But He Can't Find Test Cheating?

  • The Chicago Police Department has failed to closely monitor its massive spending on officer overtime — a combined $575 million over the last six years — or take measures to prevent officers from abusing the system, an investigation by the city’s watchdog concluded.

    The report from the office of Inspector General Joseph Ferguson found that the lax oversight has allowed officers to use “potentially abusive practices” in piling up overtime — usually at time-and-a-half pay. The report released Tuesday said officers sometimes seek out work sure to lead to overtime, such as involving themselves in numerous drunken driving arrests and then going to court frequently for those cases. One officer cited in the report appeared in court nearly two-thirds of the 943 days examined, the inspector general wrote.
Would these be the DUI writers who win awards from MADD on a regular basis? Who have two and three traffic court keys? How is it their fault that Cook County Courts allow endless "continuances" month after month after month? What is Foxxx's office supposed to do - not subpoena the primary witness to a drunk driver? This allegation is bullshit unless Cook County and Rahm are suddenly supporting driving drunk?

Speaking of Court overtime, is the D-unit still forcing detectives to pass shootings along from watch to watch? Such as someone gets shot at 2000 hours, detectives respond, the watch changes and the detectives are required to pass the ongoing investigation to First Watch? That was a hallmark of the Weis era - except when the case went to court, the State had to subpoena detectives from multiple watches to run a case. That had to cost millions.

And as pointed out here on numerous occasions, the Cubs debacle of paying every single officer on two watches a minimum of 4 hours OT (with the 12 hour shifts) along with cancelled days off for non-clinching days with the Cubs out of town. What was the total for that playoff run? And the parade, too?

This was an amusing bit of the "reporting:"
  • The report found that the city paid out millions of dollars to officers who did not have proper approval for overtime, and even to officers who approved their own overtime payments. The audit focused on “regular duty” overtime — payouts for going to court or staffing special events, among other things — and found that the department recorded no specific reason why overtime was necessary in 99 percent of the payouts, despite a policy that officers must give reasons for overtime.
Whoa - we could authorize our own overtime? Why weren't we informed of this? We could have had the roof re-shingled.
  • The inspector general criticized the Police Department for tracking the bulk of its overtime through a cumbersome pen-and-paper system that requires the support staff to make entries manually.
At least there's a paper-trail for indictments then.

Here's the dangerous part:
  • Beyond the financial impact of the department’s reliance on overtime, the report raised concerns that some officers may be reporting to work fatigued from long hours at a stressful job. In addition to allowing some officers to work frequent overtime, Ferguson noted, officers also do not have to tell the department about second jobs.
If you want to pay us 24-7 and triple our salary, no problem. But until that happens, stay out of our off-duty business.

This is such an obvious hit job and an attack on parts of the Contract that Rahm wants the FOP to cave-in on. Here's a bright idea - how about you don't balance your budget on the elimination of nearly 2,000 salaried officer spots, hire a New York carpetbagger who made his bones on a "more-with-less" philosophy and then feign ignorance as to why overtime went through the roof?

UPDATE: Is OEMC overtime counted in the Police budget? Someone pointed out that OEMC is regularly holding over 10-to-20 dispatchers/call takers every single day this past summer. That's why you always see OEMC personnel at the time of the OT lists the media publishes.

Did anyone else see the FOP email today about the frat success of the new lawyers they hired?? We, the members of the fop are being represented by gottreich, grace and Thompson? Mark gottreich is one of the most in ethical snakes in the Chicago criminal law game. His bread and butter is taking chicago criminal cases and has gone into court with bogus witnesses and unethical behavior when putting on his cases. Look at their website. I've had cases where gottreich is defending the bad guy... numerous cases and he is an absolute worm and is as arrogant as they come in the court room. He defends a lot of high profile GDs in 006,007 and 008 and also a lot of the high profile west sliders. They also handle federal civil rights cases where they have sued the Chicago police department in the past. This is the law firm that MYDUES are paying for?? We are lining the pockets of the same guys who do ANYTHING in a court room to get their mutt clients off?? That's who we are paying?? Take a look at the web page and the success stories. It's all about how they beat the bogus Chicago Police in dope and gun cases on the south and west sides. If you have ever been on the stand with this unprofessional slug cross examining you then you know how he feels about the CPD and how he treats guys like children.... and this is who we are making rich with union money. The Mayor is trying to balance the budget on the backs of public safety. One big reason there is so much overtime is there isn't enough of us. We have been hiring people but people have been retiring just has fast. The Mayor wanted to get the murders down. That cost a lot of money to saturate neighborhoods with high crime. To say there is wide speed theft of time is grandstanding. To cut the overtime they need more people or leave police work on the table. Chicago is a high crime city. How much overtime is going to be given on Sunday for the Marathon.

