So, No More Tasers?
Did anyone read the revised order that came out in late October?
General Order 03-02-04, Section II (Policy), Subsection E - Increased Deployment Risk:
General Order 03-02-04, Section II (Policy), Subsection E - Increased Deployment Risk:
- When practicable, Department members should avoid the use of a Taser on subjects who:
- are elevated above ground or are in an unstable position (e.g., tree, roof, ladder, ledge, balcony, porch, bridge or stair);
- could fall and suffer an impact injury to the head or other area;
- could fall on a sharp object or surface (e.g., holding a knife, falling on glass);
- may be less able to catch or protect themselves in a fall (e.g., restrained, handcuffed, incapacitated, or immobilized)
- may have impaired reflexes (e.g., from alcohol, drugs or certain medications);
- are running, or are otherwise in motion;
- are operating or riding any mode of transportation (e.g., vehicle, bus, bicycle, motorcycle, or train); or
- are located in water, mud, marsh environment if the ability to move is restricted.
Well, that would pretty much rule out the use of a Taser in any and every situation lest you expose yourself to Department charges, legal liability, COPA probing, public ridicule and Civil Rights charges that might land you in Federal prison for four years. The Taser is just one more piece of equipment they want you to take out, never use and take a few days off for if you lose it.
Does no one in the Legal Department vet these orders before they post them for coppers to run afoul of?

