Years of Service

Some of our crew did some research late last year in anticipation of a posting:
  • They went through the FOP newsletters for the retiree list;
  • total up the number of retirees;
  • total up the years of service;
  • do some math to get the average years of service
Guess what they found? The average number of years that retirees accrue has been steadily decreasing. We lost the compiled data in a computer crash, but for big retirement wave last year, the average years of service was only 27-and-a-fraction. The monthly totals since then have gone down regularly - not a single spike upwards - and it's trending toward 25 years. Coppers aren't staying until max pension and no one ought to be surprised.

If we can recreate the data table, we'll try.

Talk to a copper you haven the seen for a while and I guarantee within 3 minutes one of the two of you will ask "so how much longer you staying?" It never used to be that way but now coppers are retiring as soon as they can afford to. And BTW, I'm gone in 6 months.

It's not really that hard to figure out.
Guys who get on at 23 are burnt out when they reach 50 and get insured in other jobs. 27 years.
Guys who come on at 28 or 29 leave at 55 because the insurance at 55 outweighs the 2 yrs of pension.

there are many reasons for this, besides dissatisfaction with the job. They include 55 and out and increased pension benefits, and the rise in the stock market for deferred comp accounts.

Also females notoriously leave sooner than males, a trend which is magnified by a disproportionately higher rate promotions for females and commensurately higher pensions and the ability to have higher deferred comp balances ( due to having more disposable income with the higher rank)

But job dissatisfaction has to be right up there

I remember when I came on everyone went around talking this was the best job ever. Where else would you get a full tank of gas and get to drive around. That was 20 years ago. Politicians has everyone hating us, some hate each other and a few hate them selves. Everyone I know want out as soon as possible. The politicians are manipulators, spin doctors and try to sell their BS using us as the scapegoats. It use to be 32 and out. Members would be upset if they came on late and couldn't get their time. Now no one cares, that just want out! Politicians and upper management caused this hatred. The said part is the early retirements are killing the pension. Most early retirees will out live their money and be broke. Most department members don't know how to manage their money. I can't tell you how many Officers I know who have filled bankruptcy or lost their homes. I'm sure the early retirements will continue as the city goes into its death spirals. It's said all this distinction that was caused to cover up disfunction. Just keep voting in the same old DemocRATS!

Leaving the state in 9 more years :)

55 and out is killing us! Especially those of us who, came on in our early 20's back in the 90's. I call for 29 and a day, minimum of 51 yoa, and leave with insurance coverage til Medicare. This will appease those who came on young, and the city. The City can benefit from people giving a full career, and bleeding off of the pension. The officers that came on young are benefiting from what othes who came on after them but were older and are taking advantage of are getting. The city wins with getting rid of older cops, while older cops, also benefit by leaving and by having new officers come on and adding to our pension. It's a win-win!

Hopefully the rumor that FLOP is asking for healthcare for those with 29-and-a-day at any age is true.

Not that the city would agree without us giving up something big in return, but if it were to happen you can add even more people to the "Bail" list. Unless you absolutely had to, why would you stick around here and roll the dice with your health, sanity, assets and possibly your freedom?

Let me out at 29+1!!! Hell, I'll even give up 3-4% for healthcare as long as it's guaranteed until Medicare.

Don’t have too much sympathy for these guys that came on the job at 21/22 have 29+1 and can’t retire with insurance. Where else can you retire at 51/52 and collect 75% for the rest of your life and get insurance. Maybe let you retire then receive the insurance once you turn 55. Leaving at say 50 with 75% of $100k is $1.875M over 25 years. What do you think the tax payers are going to say, “how can those poor police officers live on $1.875M let’s give them and their families free insurance for life.” People need to plan for the future and plan on a second career to pay for insurance. These asshole politicians have blown through so much of our pension fund that they will have to keep raising taxes to keeps funds alive. Let’s hope we all get paid quit crying for insurance at 50 yoa.

You might want to look more at the average age of the retirees as opposed to years of service. My guess would be that has not changed much. People get to a certain age in an occasionally physically demanding job and they just don't want to do it anymore, or can't. Same thing happens with construction workers.

It would be interesting to see what the average age of cops going into the academy has been the last 30 or 40 years. I suspect it has gone up what with the requirements for college or military service these days.

I agree about retiring when you can, been retired 3 years we did the looking at other states went to arizona (Prescott-Sun city-Phoenix-Goodyear-Paradise Vallet-Scottsdale), then on to Florida (Fort Myers-Marco island-Bonita springs), Then Tennessee (Cool springs-franklin-Nashville), Then Kentucky (Bowling green), stayed awhile looked around nice areas and yes the cost of living is less! But then we came back to Chicago in the Garfield ridge area (Yea yea its bad Garcia ridge etc flame on OK whatever), and personally went to talk to real estate agents about my ideas to move, they were informative! The property values are rising (yes so are the taxes) Was told that they have many people that have fled the area and state after retirement city workers and others who have come back to this area to live!

The problem with moving away from everything you know is this, first you don't have the children who you take to school and you are able to talk and make friends with other parents, and also you have your circle of friends, your churches, shopping and most importantly hospitals and doctors as we age. We thought so true, and as we age it is harder to make new friends what are you going to do play bingo, and go to events with older people to try an establish that bond?