The Mayor is a joke. I can't wait to retire and leave :)

Witnessed the pooch, specialEd, standing at the podium on Tuesday in the multi-purpose room taking a beating from that piece of shit Slo-Joe Ferguson regarding overtime. My God, does specialEd even have a backbone?

No superintendent with balls would have stood there and allowed Ferguson to dump on him. For cripes sake, Slo-Joe was in specialEd's dawg house! But, specialEd just stood there and allowed Slo-Joe to whip the fuck out of him. SpecialEd's only retort was "we can do better." WTF!

Most assuredly, 9.5 orchestrated the whole thing and ordered specialEd to be there and specialED could not beg off due to the kidney saga because he was downtown dancing last Saturday night, but specialEd should have stayed home Tuesday and saved himself from a humiliating beat-down at the hands of that goof Ferguson. It was a sad sight to witness.

The question that everyone seems to be missing in this is asking about the Who … Who can authorize their own overtime? The large amount of "new" bosses? Are some very NOBLE bosses being overtime hogs?
The IG never investigated the CPD in the past. Ferguson was allowed in by the 9 diget midget to stick his big nose into the police department without having any knowledge of how the police department operates. You can't count beans and make sense out of the hours required to perform this job. Police work is not a conventional 9–5.
But this POS "inspector general" is too smart to figure that out himself. 🖕🏻

Well, it is without doubt that the City of Chicago Inspector General is nothing more then a political henchman. The Mayor uses the office as a weapon to put forth his agenda. We have sen this with the Lieutenant test cheating scandal. There was a group of Sergeants who had the test and cheated. There was directs and circumstantial evidence. The cheating was blindingly obvious. But, it didn't fit nicely into the mayors objectives, it was counter to them.

Now, as we move into Police Contract time , the mayor brandishes his IG weapon to find problems with OT largely based on conjecture; and when no evidence exists, its spun to look as if there was. To many DUI's? really?. So speculation and spin on police OT, but denial of the Cheating when real evidence exists? The IG has no credibility, he is a political weapon, nothing more!

So who would want representing us, a kindlycountry lawyer? In the legal world you need a lawyer who is ruthless. Obviously he got under your skin, mission accomplished, he did his job. This isn't the Supreme Court that's hearing our cases, it's the police board and county court. There are few legal scholars in both of those departments. Dan Herbert for example is not what you call a great legal mind but he knows how to put a show on for juries and judges. It also helps hhat his dad was Devines driver/lackey and you get to know judges behind the scenes.

The officers in 025 are not doing anything. "Activity" is very low. The commander is upset. So recently on Friday's, Saturday's and Sunday's, only 10 percent can take the day off.

Sorry people got to agree with report. With a 12.7% clearance rate the detective division is stealing the tax payers money. You'll cry undermanned and no witness cooperation but 12% come on. They do seem good at issuing warnings about many crimes happening in what used to be safe neighborhoods. Don't know how chief of deceives keeps his job with the terrible numbers. Time for a change at top of that division, do the Chicago Way thing and promote him and bring in some new blood. First thing that should be done is eliminate all overtime until a 25% clearance rate is achieved. That's the way a business would be run, set goals and hold people accountable.

They are nothing but fuck-ups, our time keeper cannot count or do his job...missing vacation time, giving us wrong amount of comp time, in some cases giving P.O. hundreds of hours they never earned...these time keepers are useless! Better keep track of your own time, ours cant. Since when does an xo or any p.o. or sgt or lt approve their own Time? Only on this city, only in this dept. Next time you go to a domestic or a shooting with offender on scene, just look the other way and then tell the victims that Jo Ferguson doesn't want us doing ovetime so sorry no more arrests!

You mean that the automated time keeping system still is not operational? I'm retired and remember when the Kronos automated time keeping system was started around 1992 or so. Now the dept says that an automated system should be running by 2019? Maybe Joe can find out why that Kronos system never worked and how much money was wasted on that.

Well, when court time came, we were tripping over each other in the ASA's office.

Yet he's going to look at court OT. I know many po's and Detectives that would rather not go to court. Video tape everything and do away with court testimony. The big abuses are out of Homan. Just ask Deputy Chief Carter how much OT is spent in those two units alone.
This would decrease the OT amounts paid out by hundreds of thousands.
Print out the roster of those two units and then compare it to the Sun Times list when it comes out.

