A warning from an insider we have occasional contact with:
- 2 weeks ago, a meeting was had on the CCDOC grounds. In attendance were 10 recruits from the CPD academy (all M/B and F/B mind you), 2 representatives from Kim Foxx’s office, IAD brass from CPD and some OPR guys from County.
The skinny is that these 10 recruits were hired by CPD as recruits, and acting as IAD snitches. They didn’t come from County but County OPR has advised them on what to look for, how to snitch, etc. It was organized this way so as to avoid detection from inside CPD which is why they were at County and not at 35th/Michigan.
These kids are being paid normal CPD salary but also “retention bonuses” on the side from city payroll as a bonus to snitch on officers. Foxx is good with it and will prosecute officers however appropriate. When you’re on the street and one of these snitches is your partner and sees some real police work happening they’ll snitch, you’ll be cracked and they’ll get paid. Watch your backs out there.
This job just keeps getting better and better! There's more, but we'll share that tomorrow. This was the big news.

What's new is old they tried this before. In the 60s-70s they formed the elite C-5 squad, separate from IAD, to root out alleged corruption. Word was then that they were recruited prior to or during the Academy. A member of the unit was Robert Hanssen, his father was also a CPD officer. In the mid seventies Hanssen left and became an FBI Agent and was in the counter-intelligence section. From about 79 to 01 he was selling classified documents to the KGB. It took years to catch him. The following will really tell you about the climate in Chicago: "He once said in a letter to the KGB that it should emulate the management style of Mayor Richard J. Daley." He is the most infamous agent to ever serve in the FBI that is up until now, we'll see with what has been going on with Comey & company! I believe that C-5 was disbanded over some controversy but I don't remember the facts. Maybe someone else remembers.

What makes you think IAD hasn't already been infiltrated by new hires (feds) brought in to assess the staff and weed out the dead weight. This includes civilians employees that seem to do their own thing because they don't have adequate management, Several new sworn members are working in IAD these days. Many internal staffing changes have taken place. Makes you wonder if the feds have planted a few moles in IAD to keep an eye on people working the 5th floor and not just patrol. They used a C/I to attempt to pass a bribe to a copper working at Soldier Field. with no video or audio they took the C/Is word for it that he passed the money to the copper. After an illegal strip search of the copper, the C-5 nitwits discovered that the C?I kept the money.....No more C-5
A very good friend of mine works in the County Forrest preserve police.
Recently a recruit was hired and assigned to an FTO who had alot of very bad habits going home on duty, sleeping at work and coding out jobs never he was never at.
The recruit cataloged every incident on PAPER!!!
Picture it a Forrest preserve recruit actually doing all sorts of paper while being trained.
The kicker this mystery recruit quit shortly after the investigation. I will now go find this mystery recruit and dig a little deeper.

In the late 70's, C-5 set up some bum on the street with marked money and targeted some Bt cars, in an attempt to get them to roll the bum. Bum kept the money, but gave C-5 the high sign that a Bt car had rolled him. This happened on Madison St. either in 012 or 013. Undercover C-5 cars rolled in and curbed the beat car (amazed it didn't end with a shootout), took the beat guys in a vacant lot and strip searched them looking for the marked money, which, of course they didn't have. Heard those beat guys sued and did all right in the lawsuit.
Another C-5 tactic was to have 3-4 black C-5 guys, looking like ghetto thugs, get pulled over by either a Bt, tac, or SOG. They'd get mouthy, refuse to listen to the Officer's orders. Then, right as the cuffs were going on, Shazamm! The stars come out, "We be C-5." Made for some fun times on the street.

