Napolitano Gets It Right

Someone is paying attention - but he was a cop, so he knows the system we operate under:
  • Chicago Police officers will turn into clock watchers because of an audit on alleged overtime abuse that amounts to a “crock of b.s.,” Ald. Anthony Napolitano (41st) said Wednesday.

    The City Council’s champion for Chicago Police officers lashed out at Inspector General Joe Ferguson one day after Ferguson concluded that Chicago is wasting millions on police overtime because of an “unchecked culture of abuse” and “inefficient management” that has failed to control costs, eliminate fraud or prevent officer fatigue.

    Napolitano has served the city as both a police officer and firefighter. His Far Northwest Side ward is home to scores of Chicago Police officers.

    On Wednesday, he accused the inspector general of playing with fire.
Napolitano goes on to rip Ferguson for not understanding exactly what it is that he's critiquing, covering a lot of what we did yesterday. We'd charge him the $50 Chaplain's fee for "borrowing" our talking points, but he's not part of the media...but he'd probably pay it anyway.

Does anyone know if Out-of-Grade pay is part of the overtime budget? Because we had a thought, based on a couple of comments:
  • Rahm has something like 24 bodyguards. These 24 people passed no test, exhibited no special skills before being chosen, had no single qualification aside from being politically "reliable," yet they are paid at the E-3 level (Sgt pay) despite being mostly patrolmen (E-1). The two guys in charge are actual Sergeants who got promoted (meri-clout-oriusly) but they're drawing Commander pay (E-6?) without having passed a single exam.

    And that's just the out-of-grade salary.

    When they work Special Employment (as a number of them do), it's at the higher pay rate, so they're sucking up, literally, tons of undeserved OT. How much is that exactly?
Don't expect Ferguson to shine a light in that direction though.

First of all, any politician pushing gun control - in ANY form - should not be getting any "Special Detail" of armed bodyguards.

If the average person shouldn't need a gun, the politician should not have any bodyguards. As they say, "Practice what you preach." Lead by example.

Until Chicago cuts out all the bloat in their budget, they should not be crying poor-mouth to the state or anyone else.

Last time I looked, there was no position called King in city government.

Let's not forget the officers assigned to protect the abandoned fire station around the corner from the mayor's house, used to house the mayor's car (really city car) 24/7/365 protection of essentially a garage, even when the cars are not there. The position on midnight's bring g their pajamas.

What about office people who are off on holidays but get to come in and "work" for the overtime? Or the unique "65" team in 024 that would purposely self cancel their rdos when they fall on a holiday and show up for a couple of hours amd get 12.75?

Not a cop, but WTF man? I do not doubt this, as you are a reliable source, but when you add up 9.5 bodyguard count, Burke the tax man, and other politicians, that would be close to 100 cops drawing special pay for babysitting. Damn. How would you suggest that is fixed?

I took an unscientific look at history on mass murders in the U.S., and found that since 1900, there has been 852 people killed and 1,293 wounded in 37 incidents which includes Las Vegas. This does not include serial killers or terrorist related incidents.

According to Hayjackass.com, YTD in Chicago there has been 538 people killed and 2,409 wounded.

My point is, where is the national moral outrage at this? Or is it because it has happened over the course of the year and not all at once?

Maybe the city needs to be reminded of the fact that when the Hawks won and then were provided a parade for which the police department's personnel had all their days canceled and they still manage to prevent a shooting at the parade when a man wearing a backpack with weapons was stopped by Area Central. Could have had own own Miami or Las Vegas styled massacre.

Why don't media call Rahm on Overtime saves money. He was the one who has us understaffed. They gave all the use of force on Overtime. All those days off cancelled like Forth of July overtime. And a lot more. We all knew it didn't make sense. I love how we are always to blame.

Not all OT is bad. There are those who genuinely work it. I think we've all seen it. But there are a number of people who abuse it (just like every other city department.) But you can probably look at the top 10% of OT earners across the department and wonder why it's so high.

