Rahm Lies - COPA Puppet Installed
- Mayor Rahm Emanuel on Tuesday named a City Council ally to co-chair a panel charged with finding a permanent leader for the new police oversight agency, bucking a recommendation from his own police reform task force that a community board make the pick.
The point of that recommendation was to insulate police discipline from politics, but the community board still isn’t in place some 18 months after the task force suggested it. This has left Emanuel in charge of setting up the selection process for the police oversight agency.
So "Piggy" Fairley leaves and Rahm hand picks two allies to chair the panel to search for a replacement.

Glad you posted about COPA. When it was that COPA had no interest in pursuing charges against citizens who blatantly lie in an attempt to lynch an officer, that gave me an idea...
We could counter with POCA! Police Office of Citizen Accountability. We could have our own billboards and everything! Coincidentally, they would be posted in many of the same locations occupied by COPA. Their mission statement is similar too!

Determine whether individual allegations of misconduct are wellfounded;

On a side note, is the purpose of the City's MAYOR to function as the Top Cop, you know the Chief Executive tasked with enforcing the law.
This is the purpose of the EXECUTIVE branch within a government of republican form, right?

He already has a Chief of police to insulate him, why should he get another position to further insulate him...from his own job and the responsibilities that go along with it?

My first thought was the five years was put in to benefit a specific individual---it allows others to launch the ship and take the early hits...while the chosen one waits for the magic five years post-retirement to pass.....

I know a couple of retired Officers who sent applications to COPA. Good guys who would do a fair investigation. Well, It appears COPA will not hire any retired Officer unless they have been off the job for 5 years. We wouldn't want a fair and balanced investigation now would we?
Fly on the wall: Farley was forced out. Rahm is very upset with her over several issues including not obtaining more sustained cases. Rahm is getting much heat from the Black Caucus which wants more sustained cases. If you think it is bad now wait.
