More Number Games

The media publishes City Hall press releases just like the good little ass-kissers they are:
  • Mayor Rahm Emanuel and Chicago Police Supt. Eddie Johnson announced Sunday that over 100 new police officers were being deployed across the city.

    The new officers are being hired as part of the CPD’s plan to add nearly 1,000 cops to the police force, according to Emanuel’s office. More than 2,400 CPD members have been hired or promoted as part of the department’s hiring plan, which started last year. That includes 1,600 new recruits, 77 lieutenants, 214 sergeants, 370 detectives and 213 field training officers who have entered the police training academy.
Once again, providing smokescreens to Rahm's reelection efforts:
  • Where does the media think the lieutenants, sergeants, detectives and FTO's come from? It's not like there are all these unemployed cops wandering around waiting for the CPD to come offer them a job.

    FTO's and detectives all come from the blue shirts. So those 583 were already employed by the Department.

    Sergeants come from the detective, FTO and Patrol Division ranks. So a few of those new 214 sergeants were already counted among the previous promotees, and the rest were taken away from existing spots.

    The lieutenants ALL come from the sergeant rank, so those 214 "new" sergeants are actually only a net gain of 137.
You see where we're going with this. The media fails to just come out and ask, "How many sworn officers do you have on the payroll today as compared to this time last year? And how many officers of all ranks retired in the past 12 months?"

That might prove embarrassing to Rahm, especially as the Department is canceling days off for numerous units and teams along with offering overtime for five straight days in July (03, 04, 05, 06 and 07) for the expected holiday mayhem. If we were anywhere near full strength (such as it is), there wouldn't be massive overtime expenditures.

OT but, one of my oldest friends is one of the new sgts., and he’s starting on the street later tonight. He made it by score, not merit. He went to school at night, got his degree while raising a kid, and was determined. Best wishes, Stimson J., we’ve been through a lot. From the late 80’s, Burger King runs, the jack of jacks, concerts, baseball, hockey, working together, marriages, the boys, and all of the other nonsense we did (that we’d probably have been arrrssted for!!), up to today, I wouldn’t change a thing. I’m proud of you. You’re going to make a great sgt. To all of the other new sgts. that made it by score, best wishes.

Nice article SCC but i wont give up on the lieutenant's part. Trying to figure out how one can cheat on the promotional test, study the whole text, get promoted and walk around like they really made it on their own. I mean you should see these ass fucks walking around with stolen bars. It use to be if you cheated, sit fine and shut the Fuck up while staying under the radar. However, these ass fucks want to be seen, noticed and carry a loud voice. But wait until they meet judgment day, not going to be so humorous after they hit you all with Rule 14. Just as you cheated dont ask me for a half of penny in the hat cause you reap what you sow and your promotion was not earned, you cheated.

And no where was the lack of police man power more evident than in Wrigleyville and Boystown last night. Had the scanner on until 10:30PM or so. Area was in RAP status for quite a while. Amazing the number of serious jobs that got repeated over and over with 30, 45 minutes accumulating. I wish the public was aware of this.

Not the cops fault; there is only so much you can do when you are shorthanded. It's all Rahm's fault.

I know CPD will not give out exact numbers of personnel but perhaps somebody could FOIA the number hired and the number retired since Rahm has been in office. I bet a hundred toothpicks there are not an additional 1,000 “new officers” added. Not even close.

Quite a few have over 23 year on the job. DOnt worry guys all those calls were noted about you wanting to work in the district closest to your house will be filed.
I know you also said you have 2 kids with in your second marriage and refuse to hire a babysitter so you need days too.
The commander also wants to give you a 6 a.m. start time so you can avoid traffic.

Also if you can make sure you can run names on LEADS quite a few of the last class seemed to have not been able to run rap sheet from LEADS. The reason being they have not made an arrest in a decade and have been knocked out of the system!!!

so when the mayor was in 17dst for his news conference on Sun day they had to scrape up some officers from 17dst to have stand behind him for the smoke and mirrors effect for the news. there weren't any officers working to help fill the conference room only in chicago.

With all the hiring that unit 123 did last year it yielded a net gain of 34 officers. They can not keep up with the retirement, promotion or officers that are fired. Huge number (upward of 1500) will be leaving once the contract is settled. Have fun trying to get a day off and having our RDO's cancelled for holiday weekend. So glad to be in the tail end of this Mickey mouse department.

Huge numbers? Hear that everytime it’s contract time. Never happened. Alway 500 -600. Same thing when po’s thought they were going to lose 55 and out. No change. I remember reading on blog the retirees were lined up in the hallways waiting to put in their papers at HR. All BS.

Pension board has all the numbers Everyone that is working pays into the pension. No secret there, they gave an annual report and are audited by the state. Try CLEAR. It list everyone by name and number, even seniority number. Also FOP Everyone under the rank of Sgt is paying dues or fair share Pension board lists in its annual report the number of retirees. The number are there if you want to get them
As far as FOIA, perhaps you could do that, be the somebody

But pretty sure total District Beat personnel citywide is in the ballpark of 60% that actually respond to radio assignments and write reports.

Our asshole commander knew well in advance that one or two guys were making Sgt, another couple were making Detective, one made the Marine unit and one made K9...... all within the last few months. But yet he did not have the foresight to get another class rolling to have them out for the busy summer killing months. I am guessing the Heavyweight Love Bug made the call and told Wheelchair Joe there that the unit could function at 70%. This. Place. SUCKS.

Why did the FOP quit publishing the monthly retired list? The last excuse was that the city will not give it to them. They have a contractual agreement with the city to collect dues. How do they keep their books straight? I believe a grevance they would prevale just on the dues collection point.

If training is over and you have gotten your new assignments as of change day--24 Jul 2018--wouldn't any "detail" have to be filled by volunteers/reverse seniority?

It seems to me that most have some sort of grievance if a single person assigned to your Unit of assignment on your watch with less time on the job is not standing beside you

That will never happen. No new det is going to file a grievance the first week he gets sent to a new unit, just like the older deta don’t file a grievance when they get a detail the the younger sets with less seniority stay in the office and don’t get the detail

You might be thinking wrong. If you are worried about what’s in the contract just wait and see, then retirebefore it’s approved. Being 55 next year you should know the contract is a year away or more. Months from now when the contract goes to arbitration it goes like this. They set arbitration dates to have the city present their case, then dates for the FOP to present their case. This takes months. Then both the city and FOP get to dates to refute what the other said or claimed. This takes months and the arbitration’s dates are months away. Then the arbitrator has at least 60 days to make his decision, sometimes longer and finally after he makes a decision it has to be approved by the city council. At any time during this process you can retire under the old contract. Read the arbitration and you will know what you have gained or lost, how much the insurance went up, etc and then decide if you want to retire before the contract is approved before the city council. That usually takes a month or two because they have a hearing and debate on it before the vote

The point is new officers should go to the south and west sides and learn how to be the police. Experienced officers with time on the job should be able to bid to the plum districts. Kids shouldn't get clouted into the best spots with zero time on the job.

They're probably going to watches you don't want to work. That's why people don't bid out of their south and west side districts, even when they have some time on. They don't want midnights, and they don't want shitty furloughs.
