Accuse the Accuser
- A Chicago police lieutenant who’s married to Superintendent Eddie Johnson has lodged an internal department complaint against a sergeant who once suggested that she and other officers cheated on a promotional exam.
Lt. Nakia Fenner alleged Sgt. James Prah filed a false report contending that she had access to questions and answers to the 2015 lieutenant’s exam before taking it, according to an internal police document obtained by the Chicago Tribune.
Fenner’s internal complaint against Prah isn’t the only accusation of wrongdoing she’s leveled against others within the department. Last month, she filed a complaint with the U.S. Equal Employment Opportunity Commission, claiming she was a victim of discrimination within the department’s promotional process.
There is exactly zero doubt that Fenner, along with numerous others, all connected to Mrs. Wysinger-Hall, had access to the test and answers in 2015. There is no way possible, statistically speaking, that Hall, Fenner, Ward and a few others all working in IAD, and all connected by a single degree of separation, were able to score in the top half-of-one-percent after failing to do in the previous test. It doesn't pass the smell test by any stretch. We've also pointed out the same thing in the case of a previous supernintendo's son's Tact team, Chief of Patrol's front office, husband-wife teams being promoted together, and SME's pincushions scoring abnormally high despite needing the "merit" bump for previous promotions.
None of these people suddenly got smarter - they suddenly got the answers.

The previously sealed Inspector General report, not subject to FOIA requests, may all of the sudden be subject to discovery, including all of the e-mails Ferguson "couldn't" locate outlining dates, times and locations of secret study groups held at HQ and certain mysterious retirements following revelations of involvement.

Word is Davina Ward also filed an EEOC complaint for descrimination. I give this Prah credit. See something....say something. He did and now they are going after him? He's by definition a "whistle blower" no therefore covered under the whistleblower act meaning even if an investigation can not prove his allegation, as long as the complaint wasn't patently false, he can not be disciplined or retaliated against for making the allegation.
Every city employee has to take the annual ethics training. That training very clearly states that both Actual Conflicts of Interest and the Apparent Conflicts of Interest are a violation of the city's rules of ethics. There is no dispute in the record that the very person who was the subject matter expert in the development of the lt's exam questions and answers is the same person who conducted a private, invitation-only study group for that same Lt's exam. How is is possible that this isn't at the VERY LEAST a prima facie case of an Apparent Conflict of Interest? Only in Chicago. This is why we are a laughing stock. We operate under third world rules of conduct. The CPS IG, Nick Schuler, would have broke this case wide open.
Keep dreaming suckers, we will all be long retired before the Department allows this to come out.

Jim Prah is one of the best coppers I’ve ever worked with. He is smart as hell, but more importantly, he’s the real police. If someone in his family were to set up a Go Fund Me page I’d contribute in a heartbeat. Just be sure they reach out to sergeant C.A. For some insight before doing it.
Someone should file an EEO complaint against Fenner for getting assigned to days in 009 straight out of Lt school. That sure sounds like preferential treatment to me. Was that fair to the rest of the Lt class that all went to midnights? How did she get to days? Did hubby make a phone call and say put her on days? If she wants to say she’s been treated “unfairly” then let her explain how she got to all her previous assignments.

I believe that the Sgt. is protected under the whistle blower act, even in the broadest terms, he 'reasonably believed' the allegations to be true.
SCC has touched on some statistics that reveal near impossibility to have this select crew score in the manner that they did.
Hopefully, THIS investigation although probably a future whitewash, will open it up to FOI follow-up and CR's vs. those that sat on it for 13 months and then let the chips fall where they may.

Back in 1990 I took the bar exam in a state not far from IL. Both a friend of mine and I failed by 1/2 a point, and so did a study buddy I had worked with. She was the Notes editor for her law school law review. Not one you'd expect to flunk. The whole thing smelled to high heaven, so my friend started researching it. The long and the short of it was that 6 of the 7 state bar examiners all had pass rates within about 5 percentage points of each other. #7 (a big-time political hack in the state) had a pass rate down in the 20% range. He was the Supreme Court's "cut man"; in order to keep a handle on the pass rate, once they got to him, he determined who would pass and who would fail, to keep the pass rate manageable.
The reason I say all this is that my friend actually filed suit in Federal Court. One of his witnesses was a "testing expert" who actually helped write the Medical College Admission Test (MCAT), and was a professor at a major B1G university. He testified that the statistical likelihood of the failure rate being what it was, with who it was, was in the BILLIONS to one ! It won't be hard to do the same with this obvious travesty. NO way statistically could the pass rate on the second test be what it was without major doctoring. Won't be an easy trip, but it can be done !!! Don't let this go unchallenged.

Residents who are the victims of retaliation may be able to recover damages that they show directly resulted from the retaliation, including litigation costs and reasonable attorney's fees. In addition, if individuals have been denied any city application, such as for a permit or license, as a result of retaliation, they may have their applications reconsidered and reviewed. City contractors who are the victims of retaliation may be entitled to have the contract selection process repeated if the contract has not yet been awarded.
I believe the Sgt falls under "every Chicagoan." Looks like a clear case of retaliation.

My guess is she can afford lawyer fees better than the sgt can. That may be at least part of why she is suing the sgt. or maybe she has a lawyer willing to do it for free. That would not be at all surprising. if the lawyer is one of the politically connected, it is likely she is not footing the bill. the politicians need the distraction so they will pay for it. probably not directly though. somehow the taxpayers will end up on the hook for her legal bills.

