SVIP Drill
- The first large-scale active shooter drill undertaken by Chicago Public Schools is scheduled for Thursday afternoon at Whitney Young Magnet High School on the Near West Side.
Simulated injuries and gunfire will be used. Students will be let out of school before the drill begins. Police cadets will play the role of students, Whitney Young Assistant Principal Matt Swanson told the Sun-Times Wednesday morning.
The drill is the result of discussions that took place among students, faculty and parents in the wake of the February school shooting at Marjory Stoneman Douglas High School in Parkland, Florida, Swanson said.
Whitney Young staff members were allowed to opt out of the training, but the majority chose to participate, Swanson said.
We can't recall the last time the Department ran a full-on SVIP drill. Some of us here participated in one back in 2001/2002 at a local high school with play-actors, CFD support, Incident Team callout, the old HBT squad, perimeter security, etc. It wasn't half-bad according to recollections and probably would have gotten better if it had been a regular event run a twice a year or so.
But it's been nearly two decades and we can say that the Department (along with the schools) are completely unprepared for any sort of SVIP incident that might occur here. No shotguns, minimal rifles, no shields, no ballistic helmets, maybe one class ten years ago about seeking out the active shooter with maybe 20 minutes of scenario training. And Rahm spending millions on ID's for illegals, another few million on "legal defense" for non-citizens, tens of millions for bike lanes, and hundreds of millions more on all sorts of nonsense...except training.

Yes you are correct that the first SVIP drills were in the early 2000's. Most of them between 2001 and 2005.The Patrol Division and the Academy put them together. The very first one was at Whitney Young. Not perfect training...but not bad. Tried to simulate response times with local district personnel responding first, then HBT, etc.
Last paragraph should be boiler plate for anyone running against the little twerp for Mayor.
CPD asked to be human shields for CFD. No go for me. I'm for Seek and Destroy but not a waiting wall with my flesh.

Cpd training is almost non existent. 30 rnd qual/year , no tactical. A bullshit video in roll call that half sleep through and the other half walk out on....if the sgt can make it work.
We are doomed, as are those who rely upon us.
It's extremely difficult to succeed when the headwinds are so strong.
I saw a YouTube video a few months ago - some J/O in a CPS school saying "ain't gonna be no active shooter in Chicago because he'd get fucked up...." (then the yuff pulls a snubby 38 out of his waistband)....
Maybe Rahm figures that since the students are armed to the teeth, no need for training?

Training does not buy votes for the mayor. Throwing money at illegal aliens is a way for him to buy the votes. He could care less about the illegal unless they vote for him.
Great time for school training...when the school year is almost over! I guess it would be about time since we are the ONLY MAJOR CITY to start these active shooter training scenarios. Way to go RHAM. Like the twerp says...."Do more with less and Better late than never".
The drill was another dog and pony show. One 30 round qualification course per year that is extremely easy to pass does not come anywhere close to preparing beat officers to confront an armed subject in a school filled with kids. And that is who will be responding to such an incident, beat officers and a few tact officers. Swat will most likely not be there until after the shooter has been stopped or has left the building.
Since 1990 the department has only conducted a handful of firearms training courses and those have been very limited. The department’s investment in the average officer’s firearm skill has totaled less then 500 rounds in almost 30 fucking years! That’s about the amount of ammo ONE person might shoot during a ONE day shooting skills course. THAT’S how much they really care about the citizens and the children.
We have never followed best practices for training and we most likely never will. FLETC made suggestions to improve training almost 20 years ago and we ignored them. The DOJ made more suggestions again recently and ... ... we ignored most of it again.
Do not blame individual officers for the department’s faults. We see over and over again where the department does not do the right thing in regards to hiring, training, staffing and promoting, so do not be surprised when things get screwed up. This self promoting public spectacle at Whitney Young does not change anything, it’s only an illusion meant to distract you from reality. One thing is for sure, CFD paramedics will be very busy.