Don't be an idiot, we can work around this. Just carry an inflatable mattress with you and throw it at the offender then tase him. Duhhhh
I know a copper in 005 that tasered some psychotic mental that was holding two knives. He wound up saving the guys life. But I’m tbis scenario he would be disciplined. So the other use of force would be deadly force. Than you’d hear about special ed saying more questions than answers. What a joke and a reason to be fetal. Oh, the copper actually tasered the dude in the dick and sternum.
Our LT forces us to take out tasers. Officers don't have a choice.
The Dept should issue Gel or Foam Pepper spray, It can shoot a spray 10 feet or 18 feet, Ive used It It work every time.
We now need a supervisor to approve OC spray use. At one of those "let the dumb ass community run the police department" meetings, a community activist believes using OC spray can lead to death so the department in their wisdom put it into policy. No Taser, No OC spray...pretty soon no handcuffs I guess. Two more years and a day and I'm out of this state.
I'm confused, the third month of the Gregorian calendar? Don't use if the subject is taking part in a march?
Wow. They didn’t teach this at uce of force training. So Van Dyke was right to shoot McDonald since he was holding a knife. Hope his lawyer sees this. Nobody could tase him. Bye bye tasers.
Looks like we can't use them in the month of March, or months that are like March.
What about April thru Feb?
Next they will issue you a wet noodle. Jesus this s a joke.
I thought the same thing. Brought it up at work and others felt the same way. Nobody is using them anymore and most are saying they’ll just go back to the asp, which will cause WAY more damage and look way more freightening on the 8 cameras following us around all tour, but at least we won’t violate department policy then. This place is just unbelievable.
“Could fall and suffer an injury”
That’s every single taser situation, unless they’re sitting on a cushy couch kicking at your knees.
No mas tasers
Merit dumbf@c($!!!!
"...could fall and suffer an impact injury to the head or other area.."
Whoever wrote this crap has never seen someone tased----and neither have the yahoo bosses that signed off on it.
Yes, I know it has "should avoid when practical- legalese" wording in front of it --but wtf
They are NOT telling you to taser someone. Only to taser when "practicable". So go put your ass on the line ladies, gentlemen, and transgenders.
You should use Tasers and less lethal methods!
But if anything goes wrong, you are F'ed for using a Taser.
Don't worry, Rahm and Special Ed have your back.
They forgot, don't fire your weapon if someone could be hurt.
Pretty much says don't use it or else. Go to Taser's web site were they clearly state may cause death if subject has pre existing heart condition and if on drugs or alcohol. I say get rid of it. It is not worth the headache. I printed it out and gave it to my W/C and told him now you know why I don't want to take one. Taser admits it could kill someone. Less than lethal? I don't think so.
I don't think anyone at H Q cares anymore. We're all just covering our asses and trying to keep the paychecks coming. The job is undoable in the present climate and anyone with half a brain is in survival mode.
Good luck citizens.
There's just one problem.
Policing was, is and will always be
messy, unpredictable, dangerous, ugly,
nasty, shit-doo-doo job dealing with
messy, unpredictable, dangerous, ugly,
nasty, shit-doo-doo people at all times
of day and in all types of environments/
conditions/positions and so on.
The nitwits running this department are
the biggest frauds, incompetents and
impersonators of Police.
The nitwits running this city have crafted
an entire menu of administrative jackpots
based solely on the false narration that
it's The Police who are what's wrong with
this city.
They mandate you carry a zappy-toy because
it was "bad optics" when Policemen were
trained to first knock people the fuck down
or bend/break the bones of resisters and
assailants with their bare hands or with a
baton or other justifiable/immediately
available object.
"You wild-assed Coppers are hurting too many
democratic voters so we're gonna make you
guys safe so they'll stop complaining/suing."
So now?
An IGNANT m/fer or three resists/fights
being arrested, gets zapped and falls his/her/it's
IGNANT ASS down the stairs/through Aunt Granny's
glass cocktail table/tumbles off the spiked wrought
iron fence and tears off his own jujube bag/takes a
header into a fire hydrant, etc?
And the vast array of imbecilic motherfuckers that
Chicago Policemen are administratively afflicted by,
have put their backs together and shat THIS utter
nonsense between shoes on the wrong fucking feet
labeled "Department Policy" because Policemen
aren't providing a pillow and a Frango(TM)
to the above and similar such assholes
that merit being Tazed?
Find the dark place these evil m/fers hang
upside down in and purify it with fire.
It's less aggravation to just slap the
shit and fire out of the j/o, wave away
the tweety birds flying around his head
laughing, cuff his stupid ass and roll
him into the wagon for his next stop.
"Y'all can't do that! That's mean and unfair!"
Watch as more Policemen get hurt trying
to comply with this directive.
"Aren't you Cops trained and paid to get hurt?
That's part of your job isn't it?"
R those body cameras always on? I heard they can pull up your footage if even not activated manually?
Wtf... Before you know it we won't be able to take our weapons to work. We'll have to Hug-a-thug to comply. I better shower before work so I don't offend the badguys senses.
Notice you are to avoid using the taser in any mode of transportation which they list a bus or train. So you come upon the scene of a robbery in progress or a mugging on a CTA conveyance where scumbags are beating the crap out of somebody. What do you do? In a gentle voice announce: stop sirs, this is not acceptable nor is your conduct Chicago values. I love how they get so specific that they even included mud as a reason to avoid the taser. What about sand, sawdust or snow? This raises a lot of questions. Best course of action, see nothing hear nothing do nothing and flee because it sure looks like that's what they want you to do.
Doesn't rule out tazing someone on a king size feather bed so......
Gutierez not running for re-election? But he has done wonderful things for white people in the Humboldt Park community.
This can't be real...wow why does anyone do anything?
Damn the only location you can taser someone is if they are laying in bed or at the academy with 2 officers standing by with a drop mat at the ready.
Holy shit .... this is the first I heard of this ... if this is true how could this be the first anyone’s heard of this? Changes this big should have been in the CO book?
Yes/No?
If you can't use a Taser, and they are out of range for the nightsticks you probably can't carry anymore, I guess you will just have to shoot them, or give them "room to express their violence" -
That worked so well for Baltimore, lets try it in Chicago.
Oh, yeah, Rahm is already doing that.
John in Indy
I guess JV or anyone else on scene couldnt have used a taser even if they wanted to.
Some of these sound like pretty common sense- although there's always some dumbass who proves to be uncommon and will taser a guy on a second story balcony threatening suicide (looking at you NYPD).
But... don't taser someone with a knife? I guess shooting them with a bullet is better?
fetal. fetal, and..... fetal
do nothing. take reports, remain employed
OFF TOPIC
Can someone please tell me when hand sanitizer became authorized to hang from your lapel on you vest carrier? Especially awesome are all these ppo’s with bright pink , neon orange , and purple silicone holders. What mental midget at the academy is telling recruits to buy these things and put them there? Who in their right mind is going to take these idiot princesses (yes that includes the poor excuses for men wearing these) seriously ? It’s a complete embarrassment . My kids don’t even have that shit on their backpack for preschool. Your uniform has 14 pockets at minimum if you wear cargos. I don’t know what’s worse ,the people wearing these bullshit ass Bath and Body Works holders in uniform every day, or the supervisors letting these po’s out of roll call every day looking like they’re rolling to kindergarten . Have some balls!
STAY FETAL! you take the chance of getting sued if you use it on someone even if your justified. All the nonsense you have to go through. Take it out and just get it in your bag or just don't sign it out.
Simple solution:
STAY FETAL!!! If that fails, hit with feather pillow then apologize immediately after. Pretty simple if you ask me.
may be less able to catch or protect themselves in a fall (e.g., restrained, handcuffed, incapacitated, or immobilized)
Incapacitated by, say, a Taser? Isn't that what they do?
Why bother taking these things out?
They are useless per the General Orders!
"Does no one in the Legal Department vet these orders before they post them for coppers to run afoul of?"
The presumption in this question, as asked, seems to be one of an unexpectedly naive nature.