After reading the post it got me to thinking. Your mayor, or at least your mayor's brother, is from Hollywood where the sniper is the now the most important character in any action movie. They always seem to kill people from very tall buildings. I think I saw a Tom Cruise movie where the sniper was shooting random people in a big city. Chicago?

Maybe we should blame a white males for these problems, a white male with the same last name as your mayor who makes movies where the cops are always stupid, corrupt, and racists. Oh, and the hero of he movie is always a sniper who shoots people from long distances.

Did the LV sniper get his inspiration from the mayors brother's movies? Na, it's Trump fault. Just ask your mayor.

I am sick and tired of hearing about racist cops. I can count the number of real racists cops that I have met over the years on one finger. He got fired for being an asshole, and no one was sorry to see him go.

A conservative estimate, based off personnel, costs the tax payers $2,950,000 on just salaries for the police detail assigned to the mayor. That's not including overtime, vehicle and equipment costs, etc. Yearly. Yearly-please don't preach about non-essential expenditures. No other city in the US does this for a municipal position. Kinda gives me goosebumps thinking what all could have gone wrong here had that tragedy unfolded here......

Do we have any excellence in leadership in the whole of the CPD? I know my brothers and sisters in blue fight the good fight, each and every day.......but how about our leadership? IS There a plan? IS There a SWAT team available at these concerts? Are we capable of co-ordinating with CFD, EMTS, Trauma Centers all on one radio band?

The mayor "do as I say not as I do" is being driven around in huge 10 MPG tahoes and suburbans,while he could just as easily be in a 60MPG Toyota Prius proving he walks the walk, not just lying talking the talk?

For his "security specialist" detail, (312) 744-3891 that is the number for police pension board I called and many should asking why the mayors detail gets the pension of sergeants and commanders! When we work out of grade say as acting desk sergeant those hours should be pensionable giving 9161 coppers that are the same rank of the mayors guys a pension bump correct?

Called the FOP at 312-733-7776 no reply make that call this pension theft along with the gold braid bill must stop and the squeaky wheel gets the grease make that call!

I live in the 41st Ward. All I can say about 'Naps' our new Alderman, is that it seems we receive better (formerly nonexistent) city services. From what I've seen thus far he has been the most accommodating Alderman that we've had in my 43 years in that hood. I think his career(s) as a former copper then fireman has a lot to do with his conservative, down to earth attitude. Keep up the good fight sir. I'd be remiss not to mention Nick Sposato also a former firefighter and the other opposing factor to Rahms agenda.

I woke up today to hear the news that the whack job from Las Vegas had 2 rooms overlooking Lollapalooza and as both a parent of a son who attended all 3 days and a First Responder who would had to respond I was sickened. There is NO WAY our Dept is capable of dealing with that. It's the time for our F.O.P. to demand and invite the D.O.J. here to open up City Halls corrupt finances and why we are CRIMINALLY undermanned. It's time to demand a forensic audit to show where the billions in T.I.F. While the Inspector General is coming down on police for overtime (used to cover shortages due to the repeated failure to hire a sufficient number of police officers) what is going on at Community College District 508.

Never heard of it? Check your property tax bill. It is also known as "The City Colleges of Chicago" (pronounced "Shitty Colleges"). As the college district is still solvent, this is one place where Rahm has been directing his appointed stooges to spend large sums of money on construction and capital improvement projects like a new Malcolm X College to replace another college building that was not even fifty years old.

While on the subject, the word went down that the colleges are supposed to do all in their power to help keep "undocumented" students enrolled and to educate them on how to prolong their stay in the USA in opposition to ICE enforcing the laws against illegal aliens.

