Special Ed Report Card: D-Minus

These numbers are from the City's own databases. You know, the ones they feed to the media all the time. Our stat guy has been busy making sense of it all.
  • This data speaks for itself. These aren't arrests. These include arrests, but they are technically "all reported incidents of crime" for these crimes listed citywide. I only included some of the crimes that people really care about. E.g. Homicide, Robbery, Burglary, Aggravated Battery, etc. I broke down Robberies to each category because people should see this. Notice Agg Vehicular Hijacking and Vehicular Hijacking. I also included Narcotics and Prostitution for fun.

    The column on the right is March 26, 2016 to about a week ago. That's about 965 days of Johnson's leadership. The column on the left is the same period 3 years prior. We need something to compare Johnson's performance. This is also a 965 day period.

    Gotta give credit where credit is due. Burglaries are down. But just about all the other crimes people care about are up. (SCC Note: How many burglaries are just NOT reported due to long wait times for 3-1-1 or hours for an actual officer. Not to mention "downgraded" to theft.)

    And BTW, look at Narcotics and Prostitution! It's almost like Chicago has had a miracle in reducing narcotic use - OR society just don't care about this category anymore. I get it, what's the point in arresting or reporting narcotics if it's pointless. But Johnson shouldn't take credit for this reduction by any means.

All that red ink certainly isn't good.

Compstat 101: If you stop counting Narcotic and Prostitution arrests (43,000) you can make almost anything look good.

    Burglaries are probably down because people got tired of being put on hold for an hour to report their garage burglaries, so they just hung up instead.

    This comparative shows that the severe reduction of proactive policing has led to the rise of index crimes. Narcotics and vice crimes are significantly lower, those numbers are driven by an officer’s proactive engagement to thwart those crimes. The rise in index/violent crime is offset by the result of the suppression of proactive policing, for the overall crime reduction phenomena that our “leaders” so brazenly flaunt. Looking at the rise and prevalence of the numbers of violent crime, a disgrace indeed and a more dangerous city than what those “leaders”project.

    Is it just me but serving under 7 prior superintendents, Supe Fenner has got to be the WORST supe we have ever had. I have no motive in making this statement. They are all political pawns, some worse and some better , but this is the most inept, most corrupt, worst superintendent we have ever had! How does a child molestor cop who also gets in bar fights breaking people’s bones, still on the job after years of pleading guilty for molesting little boys ? This is his inner circle of friends? Also, his own wife suing the department for racial or sexual discrimination ? Can this Supe be possibly be worse than he already is ? Thanks mayor for allowing your best and brightest to lead this department and we wonder why so many cops are depressed and considering suicide. Such a strange city we live in! There isn’t one cop I know who doesn’t want to retire as soon as possible unless they are coocoo themselves

    Just to be fair, not everything is Johnson’s fault. Everyone knows he’s just the face of the department with no real say. Put the blame on those who have really caused crime to skyrocket.

    Blame the politicians.

    Blame the states attorneys office.

    Blame the judges.

    Blame the cook county sheriff and cook county government.

    Blame the criminals. Blame the aclu and all the liberal activists who support more rights for criminals than they do for law abiding citizens.

    But finally, blame the citizens of this great city. Because without them and their pathetic voice we wouldn’t keep having these same corrupt politicians getting voted into office again and again. Even after becoming convinced felons.

    Narcotics and prostitution are typically a measure of proactive policing.. When do you ever remember seeing a complaint for either one that was signed by someone other than the arresting officer. These are crimes that pretty much are never even documented in a case report unless it is accompanied by an arrest. And while some are in response to a citizen complaint, the arrests are still made via proactive police making observations and moving forward based on their investigation.

    So he can take credit for that drop all he wants. It is just an indication that the officers working under him are doing less and less. There are various reasons for that but it definitely includes a failure on his part to properly support and lead the officers under him.

    There is little or nothing a police department can do to stem burglaries. People and businesses that install alarms and cameras can deter them, but routine patrol cannot. That also goes for most other crimes. Only arrest and swift prosecution keeps down crime. And, that is not happening in Chicago.

    The impotent Johnson certainly shares some of the blame. But I believe more fault lies with Kim Foxx and Tom Dart. The prosecutor and sheriff have literally become pro-criminal/anti-law enforcement. This is unprecedented in Chicago. If you look historically at these two offices, they have always been headed by at least nominally law and order types. There was even a Republican Sheriff (O'Malley) back in the 90s. And while Dick Devine, Avalrez, and even Shortshanks had their flaws as state's attorneys, they would have never endorsed the pro-criminal insanity emanating from Foxx. When I was in law school at DePaul, a left wing professor, Len Cavise, encouraged students who wanted to be public defenders to be prosecutors instead. His thought was that you could help the accused (i.e. criminals) as a prosecutor better than a p.d. It looks like he got his wish and the long, slow march is now paying its dividends. The state's attorney's office and sheriff's office has been subjected to "industry capture" so to speak, as the anti-law enforcement people have taken over these offices. Put simply, Foxx and Dart have blood on their hands.