Think about it, how were these 10 recruits even recruited for this position? Were they former county? Picked out randomly at the academy? Also, they would be breaking a whole host of general orders and ethics violations; especially for probationary police officers. This work is the equivalent of outside employment, as I’m sure there is paperwork and/or responsibilities tied to the supposed salary. Of course, we all know outside employment isn’t allowed until after completion of 18 months. It’d actually make more sense to involve P/O’s off status.
IF this is all legit, they fucked it up from the beginning. Should have made it more racially diverse and include people with time on the job. If someone is really operating in this liberal nightmare-world where corrupt police work is still rampant, they’re going to be careful around any M or F 1’s out of the academy.
This tactic was used recently for a county jail that hired a female senior staff command officer from a much larger county (take a guess) and she recently quit after accreditation was conducted (interesting timing).

Back in the early 70's there was a section of IAD that did this same thing. They would set up phony gambling games and other criminal activity, bait the police, provoke the police and hope for any type of misconduct. They had snitches allright, but not from inside the department. They actually strip searched two police officers in 013 on the word of a street snitch that he cage the officers some money as a payoff (the money was marked). However, it was the snitch that kept the money and lied on the police. As I recall the unit was called C10.
This current story that all black officers have been recruited as inside snitches, I am not sure that I believe. It would be a foolish thing to do as it might turn everyone against all new black police officers who would be feared as potential snitches.

One of their most famous incidents was an undercover informant alleged that he bribed a copper work crowd control at a Blackhawk game. The brainiacs decided to grab him right then and there. They strip searched him on the street just as the hockey game was letting out.

The Bosses and the other M/1 and F/1 Officers should be extremely pissed about this. From the Bosses point of view all this will do is create friction and tension in the ranks. This will sink morale even further, if that is even possible. Nobody will want to work with or trust the M/1s and F/1s coming out. They are the ones that will suffer the backlash. When they go looking for help, it will be hard to find. Eventually people are going to get hurt because these Officers will be out there on their own. The other M/1s and F/1s should put some blame on their ten greedy classmates who think it is cool to snitch on other coppers.

The "Anonymous" who claims that an exposed snitch,will be "Dead Meat", is full of shit. All through the history of CPD there have been snitches; and nobody has done anything to them. In fact some have risen through the ranks. Remember F/1 Cynthia White, who snitched out the "Bruthers" in the Deuce (2nd District) back in the the 80's? She retired as a Captain. Remember Joe Fivelson of IAD? He snitched out the Major Accident Unit, and retired a Sergeant! Years later showed up at a retirement party, and after a few drinks he boasted: "I've got the best job in IAD.When coppers reach my desk they are about to be fired, and they are in tears." Apparently Joe got off seeing coppers cry. Nobody ever retaliated against the aforementioned Rats, and the people they snitched on not only lost their jobs; some ended up in prison! And many of the "Agents" working for C-5 ended up as sergeants. One of the blunders that caused the Unit to be disbanded was an incident where they strip-searched coppers, on the street, in public view; when they thought the coppers had bribe money on them. The coppers were innocent, and the incident resulted in the coppers receiving cash settlements for their humiliation, and it was pretty much the demise of the "Elite" snitch Unit. Coppers do not stick together like firefighters. Scabs, that joined CFD during the fire strike back in 1980, were ostracized from their firehouses for almost 20 years! Firefighters would not even speak to Scabs! The hostility was so severe, that many firefighters could not handle it, and they just quit. So even if these CPD Snitches are exposed, nothing will happen to them and they may even advance their careers. As for the coppers who get caught; just remember there are IAD Agents who will actually Get Off, watching you do down. Don't give them that satisfaction. Do NOTHING more than answer your calls. What's new is old they tried this before. In the 60s-70s they formed the elite C-5 squad, separate from IAD, to root out alleged corruption. Word was then that they were recruited prior to or during the Academy. A member of the unit was Robert Hanssen, his father was also a CPD officer. In the mid seventies Hanssen left and became an FBI Agent and was in the counter-intelligence section. From about 79 to 01 he was selling classified documents to the KGB. It took years to catch him. About ten years ago I had heard IAD had an exempt member holding private meetings with PPOs to see if there was an interest to work for IAD in early in the career. Not sure if they actually followed through with anybody who may have been interested.