Supervisors are ranked E3-and up. Police officers are D1, D2, D2A, and D3 for officers that make Sergeants pay. It's in the FOP Contract book salary schedule

On the contrary, handled a "heater"case a few years back, a nut job medical student threatened to cutoff the heads of rahm's family etc, suspect was identified and when city hall was notified one of rahm's chief of staff relayed that rahm declined to press charges.Rahm never personally spoke with the detective division. Since then the suspect has been arrested numerous times for similiar threats to other suburban public officials and corrupt democrats...

The reality that my children and many of their friends could have died at the hands of a "Madman" this summer infuriates me. Goddamnit Rahm stop shorting us on the essential things we need like adequate manpower,training and equipment. What the hell would we or could we have done if the Las Vegas shooter opened up on 100,000 kids in Grant Park? Could some type of individual calling himself a Journalist in this city call out the outright theft and neglect committed by our Mayor and City Council instead of pandering to the hit jobs fed them by a corrupt scumbag negotiating our contract in the media through a proxy dickhead IG? We should be staffed at 20,000 Officers instead we have to make due with 7,500 and THEN have stories written about our OT being so high. Whoever the reporter who wrote this story is they still have IG Jizz on their chin and Rahm Spunk on their asscrack. Hello F.O.P.!!!!!!

Hey SCC......just starting to hear rumors of the Vegas gunman booking specific rooms here in the Blackstone, overlooking Lollapaplooza.......
Kinda gives me goosebumps thinking what all could have gone wrong here had that tragedy unfolded here......

Do we have any excellence in leadership in the whole of the CPD? I know my brothers and sisters in blue fight the good fight, each and every day.......but how about our leadership? IS There a plan? IS There a SWAT team available at these concerts? Are we capable of co-ordinating with CFD, EMTS, Trauma Centers all on one radio band?

OT: my partner and I were served a notice to appear before COPA as witnesses. Approx a month ago we made an arrest, arrestee alleged he was beaten up by coppers. So w/c pulled a log number. We found this out when I asked a Sgt to pull my trr form ( it is found only on approved trr that w/ c pulled a log number). Be aware, this is a common thing Hing now. Also, COPA is supposedly supposed to sustain 10% of allegations.

Working in an "assigned as" status and working "out of grade" are not the same thing. "Assigned as" will get paid for anytime they work at the higher rate. "out of grade" will only get paid at the higher wage when they perform the duties. See "acting desk sergeant" vs "legal officer"

How is that going to prevent anything? What are they going to do? Stop everyone going into a hotel carrying a suitcase and search them? All they could do is maybe spot them a few minutes after the shooter starts and by the time other police were notified, determined where the shooter was, the damage would be done. He only shot for 9 1/2 minutes. No prevention at all

So you are saying that LasVegas police were short of essentials? Guess they didn't have the manpower, training and equipment.
They must have been , it happened there.
CPD staffed at 20,000. Never been more than 13,500 and never will be. That's a pipe dream and you would cry like a baby if you had to pay for it with your property taxes. And if you want to make a valid point use valid figures 7,500 officers is totally incorrect

There is no way ANY department can deal with an incident like the Vegas one or could have prevented it

The former firehouse is the mayors house detail command post. One person at the fire house, plus the 4 at the house, plus a sgt, and if there’s a relief car. All from 019’s ranks. That is not part of rahm’s security detail. That’s just for the house.

Hire 2000 more police the classes from 85 to 90 only have about 250 people left of more than 2000 hired during that time frame.

Working in a suburban agency, there are festivals to be worked for overtime. The organization running the festival is billed the cost of the overtime. However, due to what some would call poor accounting practices, the officers are paid out of the department's overtime budget and, when the organization is billed, the money goes back to the city but instead of going back into the overtime budget where everything would equal out, it goes into a different fund. So the numbers are skewed and where it shows that the overtime budget was "x" dollars, it was actually offset by the outside organization that paid those officers to work the event. On paper, that isn't shown. Wondering if Chicago has a similar practice which leads to innacurate reporting of how much the city spends on police overtime.
