Sessions must be reading this Blog, because I, "Da Baby G", have stated on numerous occasions: "The Police are not the Problem, nor are they the Solution." Perhaps the Legal Community, Religious Community, Academia and Social Service Community and of course; Elected Officials, should step up to the plate and acknowledge that ALL OF THEM HAVE FAILED IN SOLVING THE PROBLEMS. I can't get anyone on the phone.

Maybe I missed it, but when assessing blame I don't recall hearing him hammer the Cook County catch and release court system for it's part in the overall scheme of things. And he said the system worked, with regard to convicting "rouge cops". As if the JVD trial was fair and the jurors impartial? Come on, Jeff.

We can't go back to contact cards. Illinois State Statute demands that form to be completed for most street stops, and applies to every police agency in Illinois, not just CPD. I don't see the state legislature rescinding that law.

North Side residents of Chicago have been terrorized by a rash of carjackings and stolen vehicles, often by offenders brandishing guns. Residents are afraid to sit in their cars for even a few moments for fear that they will be confronted by the bands of armed thugs.
But what these North Side residents don’t realize is that the officers trying to combat these carjackings and thefts are not only risking their lives, they are risking their jobs as well.
Consider what happened to Officer Luigi Sarli.
Sarli was working a three-man tactical car earlier this month when the three got a call that a Jeep had been stolen from Lincoln Avenue and Irving Park when the driver left it there to go into a store.
Because the Jeep had a tracking device, its owner could relay its location to dispatchers. Sarli’s team followed the announcements on the radio. As they approached the scene, they observed the Jeep in an alley. They pulled up, preparing to conduct an investigatory stop. But the Jeep began driving toward them. It careened out of the alley, right at the officers who were in uniform. Sarli was attempting to get out of the backseat of the car.
The offender, now using the car as a deadly weapon, drove right into Sarli, who jumped backward into the car to protect himself from the attack. As the Jeep struck the police car, Sarli fired at the vehicle, whose driver was now engaged in using force to evade a felony arrest. As the Jeep pulled away, eliminating the threat, Sarli ceased firing. The offender escaped, and the Jeep was recovered nearby.
The whole incident is captured on video.
For Sarli’s heroic attempts to capture a car thief? He was stripped of his police powers by the department’s Bureau of Internal Affairs. No disciplinary process took place, no investigation. The department just stripped the officer (on what grounds?) of his police powers and sent him to callback. Sarli’s actions fell well within the use of force guidelines, yet the BIA took away his police powers.
This move by the BIA is troubling. Normally, the city’s civilian oversight agency, COPA, investigates officers’ use of force. But in this case, COPA did not complete an investigation of the incident and issued no findings. The city’s BIA took their own actions. In doing so, Sarli’s due process rights under the collective bargaining agreement were tossed aside as if they didn’t exist.
One wonders what the residents of the North Side would think of such treatment of an officer trying to rid their community of armed carjackers. One wonders if the department gave any thought to what these actions will do to morale and the willingness of other officers to investigate crime and arrest offenders.
In response, Field Rep and Legal Defense co-chair Bob Bartlett and FOP attorney Tim Grace are attacking the department, calling for Sarli’s immediate reinstatement:
“How is it, then, that the agency prescribed to investigate use of force [COPA] has determined that no charges should be brought, yet the department determined that Sarli should be stripped of his police powers and reassigned?” they wrote in a letter to the department. “The FOP demands that you restore Officer Sarli to full status pending any decisions.”
Bartlett and Grace are sending a copy of their letter to the aldermen in the wards affected by the crime wave of carjackings and auto thefts.
And they are preparing their defense of Sarli.
I appreciate what sessions is saying. Anybody with half of a brain knows that the reason Chicago is a shithole is not because of the police, it’s because of the liberal agenda that’s being pushed every day (i.e. allowing illegal aliens to stay here, outrageous taxes, welfare programs that are abused, sky high crime that goes unpunished or given a slap on the wrist). THe Kansas City Preventive Patrol Experiment comes to mind. The increased police presence has to be managed effectively and efficiently for that to work. Maybe the Illinois Policy Institute, an independent organization and public policy watchdog advocacy group administering justice to all the public policy processes calling out political corruption, should be given ample opportunity to draft a consent decree with independent oversight on all revenue, taxes, laws, regulation and fiscal expenditures in Illinois, as well as Chicago for that matter. Use the Consent Decree for C.P.D. as the boilerplate model but substitute in the Illinois Policy Institute for the aclu in all that oversight.

I am the original poster. Yes, you are correct to a point. Look at 011 and it doesn't appear to matter how many cops they have in that district, with everyone tripping all over themselves. I do disagree with you that police visibility doesn't deter crimes, at least for certain areas. My district had a foot post (officer had a car though) that was four blocks long. This was in a middle class barrio business area. When it was enacted, robberies and gang violence became non existent. It lasted for about three years and then was ended due to lack of man power. Sure enough, it wasn't long before crimes started happening again. The truth is you will never know how many crimes are deterred by police presence. It's not like criminals will take a survey and admit that they would have snatched that old ladies purse if it wasn't for that police officer sitting in his parked car. I'm skeptical of any of these supposed studies because not every area is the same. Always looking for something to read though so thanks and I'll check that Kansas study out. I'm sure we will both agree that our gang and tac officers are ineffective the way they are currently used in this department. An SOS type of unit needs to be formed again to be deployed in certain high crime areas especially after shootings. Current Saturation Teams are a joke with their suspended license arrests. Just my opinion.
Sessions should have came to Chicago with a federal task force and took over city hall.