This vetting process referred to, being seemingly presumed benign, is, experience should be the guide, actually malevolent.
Shifting perspective from presuming the intent is benevolent to seeing it is always malevolent will, while offering scant comfort, at least allow the possibility of potentially avoiding falling into the trap.
Beset upon all sides by nefarious intentions, the wise ones maintain a constant, steady guard against the minions perfidities......
(I could have quoted a certain something from "Pulp Fiction", but I chose to paraphrase......please don't sue me.....)
Can't tase- no wood shampoos- can't chase- can't shoot hell you can't even look mean what ever that is but you can count on the city f-ing you every chance they get.
This is precisely why I never took one out until they formally ordered us to do so.
The taser was going to solve all of this shit, remember just a few years back?
I remember bosses telling us that the TRR was going to be our ace in the hole, and I was criticized for pointing out that all it was is another discoverable document. How did that turn out?
While it is a great tool, in the end it’s just another weapon to control if you are physically attacked by one of Rahm’s kids.
I would venture to say that 100% of Rahm’s kids are either drunk, high, or can be quickly diagnosed by their ghetto lottery lawyer’s on call Psychiatrist as being mentally, emotionally, or psychologically challenged during their encounters with the Poleeces.
Mental illness is the great loop hole for the left. They have successfully brainwashed the masses into believing that force should never be used on an individual who is “mentally ill”. Officer, you have just been jackpotted.
LEMART training is next, mark my words. You will be held accountable for Dude expiring even if you attempt to save him. “That’s bullshit!”, “They won’t do that, we’re covered by the Good Samaritan law.” Good luck.....🍀
They will fuck you any way they can in their quest for votes from a radicalized populace.
POTUS Hussein radicalized his base and declared war on law enforcement, wake up.
I thought this order was known. Not that I ever cared for them, but since this order came out, I stopped carrying a taser.
I'd rather get my ass kicked, then hear "Officer, list your assets" again.
Do we have to take a tazer out?
Your damned if you do and damned if you don't. In the eyes of so many Monday morning quarterbacks, the actions of police were excessive, unnecessary, biased and in violation of the all encompassing civil rights violations. The good people who go about their everyday lives suffer when police cannot effectively deal with an out of control, violent criminal element that picks and chooses victims at will.
If you had already deployed a taser and documented the deployment with a complete set of encyclopedia sized competing reports, please note dark forces are scrutinizing your every action. And don't forget all those on the scene with body cameras and hot mics. You have been given the hangman's noose via body cameras, audio recordings, lots of reports and general orders so put these tools to work and lose your job, take a suspension or go to jail. In the meantime, the carnage and slaughter on Rham's watch will continue unabated.
Carry a broom and sweep where they will fall ahead of time.
Now, kees me you fool!!!!
I hate that they force us to take that out. I will NOT use it.
In all honesty- how many officers have read the new use of force policy? Vehicle pursuit policy? On my watch I have asked around and only 12 percent have read those orders and know them thoroughly. Print those orders out and read them.
Here's your taser, BUT NEVER USE IT!
How long before these same conditions be imposed on your sidearms? Citizens that jump through the CCL and FOID card hoops will have less restrictions than the Police have to protect themselves!
J.J.
The job is over anyone who would come on the job is nuts
Glad I stayed in the burbs and said no to cpd. You got some real clowns at the top.
Holding a knife?? Like Laquan McDonald??
Wasn't the criticism of Van Dyke being that they should have waited for a taser?
Most of the bullshit orders come from the Legal Department . Look who is in charge . Fans of Kim Foxx. None of the bosses at 35rh are standing up for the coppers . They have all rolled over to protect their spot and gold braid pension . The black caucus could say no more guns and Eddie on Down would say okay ! No more guns ! Every boss is kowtowing to Rahm and the AG, ACLU , DoJ . They are protecting their spot . They don’t give a shit about a copper on the street . I see it every day
I just don't know what to say any more how dysfunctional this Dept and City are...What Clowns came up /wrote this order.....
In the last example given, "beware the ides of march."
You forgot probing. Have to mention it again because you’ll be getting plenty
So then, in what instances can we use the dam thing?
I don’t wish ill will nor harm on anyone, but man oh man it needs to
hit a little closer to home for all these moronic fools who run this city. That is all.
A dumb department with dumb bosses makes dumb rules.
So you can't use tasers in the winter due to snow...
So now when holding a knife we're back to shoot to kill then? SMH our super duper use of force training emphasized how tasering someone holding a knife was an excellent alternative to shooting them.
Do we order the potential 'Tazz-ee' to wait while we ask he or she a series of questions on the new list provided to officers and advise the 'Tazz-ee' that if he or she's answers do not qualify for tazing that he or she must select an alternative control method such as being clubbed or shot?
But..but.. u clicked "acknowledeged" in e-learning , so obviously you must be fully aware of this and have been trained !!!
BOY those merit at HQ they cheated so much they probably thought the order was about PHASER from Start Trex!
General Order 03-02-04, Section II (Policy), Subsection E - Increased Deployment Risk= Increasing the probablity that officers will go to prison and more taypayer money going to the bottom feeding friends of rahm the runt at city hall...
So can I just tell my guys to not carry them anymore?
I find that if I remain in the car ,with the doors locked (I did have a guy jump into my car once) and remain in almost constant motion the chances of me needing to use any force at all drop to almost zero. Perpetual motion = de-escalation. I do get out and stretch from time to time but I'm careful to pick a place with no one around. Try it! It really works!
Most of the bullshit orders come from the Legal Department . Look who is in charge . Fans of Kim Foxx. None of the bosses at 35rh are standing up for the coppers . Sounds like the department doesn’t want us to do anything anymore. Holding a knife? I thought tasers were the be all end all to end future Laquan incidents?
The taser was never issued to protect the police. The taser was purchased from a connected company to enrich political cronies. Once everyone received the appropriate monies / kickbacks, etc. the order comes out that effectively restricts the use of tasters in any and all police situations. Hmmmm
Follow the money.
What are they thinking, most of these coppers in legal affairs never worked the streets much. Think before you write these orders.
“May be less able to catch themselves in a fall”. Um, hey you ignorant hacks, your body seizes up when deployed in to torso, which is where we are supposed to aim for, and you have no ability to use your arms to catch yourself. And you don’t want us to shoot a person with a knife, and now we are not supposed to tase them lest the poor offender fall on the knife and get a boo-boo. Officers, go out, answer your calls, write the paper, and go home safe to your families. They don’t want us doing anything remotely proactive anymore. Just wait until the order about foot pursuits comes out. It’s going to be like a vehicle pursuit and your going to have to drop paper like a Vehicle Pursuit Report. I’m not making that up either. Stay safe brothers and sisters.
South Side Sergeant
C’mon, SCC. Here you go with the negativity again. The order doesn’t eliminate every situation. For example, the shithead is standing in a roomful of featherbeds. It’s OK to deploy your taser. Or he’s at Chuckee Cheeses in the play ball pen. It’s OK to deploy your taser.
Funny thing about this (which really isn’t funny at all) is the Dept teaches us all this bullshit about force mitigation, but then tells me that I can’t use one of the tools. Guess they’d prefer the use of deadly force in the knife scenario or maybe we should just say please drop the knife and leave when he refuses.
Fucking crazy world we live in.
The only option is to replace all tasers with silly string, or if they resist arrest, just leave.
And the department conveniently rolled it out after the 4-hour Use of Force training. Joke.
You can still use the tazer.
Only if the offender is not on drugs or alchol and stands still in a mattress factory.
I am not kidding this may happen?
Just like when the offender listens and goes on his knees when directed to and places his hand up.......
Who am I trying convince.
We are doomed

