So, No More Tasers?

Did anyone read the revised order that came out in late October?

General Order 03-02-04, Section II (Policy), Subsection E - Increased Deployment Risk:
  • When practicable, Department members should avoid the use of a Taser on subjects who:
    • are elevated above ground or are in an unstable position (e.g., tree, roof, ladder, ledge, balcony, porch, bridge or stair);
    • could fall and suffer an impact injury to the head or other area;
    • could fall on a sharp object or surface (e.g., holding a knife, falling on glass);
    • may be less able to catch or protect themselves in a fall (e.g., restrained, handcuffed, incapacitated, or immobilized)
    • may have impaired reflexes (e.g., from alcohol, drugs or certain medications);
    • are running, or are otherwise in motion;
    • are operating or riding any mode of transportation (e.g., vehicle, bus, bicycle, motorcycle, or train); or
    • are located in water, mud, marsh environment if the ability to move is restricted.
Well, that would pretty much rule out the use of a Taser in any and every situation lest you expose yourself to Department charges, legal liability, COPA probing, public ridicule and Civil Rights charges that might land you in Federal prison for four years. The Taser is just one more piece of equipment they want you to take out, never use and take a few days off for if you lose it.

Does no one in the Legal Department vet these orders before they post them for coppers to run afoul of?

I know a copper in 005 that tasered some psychotic mental that was holding two knives. He wound up saving the guys life. But I’m tbis scenario he would be disciplined. So the other use of force would be deadly force. Than you’d hear about special ed saying more questions than answers. What a joke and a reason to be fetal. Oh, the copper actually tasered the dude in the dick and sternum.

The Dept should issue Gel or Foam Pepper spray, It can shoot a spray 10 feet or 18 feet, Ive used It It work every time.

We now need a supervisor to approve OC spray use. At one of those "let the dumb ass community run the police department" meetings, a community activist believes using OC spray can lead to death so the department in their wisdom put it into policy. No Taser, No OC spray...pretty soon no handcuffs I guess. Two more years and a day and I'm out of this state.

I thought the same thing. Brought it up at work and others felt the same way. Nobody is using them anymore and most are saying they’ll just go back to the asp, which will cause WAY more damage and look way more freightening on the 8 cameras following us around all tour, but at least we won’t violate department policy then. This place is just unbelievable.

Pretty much says don't use it or else. Go to Taser's web site were they clearly state may cause death if subject has pre existing heart condition and if on drugs or alcohol. I say get rid of it. It is not worth the headache. I printed it out and gave it to my W/C and told him now you know why I don't want to take one. Taser admits it could kill someone. Less than lethal? I don't think so.

Notice you are to avoid using the taser in any mode of transportation which they list a bus or train. So you come upon the scene of a robbery in progress or a mugging on a CTA conveyance where scumbags are beating the crap out of somebody. What do you do? In a gentle voice announce: stop sirs, this is not acceptable nor is your conduct Chicago values. I love how they get so specific that they even included mud as a reason to avoid the taser. What about sand, sawdust or snow? This raises a lot of questions. Best course of action, see nothing hear nothing do nothing and flee because it sure looks like that's what they want you to do.

Especially awesome are all these ppo’s with bright pink , neon orange , and purple silicone holders. What mental midget at the academy is telling recruits to buy these things and put them there? Who in their right mind is going to take these idiot princesses (yes that includes the poor excuses for men wearing these) seriously ? It’s a complete embarrassment . My kids don’t even have that shit on their backpack for preschool. Your uniform has 14 pockets at minimum if you wear cargos. I don’t know what’s worse ,the people wearing these bullshit ass Bath and Body Works holders in uniform every day, or the supervisors letting these po’s out of roll call every day looking like they’re rolling to kindergarten . Have some balls!

The presumption in this question, as asked, seems to be one of an unexpectedly naive nature.

This vetting process referred to, being seemingly presumed benign, is, experience should be the guide, actually malevolent.

Shifting perspective from presuming the intent is benevolent to seeing it is always malevolent will, while offering scant comfort, at least allow the possibility of potentially avoiding falling into the trap.

Beset upon all sides by nefarious intentions, the wise ones maintain a constant, steady guard against the minions perfidities......

The taser was going to solve all of this shit, remember just a few years back?

I remember bosses telling us that the TRR was going to be our ace in the hole, and I was criticized for pointing out that all it was is another discoverable document. How did that turn out?

In the eyes of so many Monday morning quarterbacks, the actions of police were excessive, unnecessary, biased and in violation of the all encompassing civil rights violations. The good people who go about their everyday lives suffer when police cannot effectively deal with an out of control, violent criminal element that picks and chooses victims at will.