Unfortunately I haven't been able to contact anyone in the Chicago Crime Commission in real life to do real world, anti crime activism in my part of Chicago. I noticed Jody Weis (former not bad Chicago Police Chief) was the head of the Chicago Crime Commission but then he left.
I can't get anyone on the phone.

certain types of pedestrian stops. The law requires that data is to be collected on
pedestrian stops that include “frisks, searches, summons and arrests.”
Importantly, there is no requirement to collect data for a pedestrian stop that
does not include at least one of the following: frisk, search, summons or arrest. In
other words, if an officer stops a pedestrian but does not frisk or search the
person, does not issue the subject a summons, and they are not arrested, the
stop would not be reported to IDOT.1
When a stop meets the definition stated above, the officer must record:
Subject’s gender and race
Reasons for the stop
Date, time and location of the stop
Whether or not a pat-down or frisk was performed and if so, the reasons
for the pat-down or frisk and whether the subject granted consent
Whether contraband was found
Whether other searches were conducted, with or without consent
The disposition of the stop and any violations, offenses or crimes charged
as a result of the stop."
There's nothing saying you have to fill out a two page form. There's nothing saying you have to collect or record any data when you don't frisk, search, issue a summons, or make an arrest. That isn't "most street stops," and a slightly modified contact card could easily meet the requirements when warranted. We're doing ISRs for stops that don't require documentation according to the law. It's the ACLU's "requirement" that our department catered to, not Illinois law.

It has failed miserably everywhere it has been tried. It absolutely won't work here. Even "communists" in America don't really want communism. They just want people who have it better than them to be more like them, and people who have it worse than them to have it a bit better. Communism and socialism would be really great ideas, if only they didn't involve people. People are needed to make things work. People are selfish, jealous, vindictive, materialistic, greedy, and a whole variety of other adjectives that go against the whole idea of communism. Someone always has to be in charge. Someone always needs more than the next guy. Some people will always work hard for what they get while others do nothing and expect handouts. When they don't get enough handouts, they'll take from those they feel have too much. "Communists" usually come from the richer segments of our society. Their parents gave them a good life, so they think everyone should get taken care of by those who have more, without taking into account any of the factors that caused those people to have more, such as intelligence, education, hard work, etc. A society based on everyone benefiting from the work of the few, never has and never will be successful. If communism could ever stand a chance of taking hold in this country, it wouldn't be with the current crop of "communists." They're weak, misinformed, disorganized, generally clueless, and easily swayed into believing nonsense. If you want to live in irrational fear of them somehow organizing and taking over a well-established, heavily-funded, highly-militarized, government, then so be it. I'll be over here living in reality.

Actually the City briefly, very briefly, considered this in the early 2000s. Idea came out of Mayor Little King Richie office.
The idea was that the Department would issue guns along with radio and beginning of tour and collect at the end.
There was a near instant blizzard of questions.
Number of guns
How long to acquire
Issuing and accounting for them
Security and maintenance
Liability for malfunctions
What gun to buy
Where would money come from
How To administer program.
Many more.
No answers.
Idea died quickly and quietly.

They've been "trying to" forever. The problem is, they're a fringe group of disorganized morons, with no real potential to take over anything more than an open mic night at a Seattle coffeehouse. You think communists are unorganized but have no proof other than your observations/ opinions. You sound like you an 18 year old who is parroting some Berkeley Professor's lecture.
Those weed addled brains in Seattle coffee houses are tools, the forces behind communism go much higher, and are more sinister.
Did you sleep through the eight years of Obama? He wreaked havoc on this country, turning us in the direction of socialism, which is government directing industry. And after socialism drains the private industry, government steps in and takes over industry, which is communism.
Look at the health care industry, the left destroyed the system that was in place, forcing people with jobs to pay through the nose for insurance, or just forcing to get insurance they maybe didn't want. They told people with insurance already that if they like their doctor/plan they could keep it, (lie) while letting certain segments get free healthcare.
Look at the automotive industry, government giving out cash for clunkers, bailing out GM (should be called Government Motors), telling GM who to install as CEO. Sounds like the very definition of socialism to me.
The mortgage industry, Jimmah Carter with his Community Reinvestment Act, which took off under Clinton, then Obama, where they made banks give loans, against established banking standards for lending, to people who didn't qualify for loans. And the banking industry was threatened with sanctions from the government if they didn't do this. We all know what happened in 2008, for those tools who don't understand, banking crash. Again, government directing private industry, socialism. Hardcore commies aren't stupid, they fill the weak mind with all the ideas about people you mentioned, that the haves, have it at the expense of the have nots, and tell them that the government will, take it from the hard workers and give free shit to the layabouts, basically what our government has been doing since LBJ and his Great Society scheme.

I'll assume you're talking to me, despite the fact that you aren't very good at showing who you're referencing. I did mention communism, so I figured you're talking about me.
So, let's try to help you understand. I never mentioned the communist manifesto. I wasn't referring to the communist manifesto. I very obviously talking about the "communists" living in our American society. No section or page number exists that covers them. I know this despite never reading the communist manifesto, because I have no need or desire to read anything written by communists or about communism. It just doesn't interest me. Anyone with half a brain would know it's a waste of time and a complete failure. History has proven that communism doesn't work. Reading about how great a failed idea is seems like something only a complete moron would do. "Oh, some guys living in a foreign land two centuries ago had an idea about what the greatest political system would be, and they wrote a book about it? I'd love to read it! Oh, the thing they wrote about has never actually worked anywhere, and always results in complete and utter failure, along with massive poverty and corruption?
