Media Covers Retire Healthcare

  • More than 20,000 city employees and retirees have been dealt a crushing blow that could cost them dearly, but end up saving Chicago taxpayers $130 million a year.

    In a six-word ruling on Thanksgiving eve, the Illinois Supreme Court refused to hear the retirees’ appeal of a state Appellate Court ruling that essentially upheld Mayor Rahm Emanuel’s now-completed, three-year phase-out of retiree health care coverage and a 55 percent city subsidy for anyone who did not retire by Aug. 23, 1989.

    Clint Krislov, an attorney representing the retirees, said the decision means those retirees are entitled only to bare-bones protections outlined by lower courts.
How bad is it?
  • Last week’s ruling is particularly costly to roughly 10,000 city employees who started working for the city before April 1, 1986, and therefore did not qualify for Medicare.

    They have been forced to choose between exorbitant premiums that, in some cases, are double their retirement checks or go without health insurance coverage at a time when they need it the most due to their age and declining health.
They're talking about retirees in their 60's, 70's even 80's or their surviving spouses who are Medicare ineligible and now have expenses that will outstrip their pensions. People who gave the entirety of their working lives to the city and now will have looming bankruptcy or insufficient care at the end of their lives.

Who needs Obama's death panels when you have Rahm Emanuel pulling the trigger?

Am I wrong but weren't a bunch of the retirees getting insurance packages for like 200 a month through the FOP about a year back? I haven't been following that too closely but what does this mean? Can these people get packages through fop now and we're people getting insurance from the fop or am I mistaken?

Sorry, but I'm not here for the pension people or anyone else on this job. I'm here for me and me only. You better believe at 29 and a day on when I'm only 52 years old I will retire and not look back. As red in shawshank says, " get busy livin, or get busy dyin." I'm gonna take as much away from the pension as I can for as long as I can. I already have a good retirement job which is as easy as cake in florida that will provide insurance. It's a private company filled with all retired NYPD detectives, a lot of Illinois state police retirees and a handful of retired CPD detectives. Double dip salary and CPD pension for some years working 4 days a week getting insurance and we are all set. Enjoy the cold and Chicago politics. I'm outta here when I hit 29 and a day in 5 months and 11 days.

Years ago I took an economics course and part of course was on labor unions and companies. Two things that I remember what the unions can do when they had a no strike clause and the company was unfair to the employees and the employees were not getting anywhere with the company. The first was called, limitation of output, which I am sure you can figure out. The second was called parading which can be called picketing the company. It was important because the picketing exposes the company and the owners or management do not want any publicity concerning the company or brand name. They don't want the public to see there is a rift between them and the employees especially if they are unfair to the employees who cannot strike. Parading or picketing was very effective because it exposed the problem or grievance to the public, some of which may or may not care. But at least it got the problem out there, something a company never wants as it puts heat on the company. Why aren't your unions organizing and picketing city hall and your politicians public appearances? Even if the active employees are fearful of picketing the article says this affects 20,000 retirees. Surely you could get a few hundred out of that group to man the front lines. What can the city do to them. Your unions need to organize something. I love reading this blog's exposé of what's going on in Chicago but people just commenting on them will not change things. Good luck and organize!!!!

O.T. Officers Leaving Early

It must be very nice to be working 025th district 3rd watch at 1730 start time. You only work 5 to 6 hours. You bring in the activity and you go home 2 to 3 hours early.

Why is it that 1st watch has to work a full 8 hours. But 3rd watch 1730 get's taken care of? Please bring in a time clock or a swipe system. I never get to leave early anyways.

The overwhelming majority of the retirees that don’t quality for Medicare are in the Laborer and Municipal Funds. Police and Fire worked more side work that helped them qualify for Medicare. Their unions didn’t do a single thing to help them. They let the retirees get tossed to the side while the LMCC used retirees as the leverage for active workers. Muni and Laborers are 65% of all retirees. They should ask their unions what they did to help. Nothing the Laborers 1001 had the only Representitive on the Retiree Healthcare Benefits Commissions and if you read the report you will see Will Irving (Local 1001) didn’t disagree with anything they came up with. Keep in mind this was the only person from Labor on the Commission. Why weren’t the other Labor unions interested in finding a solution? Because their retirees don’t have a vote once they retire. Police and Fire are the only ones that have retirees that have a vote in Union elections. Afscme which has the largest group of retirees did absolutely nothing other than say stay on the expensive City sponsored plans that now went up huge money this year. Teamsters nothing. Laborers nothing. Building trades nothing. Operating engineers nothing. Etc nothing.