Was part of one at Phillips HS in 002 back around 2002. Was pretty good. Should do more of those.
About 2006, Steinmetz. They used students, we had fake guns, the dispatchers kept saying “this is only a drill”. All the same stuff. I know it’s a stupid thing, but why would the City lie about this being the first one? Election year?
But Rahm says we are ready.
When the School Patrol Unit was in operation these drills were conducted at least a couple of times if I remember right. They were full scale operations with participation from police, fire, and I think other City agencies.
Shortly after Near North High School closed that building was used. After the drill all involved got together for a session to see what went wrong and what was right. One of the biggest problems, was we realized the lack of communication between police and fire. Even though OEMC dispatchers are on the same floor sometimes it took 5 to 10 minutes to relay messages between EMS and police units on the scene. Supposedly from that time on EMS supervisors radios were supposed to be able to function on City Wide frequencies. Far as I know it never happened.
After Columbine and several other school shootings there was a new train of thought. No longer could the police response be to wait for large scale response, it was necessary for the first units on the scene to take immediate action stop the shooter before further loss of life occurred. Had to leave the treatment of injured to those who responded later, stepping over or around victims was a new thought.
Several months later while another SVIP drill was in progress at Hirsch High . Joe Airhart was shot while serving a warrant in the South Loop. All of the HBT units were on the scene at Hirsch and immediately responded to that scene.

The last one that I know of was at Lane Tech in 2005 or 2006. It was put together by then Lt. C.L. from the Academy. It was a large scale training with Academy staff and recruits, several police districts, SWAT, OEMC, CFD and others participating. It was great because it simulated an actual school shooting and it was an opportunity for CPD and other agencies to identify weaknesses and policies/procedures that needed change or improvement. Lt. tried to convince the Dept. that the training was vital and should be done at least twice a year but her attempts failed. Apparently the Dept didn't feel that the training was necessary and said it took up too much manpower. Don't know if that was the last large scale SVIP simulated training.
Priorities son. Priorities.
Do they still have “Sword” teams?
Millions for criminals and illegal aliens and pennies for Police training to protect citizens and taxpayers.

I didn’t know there were that many awards or ribbons given out by the CPD
But it proves the success of the merit promotions. Isn’t that how the drivers, friends, relatives and secretaries are nominated?
I guess you have to do this training to bs the public and try to make them feel secure. But in reality when the shit goes down, the results will be determined by the actions of the first or first few officers on the scene. Happens all the time. One time the school resource confronts and kills the offender, next time resource officer hides and waits while the kids are getting killed.
Training (reform mandate) only shifts the blame fully on the evil police.
Rahm washes his hands and has a blank check readily available to pay the entitled out-of-court settlements.
Back in day of the original turn of the century SVIP, we were told not to enter the building alone and wait for back up or supervisor.
Has this changed?
When minutes count, there’s always a vast District boundary with a limited contingent due to low manpower, a sparse special response team and the scant SWAT crew is always miles and miles away in a violent side of town.

as far as the idiot bitching on another thread about having to put up weapons during training for force, have you been to the active shooter training live fire at near north? If not it is intense and you get shot by paintball rounds, if a copper had his weapon "hidden" as some want the extra ankle pistol in that thread, and you get nervous and pull it what would happen?
Active shooter is some of the best training you will get how many of us get caught up in say that "fatal funnel?"

As horrible as 9/11 was, NYC was probably the city most prepared for devastation. Just imagine if 9/11 happened here.
Dog and pony shows are for the exempts to look like they know what they are doing. Problem is they really think their "Plan" will work. Some of it may but believe me all of it won't. Its up to the first people on the scene to locate and find the shooter then stop him anyway possible. Permiters cam be established by supporting units arriving on scene. For the first units on the scene it will be terrifying. Lets hope it does not happen.

those rows of ribbons for the exempts, most of which are for some type of non-confrontational performance really makes those fools look like South American Generals. I have worked with a few of these paper heroes who acquired their rows of ribbons only after making gold star. Funny how that works. It seems they nominate each other.

The Girl Scouts of American have better leadership then the Chicago Police Department.
i'm late, but they really should do it either at the far north or south sides of the city. responders can practice getting there.
