at least winked at us as he was telling us that BS. Coppers are overstressed and overworked and its got everything to do with manpower. That's how accidents happen.

For example... Isn't there a HUGE parcel of land

There are other places but that one comes to mind because
it is more or less centrally located and easy access to
I-290 and I-90/I-94 and a trip down Damen or California to I-55.

Or would that make too much sense?

DOJ report came out in January and CPD command staff blew it off. The shortfall isn't any different. Backlogs almost every day. No cops available for calls. We don't have enough cops. Wake the fuck up! Maybe if coppers started logging every call they got off of their beat and reported it to the DOJ, these morons who run the city would be forced to hire more cops and address the issue. I know if I get hurt while answering a call off my beat, I'm taking legal action and all I have to do is refer to the DOJ report which is available in its entirety online to prove that the CPD was reckless, careless and negligent and it resulted in an injury. Also, if someone gets hurt on your beat when you are handling a call outside your beat, you can say that you weren't allowed to protect citizens on your beat because CPD blew off the DOJ report. Hold the gold stars responsible. Remember when sergeants used to call people out for going outside of their beat? Why did they do that? Because you were supposed to be on your beat!!! Now we are getting calls in all 3 sectors and all of a sudden its perfectly acceptable to the bosses to be outside your beat?! The department said it would address these issues and clearly didn't. It's time for them to pay the price for broken promises.

Where is all this money coming from? Don't you know Chicago is trying to win the Amazon HQ and according to Crains "it's Chicago's to lose."

If we look at what it took to land the Foxconn Project in Wisconsin ($3 Billion), Chicago (*and the state of Illinois*) is going to have to ante up at LEAST that much if not more to land Amazon.

Forget the 'coalition" wanting to pull back the $95 Million for the Police Academy, how many people are going to bitch and have their "organizational" hand out demanding the money that will try to entice Amazon??

Money must grow on trees in Chicago because I don't see it in their Assets column in their budgets. $3-4 Billion will probably be around the number it has to come up with.

My question is, if they have the money for that, they should start paying down all the underfunded pension funds (not just Chicago, but the state as well)

Amazon is Chicago's to lose?? Show me the money because you're going to have to show them!

The real story is Chicago is spending 95 million on a joint "state of the art" academy to house police and fire while New York has spent 950 million (yes, just short of 1 billion dollars) on their new police academy. Los Angeles has 3 police academys and the worst is light years ahead of our current building. But don't worry, 9.5 will be in front of all the cameras saying the facility is the best in the world...

OFF TOPIC BUT - what if would use the Garrity statement every time you log into the Camera system. Since there is a written order signed by the superintendent stating you shell log into the system and identify yourself that is under order of being fired. Now your Garrity statement should go before your login announcement to protect everything stated there after. They can't argue a superior officer didn't order it and after all the McDonald shooting they can't argue you did not have reasonable suspicion of being fired for camera issues.

Comments from the gallery were Fuck them, they don’t belong in our union they’ve got the PBPA, etc. These comments resulted in a round of cheers.

Twenty minutes later these same loudmouths are cheering a retired captains rant at the microphone. These guys are absolute morons. Maybe I’m fucked up but isn’t a captain a supervisor just like a sergeant? Only worse?

I have attended my first and last union meeting. I will keep paying my dues because we do need a collective bargaining agent and the legal defense is an absolute bargain, but I have to say that the loudmouths at this meeting are some of the most ignorant people that I have ever met. For once, I am in agreement with the perpetually aggrieved community. The site for a new police fire training academy is ludicrous. With no disrespect to our Academy training staff, considering the training we get in the academy, and the amount of in-service training we normally receive throughout our careers, then the substandard high school building on Jackson Boulevard serves well enough.

There are much better things to do with that money. But building a new facility means it'll be easier for certain parties to steal. And as one poster pointed out already, the amount that they're talking about spending is an additional slap in the face on top of the proposed location. Other cities properly fund and train their police departments. Here in Chicago, everything is substandard and run on the cheap.

But if the city doesn't build these new municipal buildings, then there is less opportunity to steal. Consider Remodeling and revamping the current Academy would be a tenth of the cost of building a new one. Or some of these new ridiculous police stations we've been getting. If the City would have remodeled the old 12th and 13th districts instead of building a new one on 14th and Racine, probably would have cost a tenth of the money. I've heard that the new police station cost over 30 million dollars. Plenty of room for fuckery in the building of it.

I agree with not building the police and fire facility. Build on that sight a new project. That's right, a giant public housing project to eliminate Section #8 in neighborhoods and Suburbs. Put these fine citizens in one or two places, with schools, stores, and shops, thereby keeping the rest us much safer. Think about it, the Dems would once again have their voting block in one place, the police could focus their efforts in a small area. You could even create a place in a nearby field for their useless demonstrations, a drug free zone, and whatever else that could be self contained for these good folks. Some of the remaining money's could be use to erect statues of past and present criminal hero's or an Obama likeness. Now this is a win, win and I defy anyone to show me negatives associated with this plan.