Well Asshat, you see, it's like this. We NEVER pretend that we wrote a story without some source. When we write about some statistics, we quote HeyJackass.com. When we find something on a national site concerning police, we "Link Back" to it with the underlined blue newslink. We provide a sample and then some witty commentary, which hopefully piques the interest of the smarter readers (which you obviously are not) and then they click on the link providing web traffic for the original authors.

Fran, Frank, Channel 7 and other media sources often steal ideas from other sites, then don't bother linking back to the people from whom they stole the idea and pass it off as their own reporting. The ISP case for retiree insurance GOT to the Illinois Supreme Court and the ISP won, with the court stating that it WAS a benefit, and per our Illinois Constitution, retirees benefits can NOT be diminished or reduced......
So HOW did the Illinois Supreme Court even refuse to take on /hear our case?
Can we go to the U S Supreme Court? This case has ramifications for years to come........if Rahmulus has money for his illegal immigrants, his TIF fund balance, etc etc surely the city should be able to provide retirees a decent retirement without breaking them into the poor house.....as part of the city plan, along with current employees, the self-insured city is able to provide coverage at a much lower cost...
This city (regardless of what the rules are) is filled with families who are on the 5th generation of total welfare.....NEVER having one day of employment behind them......but 30 year tax-paying devoted workers get kicked in the assss on the way out the door?
VOTE OUT EVERY DEMOCRAT.......SEND THIS CASE TO THE U S SUPREME COURT.......

I think they are talking about people that are not eligible for Medicare. The $200 would be for supplemental policies for those who are eligible for Medicare. No one is getting health insurance for $200 a month.

How are these people 30 years military and 25 years Crook County? Are you saying they are at minimum 73 years old? If so why aren’t they retired already? Or are they 30 years in the RESERVES or NG and you’re calling them “30 years military”? If so, that’s like a 20 year part time Crestwood cop who has worked a total of 2 years OTJ and tells people he’s been a cop for 20 years.

And if they have been in the military 30 years, don’t they get a military pension?

This is no disrespect to anyone who served, but I think you’ve been misled to feel that the world owes you a favor because you chose to join the military. It does not. There are police officers who have worked 30 years who have zero insurance now. And the cost of insurance outstrips their pension income. And many of them do not have V.A. health coverage like every person who was in the military does. Let’s stay focused on the real victims. These people “fired” after 25 years in Crook County are still getting county pensions as well.

The one thing that Rahm cares about is bad national publicity. Less tourist means more pressure from Rahm's donors. A few comments earlier spoke of picketing which would play real well on National Television. A bunch of retirees and their spouses marching around City Hall with signs directed directly at Rahm and the Aldercreatures, would get media attention. Hell, get the Cook County Sheriff's that were laid off to protest at the same time. It would show the world that Chicago Law Enforcement no longer exist because the politicians do not care about them.

And the bigger slap in the face is the City BCBS plan is $100 more a month than Aetna and the coverage has Copays and Out of Pocket with BCBS. BTW the City plan has the Obamacare tax as well.

If ever there were a cause to keep judges from getting re-elected , this is one of them. Announce it on Thanksgiving Eve? What a political move. Then to not hear it. So it was ok to hear the state employees case in 2014 but not ours. Couldn’t that case be used as precedent?
Guess they didn’t have the guts to hear the case and then have to rule in opposition to their previous ruling for state employees in 2014

I just talked with a friend in Ft. Myers, FL who is retired Fire. He is on the Aetna plan that Local 2 and FOP rolled out last year. Him and wife are in their 70's and elected the plan option that covers 100% with no deductible and no out of pocket. He had back surgery 3 weeks ago and received the bill from the hospital (not the Dr). The cost for surgery was $58,000 and the patient responsibility was $0. He was on his way to get his wife who had a pacemaker put in and her cost was $0. Both are on Rx that go through mail order. Some are generic that cost about $18 for 90 days and others are $70 or $85 for 90 days. According to him the Aetna plan is better than the medicare supplement the City used to offer. The Aetna plans are not network specific and can go to any Dr that accepts medicare and agrees to take 100% of what medicare allows. All of the Lee County Hospitals are in the Aetna network but because it has the Extended Service Area you are not tied to a network. Just thought i would pass on a positive story. Everyone have a Merry Christmas.