If you had already deployed a taser and documented the deployment with a complete set of encyclopedia sized competing reports, please note dark forces are scrutinizing your every action. And don't forget all those on the scene with body cameras and hot mics. You have been given the hangman's noose via body cameras, audio recordings, lots of reports and general orders so put these tools to work and lose your job, take a suspension or go to jail. In the meantime, the carnage and slaughter on Rham's watch will continue unabated.

In all honesty- how many officers have read the new use of force policy? Vehicle pursuit policy? On my watch I have asked around and only 12 percent have read those orders and know them thoroughly. Print those orders out and read them.

I find that if I remain in the car ,with the doors locked (I did have a guy jump into my car once) and remain in almost constant motion the chances of me needing to use any force at all drop to almost zero. Perpetual motion = de-escalation. I do get out and stretch from time to time but I'm careful to pick a place with no one around. Try it! It really works!

Officers, go out, answer your calls, write the paper, and go home safe to your families. They don’t want us doing anything remotely proactive anymore. C’mon, SCC. Here you go with the negativity again. The order doesn’t eliminate every situation. For example, the shithead is standing in a roomful of featherbeds. It’s OK to deploy your taser. Or he’s at Chuckee Cheeses in the play ball pen. It’s OK to deploy your taser.

Funny thing about this (which really isn’t funny at all) is the Dept teaches us all this bullshit about force mitigation, but then tells me that I can’t use one of the tools. Guess they’d prefer the use of deadly force in the knife scenario or maybe we should just say please drop the knife and leave when he refuses.

Fucking crazy world we live in.

When tazed, a person is immobilized and cannot break a fall? They have to fall after being tazed so injury is possible every time a taser is used? Why would the department issue a order without any additional information? Holy cow, batman.

That age is the one in the current contract in writing. Providing that the fund is solvent, you will receive that percentage. This is just another way for the city and Department to deflect liability and put it on the Officer. When something happens and it ends up in civil court the City and Department with say "that is on the Officer, he/she was trained not to do that. We'll give a little payout. Go after the Officer's assets if you want more". Oh, and the Department will hang the Officer out to dry for "violating the G.O.".

Chew on this...... The taser incident I was sued for drug on for 8 years. 3 different ACC's who seemed to lose interested over time. As seats listed. 8 years of waiting. Eventually I was cleared. The family given minimum money. I was told I was cleared of any wrong doing. The taser part of the suit dropped. 8 years later. To this day I can google my name and find people labeling me rogue and at fault. I guess the ACC lied to me? My advise to you is let the new guy taser the offender if your within 10 years of retirement. Don't want to put a hold on your retirement PAR Form submission. 8 years of being on standby with your life.

This equates to the proverbial "damned if you do and damned if you don't" scenario. A person brandishing a knife and menacing others is shot by the police; COPA states "you should have utilized the taser." In the same scenario, an officer deploys the taser and the offender falls to the pavement and is hospitalized. Now COPA states "the subject should not have been tased because the officer should have known it would cause harm." Here is my best scenario: agents of COPA are held at knifepoint by an offender, COPA agents scream for officers to do something, officers reply "we will attempt de-escalation due to the offender being a distance away from us and possibly mentally ill and we do not wish to cause injury to the offender per YOUR sanctioned policy." Feast on that, left wing radicals.

Actually, the body cameras are always recording regardless. I was in a situation and never activated my camera, but the detectives that came to the station were able to pull up all the footage in the watch commanders office from the time I turned the camera on.

I have been an RN for 20 years and have worked in the ER and psych units and I can tell you that for the most part mental health is a complete scam. I am not talking about legitimate mental health issues such as being depressed over the loss of a loved one. I'm talking about how it has given social-paths an excuse for their destructive behavior by giving them diagnosis such as schizophrenia, ODD, ADHD etc. Those so called psychotics know exactly what they are doing because they only attack nurses, and not their peers, because they know medical personal are not supposed to fight back. It has only gotten worse since Obama took over the health care system because we are no longer even supposed to hold a violent pt down with our hands because it is considered a restraint, which of course violates the social-paths's rights. I feel sorry for police officers who are also having their hands tied when dealing with these scum-bags.

I'll let you the reader ponder these tragic facts which began in Brooklyn's Bedfotd-Stuyvesant on an afternoon in September, 2008.