Someone should file an EEO complaint against Fenner for getting assigned to days in 009 straight out of Lt school. That sure sounds like preferential treatment to me. Was that fair to the rest of the Lt class that all went to midnights? How did she get to days? Did hubby make a phone call and say put her on days? If she wants to say she’s been treated “unfairly” then let her explain how she got to all her previous assignments.

Do you even know what you are talking about? She went to the 9th district because she was assigned there. New lts get assigned to where the CPD bosses send them. She’s on days because the commander put her on days. Probably on management if the Lt association even has a seniority clause. You are dreaming if you think all the other lts went to midnights. So Wysingers wife and Ward are on midnights? I bet if you check there are quite a few new lts not on midnights
You say did she get a phone call or preferential treatment. Do you live under a rock? A phone call made on the CPD. who ever heard of that happening. Or preferential treatment. That’s never been done before

Retest them....as Sergeants with the last Sgt Exam.
Passing scores above 70% go on to take a Lieutenant Exam, from any previously used test that is at least10 years older than the last.
Jumble up the questions and include a couple P.P.O. level testing scenarios to make it a real challenge.

I work hard every fucking day, i do my job and what’s required of me, i studied for the test and though i didn’t score as high, i tried and i did not cheat nor did i have the answers. To name a few Fenner, McKenzie, Wysinger, Ward, Boyd, Carter, Wines, Green, Blanton, all had the test. There are more and they know who they are and it’s time to expose them because this is getting out of hand. I will side with the Sergeant who filed the CR any given day. 1. Not to diminish this, but, there are also other areas of egregious waste, and theft, and fraud, and kickback corruption, and assorted other schemes which put this debt upon all taxpayers.
2. The retail business interests, as well as rental property enterprises, all benefit from these "welfare leeches", as money spends just fine, no matter where it is acquired from. Thus, money flows within the local economy.
3. You can object to your money being taken via taxes and dispensed to others to spend, to spend on all the purchasable items you commonly buy yourself, but, were not the business interests supportive of the varieties of items allowed to be purchased so, the actual costs to fund these welfare/assistance/benefits/entitlements programs would be far less than it is.
4. Retail business does not want less variety in what is allowed, ever.
5. Rental business does not want one cent less than the most they can get for their rental units.
6. All tax funded assistance programs are designed not only to service those assisted, but also to satisfy the business interests who care not from whence their business income sources, only that business continues to flourish.
7. Were the varieties of allowed items to be reduced, in any manner, let alone to a significant degree, the loudest voices objecting would be those of the business interests involved.
This "welfare leeches" concept is quite stale, since those business interests do not care about this, in any way, for any reason. It does not effect their business. If anything, it benefits their business, as the doing of nothing gets boring, so the do nothings go shopping!!!!
The concept of assisting our fellows finding themselves upon hard times, until they can get back on their feet, has long been not what this is about. 50 years +. That's half of a century. That's, minimum, 3 generations.
Which makes me wonder, will business interests, so intertwined with this assistance scheme, ever choose to support MAGA?

Actually, anyone can file an anonymous complaint against a Chicago police officer, even if they've never met a Chicago police officer. You can make a phone call, fill out an online form, write an anonymous letter, etc. It's ridiculous. You could choose any name or star number and completely falsify an entire story. You can't anonymously commend an officer online. That tells you everything you need to know about the nonsense complaint system we have.
The reason I say all this is that my friend actually filed suit in Federal Court. One of his witnesses was a "testing expert" who actually helped write the Medical College Admission Test (MCAT), and was a professor at a major B1G university. He testified that the statistical likelihood of the failure rate being what it was, with who it was, was in the BILLIONS to one ! It won't be hard to do the same with this obvious travesty. NO way statistically could the pass rate on the second test be what it was without major doctoring. Won't be an easy trip, but it can be done !!! Don't let this go unchallenged.

this was tried in 1987 on the cheating on the promotional examinations, taken to federal court and the effort failed. The federal courts do not want to upset the apple cart when it comes to affirmative action within the police and fire departments. The federal judge said he does not care if the city has candidates arm wrestle.

will graduate from academy soon and they are
trying to keep that hush hush on where he’s going.
Now if the son is anything like the disaster
nieces of the XO in 002 , who has threatened
cops jobs by saying, “my uncle signs your checks”,
or “my uncle will have you transferred “!!
Then this department has hit rock bottom!!

I worked for Jim Prah. One of the best guys I ever met on CPD! Great boss, real Copper. Had your back, treated us like equals. Good for you! He actually deserves to make Lt., unlike many of these mumbling, clueless idiots that made it!

EJ’s wife is fair gain, but his son is truly a good kid. Children are off limits unless of course they are driving around in their mother’s vehicle high as a kite and committing traffic violations. EJ’s son has earned his way. Now the X.O in 002 is an entirely different story. By the way, you mean to tell me that his niece got off of Snapchat long enough to make such a stupid comment. XO in 002’s niece constantly runs her mouth and sits on social media the entire tour, while on patrol. Rumor has it, the XO is pissed because no one wants to work with her. Her favorite words are “Imma ask my uncle.” “Imma tell my uncle.” Maybe I’ll bid back in 002 since they have a new commander.
