COPA Plays Politics

  • Family members have been pressuring Chicago Police Superintendent Eddie Johnson to fire the police officer who killed Quintonio LeGrier and bystander Bettie Jones, but they might have to wait a while longer for the superintendent’s decision.

    Johnson is accusing the Civilian Office of Police Accountability of withholding information he needs to decide whether to concur with COPA’s recommendation to fire Officer Robert Rialmo for a shooting the oversight agency has ruled “unjustified.”

    The rare behind-the-scenes dispute over investigative files is aired in Johnson’s Jan. 11 letter to COPA’s interim chief administrator, Patricia Banks.
There isn't a jurisdiction in the nation that doesn't recognize a baseball bat as a lethal weapon. And COPA's ridiculous "investigation" doesn't appear to follow any recognized protocols or legal precedents. COPA has hidden (so far) 42 videos along with the Boston lieutenant investigation from the Supernintendo's review process.

It's 100% political, which makes us wonder what Ed is playing at.

Has everyone already forgotten about the P.O. in Englewood in 2013 who got smacked in the head by a baseball bat wielding assailant ? That P.O. is lucky to be alive and I never heard if he suffers from any permanent injuries. Clearly baseball bats are deadly weapons. I actually remember in englewood around the year 2006 an assailant with a baseball bat killed another individual right in front of responding officers as they were pulling out up.

I'm not a lawyer but anyone who has watched enough crime dramas knows that a prosecutor who withholds exculpatory evidence from the defense can be in a lot of trouble. It can be grounds for a mistrial or a directed verdict of acquittal.

If any of these COPA people are attorneys go for the throat. Seek disbarment and sue their asses. If not they will do this again and again.

Disband COPA now. It has already been found unable to make an unbiased investigation. It is totally motivated by politics and nothing else. It is a sham. If COPA wants to play politics it has no business making investigative decisions period. Withholding records from the Supt. of Police? Should they not be disbanded immediately and deemed corrupted by politics and unable to make a fair and unbiased investigation? Yes they should. COPA is nothing more than a shield for the mayor to use when he takes political heat. It seems criminal as to what COPA has been doing and COPA should be investigated and arrests made to break up COPA as a political criminal organization. It is nothing more than a criminal organization when it's main objective is to fire or place Officers in jail on false and made up allegations. Or hiding exculpatory evidence.

nothing in this political world of Illinois politics, especially racial and identity politics is a slam dunk. I feel for this officer as the pressure of something like this can break a person. Sure, good luck with that. In an old post, someone, who works as a consultant in HR issues, correctly illustrated that the threshold for getting fired is very low.

COPA can collect the evidence and present an argument for firing a police officer. If it appears reasonable to fire the officer (e.g. liability, improper conduct, or violating the law or General Orders), then the officer can get fired.

Proof beyond a reasonable doubt is not needed, the standard is even lower than the preponderance of the evidence level. Not responding to your jobs or coding everything with a 19P will get you fired.

The $17K payment to the Boston PD Lieutenant, and the non-disclosure of it, could seriously impact COPA, but the present COPA hierarchy will probably blame the approval on one of the recently departed from COPA.

The Chief Administrator, the First Deputy and the replacement for the First Deputy have all quit in the last six months. When promoted, the First Deputy replacement left one of the Deputy Administrator positions vacant.

Patricia Banks, a retired Cook County Circuit Court judge, is now the Interim Chief Administrator, the First Deputy spot is soon to be refilled and the Chief Investigative Law Officer, Andrea Kersten, was promoted to fill the vacant Deputy Administrator position, which gave her a $40K raise.

The seven top leaders at COPA collectively make $850K+ a year. That is a huge amount of wasted taxpayer money.

I don't get this COPA crap. How do a bunch of non police investigate shootings ,etc. As a retired State Police, we had a unit of sworn State Police Officers do our own investigations. FBI investigates themselves. Why is this OK in Chicago, does any other large city or any city have this. Looks like it is just a bunch police haters a chance to screw the police.

COPA can collect the evidence and present an argument for firing a police officer. If it appears reasonable to fire the officer (e.g. liability, improper conduct, or violating the law or General Orders), then the officer can get fired.

Proof beyond a reasonable doubt is not needed, the standard is even lower than the preponderance of the evidence level. Not responding to your jobs or coding everything with a 19P will get you fired.

While I agree they will terminate him, I do disagree with the battery/theft going anywhere. You still need a cooperating victim here. I will say that COPA pressured them into signing complaints and moving forward. With that being said I would bet they fail to show up at the preliminary hearing. This case will die within a few months. The victim and his family wanted nothing to do with it initially, they were pressured by COPA with their typical heavy handed tactics. Unfortunately for Rialmo I truly believe he pissed 9.5 off when he sued the Offender's estate. How dare he do that and take potential votes away from 9.5. Fuck COPA and tha little sawed off 9.5 bastard.

After reading the COPA report on LeGrier it is clear that the agency that will be judging our actions has absolutely no clue how we do our jobs, what puts us in danger, how to conduct an investigation, what our use of force requires, and what is actual evidence in a case! The report breaks from chronological order to ensure the reader knows immediately after the shooting someone texted the shooter an inflammatory word. The text is not discovered at that time and had no bearing on the shooting, but it was damn clear by the placement of the information was for inflammatory effect and drive the narrative that the officer had another reason for the shooting. The idiot who wrote the investigation attempted to use shell casing to place the officer further than he originally identified. Too bad the officer will have to wait till actual harmed of being fired to sue the $hit out of them for using a technique the FBI discredited. The FBI did an extensive test of shell casing as a means of establishing the location of a shooter, and they came back with no scientific means available. They go on to suggest the offender could have been shot with a taser even thou every one knows it is unlawful to shot someone who is in an elevated position. I mean unlawful in the sense that general order and taser corp. Require you not shoot at the person above ground level. If you perform such an act the consequence will come with a reckless homicide charge like the N.Y. cop who perform such a feat. So keep a copy of that investigation at home. It will go a long way in saving your ass when justifying why you did nothing. Give everybody timing and distance then call the HBT. Most victims voted for this crap! Be very careful boys and girls this $hit is for real as they say. The powers that be are wholeheartedly siding with the bad guys. They know the sheeple with vote leftist no matter what.
