This Will Solve EVERYTHING!

In yet another incident proving that "crime and no punishment" is just about the stupidest lib-tarded idea of all time, the juvenile arrested for attempting to carjack on off-duty cop, was caught again.... doing what?
  • Less than two days after three teens were arrested for trying to steal the car of a retired Chicago cop, one of them was in trouble with the law again.

    Around 7 p.m. Friday, Texas Marshal Ricky Fobbs, a retired Chicago police officer, spotted a young man jump into his car while he was about to check in at the DoubleTree hotel in Streeterville. Fobbs chased his car, yanked a teenager out, and pinned him to the ground. The suspect’s accomplices tried to run Fobbs over, but several witnesses blocked the car, and ultimately three teens – ages 14, 15, and 17 – were arrested on felony charges, including vehicular hijacking and attempted aggravated battery.

    Chicago Police Department spokesman Anthony [Google-me] said all three suspects were released to their parents. Sunday night, one of them was arrested again, when he was caught with a gun in another stolen car in Englewood
Amazing how he gets another car and a gun without a seconds hesitation. Well done Toni, Kim and Tim - your commitment to actual justice knows no bounds. Five previous felony charges and walking around, free as a bird.

So now Special Ed announces this nonsense:
  • Officials from multiple law enforcement agencies plan to meet Monday at Chicago Police Department headquarters to hammer out details of a new task force aimed at curbing the surge of carjackings in the Chicagoland area over the past year, officials said Sunday.

    The task force was formally announced Sunday at the Police Department’s Shakespeare District during a news conference where Mayor Rahm Emanuel and CPD Superintendent Eddie Johnson touted the deployment of 83 new officers across the city. Johnson said the joint effort is meant to more aggressively work to arrest and prosecute carjackers but he declined to provide some details, saying he did not want to give out the “playbook” for how they would do that.

    But Johnson did say that could mean seeking prosecution for carjackers through federal courts.

    “We’re not playing around,” Johnson said. “If they want to continue to go out there and take the easy path to taking someone’s vehicle then we are going to take that (federal) path to punish them to the fullest extent of the law that we can.”
Does that include juveniles, who seem to make up the vast majority of carjackers? Are they going to be doing hard federal time?

Does this include actually apprehending carjackers? That might mean :::gasp::: chasing cars that are taken at gunpoint. Who is going to indemnify the Officers? Uncle Sam?

And who's Rules of Engagement? Some of these thieves aren't going to go quietly. Is CPD operating under Federal guidelines? Federal protections? Is CPD wearing cameras? Are the feebs? If CPD has an unfortunate misstep, are the Feds making a case against the police? (Old timers will recall this has happened on more than one occasion - good faith errors were prosecuted as Federal felonies.)

We think that Chicago better get ready for this:

Let's examine the various possible results of this effectively catch and release policy being currently implemented by our prosecutorial professionals:


1. Victim decides to not be the victim = dead offender

2. Victim decides to accept being victimized = offender rewarded

3. Inhabitants tighten up their alertness, such as it can be, and succeed in avoiding being the victim = not noted by anyone, except the now heightenedly alerted inhabitants.

4. Offenders increase their confidence in succeeding at their chosen activities and lose their formerly meagerly cautious habits = see #1.

5. Politicians continue to be the creatures they are, lamenting the loss of precious youths, offenders in the accurate assessment, and further increase the quantities of those caught and released = see #1.

6. Knowledge of increase in #1. results in further increase in #1. = Happy, Happy, Joy, Joy celebratory dances throughout the land.

7. Politicians continue to be the creatures they are = Sales of premium liquors, needed for the after parties, once the Happy, Happy, Joy, Joy celebratory dancings have concluded, skyrocket.

Excellent Jiu Jitsu by the officer. Awesome display of control. I would have loved to see a transition towards a choke but the officer displayed a strong ground game. Next time try lowering the hips and planting his hooks inside while making a transition into a bow and arrow or nice collar choke by getting in deep inside the collar.

When I was a youth many years ago if I had stolen a car I would have wanted to stay in custody. It would have been a lot safer than going home to face my Dad. But today they put them back on the street to steal, rob and rape there way to adulthood. Then it's free pizza! OT -- The behind the scenes movement is definitely happening within GEU. While everyone is trying to give the impression that everything is ok, phone calls have already started pouring out. In my district, no fewer than five officers from GEU Area South have tried calling to secure a spot. Atleast one is interviewing with the Commander. That was just my watch, in one district. I can only imagine how it is elsewhere.

When I texted one of the Area South GEU officers he said everyone is panicking. A certain Sgt is telling everyone that they're safe, meanwhile contacting his own brother in another unit attempting to find a landing spot. Some are too foolish to understand there are few secrets on this job. These supervisors owe it to their own team members to tell them the truth

I don't know why anyone here is surprised at this. Most active patrolmen who still work the streets I'm sure can recall at least one case in their careers whereby they arrested a juvie for a crime, only to have to arrest that same juvie for the same crime within the same week. The juvenile justice system attempts to resolve these criminal issues without detaining the accused youth in secure long term custody if at all possible in order not to stigmatize them, which, on paper, may be a good thing, but in the real world, doesn't really help protect the public from them.