When we went on our "we are going to move" binge to other states I also went to talk various coppers and guess what many have crime also, does it rival ours no it does not, the hospitals were farther away and in many places you cannot get to a grocery store unless you drive!

Chicago for all its qualms we have transportation, great medical care (they come worldwide to university of Chicago,Loyola,Northwestern, children's etc..) events constantly happening, the snow is removed quickly, we are now staying!! Just had a contractor over and am putting in more money! When your young and setting roots down it is great to relocate when your become older and established the roots are difficult to plant, the politics here are insane for all its problems the city is where we will stay! If this city is so bad why are companies investing billions here? look at downtown brother is a architect, he said this summer we will have 30+ cranes downtown building which means billions in new revenue and many construction (union) jobs! Moving out of your environment is not like selling a car and having regrets these regrets are extremely serious please think before you make a rash decision unless your young!

    God bless the police!

it would be 2% for the insurance at 55 years old. Roughly $1800 a year x 10 years = 18,000

at 54 you pay the market rate say of $1000 a month (minimum) x 10 years = 120,000

    Stay the extra year.

NEXT FOP PRESIDENT..... My one of many proposals would include, looking into the possibility of colecting information about officers who would entertain the idea of retiring early (before 55) but can't afford health insurance. DID YOU KNOW? Humana, Aetna and Blue Cross Blue Shield are great health insurance providers known worldwide. They are all effective and reliable. The major difference that exists among them is that Blue Cross Shield’s network coverage is not nationwide. I have searched around and could not find up-to-date info on retiring before 55. If we had a significant number of officers looking to retire before 55 we could shop around and get a better rate than BCBS. Remember back when, you walked into the multi purpose room at HQ and there were all the health care providers competing for your buisness? THATS WHAT WE NEED BACK.

that should have been how it was all along. Have been on the FOP about this very issue for 10 years. I maxed out at 52 and am stuck until I am 55. I know guys that maxed out at 50 and 51 and have to stay even longer. Unfair that people got to retire and get free healthcare with 20 years and others have to stay 34/35 years and now pay. They need to change this so the guys that came on very young are not punished for coming on so early. Who know how much healthcare will cost retirees in the next contract. Only going up.

Poor baby, you don’t want to stay longer than the 29 and a day, but have to to get the insurance. City isn’t going to let people leave at 51yoa with insurance for 14 years and drain the pension. They know after 29 and a day you’re stay you are padding the pension without greatly increasing your benefit. Now be a big boy and make some tough choices.

At minimum if you leave at 54 it will cost you at least 100,000 over 10 years if not more. If your that close just stay and stick it out. Hit the medical get any worn out parts fixed, burn time due, but do not let the City beat you out of that much money.

If you stay to 55 you get the same insurance you have now for 2% which you can have taken out of your pension check or deferred comp (before taxes)

Only reason I stayed the extra 2 years. Will be leaving soon. Good Luck!

into the "Flying Dutchman" of Policing and Public Safety.

...Floating adrift with skeletons littering the deck
    and tangled in the rigging...

Beyond all hope, care and salvage.

    By deliberate design.

    When final accounts are settled,
not a single one of these deliberately installed,
lick-hitting, carpet-bagging outsiders will be around
to be stood on the scaffold and made to pay for the
destruction of Policing to advance the progressive,
communerty and liberal media revenge fantasy artfully
    disguised as "Reform."

Police Like You Have No Friends.

    Look.
    Laugh.
    Leave.

Pay no heed to the screams for help as you drive away.

That's just the natural "Auto-Correct" of unequal terms
are forcefully being negotiated between local citizenry
and that which was held in check (however imperfectly)
    by the "Thin Blue Line."

Laugh again as you continue to leave...

20 & out is nice but remember..you're time is lengthened by bad time. So if you took a few or many suspensions over that 20, you're gonna be around a little longer han you figured.
The way this city is treating you guys regarding discipline along with some of the bonehead moves some coppers are making, some of you guys may have to work 22 or 24 years to get it.

I left with 28 because I was certain Emanuel would try to steal our pensions if he got into office. He tried.
I've never been happier, so the loss of a tiny percentage was well worth my peace of mind.
My old partner left with 25 yrs and went to another department in another state. He couldn't be happier, either.
CPD is a cesspool now, thanks to this city and country's leadership in the past eight years. It'll take more to turn it around than anyone has time for. If you can, LEAVE. You'll add years to your life.

In regards to medical insurance... Can someone explain the difference between retiring at 54 vs 55?

    2/07/2018 01:52:00 AM

Retire at 54 and take the city Ins= $1400/$1800/$2400 a month. Depending if you need only yourself, or yourself + 1, or family. Retire at 55 and pay less than $150 month.

I retired early and regret it. My pension in Nevada does not go a long way because of inflation. Very few police related fields will hire CPD employees now. Staying on, doing nothing but working special employment is the best way to go. It is not all rainbows and unicorns after you retire.