Hmmm. Our slips get returned if they dont have the required info. If you put just 'late arrest' the slip is returned with 'for what??' written on it. On duty W/C signs all slips, courts time stamp them. W/C is told by your Sgt you are on overtime. All special events have special event #'s on them.

They will fuck the DSS if he doesn't excuse someone in the automated system who hit the medical, but whine about overtime on the other hand.

I've gotten subpoenaed on more than one occasion this year because someone put the wrong star# in the notification system.

Automation is going to be fucked up beyond belief. I want the contract to print the 'CATA time edit' forms

So here is the big court problem as you already know. On the paper and you have to go. Up until a year ago it wasn't that bad because if you did nothing then you didn't go and all was well. Now if you show up and hit your body cam button just for a second you are there without a doubt for every court date. We are currently on a chase which was a pursuit and UUW and resisting where we just showed up but had our body cam on for 3 min. The wagon guys, everyone who activated a body cam must appear. At last court date there were 14 officers and two sgts in the jury room. This is the 3rd date it got and last date it was supposed to go and we all got released about 2pm when it got a last minute date. How is that our fault??? 14 cops and two sgts on the sheets from 9am - 2pm. That's a ton of money.

I don't know how many times the dispatcher on our zone would give out late jobs to cars and no boss would say anything. I asked her why she couldn't give the job to the next watch cars? She told me that she was saving her people in case something important came up. I'm going to a shoplifter etc... as the early cars are going down on station assignments all over the place! Guess getting coffee for the desk was more important. And we are the whole problem?

Well we wouldn't be in this type of trouble if gang enforcement, saturation and tac teams didn't rack up 150-250 hours per officer per period for "search warrant preps" on their RDOs. Guys who are on the ten hour day would take two of their four RDOs every week and go in and "conduct surveillance and prep" for a warrant that would be negative or not get much at all. It made guys just hit houses to do it. No matter what the warrant was for you are guaranteed 20 hours "prep" at time and a half on your RDO then another 4-6 hours for the "extension of tour" when you hit the house and lock the guy up and you know that it takes a team of 6-10 guys 8 hours to process a single arrest on a search warrant. Same goes for a ALL of the narcotics teams and gang investigation guys. tac teams who are cancelled RDOs all over the summer making hundreds of hours and let's talk about the major scam of OT. The caps officers!! Look at the OT for caps officers. Getting 100 hours a period of OT? Talk about needing an audit.

So when we work for the C.T.A. on our day off will we receive time in a half? Also, if they want to reduce overtime they can hire 2000 people. They are short that many people. It appears most patrol are concentrated in the highest crime areas. These areas pay the least taxes and are predominately African American. This also causes false statistics regarding African Americans being stoped more often. The taxpaying areas gmhave an insane increase of robberies, burglaries, thefts, and other crimes. These crimes are ignored due to the focus on homicides. Homicides are twice what they should be due to lack of convictions of gun crimes. There is more focus on 1% of police that make newsworthy errors than the true crime and waste of money!

New officer hired is what approximately $43,000 in salary, now add cost the city must pay for their medical and benefits and training in academy and your at approximately $ 100,000 per officer and that's only the first year officer, so with us down 3,000 police officers do the math, the city has a significant cost saving by paying us overtime.

Note how uninformed the media is about this story, they miss or ignore the basic facts and motives that explain the story. Compare what you know to what is reported.

I submit to you that this is the case for most every story. I have yet to see an article, outside of the technical or business press, that accurately laid-out all the facts and motives of a story in an area that I had deep knowledge of.


This is what undermines trust in the media and not Facebook or the right of center press.

For example, recently NPR Marketplace ran a story on how the NPR Journalism school chose not to re-certify, rather than even mention the scandal, they let the school representative talk about how great it is that their reputation is so good they don't need to be certified. NPR completely missing the whole point - I have to ask myself whether they stupid and/or liars but the omission was glaring.

According to the official report, 41.7% of all OT was classified as "Special Event" which includes VRI. Total spent on "Special Event" OT was 94 million while the entire OT budget was only 79. I know here were some legitimate special events but how much would be reduced without VRI? Just imagine a fully staffed force that didn't solicit officers to work on their nights off.

And “DUI guys” is the term used to describe self-appointed “DUI specialists” who commandeer other officers’ drunk-driving arrests to earn overtime by appearing in court.

