Ah, the list of fools continues to grow...

1) Lt Pap Schmeer- Housing To-From fool that got her annoying butt put in place when a copper wrote a beautifully poetic To-From response to her bullshit. Even back when she was a Sgt she was too dumb to leave well enough alone. For readers that never met her, I will help you out. Picture your ex-wife or ex-husband. Now imagine him or her times 1 million. Yes, she really is that annoying.

2) Commando Escamerit- Despised 025th district merit fool that had a high profile email leak that gave quotas the most exposure. This LAPA All-Star even made the news for his stupidity. Apparently he is so hated that you would be better off catching the Easter Bunny then finding anyone that likes him on the CPD. Go figure, at one time he was a Sgt in the TRU aka Totally Retarded Unit. I can only imagine how bad he accosted P.O.'s for activity back then. Probably while in the privacy of bathroom stalls.

3) Lt Kohnan (sp?)- 016th district fool that had a naughty list of low number generating coppers. Or as he put it, officers with a low amount of 'pieces.' Unsure if 'pieces,' is the common secret code word for activity used by all the bossholes, or if he just made it up himself, because by most accounts he sounds pathetic and senile. The Commander of 016 drove him a thousand miles away and left him on a farm but somehow he managed to find his way back.

4) Sgt. 330- The latest fool thinks that 003rd district officers are members of the polar bear club. Whomever this Sgt is, word around the camp fire is he/she is merit. Wow! Big shock! I never would have expected that. Regardless, 'any,' and I mean 'any,' stupervisor that is pushing for traffic stops in zero degree weather, is a complete and total fucking dipshit moron that has a brain the size of a marble. Doesn't matter if it is in the 003rd or the 016th district. It's still not too late to cut a deal Sgt 330. We all know you did it out of fear. Who ordered the 'Quota Code Red!' We want the truth!

I'm sure I have left some fools off of the list. Readers feel free to add to it. I don't have the stomach to go on.

Make copies; keep in different locations so you have
at least 3 sets of memos of their publications.
You never know how an insignificant document
might work in your favor on down the line. It's not
so much the document, but the patterns, dates, and
from-to's that count to build a case in your favor.
What you think is random communication may form
intent when viewed as a group.
It's kinda like baseball cards. You wish you had them back.
(Also, print out those emails if you can. They'll have a record,

We will justify this based on an arbitration decision by arbitrator Benn involving safe city overtime in which Benn allowed the City to create the categories and criteria for overtime eligibility. Through no fault of Benn, the state law was not in effect at the time, or else the decision would have been much different. It is amazing anyone has the balls to ask for numbers. Numbers are not our job. Now let's run out there and get a couple TSS cards on old ladies with one headlight. This city lacks leadership at every level. Quality Sgt's with common sense are going extinct. That rank is loaded with half-wits.

In this day and age, and with the current political climate that CPD is facing. I feel like any boss pushing for numbers and not encouraging the troops to just circle the wagons is a fucking selfish asshole! You “leaders” see daily what we’re up against and yet here you are nudging us ever closer to the edge of a cliff. Please never tell us that “you’ll have our backs” ever again. I'm from the D-unit but I didn't realize pulling someone over, letting them know their headlight was out and writing a TSS card was considered activity or revenue for the city. Seems to me in this climate of ACLU and ISR's traffic stops are the only safe bet for staying out of federal court these days.

In reality if a boss doesnt think your performing adequately on a car he or she can move you. They dont need activity reasons, they dont even have to mention it. Guys and girls who have regular cars know what they need to do to keep that car. They know their boss and what he or she expects. If they want the car, do the work, if they don't care, then don't. But making up code words and secret personal activity profiles, WTF. some guys are just that dumb.

C’mon Darlin get your head out of your ass.... look at all the ridiculousness that’s right under your nose.

Rumor is he’s run out of cubicle space for his chosen ones and is contemplating building an addition.

Keep in mind that many bosses that I have encountered know it's all bullshit. Nonetheless, traffic missions and the like are forced down from the top, meaning commander and above. It's preposterous to send a PDT message suggesting stops in subzero weather, but I'm sure this came from higher than the issuer. Top bosses enjoy having everyone else be the messenger so they can deny it or plead ignorance while hoping for the next promotion. What can they really do to you in 003? Aren't they short on personnel in every title code? The commander should be happy that people show up to work and are actually assigned there.

A little help from detectives or older officers please:

A while ago during a reception, I tried to tie my necktie that unraveled. While in the restroom of the venue, a member of the wedding party was acting really suspicious in the stall adjacent to the mirror I was using.
I immediately kicked open the door dragged this mutt out and slapped some off duty zip cuffs on him and summoned the waitstaff for some duct tape. He wouldn’t stop yelling so I could call the local authorities.
As a seasoned millennial and I know this is really really off topic, but my question is:
How do I tie a half Windsor knot or you guys prefer a Four in Hand?
I’d like to have an idea on how to proceed. Thank you for any advice. And I’m not looking for “don’t wear a necktie to begin with.” or “why not wear a clip-on “.