Keep something in minds kids.................If you are trained to use a Taser, which everyone is, you MUST take out a Taser. Whether you use it or not is completely up to you. Don't get caught not carrying one.

Wow, we’ve finally reached the real life policing levels of Demolition Man! Hopefully none of you John Spartans out there are trying to stop the Simon Phoenix’s of this City!? You’ll wind up in the Federal Pen.
Can you see it now. After being asked why you didn't stop the offender when you had the chance you cite General Order 03-02-04, Section II (Policy), Subsection E. Know those G.O. and then stick them right in their political or COPA's asses.
Never has there been so little being done by so many because so much is being done by those with so little knowledge.
Can someone please tell me when hand sanitizer became authorized to hang from your lapel on you vest carrier? Thank you!!!!! You read my mind
Gutierez not running for re-election? But he has done wonderful things for white people in the Humboldt Park community
Yea I heard he kept the change a lot.
When tazed, a person is immobilized and cannot break a fall? They have to fall after being tazed so injury is possible every time a taser is used? Why would the department issue a order without any additional information? Holy cow, batman.
No need to read the comments before posting this one. You guys are fucked! If you have 20 on the job, regardless of age, resign now and collect when you hit 50. That age is the one in the current contract in writing. Providing that the fund is solvent, you will receive that percentage. Take another job, any other job, buf law enforcement is your thing, go for it;just not in Il. Even if you'll only be 41, QUIT! Start a new life. You only get once around on this merry-go-round of life. I could have stayed two more years and had my medical paid for until I became sixtyfive. Nope! I was gone so this is not just an empty hat talking. If you are fifty five and have 20 on, and you don't quit now, your'e not just a fool, your'e a damned fool. Retired as soon as I could and have never regretted my actions. Stay safe and stay FETAL! Half the calls you get are gone by the time you get there if you take your time getting there.
I my short 14 years on Asa Chicago police officer I never brought out or used a taser. I figure years before me never had a taser why should I have one.. my hands are good enough!!
SO I'm guessing the ONLY place you can use your taser is if the offender is in the Ball Pit at McDonalds.....
Whoever wrote this obviously has never been tased before. Once again an embarrassment, probably a merit puke
This is just another way for the city and Department to deflect liability and put it on the Officer. When something happens and it ends up in civil court the City and Department with say "that is on the Officer, he/she was trained not to do that. We'll give a little payout. Go after the Officer's assets if you want more". Oh, and the Department will hang the Officer out to dry for "violating the G.O.".
Glad I stayed in the burbs and said no to cpd. You got some real clowns at the top.
Your clowns are paying attention to our clowns andremember allot of your clowns have started here :)
If that confusing, contradicting mumbo-jumbo is really their stance then taking a taser out should be optional, not mandatory.
hand sanitizer became authorized to hang from your lapel on you vest carrier
12/18/2017 03:25:00 AM
Put hand sanitizer where the taser goes, no legal problems!
So, no more tasers.... just let them go... let them all go.
Chew on this...... The taser incident I was sued for drug on for 8 years. 3 different ACC's who seemed to lose interested over time. As seats listed. 8 years of waiting. Eventually I was cleared. The family given minimum money. I was told I was cleared of any wrong doing. The taser part of the suit dropped. 8 years later. To this day I can google my name and find people labeling me rogue and at fault. I guess the ACC lied to me? My advise to you is let the new guy taser the offender if your within 10 years of retirement. Don't want to put a hold on your retirement PAR Form submission. 8 years of being on standby with your life.
Well, that pretty much rules out using the stunner at all. It certainly rules out its use in the McDonald situation for which the department received a ton of flak for not having one available.
Can someone please tell me when hand sanitizer became authorized to hang from your lapel on you vest carrier? Merry Christmas to you too Francis...holy shit lighten buddy.
They should change our sirens to the Banana Splits theme song too.
Going to issue nerf guns instead.
I get the elevated location and operating a vehicle, but all bets are off with the rest. They wanted us to have tasers and now this?!?! Fuck this place!! Glad I'm out in 18 months!!
can we still pretend we think they are having a heroin OD and shoot them with Narcan ?
And remember IPRA, COPA, and The Police Board use this in all of their cases they fire Police Officers.
" A police officer’s single violation of a rule of conduct has long been held to be a
sufficient basis for termination. Siwek v. Police Board of the City of Chicago, 872 N.E.2d 87
(2007), citing Kinter v. Board of Police and Fire Commissioners, 194 Ill. App. 3d 126 (1990),
King v. City of Chicago, 60 Ill. App. 3d 504 (1978), and Moriarty v. Police Board of the City of
Chicago, 7 Ill. App. 3d 978 (1972). A police department, as a paramilitary organization, can
function effectively only if its officers obey orders"
Based on this premise they can fire you for any rule violation. the Mayor has put us at the mercy of our enemies. You are no longer able to do your job.