Yeah, ok Royce Gracie. I've seen plenty of POs get themselves badly hurt while going to the ground game. Since the involved was no longer a cop, a good slap across that youth's noggin with a solid steel handgun would have likely dropped that kid like a hot potato, and kept him on the ground, praying to God that the police arrived in time to save him.

For those commenters who are currently Chicago's Finest, has carjacking become one of the rites of passage for gang initiation? That could explain the extreme increase in recent years, as well as Rahm's directives that police officers no longer engage in chasing them.

Also, as a civilian, I'm a little confused on terminology. My definition of a carjacking would be taking a vehicle by theft while the owner/driver is still present in or around the vehicle. If the owner/driver is not present, wouldn't it just be grand theft auto? Like the theft outside the Doubletree. If the owner of the vehicle was inside the hotel checking in, but left his keys in the car (for the valet, perhaps?) would this still be carjacking, or just auto theft?

Re: The Felony Review Section- If my failing memory rings true, this was put into practice when someone(I believe it was the press) noted how many cases were being lost in court. The S.A. blamed the Police(Det.) for not providing good cases. The solution-Felony Review Section- manned by new hires in the S.A. office(right out of school & I believe slightly clouted.)

Ok so how come all the groups that do victim advocacy don't pool the car-jack victims and go back and go class action on the county state & city. The last case is a shining example how the Cook County justice system failed the law abiding citizens on the county. And if all the lawyers weren't so busy positioning themselves for their next "bump" they would be able with a minimum amount of research be able to connect the dots. They County releases criminals back on the unsuspecting public on "bail" or to their "guardians". With the Judges granting I-Bonds and low bail to convicted felons and parole violators. And even when convicted handing down minimum sentences. All started by the SA'S who refuse to apply the appropriate charges or "grant" a felony. The felony "review" is a joke as the SA is basically pre-trying the case before it even goes before the Judge. So the Justice System is systematically thrusting known criminals back on the public to pray upon them

Bottom line, the kids do not care what happens to them. Do we put them in County at 14? They could care less. I would recommend the parents or guardians brought up on charges as well and the instant removal of all social programs if they are on any. I do not read about any kids from Deerfield, Northbrook and the other suburbs carjacking. The kids today are constantly told what they do not have, told they are poor and will never amount to anything. At a young age they do not value life. Period. I grew up in the projects and never heard the word poor used around us. With education everyone has a chance, no matter what school you attend. Education is your best option. But the violence in these children is unheard of and now something different needs to happen. The Audi home is for shoplifters and a kid doing minor stupid shit. Carjacking and murder? WTF man. You cannot let this kid go home with a warning.

What makes you think CC people are gonna do your job. They can protect themselves but if they have any assets the criminals will hire other criminals called lawyers and sue them too. My advice to CC people is to buy specific concealed carry insurance like the one offered by the NRA

Word got out that task forces get unlimited, guaranteed overtime and a take home car with a full tank of gas. Jesus arrived and healed the deaf and dumb do nothins who haven't done anything that resembles actual crime fighting efforts.

After seeing the light, so many "I aint doing shit" types now want to be task force police combating vehicular robbery crimes given the all the perks. The sad part is we have lots of police who will actually want to contribute to combatting vehicular invasion crimes, but will never get the nod given the political nature of CPD. Lets see if there is an open application process and actual objective interviews selecting those who will make meaningful, positive contributions to the big picture. Some department members have already started bragging about the new assignments prior to the announcement. Almost like some people are in the know while others are kept in the dark and then fed, treated and subjected to whole lot of bullshit.

Serious question for you guys: my teenage daughter wants to make a spring break long weekend trip to Chicago. Stay downtown, shop on Michigan, Navy Pier, go to the aquarium. We used to go to Chicago all the time back in the day, stay on Rush, go to a Cubs game, felt perfectly safe in that area. Now, however we don't feel it would be ok. So I am asking the experts, should we come as a family? I will be showing her the responses so she doesn't think I am a lame scaredy cat!! We are also legal carry from Indiana and I know Illinois doesn't reciprocate, but we don't care about that! Thanks in advance!

In any other county, a car hijacking is serious crime and offenders will be punished, In cook county, offenders are released right away to commit the crime again. What other chief of police of a major city tells the media; "I am not playing around"? The juvenile offenders know nothing will happen in court. Also the chances of being caught are slim and none. With the numerous restrictions on police, arrests are nearly impossible. Feds are very effective but how many agents can devote time to this growing crime? A beat car responds to a call of a carjacking, takes the report. Nothing more. Only in Chicago.

Last year the exempts were instructed that if keys are in car and the victim just jumps on hood of car it will not be a carjacking.

So we got alot of auto thefts where 3 goofs walk up on said female and just imply force. Its not carjacking of course patrol officer could increase this number with better narratives. "SURROUNDED" "IMPLIED GUN" "PUSHED VICTIM causing a fall".

