I think it was Casiano, that pos who was in FOP when that BS about not viewing video/audio before/during questioning part of the contract was approved. The Body Worn Cameras Special Order, S03-14, has a provision listed under V-B-4 that reads: Note: Department members may review their BWC recording of an incident prior to writing any report related to the incident. The member will document this fact in the narrative portion of the report. This includes but is not limited to case reports, arrest reports, and investigatory stop reports.
When you appear at COPA, IAD, or are asked to write a To-From about an incident you are submitting an official report. In the case of COPA, an Officer is even advised that his statement constitutes an official report and he is subject to a Rule 14 violation if he/she is not truthful. Rule 14 is defined as: Making a false report, written or oral.
When giving any statement at COPA, IAD, or in a To-From, the Officer and/or his/her attorney should request to view the BWC video and cite the order. While this may not result in the Officer actually being allowed to view the footage, it does become a part of the record for any potential arbitration or court proceeding that could benefit the Officer in the future.

My watch commander and I have interesting talks about this sometimes. He is gradually coming around to my way of thinking. You're right, it is never over. At what point can we breathe again? 1year after the fact, 5 years, 10 years; never???. There ought to be some statute of limitations on COPA investigations just like statutes on crimes. If it has been investigated and found good, no double jeopardy. The insanity must stop.

OK! When is somebody, FOP or PBPA, going to announce and address the issue that Lts are now required on every watch to RANDOMLY "review" bodyworn camera video each and every watch. They have to fill out a form that specifically asks if any PROHIBITED CONDUCT was observed!!! This is every watch every day. They are using the body worn cameras for random, catch-all discipline. Hey there, original poster here. So, I would love nothing more than to go into detail regarding the incident, but given that I'm paranoid I won't be too specific. I understand my message was vague, but knowing that those snakes are trolling this blog I don't want to give them more ammo to come after me. You've got to side with me there. That being said, for those that don't know I'll recount my experience. My partner wrote an anov. Small stuff nothing exciting. The respondent was uncooperative and ended up being long formed. Nothing else unusual. Regular arrest, no force applied to affect arrest, bwc in full effect. Jagoff files a CR claiming the incident wasn't recorded on the bwc to his knowledge and also claims he was unlawfully arrested. Ok sure. Several months later COPA calls and I find myself in an interview room. They record the interview. Two interviewers/investigators conduct it FBI style. First guy asks all the questions second guy does cleanup and hits the points the first guy missed. They may or may not allow you to review your bwc footage, if any, so watch it before you go there to be safe. The fop attorney is not allowed to speak at all during the interview so be smart about what you say...when in doubt "don't recall". By the way, they hate that answer and it makes them want to dig more, but what choice do we have. They typically ask questions they think they know the answers to so don't lie. So, for the guy that said "just tell the truth", listen! This is not a game. This isn't the 3rd grade where your chubby hand got caught in the cookie jar. These fuckers will use the "truth" to fuck you over. Don't give them shit. They are here to bury you. While I was there I overheard the William Hope shooting being reopened and they're fucking those 2 coppers. Take this post how you want it monday morning qb's and keyboard gangsters. I'm just looking out for all of us. If this helps good, if not then scrap it. Also, let it be known that they have a lot of anti-police personnel employed there. From the receptionist to every single investigator, who by the way all lack any credentials, has a gripe against the police. They are staffed by either hardcore white liberals or young black youths that attended diploma mills on a curve and got the job via some juice. We're talking about some cocksucker with a purple shirt and brown shoes on that listens to kanye west and still has an obama/Biden bumper sticker deciding your fate. They are out for blood. FOP filed an Unfair Labor Practice with the Illinois Labor Board months ago because the City rammed this down our throats without negotiating any part of it.
I now know the original poster is full of shit when he says your lawyer isn’t allowed to speak. Been there and know that the lawyer can and will speak up if he is a competent attorney. And even if your attorney is too stupid to speak up, you have to accept some responsibility here for your inaction. You have the right to stop the interview at any time to consult privately with your attorney and apparently you didn’t.
As far as the two-person tag team interviewers, once again we can thank the illustrious Dean Angelo for another great contract provision.

It is true. they are reopening tons of cases from years ago (Shootings). By the way Special Ed had to sign off on them investigating anything over 5 years old. He is part of the problem as he is the one approving all old cases to be reopened. I will not put the name of the case as it is being investigated by them at the moment. (Hmmm cause it would be so smart to post that on an open forum)

Ok Einstein, then why did FOP not even know about this video review until early November?? They filed "months ago"?? before order even came out? Come out of your Momma'a basement. You don't even realize that FOP takes about $900,000 a year of your dues to pay their army of "officials and trustees,etc..." Probably closer to $1.5 million. FOP is a JOKE and you are a clown for going to bat for them, but then you are probably one of the do nothing losers stealing $6000 to $60,000 a year in sort of "position".