That 130 million a year in savings is bullshit. The retirees hired before 1986 did not pay into Medicare. Their premium is high but all are older started dying off. The people hired for the last 31 years only need a Medicare supplement. So that figure gets lower every year. It's just another lie from Rahm the flim flam man. I'm retired and luckily have the VA. There is always a wait but they take good care of me.

A good retirement job in Florida is about as plentiful as ice cubes in the desert. Don't believe everything that you read. This is a very very low wage state. Don't even think about moving down here and earning big bucks. 12 to 14.00 per hour is the high end for a retirement gig. There are more retired coppers down here than you can shake a stick at. It's also not cheap living in a decent area. It's a very high crime area, thus the gated communities. There are a lucky few that land bodyguard positions protecting the rich and famous, but those opportunities are few and far between. We like it down here but it's far from being paradise.

If you are on Medicare do some research. There are so many better and cheaper plans out there. I have one. City and fop plans are way overpriced and they are also advantage plans which you have to use network doctors and hospitals. With most of the plans you can go to any doctor or hospital that accepts medicare.

Sorry, but I'm not here for the pension people or anyone else on this job. I'm here for me and me only. You better believe at 29 and a day on when I'm only 52 years old I will retire and not look back. As red in shawshank says, " get busy livin, or get busy dyin." I'm gonna take as much away from the pension as I can for as long as I can. I already have a good retirement job which is as easy as cake in florida that will provide insurance. It's a private company filled with all retired NYPD detectives, a lot of Illinois state police retirees and a handful of retired CPD detectives. Double dip salary and CPD pension for some years working 4 days a week getting insurance and we are all set. Enjoy the cold and Chicago politics. I'm outta here when I hit 29 and a day in 5 months and 11 days.

several years ago I attended a Retired Chicago Police Ass. meeting with Attorney Kislov in attendance. I asked him three questions: does he really think that we would get a fair hearing from the Illinois Supreme Court due to the fact that the Supreme Court is made up of almost all Democratics? The second question I asked if Anne Burke, the wife of Alderman Ed Burke would recuse herself from this case because she is married to one of the leaders of the City Council who back this plan. He looked at me like I was from Mars and he actual stated," They are Judges who are sworn to be impartial. Justice Burke has been more than fair with us" So my next question was, "Do you honestly think that they would apply the rule of law or would they refer to their Democratics sponsors wishes"? Again, he looked at me and said, "Of course". Well, we see how that worked out. When I came on the job,1968, we were told that we would have free health care for life. Again, we see how that worked out. It is a dam shame that Rahm did this. I hope he rots in hell. Sad, so sad.

It appears to me the most we can get out of this is $55 a month. So if your premium is $2000, then it would go down to $1945.00/ month.

In 1983 that covered all of it. The City was self-insured, healthcare-wise (as they still are, I believe, for property),and the premium was only $55. So the Funds paid that $55 (from a city tax). The city was just restructuring the model. This was initiated under Harold Washington. At that time, the retired cop was 100% covered, but he/she was still on the hook for spouse and dependents. But ... and this is a BIG but ... the statute expressly stated that anything above that 'maximum subsidy' was to be taken out of the retiree's pension.

So the city charged only $55, but if they were to raise it to $56, then that $1 would come from your pension payment.


Now Krislov is also arguing Estoppel and Breach of Contract. These counts were shot down by Cohen and also the Appellate Court. Now the Appellate Court ruling stands because the Il. Sup. Court rejected the appeal. That is what this recent news is about.

So now we are just left with the Constitutional claims that the pension cannot be diminished (and medical benefits are part of the pension said Kanerva v. Weems July 2014.