You don't know the half of it. How this organization continues to function is beyond me.
At a craft show this weekend they had a gun for kids that shoots marshmallows. Hopefully no one in Chicago gov't saw it, it might give them ideas.
Isn't there a difference between should and must?
"Should" is a recommendation. "Must" is a requirement. The order says "should."
Sounds far fetched but I think we should obtain signed consents from all parties, complainants, witnesses and including the raging maniac before engaging or any attempt to interrupt their violent behavior.
Where’s the paragraph that says we are to be community punching bags or is that the unwritten CO’PRAh standard?
Stay Fetal and let the Merit authors of the GO’s continue to police the police from their warm and fuzzy HQ cubicles.
Rahm’s Anti-Police Bankroll will continue to pay settlements regardless.
Drive Safe - Arrive Safe
All reports should be composed After the dust settles.
For all you guys allegedly putting hands on hood rats at crime scenes, re read your Use of Force GO. The Dept has the definition of force as ANY PHYSICAL CONTACT..... Know the rules of the game before you decide to play.
Can't wait for someone from COPA to be a victim. Here's your report. Good luck with that broken arm. Hope you froze your accounts. Oh and I almost forgot. When you get the victim card make sure to give me all 10's, ok?
Just suck it up and get your ass kicked. Hopefully you don't loose and eye, nut, or your life. Go get another surgery to repair the damage and take 6 months off to recover. Be the victim. Its better than being sued. Merry Christmas!
It's only there for show. Every frickin tasar I take out barely has enough power to make a spark test.
How about a list of when we can use them?
Remember, if you take an ass kicking it’s all tax-free IOD. Just sayin’.......
This equates to the proverbial "damned if you do and damned if you don't" scenario. A person brandishing a knife and menacing others is shot by the police; COPA states "you should have utilized the taser." In the same scenario, an officer deploys the taser and the offender falls to the pavement and is hospitalized. Now COPA states "the subject should not have been tased because the officer should have known it would cause harm." Here is my best scenario: agents of COPA are held at knifepoint by an offender, COPA agents scream for officers to do something, officers reply "we will attempt de-escalation due to the offender being a distance away from us and possibly mentally ill and we do not wish to cause injury to the offender per YOUR sanctioned policy." Feast on that, left wing radicals.
We didn't have tasers before and did just fine. The more crap they give you, you will use and jam yourself up. The best weapon is your head. Just use it.
Why is COPA mostly black. This is racism. If a white group monitored black officers the city would pay out 40 million dollars. So much racism. Ihave my out of state attorney buddy standing by for COPA to investigate me with mostly black employees. You know the complainant will be a lottery seeker.
Actually, the body cameras are always recording regardless. I was in a situation and never activated my camera, but the detectives that came to the station were able to pull up all the footage in the watch commanders office from the time I turned the camera on.

