This woman like many others is obviously mentally ill. Locking her up in Cook County Jail is not a solution. It is just as dumb as locking up users of illicit drugs. Jail ought to be reserved for the ghouls who shot at our guys on 80 and Sangamon. That is a neighborhood of tax paying home owners who are under siege. There are at least 3 coppers who live within blocks of that scene. Used to be a swell neighborhood. This neighborhood now needs a 500 million dollar Marshall Plan that starts with good paying infrastructure related jobs, intensive mental health/drug abuse counseling, educational grants, and decent loans for housing rehabilitation. Everybody on Beat 632 is not a criminal. A pal of mine who serves with the Secret Service on the George W. Bush detail (he left CPD after 2 years) lived on 79th and Morgan. So the majority of the people in this area are good people - a small number are career criminals and grifters.

As a District 17 resident, I wanted to ask our officers about helping us with the robberies in the district. They happen a lot in the afternoon hours and at night. Isn't there a group of talented cops who handles this crime. Like a robberies special assignment team who can focus working at nighttime? Who can we call?

Judge Panarese has always been partial to defendants. While assigned to traffic court he almost always found for the defendant. On the other hand he always treated the police with respect. If a defense attorney asked for a continuance he would ask the POs if that date worked for them, few if any judges fo that. On another occasion an ASA announced to him that "all the cops were in court and ready ", Panarese gave the ASA a dirty look and said to him "what did you call them", you refer to them as police officers. Im sure if the old broad is in front of him again it'll be a different story.
What really are you going to do with her? Put her in jail , they should let her get on an international flight and leave her over seas.

Speaking of which, I had a good chuckle Friday afternoon while at ERPS to pick up evidence for court. This old bird was there trying to claim her personal property from her last arrest. ERPS was trying to tell her that her property was still at the district and that she'd have to go back there to get it to which she responded with "how the hell am I supposed to get over there from here"? Enter the ET working the crime lab desk. He opens the little door at the counter, leans his head out, gets her attention and tells her "what, you can figure out how to get to London but you can't get your ass back to the district? You made it onto an airplane, a bus should be child's play for you". Cop humor at its best. I give it less than a week before she's out and does it again, even with a petition for involuntary admission for 72 hours for a psych eval.
Any direct flights out to Kabul? She's not going to stop.

A theft of services is a crime because there is a real and demonstrable flesh and blood person(s) harmed. The provider of the service had something stolen.
The same is not true when someone is found to possess weed, so long as that is not an item stolen.
The tax it and regulate it crack is illegitimate.
Frankly, taxing it and regulating it is illegitimate too. I should no more be penalized for my tomato plant or its flowers than i should be for a mary jane plant. No, it isnt different. Vegetation is vegetation.

The best answer is to call your local RE-MAX office and list your home. Another option is, go with section 8 and rent the home to a poor family that the government will pay your mortgage for. The letter cited in this PDF is a by-product of CDA commissioner Ginger Evans getting caught with her pants down after the incident when the Aviation security dragged the passenger off the plane.
The duties and powers of a special police officer are laid out in the Special Policeman and Security Guards Ordinance of the City of Chicago. ("SPSGO") sec. 4-340 Chicago City Code (1993). This ordinance requires that a special police officer must be appointed and licensed by the city, sec. 4-340-020, and that the superintendent of police "shall cause an investigation to be made of the character of the applicant." sec. 4- 340-040. The superintendent must keep a list of all persons appointed special officers. sec. 4- 340-060. The SPSGO also requires that all officers wear a "suitable badge . . . issued to him by the superintendent of police ....Said badge shall be worn by the special policeman on the outside of his outer coat while engaged in the performance of police duty." sec. 4-340-080. Finally, the regulation requires special officers to:
conform to and be subject to all rules and regulations governing police officers of the city, and to such additional rules and regulations as the superintendent of police may make . . . [they] shall possess the powers of the regular police patrol at the places for which they are respectively appointed or in the line of duty for which they are engaged. Special policemen shall report in person to the superintendent of police at such times and places as may be required by him./ sec. 4-340-100.
In summary, the Department of Aviation Police, though sometimes misguided, took it in the ass because of the ignorance of the Aviation Commissioner and her Deputy Commissioner of Safety and Security. Had they researched the background of of this section of the Aviation Department, they wouldn't have looked as ignorant as they did when Alderman Burke asked about security response plans. Their only response at the time was they would look into it and as stated earlier, the Officers took it up the wazoo. Many Aviation Security Officers are retired Chicago Police officers. Many of them were hired because of considerations given to their experience in handling crowds and disturbances. As many retirees will attest, having an income stream to supplement a pension, have something to do and somewhere to go extends their lives. How many retirees do you know who never collected a pension check beyond their 1st or 2nd year of retirement. At the same time, the CDA benefited from their experience and knowledge, especially with regard to hires that recently graduated from the CPD academy.
Following this blog for many years, its interesting the take many posters here have on Department of Aviation security officers. They're employees hired to do a job that in many instances Chicago Police officers don't want to do. They are funded by the airlines at O'Hare and Midway and not one cent of their salaries come from Chicago taxpayers. There's other components involved with duties and functions of Aviation security personnel but the hard on Chicago police have for these certified officers isn't warranted in most instances.
A theft of services is a crime because there is a real and demonstrable flesh and blood person(s) harmed. The provider of the service had something stolen.
The same is not true when someone is found to possess weed, so long as that is not an item stolen.
The tax it and regulate it crack is illegitimate.
Frankly, taxing it and regulating it is illegitimate too. I should no more be penalized for my tomato plant or its flowers than i should be for a mary jane plant. No, it isnt different. Vegetation is vegetation.
Possession of weed...there is no dire t demonstrable victim, there is no crime. And absent that victim, governmemt has no authority to criminalize in the first place.

Having said that, how does she manage to sneak past TSA so much. if she got caught that many times she probably didn't get caught more times. We should be more mad and worried that TSA did not stop her than that she snuck past them.
Isn't the bigger issue if Ms Hartman was befriended by a malevolent faction she could be enlisted to sneak in/around airports and plant explosives...or be used as a distraction---how much terminal coverage was available while they were dealing with her at Signature? ...anyone can find where she lives...television news showed the Lake County police escorting into her apartment building--after the print media posted she lived on Hamelitz Court in Grayslake.......
She may be mentally ill and compelled "to escape on a plane"- making it hard to dissuade her or even anticipate her moves....but so are suicide bombers.

As a District 17 resident, I wanted to ask our officers about helping us with the robberies in the district. They happen a lot in the afternoon hours and at night. Isn't there a group of talented cops who handles this crime. Like a robberies special assignment team who can focus working at nighttime? Who can we call?

God Bless You CPD! I occasionally participate in the satire and every now and then contribute by writing a quirk of a response but the bottom line is this lady has some clinical issues and has been exploited by the media. Locking her up in jail instead of providing residential treatment long needed her shoes how wicked a people are amongst us that control and wield power of services that should be provided people in need. I understand how many will scoff at this post but wish to look at it through a different perspective.
Billions of dollars spent on airpor security and a old woman can enter the secure area then board an airplane. What's wrong with security at Chicago's airports? Where's all that money going rahm?