So we are hooked up with the 1983 statute (the 1985 statute just included the city's remaining two unions; Municipal and Laborers). Great news huh? The 1983 statute bound the city to all police hired before 2003.

Not so great news - the statute only promises $55 a month. (A slightly different amount for those not eligible for medicare.)

So I heard some coppers blaming Rahm. Well, Rahm could have put the kabosh on all of this if he wanted, that's certainly true. But this all started under Washington.
Remember Rahm’s recently intercepted text message to his friend? Something along the lines of “I just saved the city $15M.”

From the 1960's until this 1983 statute, cops got free medical for life (but I think they always had to pay for dependents).

So here's the problem that I see - something that doesn't make sense to me: In 1983 the city more-or-less said "we'll pay for all your medical, we are the insurer, we are charging $55/month. But is we raise that price, you will be on the hook for it." That must have been the plan ... raise the rates later on down the line. All the cops are happy with this statute, because we/the city pay everything, but all we have to do is slowly raise the rates. Now at this time the union (sorry the Funds) were fighting this in court. But mid-trial both sides came to an agreement and the trial stopped. What was the agreement? City pays 55% (or 50% not sure.) So, in one fell swoop, somewhere around 1985, the city went from paying all the healthcare premium – to only paying 55%. Why did the Fund (retirement fund) agree to this?

For younger people on the job start planning for your future now. Get a financial advisor that will actively build a portfolio for you. The pension plan used to work for a bunch of reasons.

-The job was fun, people hated to leave working into their 60's.
-They retired, pulled a couple years of checks and died, often leaving no one behind to claim their benefits,
-Many personnel worked beyond 32 and Day, continuing to pay into the plan for no additional benefit.
-The fund was not overleveraged as collateral to secure debt financing.

Things have changed. Look at the BGA listing of personnel currently on pension. How do you expect a system to work when so many exempt personnel are making 6 figures a year after only having contributed $300K over a lifetime of work. The current system, like Social Security is not sustainable.

Start planning for retirement now, put thought into a second career, don't be a passive investor. The time goes by faster than you think. I remember starting the academy thinking it was going to be my last job and retirement was a lifetime away. 26 years went by pretty fast. I now enjoy a nice career in Real Estate. Get some life insurance, start an IRA, manage your deferred comp based upon an appropriate risk level for your age, use the job for something better, don't let it use you up.

So the accommodation is in the event their paperwork isn't available right now. Wherever they show up in the U.S. has to enroll their kids. Miami and New York received 10 times the enrollment that Chicago did. The Puerto Rican kids aren't the problem here.

Forget the financial advisor. Put your money in
index funds with low fees and forget about them. You will be surprised how fast they build
The problem with financial advisors are the fees. You pay their fees and they tend to try and beat the market and you pay the buy and sell fees. If they are % base planners as you accrue no money the fees started adding up.
An example. I had $500,000 in an account. The planner was getting 2% annunally sounds small but that $10,000 a year and in 10 years I would have paid him $100,000. Lot of money and statistically financial planners don’t make you anymore money that if you stayed with an index funds. When the markets down, everyone loses. Hard to make money when the markets down so why would expect a financial planner to do it
Finally some people do need a finial planner because they are inept at handling money and don’t want to spend a little researching the market. For them there is a need. Good luck in your investing

Did t quite go like that. Originally mayor Washington said the city will no longer pay anything for retirees health care. A lawsuit was filed and during this time both parties agreed to a 10 year settlement. 10 years go by and they go before a judge and agree to a new settlement, now another 10 years go by and before the judge who again agrees to another 10 year settlement. This is common for politicians to kick the can down the road and later it be resolved at a later date
Then after 3 10 year settlements when they go back to court Rahm says it’s over. No more settlements , city isn’t going to pay anymore and in 3 year it’s over. He then phased it out over 3 tears

When I came on in 1990 it was promised to me. Along with free prescriptions and very low cost health care. Now the City is trying to get rid of our health care, high prescriptions and high cost health care with high deductibles. I love it when people say about residency that I knew it when I came on the job. I knew a lot when I came on the job. They City has changed what I know for their benefit, not mine.

