There is No "Code"
- Under fire for how his administration handled the Laquan McDonald shooting, Mayor Rahm Emanuel in 2015 gave an emotional speech before the Chicago City Council acknowledging a “code of silence” allowed police to cover up misconduct.
Since then, however, Emanuel’s Law Department on five separate occasions has fought police misconduct lawsuits with the help of a hired expert witness who has testified a widespread code of silence does not exist, according to an analysis of city records by the Better Government Association and NBC5 Investigates.
The city’s efforts ultimately proved futile, costing taxpayers nearly $70 million in judgments, settlements and legal fees in four of those cases. In addition, the city has paid the expert witness — former Irvine, California, deputy police chief Jeffrey J. Noble — more than $165,000 since Emanuel gave his speech.
So that $70 million ought to be removed from the tab that lib-tards like to tout as the supposed "cost of police misconduct." That portion lies directly at the feet of the nine-digit-midget talking out of his ass.

The only code of silence that exists is among politicians! But no one is talking about that. Didn’t Rahm keep the video silent? City council signed off on paying the family? How about the sick and disgusting Democrats in the US Senate that kept the info about Judge Kavanaugh silent until the last minute in an attempt to destroy him and delay? Using Ford for their personal gain.

Rahm has always been about covering his own ass and making himself look good since taking office. He has made nothing but poor decisions since he got in that have put us deeper into the black hole which was little richie's playpen. You often hear of sports teams doing a "rebuild" and trading away tenured players and going with new guys. Illinois and chicago need a rebuild right now. This will never end unless we do a deep clean and change the entire structure of our government.

The real and only "Code of Silence" that is up front and blatant is the accepted, lawyer/client privilege. A 'privilege' mind you!
Lawyers can and have been told for example that their client actually outright murdered 1,2, 3 etc. people (or folks) when, where and how.
Riddle me this... Name a case where an attorney came forward and solved a murder(s) by giving police the information on the victim along with the proof.
Simply put, 'covering up' the most heinous crime... MURDER.

I am going to say this again: Rahm is not that sharp. If he was as smart as people says he is, then he would never have said there was a code of silence. Once he made that statement he opened the doors up for law suite pay outs or as people say, The Ghetto Lottery. Anyone with a little common sense would have known that. It is a shame because if you look at the history of the city fighting back law suites they often won. Now, the citizens of Chicago and some very decent Police Officers are suffering. If the City had released the video and not paid the ghetto lottery, there would have been major civil unrest and jVD would probably be in the big house doing time on a murder rap. Now he at least has a fighting chance and very few in the community seem to give a rats ass. The City did the right thing. however the fallout from this was immense. Garry and Rahm are out (NO LOSS), the CPD has been decimated, promotions are soley based on race, the City is being pillaged and Bullwinkle will be your next mayor. Sure am glad I only have 24 months left.

Did Rahm call in the feds to investigate, set up a task force, anything? Maybe it similar to "systematic racism" that nothing can be done to fix. Or maybe it was a popular liberal talking point to gain liberal credibility and votes