Under the command of the elite Emergency Service Unit's (ESU) Lt. Michael Pigott, ESU responded to a naked EDP (Emotionally Disturbed Person) out on a building ledge ten feet above the sidewalk. The male EDP was swinging a 12 foot fluorescent light tube as a weapon and refused NYPD's patient orders to come down. After long unsuccessful attempts, the EDP continued to ignore the police. continuing to swing the light tube from the ledge.

Lt. Pigott then gave the order to an officer to use the taser on the apparently psychotic naked man. After being tased, he fell, his head striking the sidewalk causing his death.

NYPD IAB publicized Mike Pigott's name to the media and stripped him of his gun and shield. An outstanding 21-year veteran and married father of three, he was admired and respected by the troops. He was truly sorry that the incident resulted in the death of the EDP.

Shortly thereafter, Lt. Pigott went to ESU HQ at Floyd Bennett Field in the early morning hours. Alone at HQ, he obtained another officer's gun from a locker and committed suicide. There was a huge mourning NYPD presence at Mike's Catholic Requiem Mass.

Yes, that is true. But when you have clout and make gold star with CPD it gives you instant credibility with people who don't know any better. The exempts travel for special training and actually do get the opportunity to command a large unit, so it looks good on a resume. But, when it comes to actually performing, well that is a whole different story. There is a sergeant who was made deputy chief, then retired and given the job of head of security of various large city departments such as the CTA and McCormick Place. Now he is chief of police in a suburb. Competence has nothing to do with it. It is who you know and who likes you or who you are related to.

OT - The city is trying to sell the 001st District parking lot! No joke. The buyer would have to build a parking garage for the district. Heard an email was sent out asking for count of the number of people that work each watch, the number of spaces needed for squad cars, the number of oversized vehicles, etc. First the tie clips an now this!! Let's see, you have mass transit, the Area Central Deputy, Central Detention and district personnel working out of the building. The shifts start at all different times. Hold on a second. There is more to consider than just wanting out, especially when you are in 20 years deep. For example, a police officer person leaves in 2018 at 41 years of age with 20 years of service. That same person is qualified for a 50% pension with an estimated pension payment before deductions of roughly $3.5K a month, however the pension payments would be held in abeyance and not start until that person's 50th birthday in the year 2027. Essentially, this person's future pension amount is frozen in time at Year 2018. This person will be receiving the value of 2018 dollars in the year 2027. There is no way to predict the future value of the dollar, but the fact remains, that person will be receiving nine year old money that was frozen in time while everything they need, like housing, groceries, clothing, utilities, medical insurance until at least age 65 years , etc and things they must pay, like taxes, will all be at 2027 prices. Whatever the next job or profession or business they start, they best make sure it pays quite well with benefits and they might want to proceed as if they have nothing coming to them when they turn 50 years of age, because who knows what $3.5K a month before deductions will be worth in the year 2027.

Correct me if I'm wrong. Since the incident with Lt. Pigott, the NYPD/FDNY now has large inflatable air cushions which could be used before the use of a Taser in circumstances where EDPs could fall to serious injury or death. Chicago does not have access to inflatable air cushions.

I heard about this tragedy from NYPD members. Lt. Pigott was a decent, well-respected man and a credit to the NYPD. It appeared that NYPD management scapegoated a fine officer by implying he could go to prison before he took his life a week later. They humiliated and stressed him out past his breaking point. May Michael Pigott rest in peace.

Most of The Tasers don’t work properly and nobody maintains them. How many times a can you test your taser before the ack get weak and that causes the taser to function improperly.

I have been an RN for 20 years and have worked in the ER and psych units and I can tell you that for the most part mental health is a complete scam. I am not talking about legitimate mental health issues such as being depressed over the loss of a loved one. Interesting point. I remember a person at a school when tasers were new. This kid broke a large and very nice male black police officer's finger or fingers. His hand was mangled from the handcuffs. This kid was in the back of our squad, kicking and thrashing and seemed psychotic. He wanted us to fear him. I wanted to beat his ass but of course didn't. Anyways, my partner had a tazer and opened the door, pointed the laser at his chest and said "kick my window again I'm gonna take your mother Fucking ass." I suddenly witnessed a psychotic person become completely civilized. I realized then that some people will act crazy but only with certain people. Ever wonder why crazies don't mess with gangbangers? It's because they know they'll light them up like a Christmas tree.

Thank you for what you do. I know it definitely is not easy and comes with a lot of danger. Stay safe out there and thanks for your input. It's actually good to hear from other professions that understand what we deal with. I have nothing but respect for good people like you.