    To the post above beefing about privileged cutting. Inform your family that if they get in that scenario, they request that all late comers especially mayors and exempts get in the back of the line. Family requests and wishes should override the chosen ones cutting line.

    I am the original poster about the privlidged should be standing in line like the rest of us and shouldn’t have reserved seating.. the reserved seating should be for his classmates and officers from the second district front row along with the family. After seeing all the bosses and Mayer at the wake and funeral I went home and told my wife If anything happens to me I do not want the present superintendent and the present Mayer speaking at my arrangements. Also everyone waits in line no one is better than the next person.. if president trump wants to speak he may do so cause I love that guy!!

    Don't forget the 15% homicide clearance rates. Ed is really proud of that number. So proud he won't change the worthless leadership in homicide Detectives Division. So Ed how many more years are we supposed to be subjected with the terrible results in solving homicides. Please don't trot out that old saw about the community not cooperating. Look at Baltimore stats, they have same public mistrust that the CPD enjoys and the right clearance numbers are in the 40% range. It is a leadership issue not a community cooperation issue.     Once again for at least the fourth year good old 011 leads the pack. Just maybe a change in ALL the leadership positions is in order. The current merit hacks are failures. Stupidity is expecting better results with current leaders in place. Would think that 4 years of failure should be enough to prove you can't get the job done. Guess the real reason there is no changes coming is that there is no one qualified to put in the job that has proven he or she could do a better job. The given not earned mentality of the CPD is on full display in 011, so are the results of that mentality.

    Suggest that the CPD STOP ALL MERIT PROMOTIONS FOR THE NEXT FOUR YEARS. Then evaluate the results of honestly tested promotions have had on moral and policing. The CPD has proven that merit promotions have failed to build a cohesive and effective police department. Take the politics and favoritism out of the process. Only way to be promoted is thru a fairly administered and graded testing proceed. Test well or fail, the best and brightest need to be allowed to run the department. Period end of discussion.

    Crimes are solved by communities but many in Chicago are loaded with criminals, that's not a popular thing to say by the media or our elected officials.

    To 11:57 p.m. -- Jack O'Malley was never the Cook County Sheriff. He was the Cook County State's Attorney and an Illinois Appellate Court Judge who went to the University of Chicago Law School. He was a Chicago copper, including time on Jane Byrne's detail.

    I watched him on cltv, and he followed the "chart" wonder what is his stellar history? how many part 1 arrests? How about that promotion merit? who is he connected to in order to get that sweet easy spot? Use of force expert on what, how quickly to devour ribs?

    Yes. Snelling is a MERIT SGT who was put in I think by Matt Tobias. Guy has spent MOST of his career INSIDE, SAFE at the training academy.

    Just to be fair, not everything is Johnson’s fault. Everyone knows he’s just the face of the department with no real say. Put the blame on those who have really caused crime to skyrocket.

    Blame the politicians.

    Blame the states attorneys office.

    Blame the judges.

    Blame the cook county sheriff and cook county government.

    Blame the criminals. Blame the aclu and all the liberal activists who support more rights for criminals than they do for law abiding citizens.

    Snelling was a merit sergeant who was put in by Matt Tobias in 2010. He has spent almost his entire career in the academy. Being an "expert" is just knowing the use of force model and explaining it.


    Ill take a person who works the street and gets promoted by TEST SCORE rather than academy guy who needs MERIT.

One thing he did that was good was explain the charge where the officers were only asaulted and that should not have been put on an officers battery report. Also explained why they filed the TRR report. Don’t think the prosecutors had any idea about those two reports and their false understanding of those reports were part of the basis of those charges being filed
    That comes from watching the trial
    Hopefully the judge took off until Tuesday at 1PM for one of two reasons. To check case law and write an opinion to justify her refusal to allow any of the emails to be entered into evidence which would destroy the prosecutions case and the other to explain that without the email in evidence her reason for approving the directed verdict of acquittal the defense attorneys will be asking for

He’s testifying to the guidelines of the Use of Force Module. If you’re innocent, you’re innocently. If you’re a crook, you’re a crook. Stop looking to place the blame elsewhere. Place the blame with Van Dyke and his accomplices.
