What the Heck is This?

What District(s) or "merit" bosses put this together?


Someone said it was rescinded within hours of being released. Someone else said it's 12 entire pages, but this one is the meat of it all. Wonder how the citizens feel knowing that they're just a "point system" to bigger overtime checks.

UPDATE: It's eight pages long, not twelve, and we've been sent the entire package along with the Order suspending implementation. Fred Waller's signature is all over this thing.

How many full duty officers are working administrative positions?

If I understand this correctly, you’d be basically competing against coworkers to make sure you had enough activity to work your desired days?
Also, a school absentee with a required ISR is worth more than an arrest? Let’s say the only activity I did all month was one school absentee and the ISR, and all my partner did was catch a guy that was responsible for multiple burglaries and it cleared a huge pattern. The department has laid out a case the officer with the absentee had a better month of policing?

If a 20 yr. 8 to 4, S/S housemouse has seniority but hasn’t worked a Beat in twenty five years, would they barred from in-District OT?
Heck, whom better to work weekends than a S/S housemouse?
How can and how does a HouseMouse get ranked? Counts for copier use, mail distribution, coffee maker cleanings?
And I’m taking it that senior slacker house and duck sergeants get the benefit over Beat sergeants.
Seems the HQ Merit Brains Division have created in writing thats there’s some job description separation between real Beat Police, housemouse police, district discretionary assignments police that’s going to have a challenge on their hands.

All in all, it’s a Merit Management policy and it’s all good.
If it was pulled, it was because it didn’t include the dainty, the lackluster and the connected admins.
Tweaks are coming.
Total DC discretion is likely.

But let it be known, Sick n’ Tired Special Ed and Lil AntKnee are ‘show-me-the numbers’ guys and this selective headhunter stunt is not good for morale and yes, el’COPRAH and associated preferred community law offices are waiting.

Kiss the Commanders ass................................................. 50 points

Come to work in uniform................................................. 25 points

Spend at least half the watch actually working and not socializing...... 8 points

Actually finding out what the phone caller wants before blowing the call
off onto desk personnel..................................................2 points

This was done by a Lieutenant in 14 back in maybe 2007. Everyone’s ranking was posted on the door of the roll call room. Didn’t last. Same type of point system. You can’t measure the work that the police do. What about working in a slow district where nothing happens as opposed to a district where you rush from one call to another? Case reports don’t count but it’s police work. Helping zitizens don’t count, but it’s police work. How many jobs you do a tour is police work, but that doesn’t count. This is not an assembly line where you can count how many widgets you push through the line.

It doesn’t violate the law because a grievance already ruled they can do it for special enjoyment overtime such as VRI. This looks like someone took this point system idea from a LT that was in 014 a while back who is retired now. I’m not sure what he used it for but it was not popular.

How does a lock up keeper get points?

How does a desk officer get points?

How does the wagon guy get points?

How does the commanders secretary get points?

Does a tact team all get equal points for 1 arrest or is it divided by the number of person on arrest?

THIS idea is so great it should be used to hire MERITS with the cities bids!
Yet nobody signs an idea they stole by the way from college course many of us have taken.

Take credit when you think you have reinvented the wheel.

It's been warming the "cockles" of my heart for years. The city WANTS a quota system for the police, but they really CANT have a quota system for the police. :-)

We all knew it. I cant count how many times the WC read from a piece of paper at roll call giving the need for "X" amount of arrests, movers, and parkers needed in "supplement" to official record of the roll call C.O. book. I'm sure that piece of paper was "mysteriously lost afterwards.

I believe they are being filed along somewhere with the Dean Andrews investigations binders...

