Walk Away
This guy puts his finger directly on what's the matter in Chicago, but doesn't realize it:
- One man stood by himself, leaning his back against a chain-link fence on the north side of 16th Street, watching police work the large crime scene to his east. He estimated more than 1,000 people had been there. He talked freely but did not want to be named. He’s lived in the neighborhood his whole life.
“I know the rules,” he said.
The man had been on his way out when he heard the gunshots, he said. He commented on the brazenness of shootings he’s grown accustomed to.
“If they shoot you, they don’t even run,” he said. “They just walk away, they ain’t trying to run.”
The issue isn't the "rules," i.e. "snitches get stitches." There were always ways around that - deals, promises, consideration, shorter sentences, etc.

If the cops show up, they'll run.
If they run, they might or might not get caught.
If they get caught, the chances of them being actually charged are next to zero.
We posted last month's HeyJackass stats yesterday - 66 murders, 1 subject facing charges. That isn't all because of the "no snitching." Much of it can be laid right at the feet of Foxxx's office and unwillingness to charge pretty good cases. Everything is C.I.ed or runs out the clock or awaiting some witness/test/statement.

WHITE PLAINS, N.Y. — A 12-year-old boy is recovering and remains hospitalized days after he jumped several feet from an overpass and a police officer jumped to help him Friday.
"Everything happened so fast and I think my adrenaline was pumping so high" said police Officer Jessie Ferreira Cavallo, of the Hastings-on-Hudson, N.Y., police department over the weekend.
Ferreira, who was on her way to work in the village, was one of a few passers-by to stop to help. She said she jumped after the boy and helped him after he was unresponsive on the ground.
Ferreira said she immediately parked her car on the shoulder, stuffed her pockets with first-aid materials from her car and then jumped after the boy, who she said looked like a young teenager.

Why run, in the unlikely event they get caught they know nothing will happen. No one will testify and unless there is a video, highly unlikely, no SSA will charge. So why run.
