Don't be so fast to discount what this chief is saying. Here in Illinois, we require some classroom training before handing off a CCW permit. Many states have no such mandatory educational requirements, and more than 12 don't even require permits to carry at all. Standards as to what constitutes a 'justifiable shooting' vary from state to state. I see a lot of problems allowing residents from some states to carry here in Illinois.

I live in New Mexico, having moved from California when the commies finally took over. In NM any one can open carry, carry a gun concealed in their car and it is a shall issue state. California has very strict laws. It is a may issue state so most cops will never run into a CCW holder unless they work up in the rural norther counties. I happen to run in a Trooper and asked him about guns. He told me that every stop they have to assume there is a legal weapon in the car. They can ask the driver where the gun is, or maybe even ask them to surrender the gun during the duration of the stop and the driver can tell them to go fuck themselves on each count and there is nothing that the officers can do about it.
Driving down the road the other day and saw a biker with a pistol on his belt. I assume that would warrant a stop in Chicago, and surely in the Golden State, but not here. No crime, no stop.

Cunningham introduce the Rocket Docket Program and Changed the Bail laws to let everyone as mentioned Non Violent Offenders out in the streets to Continue their Crim Sprees. I told then that some Criminals have been Arrested 20,30 up 75 times and they still are walking the Streets. The people at the meeting were Shocked by what I told them. I told This was Preckwinkle, Kim Foxx and Tom Dart doing this and that's why we are seeing the crime go up. I also told them that we have 500 to 600 Criminals on Electronic Monitoring that cant be found due to Tom Dart not enforcing the laws. These people were so pissed off. I believe none of the shooters in Maywood had a concealed carry permit, a FOID card, or the moral compass needed to avoid commission of murder, armed robbery, or other violent crimes. National concealed carry would not increase the violent crime rate in Maywood or any other Illinois municipality. For, and this is a fact, holders of concealed carry permits or even those who carry in States that permit "constitutional" carry are statistically less likely to commit violent crimes than other citizens, even police officers.
And the CCL Reciprocity act is also condemned by N.O.B.L.E. There's a friggin brain trust.

Sure, because people travel from all over the USA to shoot citizens of Maywood inside of Maywood yet Maywood PD will not make an arrest let alone prosecute the shooter of Maywood PD Officer Tom Wood murdered on duty just over 11 years ago even though they actually know who did it.
Francis, don't you think that even if the Maywood PD didn't want to make the arrest, that other agencies would step up and arrest the murderer of a police officer? Like, maybe, the State's Attorney's own investigative unit, made up of officers from various agencies (like the CPD and the ISP)? Or the FBI?
Clearly, there isn't enough evidence to go after this "known" homicide offender. Do you think this scenario doesn't play out every day in our various detective divisions here in the CPD? Open your eyes. Either the evidence is there, or it isn't. Every homicide case does not necessarily lead to an arrest and charges.
Check out the recent murder/possible suicide of a Baltimore PD detective. It occurred about a month ago, no arrests. The FBI was asked to take over the investigation, and they declined to do so yesterday.