This chief Waller should be demoted immediately. Does he know nothing about the court ruling banning quotas? That case specifically banned the use of a weighted points system which is exactly what this is. Not only that, the points are determined not based on the impact that the specific category has on public safety, it's completely based on what they think is important. For example an arrest is worth 7 points yet an ISR is worth 6? So if you catch the right guy you get 7, if you catch and release the wrong guy you get 6? It will never fly my contention is that everyone who had a part in putting this together and signing off on it should be dumped immediately as they show that they don't have the grasp on what can and can't be done legally (i.e. Quota systems)

Nothing new. Years ago a boss graded you by something similar. People started putting how many points their arrest was worth on the arrestee’s forehead. Stopped when a judge asked in court what the number was for.

Looking at the point system I started LOL. This is a sissy system, put together by some empty holster(s). In the TASK FORCE it was arrests only. And here is the summary: Murder-15 points, Robbery, Rape, Burglary, Auto Theft, UUW all 10 pointers. Narc arrests usually dealt with quantity. So lets say you grab a hot car with four assholes, 40 points. You hunted because you liked to, and if you were highest in your squad, you worked in plain cloths, got early ducks, and sneak Furloughs. If you got a gun, depending on you Sgt. you would off duty. The Sgt. ran the unit, and the Lt. made sure the CR's were unfounded or Not sustained. Life was good and we had a ton of fun.

I'm glad it didn't need an official grievance to over turn it. Just how stupid are the bosses Rahm and Kidney Bean appoint to help run the department? I worked in Gang Crimes (the real one 30 years ago) under a point system. It was ridiculous and caused some level of sand bagging. Sun Times had actually run a few cartoons about it. Nothing good comes from a point system

FOP Lodge 7 had the concerns for the private citizen front and center when they stated that it violated the police contract. Police no longer hunt for activity for economic reward.

Liberals say.......Police work shall not be about rewarding police for proactive police work that generates activity (whatever activity is parkers/movers/arrests/anov's/ISR's)

So now liberals have created a department that can't reward proactive policing.

It's totally f----ed up.

Ok big deal. They ask you for a little bit of activity. You can not tell me that in a typical eight hour tour an officer can't write a few parkers, movers or blue cards. Not to mention an anov or isr if available. In the mean time, some of you will continue bitching how some people in society are takers and don't work while you bring in zero activity across the board every night.

Drinker/pisser/etc = $25.
PCS = $40 ($50 if delivery)
Movers range from $10-50
Guns = $75 (we should get the same as the turn in folks)
Felon with a gun = $100 (with additional bonus for parole violations)
Batts and Agg Batts vary but start at $25 and can hit $150 (with a double bonus if the victim expires).

At least we can clearly see the problem now. These idiots in charge don't have the slightest clue what a quota is. Someone actually came up with this idea, and it likely passed several levels of approval before being put on paper. Then it was released, apparently without any of the department's lawyers having seen it and recognized it as a quota system. Then it gets rescinded once someone tells them it's illegal. Complete morons deciding policy. Here's a clue for those in charge: when you offer to pay officers more money in exchange for more arrests, movers, parkers, etc., that is an illegal quota. It encourages corruption. It rewards it. It guarantees it. Stop trying to supplement the manpower shortage you created by coming up with overtime programs and bike teams and summer mobile teams, and start hiring qualified people as quickly as you can. We need more officers on the street, in the districts. We need the police officers and sergeants to be spread more evenly throughout the city, not only concentrated in high crime areas. You've shortchanged the taxpayers and good citizens while providing an abundance of services where they're not appreciated, not effective, and not safe. The previously safe parts of the city, which were relatively crime-free, at least in regards to violent crime, are now seeing a massive increase in such crimes. This is because there aren't enough police to even man the beat cars on each watch. 7 beat cars and one sergeant isn't enough to police anything in this city, but that's what we end up with on certain nights. Meanwhile, on the west side, there are 40 cars from the district, 50 cars from outside units, various foot, bike, skateboard, speedboat, etc. officers and 10-20 sergeants. And the crime and violence continue to grow out of control. We have so many bosses on this department, chiefs of everything, but not one of them can figure out how to actually deploy resources in a fair and effective manner? It's absolutely disgusting and ridiculous. I don't see how this department or city will survive much more of this.