-- OK I'm a DUI guy and:

1) I remove a drunk driver off the street
2) each DUI impound generates $2200 impound fee for city
3) Cases go "on key", so if I write 1 or 20, I only go to court once a month.
4) Cases are usually continued multiple times by private lawyers as a "tactic" to lose cops, witnesses and victims
5) most officers in the district avoid DUI's like the plague, or will just "let the dui go".
6) I don't "commandeer" anything, just make an arrest
7) there are much easier ways to make OT : VRI,or SAVM, and you don't have to deal with activist nurses(won't draw blood) or doctors
8) Don't know too many coppers that wanna be on the stand for 2 hours interrogated by attorney
9) It's a demoralizing job. What is the DUI conviction rate in cook county? 12% ???. Even winning a case in vehicle impound requires a near perfect case (despite low burden of proof)
10) your report is total crap. Would not have expected anything else.

So let me get this straight. The FEEB and the New Yorker come in and decide CPD is doing it all wrong. Rahm and the New Yorker decide to 'empty' the building, who needs admin. people right? Now fast forward a couple of years of Rahm's medelling with the dept. and BINGO....The IG discovers there's been no oversight of the dept.. All the IG really has to do is walk around HQ and ask who used to sit in theses empty chairs and what they did. Those empty chairs are the bread crumbs for the trail of a failing dept.. Where ever the lunatic decisions of Rahm and the New Yorker to cut this function and that were made, we now hear there's an issue. Performance Evaluation System, Behavioral Intervention System, Auditing and Internal Control, Et Al.... All of these functions were impaired by Rahm and the New Yorker. Look no further, they're both the cause and the effect!

Perhaps it's time to explore revisiting the accumulation of CU hours past the 11 working hours threshold.

* Offer CU as an option in lieu of cash for OT. Officers opting for accumulating CU over the 11 working hours threshold would acknowledge forfeiting the FSLA monetary increase as condition of this option (this would save money in the short term).

* Cap time on the books with each promotion - no more multi-merit jagoffs cashing in 5000 hours at Captains pay when they pull the pin. Example: You have 800 hours on the books when you make detective? Books zero-out and start over and you're paid the prevailing wage for 9161 for 800 hours when you retire, etcetera (this would help save money in the long term).

* Extensive annual audits with severe penalties for people dumb enough to be scamming

And, retroactively check every captain, lieutenant, tact lieutenant and tact sergeant, active and retired, who would voluntarily change their day-off for no good reason other than so they would be working (ducking) on a holiday to get the holiday pay. You guys aren't gonna get shit in your new contract!! Trust me. 26 yr vet at the sheriffs dept. our much maligned contact is 4 % over over 3 yrs. not 4% a year. Just 4%!!! Seems like the city is following the county. We need to punch in and out with a fingerprint everyday. Overtime completely stopped 2 months ago. Fuck this city and the liberal democrats that run it!! Buckle up guys gonna be s bumpy ride

To the poster at 1:58hours and the other one talking about the incident that happened in 9....you are both people I see in 9 on a nightly basis I'm assuming but do not have the balls to say anything to my face so let me clarify the story for the readers...a gun was not discharged...the recovered weapon was in pieces and the cylinder fell on the ground and a round went off outside. Not inside 9. The video is there and was handled accordingly. And for the record I'm not sure what conversation you were listening to but I never said I was put in for merit sergeant. If you have any issues why don't you just say them to my face in 9 where I most likely see you every night.

I came on CPD in 1995. They were in the midst of installing the "Kronos" system at the academy. Lol it never went into effect. At 376 all civilians have to swipe and use a palm/ hand scanner. I don't know why CPD does not use it for all police personnel to track time due and OT. I see so many that work the desk that seem to go on lunch break and never return.

Work the front office in Shakespeare and you can rack up a ton of hours. Apparently their commander lets them come in on OT to do their work that they should be doing all day instead of playing grab ass and kissing up to him.

Been that way in all the districts and units for years and will continue to be. Rahm wants it to stay that way. It's no secret and he lets it go on Stevie Wonder could see what's going on

Sorry people got to agree with report. With a 12.7% clearance rate the detective division is stealing the tax payers money. You'll cry undermanned and no witness cooperation but 12% come on. They do seem good at issuing warnings about many crimes happening in what used to be safe neighborhoods. Don't know how chief of deceives keeps his job with the terrible numbers. Time for a change at top of that division, do the Chicago Way thing and promote him and bring in some new blood. First thing that should be done is eliminate all overtime until a 25% clearance rate is achieved. That's the way a business would be run, set goals and hold people accountable.