This prohibition shall not affect the conditions of any federal or State grants or funds awarded to the municipality and used to fund traffic enforcement programs.
A municipality may not, for purposes of evaluating a police officer's job performance, compare the number of citations issued by the police officer to the number of citations issued by any other police officer who has similar job duties. Nothing in this Section shall prohibit a municipality from evaluating a police officer based on the police officer's points of contact. For the purposes of this Section, "points of contact" means any quantifiable contact made in the furtherance of the police officer's duties, including, but not limited to, the number of traffic stops completed, arrests, written warnings, and crime prevention measures. Points of contact shall not include either the issuance of citations or the number of citations issued by a police officer.
This Section shall not apply to a municipality subject to Section 10-1-18.1 of this Code with its
own independent inspector general and law enforcement review authority.

Blue cards require probable cause. Contact cards did not. When you have probable cause for a stop, your chances of getting into legal trouble for that stop are greatly decreased. There's always a chance some moron you stop will find or create a reason to complain, but probable cause traffic stops are not the reason we got into trouble. I still don't like the department or its bosses trying to require a certain number of any kind of activity, but blue cards are about the safest piece of paper you can do nowadays. This whole "Get more blue cards" movement started because of some stupid study by the University of Wisconsin or some other institution of "higher learning." The theory was that traffic stops, and the accompanying flashing blue lights, deter crime, even when no citation is issued. It creates more visibility of the police, thus creating more of a deterrent effect on crime. Criminals aren't generally attracted to areas with flashing blue lights and police, so this theory is easily supported. It's similar to the impact zones that were so full of police running into each other that the crime mostly occurred elsewhere. Impact zones work, but only in deterring crime within the zone. No, I'm not the detective you were replying to, nor am I 330 3rd watch, but I just wanted to chime in while you were calling other people stupid while showing your own extreme stupidity. Stick to transports, wagon guy.

Thank you for posting the state law, pay special attention to "points of contact" for evaluating officers. I know some of the young hard chargers think they are the only ones that ever did any work, and will consider me and guys with time a "dog" in their delusional chicago pd tv minds. However, this means Officer A cannot be compared to Officer B and because Officer A has more "activity" than Officer B, Officer A qualifies for voluntary overtime initiatives while Officer B does not even though Officer B has more seniority. No matter how you want to look at it, it is a former of punishment which violates state law. And for the younger guys hired after stats where searchable on the computer. No one looked for other guys stats to compare to theirs to see how great they were. No one cared as long as the guy showed up when you needed him. This whole numbers game is bs. They should make police baseball cards then and put our stats on the back. Ridiculous.

Why are stats so important to you? Or being compared to another officer. Does mint do any good when merit promotions come out. Stats and qualifications never matter. Getting into the front office, management spots, special spots, qualifications and stats don’t mean crap

Are you still in the academy? When a spot like that is made up, the person is already chosen. When there is an opening in the front office, wait when the commander wants another person in the front office he doesn’t wait for an opening he just adds 1 or 2. You never get a chance to apply for those spots and it’s getting worse everyday.

And no, contact cards did not require probable cause. I never stopped random old ladies because I never had reasonable suspicion to stop them. Have you heard of that term? To be a lazy wagon guy, you probably need at least a few years on the job. How did you get this far without understanding the difference between reasonable suspicion and probable cause? Didn't we all have to be trained on the ISRs? How did you miss all the discussion of "reasonable articulable suspicion?" If you never did a contact card, then you've never really done any police work. Either that or you're trying to impress us all by saying you didn't do contact cards when you stopped people. Feel free to "bait" me whenever you need to learn something else. In the meantime, enjoy those transports.

The superintendent for respect to the working police, should at least order the front office and inside house mouses in units at Holman to at the very least put a freakin uniform on. Our district has a front office female who hasn’t put a uniform on in 10 plus years. Ridiculous department. Yeah we’re semi military, sure we are

I think some missed the following language of the statute, as did the First Deputy Superintendent, "This Section shall not apply to a municipality subject to Section 10-1-18.1 of this Code with its own independent inspector general and law enforcement review authority." The city of Chicago has an IG office and COPA; therefore, the state law does not apply to Chicago.

If you work 9 hours, do something.

You only need reasonable suspicion to stop somebody for a contact card, not probable cause. How did u get this job??? I think the difference between probable cause and reasonable suspicion is taught Day 2 in the academy. Reasonable suspicion means you have the right to stop and investigate. Probable cause comes after and means you now have enough to make an arrest. Please retire or quit. Thanks sport..

Where is Holman?? Guys and gals have wore uniforms for various reasons. Just because you are probably a lazy, miserable person don’t try and bring others down with you. FYI a lot of people in Homan are hard working and yes they also have dogs. Just like every other place in this department. HQ needs to be drained if you ask me.

Nope. I don't need to give the illusion that multiple people disagree with you. That's because you're wrong, and other people with more sense than you know it. I don't call people "sport," and I don't use triple question marks. Did you just quote an HIV positive drug addict with mental problems to illustrate how you're winning? Feel free to disagree with me, and the others pointing out how wrong you are, but that doesn't make you right. It just makes you oblivious and ignorant... and dangerous to anyone who takes your advice. It's a good thing you're just a lazy wagon guy so you can minimize your interactions with people who aren't already in custody. Otherwise, you'd end up in court for not understanding when you can and can't stop someone. Good luck with those transports, and that complete lack of understanding of the most fundamental components of policing.

It’s Lt. Kohnen from 016 and he has 5 open CR#s going right now. He is tryin to negotiate a deal so he can retire by March w/o serving time out right since some are VERY serious and would result in BIG suspension time.....