It’s a point system people much like they had in the days of Gang Crimes (I/F).... same idea and concept but different pioint values obviously. Back them you needed 100 points a period or you got a talking too and if it persisted you got dumped. This not withstanding however on the watches back when we rotated from Days to midnights to afternoons and no bidding for watches you had to meet the watches demands. For example some watches wanted 3 movers and 2 Parker’s a day or some wanted 2 movers and 3 Parker’s a day or some variation of. This was required along with the requisite curfews, school absentees, Bus Checks. If you didn’t meet the demands of a particular watch then your were dumped, launched into orbit until a watch would pick you up but again you needed to have the numbers to stay.

If I understand this correctly, you’d be basically competing against coworkers to make sure you had enough activity to work your desired days?
Also, a school absentee with a required ISR is worth more than an arrest? Let’s say the only activity I did all month was one school absentee and the ISR, and all my partner did was catch a guy that was responsible for multiple burglaries and it cleared a huge pattern. The department has laid out a case the officer with the absentee had a better month of policing?

This has always been the case, short timer. Remember, the City/Department cares only about revenue and the perception of safety. The dinosaurs will remember a mover, 5 parkers, and a bus check, and you were "golden" Now see, the school absentee not on the street can't get shot or be shot - perception of safety. ISR, again, perception of safety - we got this big database of offenders. Don't you feel safe?

Your burglary arrest only costs the city money in court time, and the county in housing the prisoner. Net loss for the government. They could give 2 shits about the pattern and the poor slobs who were broken into.

This years Puerto Rican Fest was the first time they charged a $2 donation at the gate. They claimed that the money was earmarked for the Hurricane Maria recovery effort. Low and behold, four days after the Fest is over the President of The Puerto Rican Parade Committee went into the 14th District desk to report that "up to $70,000" was stolen from the donation boxes. He's claiming that security was responsible for the theft. Sorry Hurricane Maria survivors, maybe next year.

Looking at the point system I started LOL. This is a sissy system, put together by some empty holster(s). In the TASK FORCE it was arrests only. And here is the summary: Murder-15 points, Robbery, Rape, Burglary, Auto Theft, UUW all 10 pointers. Narc arrests usually dealt with quantity. So lets say you grab a hot car with four assholes, 40 points. You hunted because you liked to, and if you were highest in your squad, you worked in plain cloths, got early ducks, and sneak Furloughs. If you got a gun, depending on your Sgt. you would be done with your tour. The Sgt. ran the unit, and the Lt. made sure the CR's were unfounded or Not sustained. Life was good and we had a ton of fun.

How do the Sgts get away with no work? Shouldn’t they have to work for their OT too? Might I propose:
1 point for every bullshit mission executed by your POs (3 if you are a merit Sgt)
3 points for every unnecessary spar (5 if you are a merit Sgt)
5 points for every cr taken (20 if you are a merit Sgt)
10 points if you can convince your POs to come in with ISRs (50 if you are merit)
This will ensure you will only have the best and brightest Sgts doing OT.

The bosses' demand for unreasonable contact-card activity resulted in a law suit against the City of Chicago, which SUCCESSFULLY ended the Contact Card Data Base System. Now that Illinois State Statute demands a detailed report (ISR) of every street-stop, every report now involves LEGAL LIABILITY for the reporting officers, and yet, the Bosses of CPD demand more and more ISR activity, to compensate for the fact that the "easy" contact-cards can no longer be generated, because the Contact Card system was so totally corrupt, that it was ended and destroyed by a JUSTIFIABLE LAWSUIT.
When, oh when, will the upper management of the Chicago Police Department be staffed by men and women with HONOR, INTERGRITY, AND GOODNESS, who will personally PUT A STOP TO THIS "QUOTA" MADNESS?
NOW, these same bosses want to make the State-Mandated ISR Data Base a corruption-based system where people are stopped/profiled just to end their tour of duty with "ISR numbers."
THIS INSANITY HAS TO STOP," and it needs to STOP NOW.
I am protected from any harm from the Department, because I am publicly posting this Comment under the Illinois State Statute regarding "Whistleblower" rights.