Did Ferguson examine the effect of going to court and working midnigts? The DUI guys that do it are putting their bodies under great stress. Life spans are greatly shortened, but they still do the job. Now tuck yourself in bed Ferguson and leave the police work to us.

That's their choice. Most have enough seniority to get off midnights. They do it because there are more DUI's on midnights and all the court is on days. Be real and cut the BS. They do it for the money.
They take the jobs from guys who make the stops and don't want the court or don't know how to do a DUI. All they have to do is say no, you stopped him ,you do your job

First of all I never said they were all maxed with 29 and a day. There are plenty of guys that have between 20 and 29 years that would love to leave with insurance but don't have the age. And no I didn't mention the guys that are over 55 and don't retire because that wasn't my point. My point was Rahm took the health care option away from a lot of guys that are eligible to retire but can't without insurance. These guys have been through a lot and have seen friends and coworkers get screwed and have had enough but are stuck until 55. Not to mention what the little ass might do with the next contract. Maybe there won't be any retirement insurance. Hell we can all stay on to 63!!!

WRONG>>> WRONG>>>> back in early to mid 80's you could be 20 when you entered the academy. Lots of us are now in year 31 or more and still not 55. Love the guys that talk about something they know nothing about. I maxed out at 52 and will not be 55 until 2018. I am one collecting a check from the City who does next to nothing as they will not let me retire.

Wow a lot of hate in this rant. Evidently you can't score well enough on the test and have no clout. Regardless the Chief of Detectives is a female. Second there are many reasons the clearance rate is low. Video cameras on all witness and offenders tend to make witnesses not remember what they saw. The CCSA office is not a friend of the police and they have no interest in actually charging and trying a case. They would rather request more information and continue the case. And then there is a certain Chief of Detectives that recently retired who encouraged the Areas to Exceptionally Clear Close homicides to make the numbers look better but nobody went to jail and all the facts of the case were weak. So the actual clearance rate numbers are skewed period.

Next is your point of minimum clearance rate. Is that like a "quota?" Get a clue pal. Then there is the simple fact that shooting and homicides are out of control my fine little know it all friend. Over 3,000 people shot. That's a lot of scenes, a lot of interviews a lot of visits to the homes of next of kin, hospitals and the Morgue, not to mention the typing of reports. Therefore there is a lot of OT in the Detective Division. It's a simple fact you can't roll Detective work into a nice neat little 8 hour package. So I suggest you stop calling the area with your bullshit arrests that you think should be upgraded to felonies and study for the next test or start kissing ass whichever you feel more
comfortable with.

My buddy is the police in Phoenix. He says they all swipe in and swipe out at the end of their tours just like a regular job. No cutting out; no early "ducks". They work 10 hour days. No "slips" being held by supervisors for "time due". Their books balance everyday. I don't see why the city can't figure this out. I see so many come late then work "OT". How can that be? On the sheets but not at work. 022 used to have a mystery car up that was on the street on paper and it was really a desk assignment which also left early every night on 3rd watch. This job is a joke.

stop it. If you cant take ball busting and criticism then go take your ball home. Other wise you sound like you have less than 6 years on. learn to not walk into a station with a gun in your hands in pieces just so you can put on a show and let everyone know how you got a gun. I'm sure youre one of these guys who has a million cargo pockets on your tactical pants.. use them. If not, then feel free to do what many other coppers do which is put the gun in your vest, bring it into the station, sit down at your desk and start processing your arrest quietly and quickly so you can get back out on the street or get your free gun time. No need to wave around a gun and inconspicuously walk in holding the gun so people can ask you all about it and you can let the world know you got a gun. I know I know kid, youll always remember your first gun pinch.. and on your first gun pinch you can say that you dropped the gun and it went off. dork.

According to the official report, 41.7% of all OT was classified as "Special Event" which includes VRI. Total spent on "Special Event" OT was 94 million while the entire OT budget was only 79. I know here were some legitimate special events but how much would be reduced without VRI? Just imagine a fully staffed force that didn't solicit officers to work on their nights off.

Interesting....Lets see, entire OT BUDGET was 79,000,000. That would pay 790 new hires which cost the city about 100g each with bennies. How many did he actually hire? 37 after the dust settled? How many did he say he would hire? 1000? That would be a hundred million - not 79 million. Sounds like he got a 21 million deal. And if 94 million was 'special events', well, that's not my problem - like the OP said, they solicit us; and if they don't get their quota, well, they open up supplemental, so they are guaranteed to spend the money. But it's all our fault.