Talk about a bully style mentality, when she was city clerk she fired how many white males to put hispanics in? Then she decided to chase down a hit and run driver who turned out to be joe quarters boyle with the old "do you know who i am"line!
Then susie gets the job she is in handed to her by Mike Madigan she controls the state finances, just like Eddie controls the city finances ypou would think they could get together and do something nice for the thin blue line like shore up the pensions, and maybe talk to master rahm and restore retirees health care! Susie complains about state not having money and her first act was buying a brand new vehicle to cart her ass around in! Come on susie your like the rest dont go away mad just go away your act is repulsive!
Ok, got it. So when can we taze somebody?
Right people made money with Taser contract
No money to maintain tasers.
Same will happen with body cameras
So if I have a person with a knife call and when I get there the person is a threat to people and myself I can't taze the guy cause he might fall and hurt or possibly stab himself. So if you take away my only less lethal option(because you can't OC an armed assailant) I'll would have no other option but to use deadly force. Then years later the family sues the crap outta me and the city fires me cause I didn't use my tazer. Damned if you do damned if you don't, stay fetal my friends

I have been an RN for 20 years and have worked in the ER and psych units and I can tell you that for the most part mental health is a complete scam. I am not talking about legitimate mental health issues such as being depressed over the loss of a loved one. I'm talking about how it has given social-paths an excuse for their destructive behavior by giving them diagnosis such as schizophrenia, ODD, ADHD etc. Those so called psychotics know exactly what they are doing because they only attack nurses, and not their peers, because they know medical personal are not supposed to fight back. It has only gotten worse since Obama took over the health care system because we are no longer even supposed to hold a violent pt down with our hands because it is considered a restraint, which of course violates the social-paths's rights. I feel sorry for police officers who are also having their hands tied when dealing with these scum-bags.

Watch for a shit ton of legitimate IODs being denied.
"We'll give you the medical but you'll have to pay
a lawyer to fight us for IOD status."
Shit's crazy.
I'll let you the reader ponder these tragic facts which began in Brooklyn's Bedfotd-Stuyvesant on an afternoon in September, 2008.
Under the command of the elite Emergency Service Unit's (ESU) Lt. Michael Pigott, ESU responded to a naked EDP (Emotionally Disturbed Person) out on a building ledge ten feet above the sidewalk. The male EDP was swinging a 12 foot fluorescent light tube as a weapon and refused NYPD's patient orders to come down. After long unsuccessful attempts, the EDP continued to ignore the police. continuing to swing the light tube from the ledge.
Lt. Pigott then gave the order to an officer to use the taser on the apparently psychotic naked man. After being tased, he fell, his head striking the sidewalk causing his death.
NYPD IAB publicized Mike Pigott's name to the media and stripped him of his gun and shield. An outstanding 21-year veteran and married father of three, he was admired and respected by the troops. He was truly sorry that the incident resulted in the death of the EDP.
Shortly thereafter, Lt. Pigott went to ESU HQ at Floyd Bennett Field in the early morning hours. Alone at HQ, he obtained another officer's gun from a locker and committed suicide. There was a huge mourning NYPD presence at Mike's Catholic Requiem Mass.

Yes, that is true. But when you have clout and make gold star with CPD it gives you instant credibility with people who don't know any better. The exempts travel for special training and actually do get the opportunity to command a large unit, so it looks good on a resume. But, when it comes to actually performing, well that is a whole different story. There is a sergeant who was made deputy chief, then retired and given the job of head of security of various large city departments such as the CTA and McCormick Place. Now he is chief of police in a suburb. Competence has nothing to do with it. It is who you know and who likes you or who you are related to.
I'm actually speechless.
Even Big Ed could not explain the policy to you.
That's why he sits on Rahm's knee.
quite your whining the command staff knows what they are doing. They would have never gotten the position if they didn't!

Actually, the body cameras are always recording regardless. I was in a situation and never activated my camera, but the detectives that came to the station were able to pull up all the footage in the watch commanders office from the time I turned the camera on.

You obviously never brought out or used a dictionary either...
Keep something in minds kids.................If you are trained to use a Taser, which everyone is, you MUST take out a Taser. Whether you use it or not is completely up to you. Don't get caught not carrying one.
I’m trained on the APV and a shotgun. I’m not taking out one of those, either.