If anyone thinks that quotas are equall to list promotions they are sadly mistaken. The people of Chicago are being cheated and not getting the best for the position.

Talk about ignorance. OT is in big demand and most officers will do anything to earn OT. Hence the pressure for activity. This "voluntary pressure" will result in weak rationale for a ISR. I will admit it is hard to patrol for 8 hrs and see nothing but the desire for OT will push them to improper judgement. There has to be other methods for management to lead officers while on the street. Pressure and threats never are successful. Why repeat the past under McCarthy.

First of all the lieutenant from 014 retired as Cmdr. David Sobczyk of the 024th Dist. No "Son of Copernicus" was Sobczyk and he would have been fired while in the academy if his clout, either Rostenkowski, Lechowicz, or both, hadn't stepped in after a serious DUI near Wellington and Cicero. This is the same Sobczyk who ran over an elderly woman, killing her, en route to a "hot call". His Illinois D/L was expired at the time of the fatal on-duty accident, too boot! And he never took a day...

A similar system was put in place over thirty years ago by Joe "Patrolman Joe" McCarthy while he was a Deputy Chief. It was good in theory; however, flaws in the point system awarded higher points for arresting a dentist holding a glass of beer in front of the Chicago Stadium after a sporting event than were given for an arrest for UUW/Handgun. You can still find the proffer from the civil rights case on-line.

So a small group of us white-shrts are sitting around before roll call bewildered and laughing about the brain trust that designed and announced this initiative only to recall the order minutes later. Uh, it wasn't any white shirts in the districts. Ah, once again affirmative actions finest hour!

I know and worked with Randy for several years. I agree with everything he posted, but he is missing a key point. Randy is an excellent police officer. He got that way by working and answering calls and stopping people who deserved to be stopped. He arrested those that earned it and stopped the cars that deserved tickets. I watched him inventory 100 purses from a counterfeit sales call by himself. No complaining, he didn't blow stuff off. We, as a police department, are grooming officers who won't,or even worse, can't do any of the above. Does anyone think a new officer will be able to go an entire career, unable to write a report that will stand up in court? Articulate probable cause? Or reasonable suspicion? I don't think so. What's going to happen that day? Not doing our job doesn't expose us to less risk, make us safer or less likely to be sued. It guarantees we are unprepared when the day comes.

Quotasof arrests ANOV's, movers and Parker's would be an instant defense in court. Itdoes not pass the sniffles test, either. COPA would have to increase staffing as every person files a complaint stating they were charged so an officer could meet his quota. And think of the public relations side, too. Pflakey will be all over that.

First of all the lieutenant from 014 retired as Cmdr. David Sobczyk of the 024th Dist. No "Son of Copernicus" was Sobczyk and he would have been fired while in the academy if his clout, either Rostenkowski, Lechowicz, or both, hadn't stepped in after a serious DUI near Wellington and Cicero. This is the same Sobczyk who ran over an elderly woman, killing her, en route to a "hot call". His Illinois D/L was expired at the time of the fatal on-duty accident, too boot! And he never took a day...

Good Ole Dave, the self proclaimed Polish Prince. That lizard face moron would come up with a system like this and show it off to the bosses to make a name for himself.. The problem with this system and people like Dave Sobczyk is that they will have their favorites who will never have to work like everyone else.

Why would you be surprised that merit lts get the big spots. They were made merit by the top bosses who decide the exempt spots. If you have a top boss or politician to make you meritorious , he will have the power to make you a DC or chief

what a way to cover up our man power problems and to start a point system will cause a lot of problems for everyone. quantity vs quality and pos will be doing things that will jam them up and their partners for the al mighty vri.... and again by the time they get something up and running the summer will already pass and crime will still be there and districts will be without manpower. the end is near when they started cancelling our days off for holidays....
