We're Number Six!

Hey Rauner? Madigan? You might want to look at this:
  • Illinois again lost population last year and now has been surpassed by Pennsylvania as the nation's fifth-largest state.

    That's the "Christmas gift" of sort—a nice lump of civic coal—from the U.S. Census Bureau today as it released its latest estimates of state-by-state population changes.

    Look for lots of reactions from the candidates for governor and others after the new data sink in.

    According to the bureau, in the year ended June 30, Illinois lost 33,000 people, about a quarter of a percent of its population, dipping from 12,835,726 to 12,802,023. As one of my colleagues quipped, that's equivalent to a town such as Northbrook moving away.
This ties into the post the other day about out-migration endangering the so-called "bailout" of pension liabilities.

The article I read said one resident leaves Illinois every 4.3 minutes! Does that include illegals? Does anybody on welfare ever leave? Apparently, the people leaving are taxpayers and the tax base goes with them. The deficit will be made up by higher taxes for those who remain. At this rate of flight, I wonder if anyone can really expect the municipal pensions to survive at their current rates. In essence, our pensions have become a Pyramid Scheme, and when you run out of suckers at the bottom, those at the top get nothing. Thank God, that Rahm has our backs. Baby "G"

What is it going to take before elected officials lessen to the people they serve. People are leaving because of taxes, lack of good jobs, crime, over regulations, and jag off politicians. I can't believe more people don't leave. I won't be staying. I can see us easily moving to number 9 within the next 5 years.

Counting the days until I leave and yes I'm leaving the state too :)

Now,let's look at who are moving out?

Retirees (many taking Illinois pensions out-of-state)
Working people (many looking for better jobs, some looking to get out of all these taxes)
Poor People?? Oh, no - they are staying. Why leave?


With the wealth of this state moving out, there is going to have to be some drastic measures put upon the whole pension shortfall debacle.

No candidate is going to have the balls to say something has to be done. The best thing any of them will do is skirt the issue and kick the can down the road.

When it comes to government-funded pensions (state, county, local and teachers pensions), the hard reality is- those pensions should be spent here and have the money recirculated in the economy that is liable to pay those pensions.

Why is that important? Spending the pensions here, in this state, helps the economy. It recirculates the money locally - whether it be at a restaurant, a car dealer, Wal-mart, or any local store or business.

When that money is sent to Florida, Arizona, Missouri, or wherever, that money is taken out of Illinois' economy permanently and the spending of it helps that state's economy and not ours.

Should out-of-state pensions be taxed or paid out differently? BIG question.

Cost-of-living is a double-edged sword. The "Cost-of-living" is always used to demand more money for wages because Chicago has a "higher" cost-of-living.

But, if the pension is being spent in a lower cost-of-living state, you don't need as much to live on. The "cost-of-living" is cheaper, so you don't need as much.

10%? 20%? What is a fair number to reduce the pension by? Plus, the loss of the re-circulation of money into the Illinois economy. That is a real problem as well.

Don't want to look at pensions that way? You're entitled to 100% of it - no matter what? OK.

Well, with pensions underfunded by about $150Billion (or more), something has to give. Taking a cut on out-of-state pensions would be a good idea.

If not, there is always Federal Bankruptcy court. A government agency can declare bankruptcy and wipe the slate clean. Then, recipients can see if they a nickel or dime on the dollar. That is a 90%-95% cut in what you will get AND that will effect everyone. (AND with the "quality" of FOP lawyers, I would say if they got you the nickel, they would be doing well)

Can't happen? I never thought the city could sell off their Parking Meters either.
They did.

The existing population is clearly being replaced by anti-U.S. nationals. And the birth rate for anchor babies clearly appears to be going up, not down.

Low taxes, is a super plus on property out here $986.00 yr. on $200K hse. 4 bedrms, 5yr old ,...on 100 acres.
Out in the Ozark Mountains, Quality of life ... well the peace, quiet, beauty...back to the 1950's life here. Sure we have are crime here, some yahoo going 50 mph in a 35 will get front page in the county paper. Stolen push lawn mower ...arrest and recovered in three days that is a head liner.

Not sticking up for Illinois but here are a few facts. High crime is in Chicago. Living in a nice suburb or town has no more crime than any other place in the country. Our pension is not state taxed. That's a lot of money at tax time. Most of family and friends are here. The best of everything is here. Food, entertainment and so on. The politics are the same everywhere. You want to go move to the mountains and just sit and stare at them 24 7 then good luck. Been here my whole life, what's the point now. To save a few bucks at the last few years of your life.