If I was in charge of this (and trust me I would not be) I would meet each and everyone separately. While I agree with most of your comments I strongly oppose you calling the men who were hired on CFD during the strike scabs.
The CFD not only went on strike but those strikers actually committed arsons . Not only that but they also beefed on CPD coppers who were assigned to sit on the firehoueses during the strike. They called themselves the BOB aka the brotherhood of the barrel what they rally are is the brotherhood of the bottle.... these so called Pillars of employment ethics not only were drunks but were arsonists and snitches/beepers. Within the last six months a relative newbie (under 3yrs) came to my unit my spidey senses sensed something was off and bam he wanted to be all buddy buddy but he was sooo negative and only wanted to bitch and complain about the dept and all i would be is positive and say positive things he has miraculously transfered back to wherever he came from.
Also within last month had a seasoned ofc with domestic issues (hold over his head) suddenly become very negative towards the dept and also try to get me to engage in negative talk regarding the dept. . .

preferred parking spot. It was common. The snitch lied to the undercover IAD cops and kept the money for himself. The snitch was also an informant for the area detectives, well known guy. When the detectives heard about these two cops jammed up over the lies of the snitch, the detectives grabbed the snitch and made him tell the truth.

Yes, I agree. Some people are always calling for the other guy to sue. They really do not have a clue what it takes to sue someone. It is not easy and can get expensive. Besides that, personnel actions and files cannot and will not be released under FOIA.
Joe Fivelson was "Wacky" Gene Karczewski's right hand man in IAD. They railroaded more police officers with their phony investigations and Ray Risley allowed it to happen.

One of the blunders that caused the Unit to be disbanded was an incident where they strip-searched coppers, on the street, in public view; when they thought the coppers had bribe money on them. The coppers were innocent, and the incident resulted in the coppers receiving cash settlements for their humiliation, and it was pretty much the demise of the "Elite" snitch Unit. Coppers do not stick together like firefighters. Scabs, that joined CFD during the fire strike back in 1980, were ostracized from their firehouses for almost 20 years! Firefighters would not even speak to Scabs! The hostility was so severe, that many firefighters could not handle it, and they just quit. So even if these CPD Snitches are exposed, nothing will happen to them and they may even advance their careers. As for the coppers who get caught; just remember there are IAD Agents who will actually Get Off, watching you do down. Don't give them that satisfaction. Do NOTHING more than answer your calls. OT.....So not too many arrests citywide on either Christmas Eve or Christmas Day. In fact, virtually ZERO arrests that involved proactive policing., Why??? I’m assuming making arrests those two days ran the risk of interfering with your holiday plans.

IAD has had covert badges and Id's for their police agents they even have covert logins so you really never know when someone transfers in are the IAD or not always assume the worse.

Within the last six months a relative newbie (under 3yrs) came to my unit my spidey senses sensed something was off and bam he wanted to be all buddy buddy but he was sooo negative and only wanted to bitch and complain about the dept and all i would be is positive and say positive things he has miraculously transfered back to wherever he came from.
Also within last month had a seasoned ofc with domestic issues (hold over his head) suddenly become very negative towards the dept and also try to get me to engage in negative talk regarding the dept. . .

That guy was a worker and knew more about dope than anyone in Narcotics or DEA. But they were wrong about him and they paid the price. Idiots.
I am downtown a few days each week and I need the BGA to look into this. Why is it that FEDEX delivery trucks along with other trucks get hammered with parking tickets but UPS GETS NONE. THERE HAS TO BE SOMETHING GOING ON AND WHO IS BEHIND IT

I think he was working 013 when that happened. The C5 jagoffs believed a junky snitch that the cooper took the mark bills he was given. Near the end of the search, an Area 4 Task Force four man car rolled up and they started shitting all over them selfs. The Task Force officers called for a sup on city wide #2, they were about to take action against the C5 goofs. After not finding any marked bills and the TF guys witnessing what happened, they let the cooper go. I don't know if Dennis did anything about being searched, but the incident sent shock-waves throughout the department. The search occurred near Madison and Western as I recall.