About 12,000 people who took the last CPD test and the 10,000 plus who will be taking the new test

The DOJ report doesn't mandate anything. At best it's suggestings and the city and CPD never signed off on it. Now Sessions says he will not attempt to enforce any of this.
As far as manpower, the problem is the manpower is not in the right places. Some units have more po's inside than outside

So by your theory jobs should just continue to stack up and up on your beat including in progress jobs because you are the only one allowed to handle your beat? Does your star say Chicago Police on it or a certain beat number? I'm all about being fetal when it comes to proactive policing but handle your jobs cut some paper on to the next one. Came on the job August 1986, assigned to Englewood 007th district high crime area first night as brand spanking new PPO (Probationary police officer). First night working beat 711 calls:

*suspicious man in garage arrived with partner quickly entered garage, found man decapitated blood still coming up to what was neck area, head thrown in corner (we assisted so not our assignment) went up for next.

*Man shot our assignment got there man was "bubbling blood" shot in chest CFD on scene man died.

*Next call Woman shot we arrived she said "please save me" we tried blood from head wound she died!

After all the paperwork that was our night!

Now in my career like so many coppers who the media and the elected idiots who have no clue what it is like to help people in need,and the dishonest media, and of course "rich girl" Sharon fairley (hmm rich man John Rogers divorced and stays away from) who is heading the new police unit run by dictator rahm, who will turn every stone to go after the police while pandering to the felons!

Let's take a quick peek at last week 4700 block South Fairfield in the 009th district, 4 shot in car, all dead, bodies blown apart from military style rifle hits, over 60 rounds fired, the scene was so filled with carnage many younger police officers said "This is the worst i have ever scene,"

Saying all that to say this general public in my career and in many other officers have seen the same or similiar:

*7 year old girl violently raped so bad that her little body was detroyed.
*Telling parents their child was shot/killed.
*Car accidents so severe bodies torn apart.
*Guns everywhere.
*Drugs everywhere.
*people beat and robbed.
* So many murder scenes.
*Domestic violence so bad people are sliced/shot/killed.
*Peoples homes destroyed by burglars.
*Lives ruined by the news media
*Constant harassment by people in charge who could not run a kool-aid stand.
*Murder and mayhem constantly.

Now to the general public who say "that fucking cop" or "fuck the police" who are you going to call when shit hits the fan? The alderman? black lies matter? Rahm?Sharon (I'm going to make police squeal) so ignorant?, Tommy-Toni (Maybe for free pizza from tommys crook county pizza parlor)? You will continue to call 911 and expect the police to come quickly, which is what we do, but first and foremost now in these tedious times is officer self-preservation mode. The "real police" season is gone and will never be back! We will back blue and blue families always and forever, everyday with massive retirements the "thin blue line" gets thinner!

To the vicious mayor who took away police retirees health care then had his rich friend email him and congratulate him what a total slap in the face to the police officers, them. I agree with not building the police and fire facility. Build on that sight a new project. That's right, a giant public housing project to eliminate Section #8 in neighborhoods and Suburbs. Put these fine citizens in one or two places, with schools, stores, and shops, thereby keeping the rest us much safer. Think about it, the Dems would once again have their voting block in one place, the police could focus their efforts in a small area. You could even create a place in a nearby field for their useless demonstrations, a drug free zone, and whatever else that could be self contained for these good folks. Some of the remaining money's could be use to erect statues of past and present criminal hero's or an Obama likeness. Now this is a win, win and I defy anyone to show me negatives associated with this plan.

Go to the Newberry Library about that chemical infested land in the 19th. century. Every now illegal chemical is in the ground to the bedrock. You could dig a hundred feet down and fine every piece of metals, cars, appliances, you name it from 1900'. Antiques in rare condition do the chemicals protecting this shit. If the chemical will kill you, it; in that land.

Look at the Harrison Park, 18th. Street and Damen. 300 deep pit was there when they were mining/quarry back in the 1920 -1950. There were trains down there. Operation over, it was a dumping ground. Again, you cannot name the shit that went to fill that giant hole. Go look and see that the top soil still sinks today. It looks high and then sinks down. Every few years they have to drop tons of dirt to level the land.

Most large parcels of vacant land in city have this history. Research folks.

Ask people still alive in their late 80' about all the deep pits in city.

What they do in New York not here is the Police Dept get a lot of their funding from a joint private organization. Each member is mostly every business who pays into a monthly fund to fund and supply the police dept. that’s why they have full funding for new officers, state of the art gear and facilities. We don’t do that here. They depend on funds from the city and maybe state and federal to pay for everything. All about control of local funds to pet projects.

yes, but that was the original concept when community policing rolled out around 1992. The officers assigned to beats will work a steady beat and not leave their beat for routine calls. The sector cars would provide backup and additional help. It did not work then and it will not work now.

That building is what, scarcely 15 years old and the walls
are cracked at the mortar joints and settling/pulling
apart because there are insufficient caissons and footing
to support the weight of a building plunked down on

Could it possibly be the builders and not the land who are to blame. All those buildings were built by laborers mandated in the contracts
Cricked buildings and uneven floors, cracked cement and as at Harrison and Kenzie toilets installed 4 feet off the floor are usually signs of poor construction , not bad land. When the land is bad those problems occ years later when the land settles, not initially when the building is new
When 35th st was opened the floors were crooked and tilted. Had nothing to do with the land, but with the incompetent construction of the building