Just the facts, I left Chicago in Oct. 1997 for western Rural Montana. I have family and 3 grandchildren in Chicago area. I have not been back since 2009. I have no plans to visit again. Like the person in Ok there are no sales tax in Montana low crime and peace and quiet. I am 74 walking with two canes, I don't carry a gun when I walk out my door. We have bears and mountain lions but I feel safer in the middle of the night outside than at noon at State and Madison. I don't want to live in a city with savages and their spawn of savages. When I left Chicago I didn't realize that I was suffering from PTS it took five years for me to chill out. I live 50 miles from the closest Costco. It takes less than an hour to get there. When I first moved here there were no speed limits during the daytime hours. (now 75 daytime most roads)Another law that was changed about 8 years ago was that you could drive while drinking a beverage like beer as long as you were not DWI.

Let us talk about (Chicago) government waste: A quick search reveals that Philadelphia has about 1.5 million residents, Pittsburg has about 315,00, Allentown has about 110,000, Erie has about 105,000, and Reading has about 82,000. Top five cities in PA combined adds up to about 2.2 million. Chicago has about 2.7 Million. If you add all City Council Members for the top 5 populated PA cities you get 34. Chicago has 50 for one City. Seems to me Chicago can let go about 25 City Council Members and probably save a lot of money!

If you read the full article the situation is really much worse than 34000 out migration. When normal birth rates are factored in the actual number is about 125,000. And a big number of that is the productive contributing class, leaving only the takers behind.

You are kidding right? Did you forget this is America and you can spend your money anywhere you want. If you are a f'ing politician you should have thought about this decades ago and made changes that would have made people want to stay here in Illinois.

What you are proposing is absurd. You do realize no other state does that? That would be just another reason why people would hate this state. Whatever you are smoking or drinking (or both) STOP NOW!

Until this state and the people that still live here wake up and make some hard choices about who we elect to public office, nothing will change. Take a look at the people running for office. Housewives(no slam on them as they run a household but not a state), low lifes (Tio Hardiman), and others who have absolutely no experience in this arena running and winning offices due to voter apathy. Then we stumble along with inexperienced people with no clue how a state should be run.

Left Chicago in 1966 thanks to the military draft. Never returned even though I had job offers. In the past 51 years I have lived in seven different non Illinois locations and 37 of those years in the Deep South. I now live in the NW Florida Panhandle (Emerald Coast) for the past 30+ years--worked and retired here.

I visited my parents and extended family yearly thru 2011 and watched Chicago and , Cook County deteriorate. They are circling the drain. The only way out of the impending disaster is (1) for the Illinois, Cook County and Chicago is to raise taxes (counter productive) and have severe budget cut backs--and we know that will never happen or (2) declare bankruptcy or default on all retiree obligations which will screw over all working tax paying citizens and retirees. Another 10 years Chicago, outside of the Loop and North Side locations will start resembling Detroit.

Chicago has voted for this for years and continue to do so. The flight of taxpayers and jobs is only going to escalate as politicians do nothing. Enough of this dreary commentary. It is 60 degrees, the sun is shining and I am going to go for a peaceful walk in the woods. -- Ex Marquette Park Person--

Why is it so hard for the Democrats running this state into the ground to realize that their own policies are causing this exodus? Instead, they should open their eyes and change things so that people will want to live here. How about lowering taxes on businesses as well as residents, stop with the sanctuary state crap, and get the freeloaders off the government teet. That's a start. I'd bet that if they did these three things that this problem would start to reverse itself.

The time to leave Illinois is now before they come up with an exit tax.

How bout taking away city pensions to non-residents.

OR

Changing the law that defines what an Illinois resident is. For example you have to leave the state for more than let's say five years before you are no longer considered an Illinois resident. Which would mean you own state income tax for those years.

Oh yeah. there's a lot of ways Rahm Emanuel and Illinois politicians can screw with you. Estate taxes on money earned while an Illinois resident. Inheritance taxes etc.

Illinois is so hard up for money look at all the 'computer glitches' to keep from having to pay out federal aid money the state has. The VA computer glitch in Illinois about six months ago that created a manual paperwork backup load that they still haven't entered to catch back up. More recently the food stamp system is f$%ked up again with seniors and vets not getting their monthly check.

One computer glitch after another. Do you really think it's an accident? This place is bankrupt. The dirty tricks are just starting.

A death spiral occurs when the combined effects of many negative factors causes further decline which leads to more negative effects which are unable to be overcome by positive factors, if any.

By any measure, Illinois is in a death spiral. How you should react depends on your situation.

If your future pay and retirement benefit depends on the state remaining solvent, and if you have at least another 10 years to work, you should begin immediately planning your exit as a way to minimize your future financial damage. "Exit" might involve a job not dependent on the state. Or it might involve a different state entirely. Either way, "state of Illinois" needs to be removed from your equation.

There simply is no way to avoid the pending financial disaster. Population is leaving. Businesses are avoiding. Debt is increasing. Madigan smiles, because HE did it.

What possible fairytale ending can possibly bring this to a happy ending? Will Snow White suddenly appear and climb into bed with the crotchety King Madigan thus causing cardiac arrest?

The state should be so lucky.