Let's see, you have mass transit, the Area Central Deputy, Central Detention and district personnel working out of the building. The shifts start at all different times. Say the land gets sold, where in the hell do people park while the construction is going on?!? And if the construction is anything like the building, it will be sinking into the ground within a year!! There's already a new elitist school going up right next door. If this doesn't show us that TPTB and the mayor doesn't give a shit about us, I don't know what will!! What politician has their grubby hands in this shit? Please start a topic on this!!

12/18/2017 09:18:00 AM
Hold on a second. There is more to consider than just wanting out, especially when you are in 20 years deep. For example, a police officer person leaves in 2018 at 41 years of age with 20 years of service. That same person is qualified for a 50% pension with an estimated pension payment before deductions of roughly $3.5K a month, however the pension payments would be held in abeyance and not start until that person's 50th birthday in the year 2027. Essentially, this person's future pension amount is frozen in time at Year 2018. This person will be receiving the value of 2018 dollars in the year 2027. There is no way to predict the future value of the dollar, but the fact remains, that person will be receiving nine year old money that was frozen in time while everything they need, like housing, groceries, clothing, utilities, medical insurance until at least age 65 years , etc and things they must pay, like taxes, will all be at 2027 prices. Whatever the next job or profession or business they start, they best make sure it pays quite well with benefits and they might want to proceed as if they have nothing coming to them when they turn 50 years of age, because who knows what $3.5K a month before deductions will be worth in the year 2027.
Additional regulation: "Officers will carry a Certa mattress and lay it down next to the suspect before deploying their taser".
Some money hungry company wanted to make a ton
with no scientific studies (the weak, the malnourished,
vitamin & mineral depleted, on multiple drugs, legal and
otherwise, the depressed, the bipolar). So you get detail
men in suits to call on police who barely made it out of

Big toys for big boys. (Ever notice how the CFD light

NYPD ESU at 06:03 PM
Correct me if I'm wrong. Since the incident with Lt. Pigott, the NYPD/FDNY now has large inflatable air cushions which could be used before the use of a Taser in circumstances where EDPs could fall to serious injury or death. Chicago does not have access to inflatable air cushions.
I heard about this tragedy from NYPD members. Lt. Pigott was a decent, well-respected man and a credit to the NYPD. It appeared that NYPD management scapegoated a fine officer by implying he could go to prison before he took his life a week later. They humiliated and stressed him out past his breaking point. May Michael Pigott rest in peace.
Most of The Tasers don’t work properly and nobody maintains them. How many times a can you test your taser before the ack get weak and that causes the taser to function improperly.

Interesting point. I remember a person at a school when tasers were new. This kid broke a large and very nice male black police officer's finger or fingers. His hand was mangled from the handcuffs. This kid was in the back of our squad, kicking and thrashing and seemed psychotic. He wanted us to fear him. I wanted to beat his ass but of course didn't. Anyways, my partner had a tazer and opened the door, pointed the laser at his chest and said "kick my window again I'm gonna take your mother Fucking ass." I suddenly witnessed a psychotic person become completely civilized. I realized then that some people will act crazy but only with certain people. Ever wonder why crazies don't mess with gangbangers? It's because they know they'll light them up like a Christmas tree.
Thank you for what you do. I know it definitely is not easy and comes with a lot of danger. Stay safe out there and thanks for your input. It's actually good to hear from other professions that understand what we deal with. I have nothing but respect for good people like you.

You know that green means buffering and red means recording? The buffering mode only holds 30 seconds of film then re-writes itself. Plus there is no way the city can pay to keep 8-10 hours of footage every day for thousands of officers. You’re just trying to scare people!