Let’s intervene from the standard criminal justice process and provide support for these wayward youths because they’re special. Regardless of how much property damage and victimizing they just committed. They shouldn’t be locked up. They need counseling. Lol. Let’s just print them and process them so an adult can come and pick them up. The idiots that shot at police and led them on miles long vehicle chase that ended in 010 a while back were all juveniles. According to our dept They’re just children who don’t comprehend their actions! Well it looks like they never will learn about actions and consequences since they’ve learned at a teen age that you can do anything to anyone that you want to and there will be no consequences. We are getting a really good look at the intelligence level of CPD command staff. Juvenile offenders federally as SCC already said, not going to happen. Feds run the other way from juveniles as they should. Charge adults federally with robbery? With what, the HOBBS Act which they dont use anyway. For the sake of the criminal statute in Illinois “ grand theft auto” does not exist and is just a vidoe game. In Illinois taking something unlawfully without the owner present or through deception is considered Theft. Being in possession or control of a vehicle that is stolen is Possesion of a stolen motor vehicle PSMV. Taking a vehicle with the owner present through force is considered vehicular hijacking (felony) A hijacking using a gun or other certain factors such as age of victim or if there’s children present in the vehicle aggravates the PSMV charge. (Class X felony)

I understand your frustration but you might want to check the LAW. (you know that thing we, as the Police have to follow, unlike the courts and states attorneys office) Anyways Juvenile law provides for intervention in cases at the discretion of the youth officer. That being said just because you bring someone in for PSMV or property damage does not mean that the kid is going to get housed. The Detective at the JISC or Area does NOT have say in the matter. They have to call cook County Detention Screening. They look at the kids record and come up with the decision. Just so you know Cook County uses a different point system then the rest of the State. A juvenile who commits a forcible felony in say Will county will get detained but in Cook County they are released with a court date. Even if they are given a court date the States Attorney can do whats called a Screen out. That means they will not pursue the case even if the victim wants to. I have talked to victims who were basically told by the states attorneys office that it didn't matter what they wanted they were not going to pursue. They then turn around and say that the Police did bad reports and such to take the blame off of them. These Juveniles know this also. More than once I've had a kid tell me that he know he was going home because what he did was not enough points. They get out and re-offend again like the Car Jacker the other night. I honestly feel sorry for the citizens. The States attorneys Office is hurting those who are the most vulnerable by letting these feral teens out in the name of Social Justice. I know there are some Detectives who let the kids go on BS and I'm sorry about that. That being said it doesn't help when you try to turn a one bagger into a delivery charge so you can get an arrest. And charging someone with a MCC is useless because Juvenile court will not hear them and they cannot be screened or given a court date. Anyways I hope you and all my fellow Officers stay safe.

I’m not at all trying to be funny but is it possibly to have federal oversight of a corrupt court system, like the one at 26/cal? Force their hands into a consent decree, look into selective application of law and sentencing, selective narcotics weight standards for probable cause at preliminary hearings and the repercussions for society that has occurred when violent offenders are let go, largely based on their race.

Still talk of CPD consent decree. So my question is has this ever been done and is it even possible to have the DOJ look into an actual local court system for patterns and practices of abuse and corruption? If not, can it be done?

For the record, Duffin was the best boss I have ever worked for. He was NOT at the scene of the death investigation (suicide) but is taking the heat for it now. There is no scandal. It was a suicide and handled as such by Area North. Duffin is a stand-up guy and now he is answering the B.S. from the I.G. because he is defending his detectives. Area North didn't move the mattress, but as it had NO evidentiary value, it's a moot point. It's a shame that one of the last bosses on this job with any balls is leaving. I dont know if this crap had anything to do with him leaving or not, but the dump to oemc surely let him know that nobody else on this department had his back!

It is time for juvenile justice reform. The utes are out of control all over the country. Bring back reform schools and create new prisons that will house these feral utes until the age of 18, at which point, they can be transferred to real prison, which should mean striped outfits and making big rocks into little rocks. I am not a cop, but I am a teacher and see what the law enforcement officers have to deal with daily. Frankly, there are people who are defective from the moment they are born. Civil society should not have to deal with their criminal behavior.

when you text it is forever? who told you that? Most companies do not save any texts, and some save them 3 days. If they get your phone, then yes, you are correct, they can retrieve old texts.

Sorry, retired detective, but when an officer is discovered in his home with a fatal GSW, EVERYTHING in that home is potentially evidentiary value! That would include the mattress as well. Like it or not, a lot of procedures written down on a GO for handling/processing a deceased person were simply tossed away. Someone is going to pay the price for that.
Like many others, I have no idea how many, or even the content of the text messages that were exchanged by Duffin and the widow, who subsequently took her life (which officially sits on the books at the ME's office as an accidental death). I would imagine that at some point, those will all be released when someone gets around to filing a FOIA request fo them. Duffin may well be a great guy, but the decision of the dept. apparently is that some missteps were made regarding the initial investigation. Unit commanders can no longer escape responsibility for what the people under their commands do, or in this case, not do, and not expect repercussions. Duffin still leaves with a good pension, and he still has a job, and for that he should be thankful.