If not, there is always Federal Bankruptcy court. A government agency can declare bankruptcy and wipe the slate clean. Then, recipients can see if they a nickel or dime on the dollar. That is a 90%-95% cut in what you will get AND that will effect everyone. (AND with the "quality" of FOP lawyers, I would say if they got you the nickel, they would be doing well)

Can't happen? I never thought the city could sell off their Parking Meters either.

For those in the private sector, there's still money to be made in this rat-hole of a state. But, you can bet for those of us who want to remain and take advantage of it, we're minimizing our footprint (especially where taxes and fees are concerned) here in IL and making sure we have a place outside of this "progressive" utopia. Once we've pulled what we can from the remaining prog-lib spenders, we'll uproot and get out of dodge to greener pastures. Until then, we suck it up, toe the party line, and fly under the radar in order to line our pockets with their money.

Heard the obnoxious US Rep. Quigley Diddler (IL D-5, Rahm’s guy) on the radio yesterday whining about how Illinois homeowners will be sorely affected by the Tax Reform that passed through Congress. His rant was all about how citizens won’t be able to deduct their real estate taxes. He didn’t mention that the deduction was limited to $10,000. That’s a lot of r.e. tax to pay and unlikely a neighborhood bungalow. I’d don’t think Rahm’s tax bill is $10k and he gets the full write off.

Quig Diddler won’t touch the issue to explain to the taxpayer why IL- Cook Co real estates taxes are so damn high in the first place.
Taxes never-ever go down, appealing and reducing high r.e. rates only goes in favor of the Burke & Madigan Law Office clientele.

Quig Diddler feels the problem is with the limitation of the deductible amount and not the unfair r.e. taxation table.
Still a big mystery on taxation and the appeal process that usually is so slight and taken away the very next year anyway.

Quig Diddler does Nothing for the taxpayer. Not a peep comes out when Cook Co and CPS exceed their annual budgets and can only raise the tax to squeeze more $ from the homeowner.

The article I read said one resident leaves Illinois every 4.3 minutes! Does that include illegals? Does anybody on welfare ever leave? Apparently, the people leaving are taxpayers and the tax base goes with them. The deficit will be made up by higher taxes for those who remain. At this rate of flight, I wonder if anyone can really expect the municipal pensions to survive at their current rates. In essence, our pensions have become a Pyramid Scheme, and when you run out of suckers at the bottom, those at the top get nothing. Thank God, that Rahm has our backs. Baby "G"

a few years ago we had 21 congressman. now we have 20. next census, 2020 maybe lose another one. Congress is limited to 435 congressmen and it goes on population. Every state gets two senators. Illinois's are both buttheads. Each state gets at least one congressman. Small states like Wyoming which is # 49 or 50 gets one.

As long as it spends, business will oblige.

Thus, the attractive nature of any area to business is measured in units of spendable money. The easier it is for the customer to spend, the more business is pleased.

Debt spends just fine, either debt incured by the individual customer or debt incured by the collective pool of taxpayers.

If it spends, business will take it. Gladly.

Were Detroit to have not thoroughly depleted it's supply of taxpayers, it would still be an area attractive to business.

Were Detroit to have retained a semblance of ability to have an employed populace capable of both being taxed and maintaining personal debt to spend, ditto the preceding.

The concept of imposing a prededucted tax upon governmental pension recipients, in lieu of a blanket percentage calculation reduction or the dreaded bankruptcy nullification of pension commitments, is, while objected to for reasons too obvious to bother enumerating, possibly the only viable means to attempt to keep the spending of taxpayers money within the areas from whence it has been taken via taxation.

There is also the amazing, though understandable, concept that a government employee, any branch of government, can consider a 100% of earned income to be warranted as a pension income. This is not at all a common occurrence in the real world of private employment. Not even close. Which presents the difficulty of convincing the very taxpayers, present and future, to remain within an area insistent upon complying with said pension calculations, regardless of the concept of commitment to same.

So yesterday I'm on the expressway driving to my medical appointment at Northwestern Hospital. As usually, the highway is packed with traffic, in both directions. As I exit the Ohio feeder ramp, I look up to many recently built high rise buildings. I also notice many under construction. I drive to the top floor of the Northwestern Hospital Parking garage, which is filled to the brim. I manage to push into a crowded elevator. The hospital, as usually, is packed with medical type people. As I walk onto the surrounding neighborhood, I find myself crowded on the sidewalk. Time to drive home, more heavy traffic. My Point is: If All These People Are "Fleeing Chicago and Illinois", Why Are They Still Here, and Blocking My Way?
"Seriously" There are a lot of Professional Hard Working People still living in, and enjoying Chicago.

Have to agree with you when I read about retirees in Tennessee , Arkansas, Mississippi, etc. I didnt see many places or communities I would want to stay. And if you retire in any big city in those states, you encounter the same problems as Chicago. Who can forget the movie “Deliverence”.