I had a degree under my belt before getting on the job and got my masters from a real college while on the job. You failed to take personal ambition or academic achievement into account which would also influence your ability to land a quality job. Smarts and preparation could allow you to step away from policing that has become a farce. You decide which is best you or if you qualify to take charge of your life. This is not a dress rehearsal.

Actually, the body cameras are always recording regardless. I was in a situation and never activated my camera, but the detectives that came to the station were able to pull up all the footage in the watch commanders office from the time I turned the camera on.

You know that green means buffering and red means recording? The buffering mode only holds 30 seconds of film then re-writes itself. Plus there is no way the city can pay to keep 8-10 hours of footage every day for thousands of officers. You’re just trying to scare people!

Not so much. I gotta be honest with you, I've worked in a couple burbs. In general, we don't copy the city. Things you guys pull would get us fired. On the flip hand, tables are turning and things that are now getting you guys jammed up are normal business out here. Okay, congratulations to you on your education and on your successful quest to leave the job behind you. While you might have already known the information I posted, you did not mention it. All you said was leave. You made it sound as if you believe it is easy and simple and you did not mention both sides of the decision. I presented the other side, the caution side. And, you walked away when 2 more years would have given you free medical for 10 years? You must be a millionaire or had a great job waiting for you? Your post-job income must be quite substantial considering you turned your nose up at free medical for 10 years? With current prices for medical insurance for one person, you walked away from $177,240.00 dollars. Ouch! And the medical insurance will most assuredly cost more as time passes. Who knows how much money you will eventually have left on the table? And, very few who walk away with the minimum will have the good fortune you claim to have experienced. Just walking away is not for everybody because no two people have the same life-circumstances nor is there a guarantee going forward they will be as fortunate as you.

This is not a dress rehearsal." C-O-U-L-D is the operative word. Just because it happened for you does not mean the circumstances are such that everyone can do as you and, if they did leave early, nothing says they will experience the success you claim to have experienced. Yes, life has no dress rehearsal, but no two people have the exact same life-circumstances and for you to tell everyone to just leave is disingenuous of you.

This is a serious question. People who are standing who are tased are ALWAYS in danger. So I completely agree with what has been said, this is "outcome based," and so if dude doesn;t fall and hit his head - the cop is all good, but if he DOES fall and hit his head the question becomes, "was it practicable to refrain from tasing?" Well, it's always practicable to refrain, because there is always an alternative use of force available in less-than-deadly-force situations. We could have always just punched the guy in the nose instead of tasing him.

Also who uses the word "practicable?" It's the wrong word.

It may not be the best choice, but it ALWAYS fits the parameters of being "practicable," because it is, according to the definition "able to be done or put into practice successfully." And who defines "successfully?"

You can always make it work if you refrain from using the taser. You might get your ass kicked buy you can make it work. Is a cop getting his ass kicked a "successful" result. And if you CAN make it work, it appears that you are commanded to make it work, because, by definition, it is "practicable."

Who are these non=police losers writing these trick-bag orders? I'd have more respect if they just banned tasers outright.

One. I left the job before the 55 and out with FULL insurance plan was in place. I retired before the age of 60, and while still part of the city plan, it was paid for out of my pocket at I believe, 55%, not at 100% had I elected to stay two more years.

Two: You are correct. I did not write an entire book explaining each and every detail. I figure most people can fill in some of the blanks themselves.

Three:My "get out while you can" was geared towards young cops who would have the luxury of time to build new careers and still get the bonus pension they had already earned. It was not intended, obviously, to someone who could wait a year or two, to get ten years of free healthcare; hence, all of your numbers related to my health costs are worthless, but, hey, at least you made up an argument against my advice that had some thought put into it.Here is the Readers Digest condensed version of my original post. (2) You originally wrote "I could have stayed two more years and had my medical paid for until I became sixty five." Your sentence can be interpreted two ways. Either you left at 53 when you could of stayed 2 more years for the 55 and out, which is how I saw it, or you left at 58 when you could have waited 2 more years for the 60 and out, which was your course of action, as you have now explained. You did not originally explain the circumstances so it must have been one of the times you expected the reader to fill in some of the blanks?

(3) The city paid 55%. So you do not have to fill in the blank, that means you paid 45%. So you walked away from paying zero % from 60-65 years of age and chose to pay 45% for 7 years. You still left money on the table, just not as much as I originally thought.

(4) You advised people to make one of the most serious moves in life on your say so alone and expected them to fill in the blanks. You astound me. You remind me of the Seinfeld "Yada, Yada, Yada" episode.

(5) Your very last sentence should have been in your original entry. Capiche?