I appreciate the concern but the job I'm taking is already a set and agreed salary and not hourly. It will only be about 8200 less per year than my current CPD salary as a detective so I'm not too worried about it at all. If I can get 6-8 years of double dipping St this rate with the pension I'm more than happy with that. After that I'll re-evaluate if I wanna stay or just go with my pension and officially retire.

Everyone have a Merry Christmas.

A lawsuit was filed and during this time both parties agreed to a 10 year settlement. 10 years go by and they go before a judge and agree to a new settlement, now another 10 years go by and before the judge who again agrees to another 10 year settlement. This is common for politicians to kick the can down the road and later it be resolved at a later date
Then after 3 10 year settlements when they go back to court Rahm says it’s over. No more settlements , city isn’t going to pay anymore and in 3 year it’s over. He then phased it out over 3 tears

There was a time in the mid to late 80's and again in the early 90's that the city pushed a whole lot of classes thru the academy.
100 - 100+ each class and 7-10 classes each year.
I know that there was a time that the academy ran classes on two different shifts because there was not enough room for all.
If you recall there was a influx of federal dollars in the 90's for community policing.
In 98 there were close to 700 hired.
The real slowdown in hiring was started by Daley in 2007.
2008 had the lowest hires in any year.
But if anyone really wants the numbers you can contact HR, the academy or the FOP. All good sources for accurate numbers of hires each year.

I stand corrected. I meant to say Puerto Rican US Citizens who are afforded all the rights of you and me and pay no taxes to the US Government. They will be voting on wether to become a state of the US or remain a territory. My bet is they remain a territory and continue to pay nothing and receive everything.

And while we’re at it there are stories that the mainstream media is not telling detailing cargo ships full of needed supplies for Puerto Rico sitting in port because Puerto Rican workers refuse to work unless they are guaranteed pay and overtime. Sorry but 500 were not retiring a year during that period. And being in a district u went to other district and saw their manpower posted on the wall. Middle 90 s most district had 330. Now under 200 and less districts, 2 less area det and and other units don t exist anymore.Now time due is denied because of lack of manpower. But hey, the city says we are down 800..Get ur head out of RAHM s ass.

Hey SCC thanks for providing a mechanism that allows us to address and inform on these important issues. It also allows us to correct misinformation distributed by some morons that respond and have no idea what they are talking about. I and my wife were both covered by the city insurance , we were also both on Medicare. I didn’t get my insurance for free as some commentators have said, I paid over 500 dollars per month.

A good retirement job in Florida is about as plentiful as ice cubes in the desert. Don't believe everything that you read. This is a very very low wage state. Don't even think about moving down here and earning big bucks. 12 to 14.00 per hour is the high end for a retirement gig. There are more retired coppers down here than you can shake a stick at. It's also not cheap living in a decent area. It's a very high crime area, thus the gated communities. There are a lucky few that land bodyguard positions protecting the rich and famous, but those opportunities are few and far between. We like it down here but it's far from being paradise.

I appreciate the concern but the job I'm taking is already a set and agreed salary and not hourly. It will only be about 8200 less per year than my current CPD salary as a detective so I'm not too worried about it at all. If I can get 6-8 years of double dipping St this rate with the pension I'm more than happy with that. After that I'll re-evaluate if I wanna stay or just go with my pension and officially retire.

With all the bad press coming down about CPD detectives now and in the next few months, let's see who wants to hire a retired CPD guy.

U need to get it into your head that this is already a done deal. Employment packet filled out and done. This is a group of guys who I've known for the past 25 years. Lots of haters because a soon to be retired dic is finding a dynamite retirement job in Florida... it happens.

to survive year round.

The city never promised anyone lifetime health care for near free. I don't know what law or regulation would require them to do so.

Came on in 82. One of the first things they told us is we had a job for life and free healthcare in retirement, as long as we didn't screw up and get convicted of a felony. Sat in the gym bleachers and heard this as they were passing out the forms to fill out for Banker's.

The mayor wants a 3 year phase out to eliminate medical insurance to all city workers and to all city retires. What a slap in the face to all city workers and retires. Just to save the city money. Why not remove 40 ALDERMEN and only have 10 ALDERMEN and 10 wards ? This would save the city money, however, it will NEVER happen.