Another zero loss to the department what would be meaningful is closing the massive amounts of exempt spots we have they are not needed waste of money then these clouted clowns get the gold braid pensions which are ridiculous! Highest pension should be lieutenant right Kenny hauser pension board head as discussed, how's the progress on eliminating that and the security specialist nonsense pension dip,as they serve the elected! This would be "change we will believe in!"

for those crying that the 55 and out is killing the pension are idiots. What has killed the pension has been the Gold Braid Bill and that the city has been short 1000s of coppers. On 1 end they stole the money intended for those officers from the budget. On the other end thats 1000s of coppers not paying into the pension. Like SS, the pension is like a ponzi scheme. The young pay for the old.Now u have to ask urself how the city is going to pay into the pension when they finally put everyone in a 401k.The only people that have paid into the pension has been the coppers 10% taken out of every check. The city has taken more holidays from paying then Obama and his golf game.
And the difference between 54 and 55 is insurance. At 54 and before u might be paying $1500 a month. At 55 ur paying 2% if u meet the criteria.

If you retire at 54 you don’t get the city to pay your health insurance until you hit Medicare. If you are 55 you do. Hard question.

Maybe they should look into that benefit. Change the gold braid rule that if you retire with a gold braid pension, you have to be a gold braid when you retire. Right now they get the benefits of the gold braid plus the benefits of the rank and file

Not in your lifetime. Plus 20 and out at 50%, not a great pension, especially with the new hires pension. At 20 the average of the last eight would greatly reduce your pension. 5 years would be at 15 yes, 3 ar 10 yr rate
I know everyone would take that and then go on to a high paying job with healthcare in a southern state where the cost of living is low along with low home prices, but have high paying jobs

Don’t blame the city or the CPD for officers that don’t know how to manage their money. That’s on them.

Insurance for 55 and older is under the old contract, which the city must honor until new one is ratified. You must enter a par form on Clear system before October 1st with an intent to retire in 2019. You cannot change it once entered. If there are 75 officers, then you will get insurance for you and the family for 2% of your pension. Dependent children covered to age 26! This is a great deal!! FOP says practically zero chance of new contact by 2019. So if your over 55, you would be foolish to stay. The benefit is worth at least $1,500/mo! Even if the city removes the benefit under a new contract, you will be safe.

The only people not wanting to leave are “merit” at any rank. And inside spots of any kind. It’s actually at a point now where it’s more desirable to be at call back, or some other kind of time out. People in call back currently will agree that they get all the pay and benefits of being a Chicago police officer, but don’t have to be the police anymore because it takes years to investigate and resolve their issue. It’s a win-win!!!!

In regards to medical insurance... Can someone explain the difference between retiring at 54 vs 55?

it would be 2% for the insurance at 55 years old. Roughly $1800 a year x 10 years = 18,000

at 54 you pay the market rate say of $1000 a month (minimum) x 10 years = 120,000

    Stay the extra year.

If you're 54 it's a no Brainer stick around for the Healthcare.I left at 50 and would have had to put in 32 years for free healthcare. Keep in mind that you've got a finite,at this point unknown amount of time left. The loner you work, the shorter your retirement. Simple math.

Agree I also live in Garfield Ridge on my block we had 4 homes for sale, 1 was bought by retired Cpd who moved back from Nevada, asked him why he came back he said "this is home I missed it" next was retired fireman who moved back from Sedona Arizona asked why he moved back he said "all my doctors and friends are here" next was retired county sheriff back from Louisville Kentucky asked him same question answer was "Like being close to everything" now last guy retired from belt railroad moved back from Charleston, N.C., asked same question answer "want to be near family and friends only life I know!" Saying all that to say this be careful what you ask for you just might not get it!

Agreed. Everything and everybody I know is here. Have never lived anywhere else and probably never will. Head out somewhere warm for 2-3 months every year. However, if you want, move somewhere else and give it a shot. You can always move back. It's a beautiful country and we are a lucky people.

I know a guy who looked at out-of -state houses on internet for a year before his retirement. CHecked them all out but still here. My bright idea so far is just have another house in northern Wisc. Truth is, if you want to make $, if you want your kids to make $, then the city is the place to do that.

6 more years and I have 20 and I'm out.

I’ve got 100 toothpicks that you’ll never make it. Good luck.

I left over 6 years ago at 55 and 25 and a day. Staying 4 more years for that extra 10% did not make economic sense. Make a plan 5 years out, pay off your debt, and get out of Chicago. Be safe out there.

AND never write a case report that states "see detective supp." IF THE WHITE SHIRT TELL YOU TO DO THAT PUT HIS NAME FIRST ON THE PAPER AND THAT IT WAS AN ORDER.
All of a sudden another officer will be told to do paper. You classify the first case report the DICK can change it.

The person posting this is an idiot. Yes u classify the first report and a dick can re-classify it later but u start writing a novel and eventually you will be the defense attorney’s star witness.

Lived in northern Wisconsin as a kid. Saw people eat the blue plate special at the diner on Saturday night and watch the grass grow on Sunday. Very easy relaxed life like in Mayberry , but I prefer all the activities Chicago has to offer ,the fine restaurants and shows(no state fair in Wisconsin for me) That’s just me