12/19/2017 08:06:00 AM
Okay, congratulations to you on your education and on your successful quest to leave the job behind you. While you might have already known the information I posted, you did not mention it. All you said was leave. You made it sound as if you believe it is easy and simple and you did not mention both sides of the decision. I presented the other side, the caution side. It was your job to mention the 457, not mine. I did not see it mentioned in your post.
Also, I did not fail to mention personal ambition. You might want to return to my entry and read it again. "Whatever the next job or profession or business they start, they best make sure it pays quite well with benefits and they might want to proceed as if they have nothing coming to them when they turn 50 years of age, because who knows what $3.5K a month before deductions will be worth in the year 2027."
And, you walked away when 2 more years would have given you free medical for 10 years? You must be a millionaire or had a great job waiting for you? Your post-job income must be quite substantial considering you turned your nose up at free medical for 10 years? With current prices for medical insurance for one person, you walked away from $177,240.00 dollars. Ouch! And the medical insurance will most assuredly cost more as time passes. Who knows how much money you will eventually have left on the table? And, very few who walk away with the minimum will have the good fortune you claim to have experienced. Just walking away is not for everybody because no two people have the same life-circumstances nor is there a guarantee going forward they will be as fortunate as you.
As you said, "Smarts and preparation could allow you to step away from policing that has become a farce. You decide which is best you or if you qualify to take charge of your life. This is not a dress rehearsal." C-O-U-L-D is the operative word. Just because it happened for you does not mean the circumstances are such that everyone can do as you and, if they did leave early, nothing says they will experience the success you claim to have experienced. COULD is a big gamble, especially if you have others depending on you. Yes, life has no dress rehearsal, but no two people have the exact same life-circumstances and for you to tell everyone to just leave is disingenuous of you.
What would I do with the mental swinging a 12-foot fluorescent light buld 10 feet in the air?
Back the F up and make sure everyone else did the same. Is that a trick question?
any subject "could fall and hit their head." ALL of them. SO we can never use the taser?
This is a serious question. People who are standing who are tased are ALWAYS in danger. So I completely agree with what has been said, this is "outcome based," and so if dude doesn;t fall and hit his head - the cop is all good, but if he DOES fall and hit his head the question becomes, "was it practicable to refrain from tasing?" Well, it's always practicable to refrain, because there is always an alternative use of force available in less-than-deadly-force situations. We could have always just punched the guy in the nose instead of tasing him.
Also who uses the word "practicable?" It's the wrong word.
prac·ti·ca·ble
ˈpraktəkəb(ə)l/Submit
adjective
able to be done or put into practice successfully.
"the measures will be put into effect as soon as is reasonably practicable"
synonyms: realistic, feasible, possible, within the bounds/realms of possibility, viable, reasonable, sensible, workable, achievable; informaldoable
"what we need is a practicable solution"
able to be used; useful.
"signal processing can let you transform a signal into a practicable form"
So when it is "practicable" we won't use the taser, if there is ever a threat the guy would hit his head - and there is always a threat the guy will hit his head because he loses control of his muscles momentarily. The problem is that it is ALWAYS 'practicable" to refrain from using the taser. It may not be the best choice, but it ALWAYS fits the parameters of being "practicable," because it is, according to the definition "able to be done or put into practice successfully." And who defines "successfully?"
You can always make it work if you refrain from using the taser. You might get your ass kicked buy you can make it work. Is a cop getting his ass kicked a "successful" result. And if you CAN make it work, it appears that you are commanded to make it work, because, by definition, it is "practicable."
Who are these non=police losers writing these trick-bag orders? I'd have more respect if they just banned tasers outright.

A final response to clear up three issues.
One. I left the job before the 55 and out with FULL insurance plan was in place. I retired before the age of 60, and while still part of the city plan, it was paid for out of my pocket at I believe, 55%, not at 100% had I elected to stay two more years.
Two: You are correct. I did not write an entire book explaining each and every detail. I figure most people can fill in some of the blanks themselves.
Three:My "get out while you can" was geared towards young cops who would have the luxury of time to build new careers and still get the bonus pension they had already earned. It was not intended, obviously, to someone who could wait a year or two, to get ten years of free healthcare; hence, all of your numbers related to my health costs are worthless, but, hey, at least you made up an argument against my advice that had some thought put into it.Here is the Readers Digest condensed version of my original post. If, of an age where you can plan an exit route with 20 years on, though not of pension age, get out of this now hellhole that the job has become, do so now or start planning. Capiche?
Factor in the medical cost, if you think your going to get free medical, your fucken crazy. Lastly, in the year 2027 I don't think there will even be a pension.

You are seriously reading-comprehension challenged. Read everything again and you might realize your idiocy, but then again, because of being so challenged you will probably continue thinking you are quite intelligent. The joke is on you.

So people, reading- comprehension boy who is tell all of us that he thinks there will be a pension with a free medical in the year of our Lord 2027. Must be a Democrat running for office. Illinois is doomed and that's a fact that's very comprehensible.

(1) Your first sentence of your most recent response makes no sense.
(2) You originally wrote "I could have stayed two more years and had my medical paid for until I became sixty five." Your sentence can be interpreted two ways. Either you left at 53 when you could of stayed 2 more years for the 55 and out, which is how I saw it, or you left at 58 when you could have waited 2 more years for the 60 and out, which was your course of action, as you have now explained. You did not originally explain the circumstances so it must have been one of the times you expected the reader to fill in some of the blanks?
(3) The city paid 55%. So you do not have to fill in the blank, that means you paid 45%. So you walked away from paying zero % from 60-65 years of age and chose to pay 45% for 7 years. You still left money on the table, just not as much as I originally thought.
(4) You advised people to make one of the most serious moves in life on your say so alone and expected them to fill in the blanks. You astound me. You remind me of the Seinfeld "Yada, Yada, Yada" episode.
(5) Your very last sentence should have been in your original entry. Capiche?
Corrections to (3).

(3) should be: 45% for 5 years from 58 to 63 yers of age and 100% for 2 years from 63 to 65 years of age.
